Although salaries in the UAE are thought to have risen by as much as 5% in 2013, this is a simple analysis of a complex issue with several constituent parts.
The first point to make is that some industries, such as banking, have seen their salaries increase more than other sectors such as logistics. Secondly, rises above 5% in the public sector mask a smaller rise in the private sector and lastly not all companies within their sector have increased salaries at a universal rate. So, it is quite possible that you could work for a company that didn’t increase salaries at all in 2013.
One aspect of the salary debate about which we are keenly aware is what happens when individuals are looking to move jobs. It is here that we have seen a real tension emerge in 2013 between jobseekers and employers. The former have been looking for a minimum 10-15% increase in their remuneration package to ‘make it worthwhile’ to switch while the latter are trying to negotiate this expectation down to ensure that a new hire fits in with their existing salary structure.
Although the economy has been growing at 3% for the last two years and confidence has returned to the housing sector as seen in increasing rents and property prices, many companies are not yet sufficiently confident about increasing their prices to customers, which is what would fund more generous across-the-board salary rises.
While in some cases jobseekers are being offered the same or even a reduced salary to move jobs, we expect that employers will give way to these salary demands in 2014, particularly in view of the rising rents and cost of living.
We would advise jobseekers to make absolutely sure they know what salary is on offer before even getting as far as the job interview and to make the company or their specialist recruiter aware of the minimum salary package that they would be prepared to accept as this could save time and frustration further down the track.
They also need to be clear as to what it is about their unique selling points that can add value to the hiring company and why they should expect a salary rise. We are not yet at the point of an automatic hike!

ACCOUNTANCY & FINANCE
Although growing confidence in the economy is resulting in more investments, the region isn’t quite operating at full throttle yet.
This means, for companies in the UAE, they need to have an awareness of their outgoings and be able to identify, and capitalise on the growing market.
For these reasons industries that are currently driving the market, such as Construction & Property, and Oil & Gas, we’ve seen an increase in accountancy and finance hiring. Elsewhere in other industries, such as FMCG, advertising & media, legal etc. vacancies are occurring on a less regular basis.
There certainly isn’t a shortage of skilled and qualified accountancy and finance candidates in this region, but with that comes increased competition and static salary expectations.
Within government organisations we see a clear objective to increase the number of local Emirati’s employed, and now regional and international banks are starting to specify a need for Emirati talent too.

CONSTRUCTION & PROPERTY
2014 will continue to demonstrate strong growth in the Construction industry across the GCC – the UAE, Qatar and Saudi Arabia specifically being the key drivers.
The UAE winning the Expo 2020 bid, Qatar’s commitment to hosting the 2022 FIFA World Cup, and Saudi Arabia’s continued investment into major transportation and residential projects will contribute to a significant increase in order books over the next 12 months.
Degree educated Design Engineers, Planners, Cost & Contracts Managers and Project Managers with experience on major civil and transportation infrastructure projects are particularly sought after, specifically in Qatar and Saudi Arabia where ambitious transport and utility programmes are currently underway.
Within the UAE, the renewed optimism amongst the developers is showing an increase in demand for Design Managers, Planners, Development Managers and Project Managers as they embark on new real estate projects and also the re-launch of previously shelved projects.
Whilst we expect the job market to significantly increase over the coming year, the demands from clients will also continue with the skillsets they are seeking. Degree educated, professionally qualified candidates are essential for middle – senior

Arabic speaking skills are an advantage but not essential.

HUMAN RESOURCES
The market for HR professionals saw steady growth in 2013, and all signs point to this trend continuing throughout 2014.
This is partly due to the rapid expansion of businesses within the region that need to boost their HR headcount with specialists who can acquire, retain and develop the top talent that will bring about growth.
We have observed an increased demand for Western educated professionals with international experience, particularly at the upper managerial levels with 8 or more years’ experience. Candidates with niche
skills in Compensation & Benefits and Learning & Development can expect to see slight salary increases due to the talent shortages in the market.

INFORMATION TECHNOLOGY
Commercial buoyancy in the region is fuelling a thriving IT sector – large companies are confidently expanding their operation and investing in better networks, cloud services, software systems and digital marketing.
As a result the in-house IT department is becoming a slick well-trained, multi-skilled division.
As well as a continued demand for western educated Arabic speakers, we have also seen more IT Business Development roles appear as a result of the budding economy.
Although a competitive market for general IT professionals, there is a noted shortage of talent for IT Security, Mobile Technology Specialists and Business Intelligence Consultants.
On average over the past year we have seen salaries increase by up to 10% in some roles. This is because companies are seeing the value of investing in employees who possess the skills to take their business forward.

The legal sector has remained fairly static in 2014, with few vacancies being registered.
The legal sector has remained fairly static from 2013 going into 2014, with few vacancies being registered. However, when new investments and the expansion plans of multinationals in the region come to fruition, hiring should pick up.
The UAE’s current construction and property boom has fuelled a growing need for skilled Arabic construction litigators. In-house candidates with 3-5 years’ experience are also highly sought after.
For those with over eight years’ experience, the market is extremely competitive, with supply far outweighing demand. This is reflected in the stagnant salary levels in 2013-14.

OFFICE SUPPORT
The region’s recent commercial boom has increased the demand for office support staff as a whole.
In particular for junior positions and vacancies in the Oil & Gas, Hospitality and Professional Services sectors as they start to expand their operations.
Competition within office support remains high, with a large number of quality candidates flooding the market, especially from western European countries.
Companies, however, increasingly require for candidates to have good local knowledge and Arabic speaking skills – in support of the local government’s Emirati employment initiative.
The extensive talent pool who are readily available has seen salaries remain relatively stable with no significant increases. As more organisations are willing to wait for the right person to fill their roles, jobseekers are prepared to take pay cuts in order to gain more experience, learn new skills or get a foot in the door.

SALES & MARKETING
The Sales and Marketing sector started to reap the benefits of the region’s growth in 2013.
Many retail, multinational and Fast Moving Consumer Good (FMCG) businesses started to expand their operations, hiring new talent rather than opting for internal promotion – a trend that was evident during the lull of previous years.
The rise of digital has helped to increase the hiring pace of marketing roles, while sales continues to remain a premium skill. A high volume of quality sales and marketing talent can be found within the region, making it a competitive market. There has been a clear demand for both skill sets in 2014, which will help candidates stand out, particularly in the FMCG market.
The Kingdom of Saudi Arabia and Qatar is also experiencing high employment growth. Successful candidates in these regions usually have strong regional experience.

SUPPLY CHAIN & PROCUREMENT
The demand for Procurement and Supply Chain professionals in the Middle East has remained strong, with companies continuously looking at how they can improve their customers/suppliers experiences, therefore creating new positions in this discipline.
Although employers are more open to looking overseas for talent, local experience is always preferred.
The FMCG and Pharma industries in particular are still a growing presence within Dubai, with many such multinational
companies (MNCs) having their regional HQs within the Emirate. The majority of the world’s largest logistics companies (3PLs) are also benefiting because of the increased demand for warehousing in a number of industries, particularly within the building materials sector.
From a geographical perspective, outside of the UAE, clients in Saudi Arabia also have a strong focus on creating efficient supply chain teams, with an increased demand for Saudi Nationals.
