1. Introduction

The main objective of the MARPOS project is to assist the Commission in

the implementation of the EU Maritime Transport Policy objectives, by

utilizing the results of past research work in the field of Maritime

Transport and building upon related expertise from the Transport sector.

It addresses the issue by consolidating and synthesizing the results of

Maritime Transport Research funded by DG RTD in the past two

Framework Programmes (namely the 5th and 6th FP) as well as the current

FP7, up to the third call, in order to indentify, through a gap analysis, the

fields where further research is needed and provide a comprehensive and

holistic view on future maritime transport research and form the priority

lines regarding five key Maritime Transport Research Themes, addressed

within the project, namely competitiveness, energy, environment, human

factors and safety & security.

An important part of MARPOS work is devoted to dissemination and

networking actions and to this end many dissemination – consultation

activities have been conducted aiming to present to various experts,

administrators and policy makers across the EU, the contents of the

Commission’s Maritime Policy emphasizing on the Transport related

elements, presenting the project’s results and recommendations regarding

future Transport research themes & priorities, and taking useful feedback

in all aspects of the project’s work so as to be able to finalize its results

and recommendations.

This report provides an overview of all the dissemination – consultation

activities that have been conducted during the project, presenting also the

material that has been produced to support them.

2. Dissemination means and channels

The dissemination of the MARPOS outcomes was considered as an

important task throughout the project’s duration and to that end, many

dissemination and promotion activities were conducted. These included

the creation of a corporate design for MARPOS (logo, layouts, templates

etc), the production of dissemination material (project’s poster and

brochure), the development of the project website and the dissemination

of MARPOS in several events, expert meetings, round tables etc aiming to

inform the EU maritime transport community about the MARPOS outputs

i.e. the research needs that have been addressed over the last decade

and provide them an overview of the priority lines that should be formed

for future Maritime Transport Research.

2.1 Project website

The MARPOS website, which is available at www.marpos-project.net, was

established from the very beginning of the project (December 2008) and

provides useful information on MARPOS work and progress, links to the

project’s events and deliverables and to the MARPOS e-tool (Maritime

Transport Research Database – MTRD).

In detail, the information provided by the MARPOS website is structured

around 6 tabs. The first tab “Project Overview” informs the web visitors

about the main objective of the project and the approach it has developed

to meet its overall goal, which is to provide a comprehensive and holistic

view of future maritime transport research. The second tab “Events &

News” provides information on any project’s future or past events as well

as other events and news regarding the field of Maritime Transport

Research. In the third tab “Outcomes”, a list of the public deliverables of

the project is presented, informing the web visitors of their status and

enabling them to download any document they are interested in. The

dissemination materials produced during the project are also

downloadable in a pdf format. The next tab concerns the “MARPOS e-tool”

which has a dedicated web link and is expected to be incorporated into the

MARPOS website once it is finalized. The last two tabs “Consortium” and

“Contact” provide information about the MARPOS consortium along with

their contact details.

2.2 Public consultation and information events

In order to realize the dissemination of the MARPOS outcomes and to

establish the exchange of ideas, the project partners organized a thematic

Workshop and a major Final conference, both of which took place in

Brussels. A brief description of the two events is given below along with

the dissemination material that was produced and used. It should be

noted that the proceedings of the MARPOS Workshop and Conference are

described in detail in two other project deliverables.

2.2.1 MARPOS Workshop

Based on its scope and objectives, the MARPOS Workshop on “Research

priorities for Sustainable Surface Transport” can be considered both as

information / dissemination event as well as a consultation Workshop. The

Workshop took place in Brussels on the 24/06/2010 and its main objective

was to report on the results of the MARPOS survey of research outcomes

and their implementation, related to maritime transport activities funded

under the 5th, 6th and 7th Framework Programme. The analysis, which was

presented at the Workshop, identified useful research results that could be

implemented within the maritime transport sector, and tasks that required

further research and development.

Additional target of the event was to open a discussion among experts in

the European maritime transport industry aiming to identify the future

priorities of maritime transport research, building on the results of the

above analysis and also taking into account the WATERBORNE TP

Strategic Research Agenda, and the changes that have taken place in

recent years, including the global economic crisis.

2.2.2. MARPOS Final Conference

The scope of the final MARPOS conference entitled “Overcoming Today’s

Challenges for Tomorrow’s Opportunities” that took place in Brussels on

the 12th of April 2011, as a joint event with the CASMARE project, was to

present the results of past research work in the field of Maritime Transport

and their successful implementation by the Maritime Transport Industry.

To this end, a series of successful DG RTD projects funded under FP6 and

FP7 were presented. Moreover the conference focused on the benefits and

challenges of international cooperation and the identification of the

research needs that should be addressed to meet future challenges such

as environmental and societal ones.

The most important actions that took place prior to the joint event

concerned:

The identification of the event’s aims, objectives and addressed

audience both by the MARPOS and CASMARE consortia (target groups)

The preparation of the conference agenda

Communication with key maritime transport experts representing key

sectors and groups such as WATERBORNE TP support and Mirror

Groups, European Member State and Regional Authorities, European

European Universities, European Maritime Clusters and coordinators of

the relevant EU projects and Support Actions

Formulation of the speakers, chairmen and participants list

Dissemination activities (announcements in the MTRD and the

WATERBORNE TP, email invitations etc)

Other logistics aspects (conference room reservation, preparation of

dissemination material etc)

3. Other dissemination activities

Liaison with existing efforts, initiatives and projects in the area of

maritime transport. Indicative examples are the liaison with the

WATERBORNE TP, the projects CASMARE, MARTEC-ERANET, as well as

projects/initiatives and databases dedicated to the dissemination of EU

research results such as the Transport Research Knowledge Centre

(TRKC) and the Maritime Transport Research Database (MTRD) –

developed though the MARPOS project.

Presentation of MARPOS work and outputs to various Conferences,

Workshops and meetings such as:

(i) Presentation of the MARPOS project approach (Maritime Transport

Research: Setting the Priorities to Improve system efficiencies) on the

Round Table on the “Mediterranean Ports: Present and Future

Challenges. How to Improve the Competitiveness of Mediterranean

Ports? – The Contribution of Develop MED” organized by the project

DEVELOP-MED in cooperation with the Ministry of Economy,

Competitiveness and Maritime Affairs of Greece (10/12/2009, Athens,

Greece)

(ii) Presentation of MARPOS work in the various meetings of the

WATERBORNE TP Support and Mirror Groups (SG27 17/9/2009, SG28

17/9/2009, SG32 9/3/2010)

(iii) Presentation of MARPOS project at ECMAR’s General Assembly on

4 March 2009

(iv) Presentation of MARPOS activities on EU Transport Advisory Group

Meeting in Brussels 11.03.2010

(v) The MARPOS approach was presented to the INTERREG NSR

Secretariat on 4th Nov. 2009 in Bremerhaven and to the EU project

Promotional Platform for Short Sea Shipping and Intermodality –

PROPS on the 22nd June 2010 in Dortmund.

(vi) The MARPOS work provided the basis for a scientific paper,

currently under review, to be presented in the IAME (Institute for

Maritime Economists) Conference October 2011, San Diego, Chile

entitled “European Maritime Transport Policy and Research Priorities”.

(vii) The MARPOS work provided the basis for a scientific paper,

currently under review, to be presented in the TRA (Transport

Research Arena) Conference April 2012, Athens, Greece entitled

“Technology gaps and Research Priorities to support the EU Maritime

Transport Policy”.

Website announcements of MARPOS project and events (CERTH/HIT

and FVP websites, MTRD and ECTRI).

Presentation of MARPOS to the CASMARE project meeting in Brussels

(04/02/2010) and participation of CASMARE to MARPOS meeting

(Athens, 4/3/2010). In both meetings the two projects examined ways

of cooperation and liaison.
