Chapter –I

Vision, Mission & Objectives of the Institute Mahatma Gandhi Institute of Rural Energy and Development is a Southern Regional Institute established with the assistance of Ministry of New and Renewable Energy , Government of India and the Department of Rural Development and Panchayath Raj, Government of Karnataka. The Institute is a registered society set up in the year 2000 to cater to the training needs of Southern States/Union Territories. It is the vision of the MGIRED to create awareness and propagate the latest development in the Rural Energy., Ground Water Conservation, Rain Water Harvesting and Environmental Protection to the rural masses. In this Mission, the MGIRED is committed itself to the following:

Training programs organized during 2008-09

• Training Program for Gram Panchayat representatives:

1. Renewable Energy for Rural Application: There

were eight programs on this topic organized for GP members from Raichur, Gadag, Haveri, Bagalkote, Koppal and Uttara Kannada. GP representatives were trained from these districts of the State. The topics covered under this training were; i) Present Electricity Scenario, Sources and problems in generation of Electricity ii) Renewable Energy options iii) Installation of Renewable Energy devices for power generation. iv) Bio-fuels.

2. Energy & Ground Water Management. Ten programs on this topic were

organized for elected representatives from Udupi, Bijapur, Belgaum, Bellary, Citradurga, Uttara Kannada and Bidar districts. The GP members were oriented upon topics like (i) Bhandara construction & Ground Water Recharging (ii) Water & Soil Conservation (iii) Different modes of Rain Water Harvesting (iv) Renewable Energy Sources/Devices and Energy Conservation.

3. Rain Water Harvesting & Ground Water Recharging & Bandara Construction. Six training programs have been organized for the G.P representatives from Gulbarga, Dharwad, Tumkur and Davangere. Various topics like (i) Different models and methodology of RWH. (ii) Renewable Energy Sources & Devices. (iii) Bandara Construction & Ground Water recharging. (iv) Water & Energy Nexus were covered in the training program. Were covered in the training program.

4. Training Programme for IFS Officers: MoEF selected MGIRED, Bangalore for the One Week Compulsory Training Course for IFS Officers on the topic “Clean Development Mechanism & Renewable Energy with special reference to Bio-fuels”. We had IFS officers from about 14 different States ranging in seniority from Deputy Conservator of Forests to Principal Chief Conservator of Forests. Our Institute had the privilege to organize this training successfully. Sessions on concerned subjects were organized for participants by subject experts.

• Program for Women

1. Income Generating/Energy Saving Activities and Renewable Energy for Rural Women: Two program were organized for women representatives from Hoskote Taluk of Bangalore Rural District and Bangalore North Taluk of Bangalore Urban district respectively. The training program included women’s role in implementation of alternative energy sources, Demonstration on smokeless chullas and biogas plants and technology involved in various bio-fuel plantation and oil expellers was exhibited to the participants.

Training program organized during 2009-10

• Training Program for Gram Panchayat representatives:

i) Renewable Energy for Rural Application,

Energy Conservation and Rain Water Harvesting:

There were 15 programs on this topic organized for Gram Panchayat members from Bagalkote, Belgam, Bellary, Bijapur, Chitradurga, Dharwad, Davangere, Gadag, Koppal, Raichur, Gulbarga and Tumkur Districts. 448 Gram Panchayat representatives comprising, Presidents, Vice Presidents, Members and Secretaries participated in these training program. The topics covered under this training were; 1. Environment Protection and Conservation of Fossil Fuels. 2. Renewable Energy and Energy Conservation. 3. Rain Water Harvesting and Ground Water Recharging. 4. Role of Gram Panchayat in implementation of NREGA program for Afforestation and Bio Fuel Development.

• Renewable Energy with special Emphasis on Bio-fuel:

One Program sponsored by Karnataka Forest Department for Range Forest Officers was conducted on 10th & 11th September 2009. 20 officers participated in the training program. Sessions were organized on:

i) National and State Bio-fuel Policy and Bio-fuel Task Force activities.

ii) Seed collection, storage, oil extraction and esterification of bio-fuels. iii) Climate change and forests iv) Marketing of Bio-fuels v) Activities of Hassan Bio-fuel Plant. Similar program was also organized for Assistant Conservator of Forests. 17 officers participated in this program sponsored by the Karnataka Forest Department.

• Clean Development Mechanism and Renewable Energy with special

reference to Bio-fuels:

18 Districts Level Officers from various departments like Agriculture, Horticulture, Education, Industries and Commerce, ZP Engineering & Forest Dept under Zilla Panchayat participated in this training program. There were

session on:

i) Introduction to Renewable Energy Resources and Devices. ii) Seed collection storage, oil extraction and esterififcation. iii) National and State Bio-fuel Policy and Bio-fuels Task Force activities. iv) Activities of Hassan Bio-fuel Park v) Bio fuels in Transport Sector. vi) Global Warming and its impact on environment and way of life and measures to

minimize by compromising our life style.

• Renewable Energy and Energy Conservation Awareness Programme

• Three days training by the Gram Swaraj Department was organized for Taluk Resource Centers Professionals. One session on Renewable Energy and Energy Conservation was organized.

• Five day training programme was organized by Rural Development & Panchayat Raj Department for District & Taluk Level Coordinators under NREGA scheme. One session on Renewable Energy and Energy Conservation was taken to create awareness on the subject among the participants

� Programmes for Women

i. Renewable Energy for Empowering Women:

Three training programs for rural women from Doddaballapura and Tiptur were organized on the above topic. 57 women participated in this one day program. Sessions on Women’s Role in Implementation of Alternative Energy, Demonstration on Smokeless Chullas, Biogas plants and issues involved in various Bio-fuel plantation and oil expellers were taken. They were also oriented upon various activities like oil seed collection and oil extraction at house hold level, and construction of smokeless stoves for economic empowerment.

Training programs organized during 2010-11 Training Program for Gram Panchayath Representatives:

• Environment Protection, Energy Conservation & Renewable Energy:

There were 19 programmes on this topic organized for Gram Panchayat Members from Belgaum, Bellary, Bijapur, Chitradurga, Dharwad, Davangere, Gadag, Koppal, Raichur, Gulbarga,

Haveri, Shimoga and Tumkur Districts. 411 Gram Panchayath representatives comprising, Panchayath Development Officers, Presidents, Vice Presidents, Members and Secretaries participated in these training programme.

The topics covered under this training were;

Programmes for Women

Sessions on Women's Role in Implementation of Alternative Energy Sources, Demonstration on Smokeless Chullas, Biogas Plants and issues involved in various Bio-fuel plantation and oil expellers were taken. They were also oriented upon various activities like oil seed collection and oil extraction at house hold level, and construction of smokeless stoves for economic empowerment.

Officers Training

Two programs were held for officers in the first quarter (April to June 2010). One batch of officers from Karnataka Power Corporation comprising 25 officers attended a program on Renewable Energy Sources and Energy Conservation. These officers were taken around Energy Park and Exhibition Halls. An awareness program on Energy Conservation and Renewable Energy Sources and Devices were organized for Panchayath Development Officers from

Bangalore Rural Dist. Demonstration of various Renewable Energy Devices were also shown to these 31 officers . Three programs were held for officers in second quarter (July to September 2010). One batch was of 300 Engineers from Karnataka Power Corporation Limited attending Induction program in their department, had an orientation session on Renewable Energy Sources and Energy Conservation. Second batch of officers participated

in three day training program on Sustainability of Drinking Water Sources organized at the Institute by the Panchayath Raj Engineering Department. Third batch of officers

were from City Municipal Corporations representing various districts of the State comprising Health Officers, Environment Engineers and Municipal Presidents. These officers were taken around Energy Park and Exhibition Halls. An awareness program on Energy Conservation and Renewable Energy Sources and Devices were organized. Demonstration of various Renewable Energy Devices and working of Biodiesel Unit, Gassifier Unit and Kitchen Waste Bio Gas Plant were also shown. Two programs were held for officers in this quarter. One batch was for 46 Engineers from Panchayath Raj Engineering Dept. They had an orientation session on Renewable Energy Sources and Energy Conservation. They were also given demonstration of all Renewable Energy Devices installed in our Exhibition Hall and Energy Park. Second batch of 28 Engineers from Karnataka Power Corporation Limited participated in one day training program. They had similar orientation on Renewable Energy Devices and Sources.

Workshop

2008-09

1. Workshop on Role of Urban Women in Rural Development Activities: A workshop for members from Siddhartha Cultural & Education Association was organized to discuss the role of Urban Women in Rural Development Activities. Ms Swati Bhogle, CEO, TIDE gave a presentation on the subject and emphasized on various activities and options which can be taken up in the rural areas. The presentation was made more interesting with case studies. Women participants expressed their experiences and elaborate discussions were held about different areas of development like Agriculture, Health, Energy & Environment Protection which can be initiated in the villages.

2009-10

1. Workshop on “Smokeless Stoves to Save Kerosene”: This workshop was held on 30th July 2009 in collaboration with TIDE and PCRA organizations. Fifty persons comprising representatives from NGO’s working with SHG women, Stove Entrepreneurs, Users of Smokeless Stoves and Gram Panchayat Officials participated. The workshop created awareness on the importance of using Biomass Stoves instead of Kerosene and LPG which are non renewable fuels and made users and NGO’s aware that it would be advisable to use Biomass Stoves that provide efficiency and zero smoke.

2. Renewable Energy - Employment and Entrepreneurial Opportunities: A workshop was organized in coordination with Bio-fuel Task Force and Association of British Scholars, Mangalore Chapter, on 6thand 7th June of 2009 at Mangalore. There were sessions on Bio-fuels, Energy Efficiency,Conservation, Biomass Gassifiers. An Exhibition involving leading manufacturers of Renewable

Energy products was arranged. This was first of its kind in that region and was a plat form for young entrepreneurs to know the commercial applications of renewable energy.

3. Workshop on Bio fuels –Two workshops on 23rd of June and 26th, 27th of November were organized to create awareness on various topics related to Bio-fuels like species, plantation, seed collection, transportation, oil extraction, conversion to diesel, usage in various sectors and marketing were dealt in this workshop. There were participants from Forest Department and Village Forest Committees.

4. Workshop on Climate Change Issues:- A Workshop on “Climate Change Issue” was held on 25th Jan 2010 in the Conference Hall at MGIRED. The participants of the Workshop were Assistant Conservators of Forest from Watershed Development Department and the Workshop was sponsored by the Watershed Development Department.

The Workshop had the following sessions.

1. Forestry & Climate Change - Initiatives taken by Karnataka Forest Department. 2. Clean Development Mechanism - Afforestation and Reforestation. 3. Proceedings of Copenhagen Summit 2009. 4. Building Climate Change Resilience of Water Resources through Watershed Development.

2010-11

1. Workshop on Bio-fuels for Rural Development & Clean Environment”Mahatma Gandhi Institute of Rual Energy & Development in coordination with Karnataka Forest Department and Petroleum Conservation Research Association, Govt. of India organized a workshop on “ Bio-fuels for Rural Development & Clean Environment” at Sulappandinne, Chikkaballapur on 17.02.2011. The participants were Village Forest Committee members, Self Help Group members & Farmers from Madurenahalli & Gavechenahalli villages. The Workshop was inaugurated by the C.S.Raju, I.F.S., Executive Director, Mahatma Gandhi Institute of Rual Energy & Development. The Executive Director, MGIRED in his presidential address stressed the importance of achieving self sufficiency & Economic stability in energy needs at village level

Bio-fuel is the best alternative for clean alternative to replace fossil fuel, Sri Jayarame Gowda, Deputy Conservator Forests, Chikkaballapura Division mentioned that Bio-fuel saplings to be given by MGIRED are to be planted by all farmers in their fields to get additional income from the Honge seeds. State Level Coordinator, Petroleum Conservation Research Association, Sri B V S Prasad Chief Guest of the function told that any fossil fuel should be used judicially to conserve them for future. The sessions on, Bio-fuels, Renewable Energy & Energy Conservation was organized by Mahatma Gandhi Institute of Rural Energy & Development faculty. There was exhibition on Renewable Energy Devices and Bio-fuel products for the participants. A film show on bio-fuels was also shown to the participants.

Knowledge Dissemination & Awareness Program

• Awareness Program for Students: 2008-09

1. A special program was introduced by MGIRED to provide an exposure to school children in the area of Energy Conservation, Renewable Energy and Environment Protection. It comprised of – lecture, screening of documentary films and then visiting the Energy Park for gaining practical experience. This initiative of introducing school children to the areas of Energy Conservation and Environment Protection has a long and lasting effect on the young minds. This program had an overwhelming response from various schools and over 20 schools visited our Institute in this academic year.

2. Awareness on Renewable Energy Sources & Devices for Engineering Students

is being organized regularly at the Institute.

3. MGIRED has participated in various school Science Exhibitions by way of exhibiting models and exhibits of Renewable Energy and Bio-fuels.

� Awareness Programs for Students: 2009-10

i) Enjoy while you learn: A special program introduced for school children two years back has overwhelming response from children and teachers.524 children from 6 schools participated in these programs, Children are exposed to topics like Energy Conservation, Renewable Energy and Environment Protection through lectures, screening of documentary films and visit to Institute Energy Park for gaining practical experience.

ii) School Science Exhibition Program. People visiting Science Exhibition at Presidency School Nandini Layout had

an opportunity to get practical experience on Renewable Energy Sources and Devices exhibited with help of live models on mobile exhibition van. There were display boards and samples showing details of Bio fuel species, and process of oil extraction and conversion to bio diesel.

iii) Awareness on Renewable Energy Sources and Devices for Engineering

Students is organized regularly.

Awareness Programs for Students: 2010-11

• School Children Program: Fifteen programs were organized for children from various schools of Bangalore. 579 children from East West Public School, Silicon Valley School and various Government Schools participated in the program. These students were shown documentary films on

Environment Protection and Energy Conservation. They were taken around the Energy Park and Exhibition Halls to teach them practically the working of various energy devices.

• School Science Exhibition Programme.

MGIRED participated in the Science Fair "Prayaas" orgainsed by Presidency School on 8th

August 2010. This was the first exhibition of this quarter. The event showcased a variety and numerous conceptual models and displays on science and environment by the children from class 1St to 10th .

Our bio-fuel and energy conservation exhibits were put up and a group of 10th std. students were trained to impart information on the importance of Energy Conservation and usage of bio-fuels.

More than 3000 visitors visited the exhibition. It was very useful from the students as well as parent's perspective. It was very useful in terms of promoting the activities of our Institute as well as imparting knowledge to the students in this area.

• College Student's Program:

Two batches of students visited our Institute on 12th and 16th of April in a group of 46 and 40 students respectively along with two professors from K.N.S.lnstitute of Technology, Hegde Nagar,

Bangalore. Third batch of 26 Bio Technology Post Graduate students from Mount Carmel College participated in the training program on 21st July. Fourth batch of college students visited on 30th September were from Sivani Institute of Technology, Srikakulam, Andhra Pradesh. They were 43 in number

and studying in final year MBA. They were briefed about the Institute activities and lectures were organized on Renewable Energy Sources and Devices. They were also told about Energy Conservation and slides related to PCRA were shown. They were taken around Energy Park and Exhibition Halls to give practical demonstration on various devices including Biomass Gassifiers and Bio fuel Unit and Kitchen Waste Bio Gas Plant. A batch of 36 students from St Joseph College participating in Indian Youth Climate Network Program participated in a workshop on Environment Protection and Renewable Energy.

• Awareness on Renewable Energy Sources and Devices for Engineering

students are also organized regularly.

Events & Celebration 2008-09

• Save Lake Campaign: Save Lake Campaign was organized in collaboration with Center For Green Building & Technology and Ministry of Environment and Forest. The theme of the campaign was Biodiversity Conservation. On this day about 166 school children from various schools from Bangalore took a procession near by the lake area and created awareness amoung residents regarding rejuvenation of Rachenhalli Lake (MGIRED Lake). There was a presentation on Lake Development by Dr T.V.Ramachandra, IISc, Bangalore. The programmes was presided over by noted environmentalist Mr Suresh Heblikar. Ms Neelam Manjunath, Managing Trustee of CGBMT conducted the programme. The programme concluded with a panel discussion.

• Oil & Gas Conservation Fortnight: Mahatma Gandhi Institute of Rural Energy & Development has celebrated “Oil & Gas Conservation Fortnight” during the month of January 2009, to create awareness about the conservation of

Various events like Painting, Skit Competition and Elocution Competition on Oil & Gas Conservation were organized. The programme started at 10.30am on 27th January 2009, with welcome and introductory address on the conservation of oil. Sri V.P.Hiremath, IFS, Managing Director, KREDL, addressed school children and distributed the prizes to the winners of various competitions. Sri.B.V.S.Prasad, State Co-0rdinator PCRA represented PCRA on this occasion.. Sri Murulikrishna, Area Sales Manager from HPCL exhibited safety measures to be taken while using LPG.

i) World Environment Day Celebration-

On 5th of June World Environment Day was celebrated in coordination with Ashoka Trust for Research in Ecology and Environment. School Children from various schools participated. They were told about need for Environment Protection and impacts of various kinds of pollution on the ecosystem.

ii) World Bio fuel Day-

This day was celebrated on 10th of August 2009 in coordination with Bio-fuel Task Force. School

children, Bio-fuel Task Force President and Members, Executive Director MGIRED and staff participated in the celebration. Different varieties of Bio-fuel saplings were planted in the Institute premises.

iii) International Environment and Global Energy Summit 2009 .

MGIRED installed a stall with posters, samples and display boards on various topics related to Bio-fuels. About 800 visitors visited the stall and were keen to know more about Bio-fuels. This exhibition was organized at Palace Ground Bangalore from 11th to 14th December 2009.

World Environment Day Celebration

On June 5t" 2010, World Environment Day was celebrated in our Institute .40 children from Presidency School participated in various events organized on the occasion. There was slogan writing competition on Environment Protection. Children also participated in quiz related to Environment issues. The Executive Director of the Institute addressed the gathering after inauguration He expressed that children are more aware about Environment conservation and also various kinds of pollutions more than elders due to exposure to various kind of media. The only advise to be given at this point is to take measures to protect our Environment and preserve our natural resources. Children and all participants took oath on protecting their environment by adopting some changes in their day today life. There was also tree planting programme by children. They planted various Bio-fuel species in the Institute premises

from Devanahalli Taluk, Village Forest Committees and farmers from Bangarpet Taluk, few NGO groups working in Bio-fuel sector at village level, few Entrepreneurs on Bio-fuel production also attended the workshop as well as to celebrate the "International Biodiesel Day".

Sri C.S.Raju, I.F.S., Executive Director, MGIRED welcomed the participants. Sri G.S.Narayan Swamy, I.A.S., Secretary, Rural Development and Panchayat Raj Dept and Dr Yellappa Reddy I.F.S ( Rtd) Ex. Secretary Ecology & Environment Dept and a noted Environmentalist were invited as Chief guests for this day's event. The Day was celebrated by flag off the Institute's Bus blended with 5% Bio-diesel as well as KSRTC Bus running on 20% Bio-diesel blended with diesel.

Bio-diesel, manufactured in the Institute's Bio-diesel plant from Honge oil was blended with the diesel in the Institute's bus. Later both the buses with "International Bio-diesel Day " banners and slogans went round the City as well as adjoining bus stands and other areas to create awareness on Bio-fuels.The advantages were explained to the public. The Chief Guests and the Executive Director, MGIRED also distributed Honge seedlings and Honge Oil cake to the participants to mark the event. Dr. Yellappa Reddy explained the importance of the Bio-fuels in future, the use of oil cake as organic manure and its significance at rural level. The need and advantages of decentralised oil production at village level was also explained to the participants.

The importance of the International Bio-diesel Day and its significance and the need for incorporating renewable fuels was explained to the participants.Two books on Bio-fuels in Kannada and English were. released to mark the occasion. These books are a compilation of information on bio-fuels, its agronomic and application aspects. Later a talk on Need for Renewable Energy and Bio-diversity Protection as well as stakeholder's participation in Bio-fuels promotion was emphasized by the Chief Guests in their address. The Chief guests also interacted with the participants and gathered information about traditional usage and importance of Bio-fuels in their villages.

The afternoon session of the workshop continued with a talk and experience of BAIF Institute of Rural Development, Tiptur, Tumkur District by Project Manager Sri Nimbalkar. The participants were given a demonstration of Bio-fuel extraction and Bio-diesel process and taken around the Institute's Energy Park. The message on growing Honge and other bio-fuel trees in the vacant lands and other waste lands to improve their rural economy, keeping clean environment and enrich their farm lands through oil cake was conveyed on this occasion. To mark the importance of using Bio-fuels, another aspect of energy conservation was also focused through the construction of Smokeless Chulla. The women were shown the need for energy conservation and the efficient methods of cooking through smokeless chullas and were told about reduction of indoor air pollution for a safe and healthy life.

Extension Program

2008-09

Smokeless Village Program in partnership with TIDE & PCRA: MGIRED in association with TIDE has taken up a project in Gubbi Talluk of Tumkur district to convert 30 villages to smokeless villages. A village is branded as smokeless village if more then 80% of the households adopt the smokeless stove. PCRA has sponsored this project to construct 1470 smokeless chullahs by funding Rs. 3,04,000/-. As first installment of the grant, MGIRED has received Rs. 76,000/- (25% of the grant) for the work to be competed till the end of March 2009. Time span for completion of the project is 20 months. 2009 -10 Energy Conservation by promoting Bio-fuel for Rural Development and Protection of Environment. Institute organized one day workshop at field level on the above topic. 150 participants comprising Village Forest Committee Members, SHG’s , Gram Panchayat representatives, Forest Department Officials participated in the workshop organized at

Karinayakanahalli, Malur Tq, Kolar District. The objective of the workshop was to create a clean and green village. There were sessions on Bio-fuel, Energy Conservation, demonstration of constructing Smokeless Chullas. Villages were motivated to have smokeless stove in every household, Exhibits and models were displayed an mobile exhibition van. They were asked to collect non edible oil seeds and start

nurseries of Bio-fuels, and further take up plantation of these saplings in non agricultural and waste land. 2010-11 Report on Smokeless Stove Project Implementation in Kolar District.

The project on smokeless stove program was implemented in five villages of Bangarpet Taluk, Kolar Dist by constructing 250 smokeless stoves. This project was taken up during the year 2009-10 with the assistance of Forest, Ecology and Environment Department, Government of Karnataka. Initially in the first phase it is proposed to construct 100

smokeless stoves in one of the five identified villages . Officials from Karnataka Forest Dept, Kolar Dist and members of Village Forest Committee have coordinated with the Institute in implementing the project right from identifying the villages to supervising the construction and motivating the women to convert their homes to smoke free homes. In the month of April 2010,100 smokeless stoves were constructed in Gullalli Village which has more than 260 house holds. Four women from the village were trained in the construction of smokeless stoves. All the beneficiaries are satisfied with these stoves in

their kitchens and are happy to have smokeless atmosphere in their homes. Further, the construction of another 150 stoves was taken up in the month of August 2010 in Kutturu, Dodduru, Krishnapura and Moothnooru villages of Bangarpet Taluk. All the five villages are economically very backward and are having very poor health and hygiene . Before taking up construction of these smokeless stoves a local motivators was identified

who could help to coordinate with the villagers. Demonstration of stove construction was done to help the villagers to know the construction aspects of smokeless stove. The households with these smokeless stoves are happy with their clean kitchens with out any smoke during cooking.

Research & Development 2008-09 Grant in Aid from Ministry of Rural Development for raising Bio-fuel Nursery . The Institute received rupees two crores from the Ministry of Rural Development , Dept. of Land Resources as financial assistance for raising Pongamia/Jatropha Nurseries in the State of Karnataka through the Zilla Panchayaths of the State. Rs.105 lakhs was released to Chief Executive Officers of 9 Zilla Panchayaths in the State and Rs. 88.32 lakhs was released to Karnataka State Forest Department to raise Pongamia seedlings. 2009-10 Research & Development at MGIRED

The Research and Development Unit established for the Bio-fuel Sector of the Institute has taken up several research projects in collaboration with final year engineering students, as part of the students project work.
