2 Status of Delays in Wage Payments (% of transactions with delay)

As per Section 3(3) of Act, “the disbursement of daily wages shall be made on a weekly basis or in any case not later than a fortnight after the date on which such work was done”.

Due to various measures taken for timely wage payment, the percentage of payment made beyond 15 days has come down to 42% in FY 2016-17.

As per MIS no wage payment has been done in Arunachal, Nagaland, Andaman & Nicobar Islands and Lakshadweep in the current FY.

All States/UTs, except Andhra Pradesh Telangana and Mizoram, have been requested to further reduce the delay in payment of wages.

3 Pending Liabilities of FY 2015-16

Even after releasing funds to liquidate the pending liabilities (both wage and material) of FY 2015-16, still Rs. 973.55 crore and Rs. 1665.65 crore wage and material liabilities respectively are pending.

All the States/UTs (especially Andhra Pradesh, Arunachal Pradesh, Assam, Bihar, J&K, Nagaland, Uttar Pradesh and West Bengal) have been requested to liquidate these liabilities immediately.

5 Natural Resources Management worksAt the all India level, 44% of the total expenditure has been spent on NRM works (Category-A works) in FY 2016-17 against 41% in FY 2015-16.

Therefore, States/UTs have been asked to review district-wise expenditure and follow up with the districts.

6 Individual Assets for Vulnerable Sections" works- Category-B works)

At the all India level, in FY 2016-17 (so far) 15 % of the total expenditure has been spent on Category-B works against 14% in FY 2015-16. However, in many States the percentage expenditure in FY 2016-17 is less than in FY 2015-16.

Therefore, States/UTs have been asked to review district-wise expenditure on individual assets and follow up with the districts.

7 Construction of farm ponds against target

At the all India level, against the target of 8.8 lakh farm ponds, as on 12.07.2016 only 0.46 lakh (5.25%) have been constructed.

8Construction of IHHL against target

At the all India level, against the target of 32.99 lakh IHHLs, as on 12.07.2016 only 2.1 lakh (6.38%) have been constructed.

All the States/UTs (except Karnataka, Madhya Pradesh, Rajasthan, Sikkim, Lakshadweep and Puducherry) have been requested to give special focus to construct IHHLs as per the target set by the respective States/UTs as per the Annual Action Plan for FY 2016-17 (LB meeting minutes).

9 Construction of AWC against target

At the all India level, against the target of 63531 AWCs, as on 12.07.2016 only 1238 (2.0%) have been constructed.

12 Geo-MGNREGAGeo-MGNREGA is the Mobile based Photo Geo-tagging of all assets created under Mahatma Gandhi NREGA which is being implemented in the States/UTs.The following have been decided:• Block level training by GIS Pioneering District Champions:

14 Research under MGNREGATo facilitate an objective assessment of the implementation of Mahatma Gandhi NREGA, the following decision have been taken:

i. States to identify at least two research areas, where they would commission independent research studies for FY 16-17. NIRD&PR will coordinate the Research Studies

ii. MoRD along with NIRD&PR would conduct/commission independent evaluation studies on different aspects of Mahatma Gandhi NREGA implementation.

State share as per the new funding pattern of PMGSY: W.e.f 2015-16, State Governments are required to credit 40% (10% for special category States) of their Annual Allocation as matching share.

Arunachal Pradesh, Gujarat, Jammu & Kashmir, Jharkhand, Kerala, Karnataka, Maharashtra, Meghalaya, Mizoram, Punjab and Sikkim should credit 100% of their matching state share in their SRRDA’s Accounts.State should also keep adequate provisions for crediting matching share during the Financial Year 2016-17.

Release of 2nd installment during Financial Year 2016-17:

States were enquired about the status of Aadhaar seeding in their respective domains. States responded as follows

Madhya Pradesh: Chief Secretary has been taking meetings and attempts are being made to seed the Aadhaar card details of MGNREGS beneficiaries as well who are eligible under NSAP. 10 lakh beneficiaries’ data out of 40 lakh MGNREGS card holders has already been seeded. Attempts are being made to bridge the gap of 30 lakh.

Odisha: The State has received intimation regarding the Campaign for Aadhaar seeding only recently and efforts are being made for speeding up the seeding of Aadhaar details in NSAP beneficiary data.

Tamil Nadu: Districts are taking up the matter of speeding the Aadhaar seeding. State was requested to speed up the matter.

Uttar Pradesh: There is progress in Aadhaar seeding. Camps are being conducted all over the State in rural and urban areas alike for enrolment and seeding. State was requested to speed up.

Uttarakhand: 30% Aadhaar seeding is already done. State was requested to do the reporting of the same on MIS.

Rajasthan:  The State was requested to speed up the process of Aadhaar seeding.

Gujarat:  The State was requested to speed up the process of Aadhaar seeding

It was insisted that merely conducting campaign for Aadhaar seeding is not enough. The same need to be uploaded on NSAP-MIS by all States and should be reflected in MIS reports.

-     Should the pension be given to young widows of 18+ age (under 40 years)?

-    Should the widows be given pension or educational and skill development support or lump-sum assistance at the time of remarriage to encourage widow remarriage? What conditions should be imposed for such assistance?

Disability Pension:-    Should the eligibility criteria be changed from 80%

disability to 40% disability for disability pension? What will be the effect on coverage?

-    Should pension be given to differently-abled persons below 18 years? Or support may be provided in terms of health care and insurance?

West Bengal: The State noted that some existing beneficiaries are not figuring in the SECC list. It was suggested by them that a union of SECC data and current beneficiaries covered in States will lead to wider coverage.

Manipur: Existing beneficiaries is already higher than the coverage estimated under SECC. The State was requested to provide data pertaining to the State.

The Rating and Grading criteria of States performance was shared in the meeting and it was requested that all the States may focus on areas of improvement as coming out of Rating and Grading. This has become relevant in context of the fact that most of States have become Action Plan States/ moving towards Action Plan state.It was informed to States that Rating and Grading criteria shall be used to determine the allocation of targets to each state. It was also requested that States should increase the coverage of candidates from MGNREGA families under ProLIFE in DDU-GKY projects.

2 Review of readiness conditions of States to transit to Annual Action Plan

It was informed that at present 12 States have graduated to Action Plan status, and 9 more States have applied to become an Action Plan State with the MoRD. Remaining States of Haryana, Goa, Manipur, Meghalaya, Mizoram, Nagaland, Arunachal Pradesh, and Sikkim were requested to apply immediately for transiting to Action Plan.

3 Realignment of DDU-GKY with Common Norms for Skill Development schemes notified by Ministry of Skill Development and Entrepreneurship, and subsequent action follow up action to realign the ongoing projects w.e.f 1.4.2016.

It was informed by MoRD that DDU-GKY has been aligned with Common Norms. It was also informed that project alignment has been facilitated through an online web-based portal. States were requested to ensure that ongoing projects are realigned with Common Norms early, and new projects are appraised and sanctioned in terms of Common Norms.

4 Use of SECC data for mobilisation of candidates.

States were requested to direct PIAs to use SECC data in mobilisation of candidates, and link with TIN.

6 Capturing of performance in DDU-GKY projects on its MIS and integrating the same with Central MIS.

It was informed that CTSAs for MoRD (NIRD and NABCONS) were maintaining a central web-based portal for monitoring of projects including MIS. States with their own MIS portals were requested to integrate their MIS with the central portal through API, and those States without their MIS portal may procure and adopt the central web-based portal maintained by CTSAs.
