Advance deployment and pre-positioning of assets (including military’s resources and discipline)
Essential use of “Civil Defense Assets” i.e. Military (foreign ) in times of national disaster – dialogue
Early action - - - pre-emptive evacuation and establishment of safe & resilient evacuation centers
Use of indigenous materials (e.g. waterbeds, ice chest, surfing board, etc) to transport victims
Development of disaster risk reduction-sensitive contingency plans
Capacity-building for extreme weather events
Humanitarian Challenges
ASEAN, UN and other partners – not competing but complementing… Harmonize AADMER with global humanitarian architecture.
Multi-lateral response – preparedness at all levels; Sharing resources and information - coordination!
