    6:00 PM

    The Board Dinner will be held Wednesday, May 10, 2017 beginning at 6:00 PM in room

    B106. Closed Session, if necessary, begins at 6:30 PM. The Board will return to the Open

    Meeting at 7:30 PM in the Lovejoy Elementary School Gym for Recognitions. Following

    Recognitions the Board will resume the regular meeting in the Lovejoy Administration

    Building Board Room.

    1. Call to Order

    2. Closed Session, Gov’t. Code 551.071-551.084. The Board May Retire into

    Closed Session in Accordance with the Texas Open Meetings Act.

    A. 551-071 For the purpose of a private consultation with its attorney only when

    it seeks the attorney's advice about pending or contemplated litigation or a

    settlement offer or on a matter in which the duty of the attorney to the Board

    under the Texas Disciplinary Rules of Professional Conduct of the State Bar

    of Texas clearly conflicts with the requirement for open meetings.

    B. 551-072 For the purpose of deliberating the purchase, exchange, lease, or

    value of real property if deliberation in an open meeting would have a

    detrimental effect on the Board's position in negotiations with a third person.

    C. 551-073 For the purpose of deliberating a negotiated contract for a

    prospective gift donation to the District if deliberation in an open meeting

    would have a detrimental effect on the Board's position in negotiations with a

    third person.

    D. 551-074 For the purpose of deliberating the appointment, employment,

    evaluation, reassignment, duties, discipline, or dismissal of a public officer or

    employee or to hear a complaint or charge against an officer or employee.

    1. Evaluation of Employees

    E. 551-076 For the purpose of deliberating the deployment, or specific

    occasions for implementation, of security personnel, devices or security

    audits.

    F. 551-082 For the purpose of deliberating in a case involving discipline of a

    public school child, or in which a complaint or charge is brought against a

    District employee by another employee and the complaint or charge directly

    results in the need for a hearing. However, the Board may not conduct a

  • closed meeting for this purpose if the employee against whom the complaint

    or charge is brought makes a written request for an open hearing.

    G. 551-0821 For the purpose of deliberating a matter regarding a student if

    personally identifiable information about the student will necessarily be

    revealed by the deliberation. This exception does not apply if an open

    meeting about the matter is requested in writing by a parent or guardian of

    the student or by the student if the student has attained 18 years of age.

    H. 551-083 For the purpose of discussing or deliberating the standards,

    guidelines, terms or conditions the Board will follow, or will instruct its

    representative to follow, in consultation with representatives of employee

    groups.

    I. 551-084 For the purpose of excluding a witness from a hearing during the

    examination of another witness.

  • Lovejoy Independent School District Maintenance/Transportation Security Lighting & Cameras

    Executive Summary

    As part of the May 2014 bond authorization, funding was included to add exterior lighting and security cameras around the transportation and maintenance buildings. Currently the transportation and maintenance buildings have minimal exterior lighting and no security cameras. This project will add lighting near the north and south drives and on each building. Additionally, security cameras will be added around the buildings to monitor district vehicles parked at the location. Lovejoy ISD hired Estes, McClure, and Associates, a professional engineering and consulting firm, to prepare specifications and drawings for the lighting, electrical, and security camera scope of work. On March 31, 2017, Lovejoy ISD and Estes, McClure, and Associates developed and issued a Request for Competitive Sealed Proposal (CSP) 17-005 for security and lighting upgrades to transportation and maintenance buildings. Proposals were due on April 20, 2017, at 2:00 PM, at which time four proposals were received. LISD staff and Estes, McClure evaluated the submitted proposals. Based on the proposals received, Estes, McClure recommends the turn-key proposal from Intex Electrical Contractors, Forney, Texas. Intex Electrical will use Intertech Security for the installation of the security camera system. Lovejoy ISD administration has had positive prior experience with both of these firms. It is recommended that the LISD Board consent to award the security and lighting upgrades to the transportation and maintenance buildings to the lowest proposer and best valued response from Intex Electrical Contractors.     As a part of the Innovators & Entrepreneurs Committee, we have been examining the feasibility of offering extended Enrichment Opportunities Open to All Students. For this committee, Jenay Sherman, Lovejoy High School Leadership Teacher, has been researching this area of opportunity for Lovejoy High School. Jenay will be sharing the opportunities and challenges of this opportunity, and specifically has examined the costs/benefits of offering programs for adult learners in the areas of Continuing Education Units certification, and additional adult programming. She will also be sharing with us additional possible solutions, and discussing next steps associated with implementation of enrichment programming.

  • Generating a Revenue Stream: Corporate Partnerships Executive Summary

    As reported to the Board earlier this school year, the administration reviewed credentials and interviewed two consultants with expertise in marketing and developing corporate partnerships. Over the past several months, the selected consultant toured our facilities and has provided an analysis of potential partnership packages. These packages are a feasible source of additional revenue to support LISD program enhancements. Shay Adams, Chief Financial Officer will report on the potential partnership packages and the structure of such contracts as suggested by Kris Cumnock with the Staubach Company.

  • Approval of Chapter 41 Agreement Executive Summary

    Lovejoy ISD is classified as a Chapter 41 district (property wealthy). Each year, we are required to send the Texas Education Agency the method that we choose to equalize our wealth in the event that we owe recapture payments. Option 3 is the Purchase of Attendance Credits from the State. These credits are calculated as described below:

    “The cost of recapture for a Chapter 41 district that is exercising Option 3 is based on the cost of an attendance credit. The cost of attendance credits is established by the TEC, §41.093(a), which states that the cost of each credit is an amount equal to the greater of: 1) the amount of the district’s maintenance and operations tax revenue per student in weighted average daily attendance for the school year for which the contract is executed; or 2) the amount of the statewide district average of maintenance and operations tax revenue per student in weighted average daily attendance for the school year preceding the school year for which the contract is executed.”

    The attached Option 3 contract will be submitted to the Texas Education Agency and will satisfy the requirement that LISD has selected the method of equalization for 2017-2018. Please contact Shay Adams, Chief Financial Officer for questions related to this agenda item.

  • Lovejoy High School Phase VI - Locker Room Renovation & Additions Guaranteed Maximum Price (GMP)

    Executive Summary Consider for approval the Guaranteed Maximum Price (GMP) from Lee Lewis Construction for the construction and renovation of the Lovejoy High School Locker Rooms. The locker room renovations and additions is part of the long-range master plan for the high school campus and was part of the May 2014 bond authorization approved by the Lovejoy ISD voters. As the high school student body continues to grow, as projected, the available lockers and locker room space is no longer adequate to support the various programs using them. For example, during the 2013-2014 school year when the LISD citizen’s committee was studying the District’s facilities, there were 1,186 students at Lovejoy High School. Today, LHS has an enrollment of 1,428 students and is projected to have more than 1,800 students at build-out. To accommodate the student growth at Lovejoy High School, LHS-Phase III expanded the high school from 1,000 student capacity to 1,500 student capacity and included a new choir room, med-tech lab, and science classrooms. LHS-Phase IV addition brought the overall LHS building capacity from 1,500 students to 2,000 students and included STEM labs, computer labs, and a Multipurpose Fine Arts Dance Studio with dressing rooms and offices. Additionally, LHS-Phase V addressed the growing need for additional space in the Fine Arts programs, including:

    Blackbox Theater Classroom/Venue,

    Theater Library and Offices,

    Theater Scene Shop,

    Theater Classroom,

    Expanded and renovated existing Art Classrooms,

    Added an Art Classroom,

    An Art Gallery was created

    An Art Studio was created

    An Art Shop was created

    An Art Kiln Room was created

    Fine Arts Computer Lab was created,

    An expanded Journalism Lab was created, and

    Director of Fine Arts and support offices. Much like LHS-Phase V did for the Fine Arts programs, LHS-Phase VI will relieve the overcrowding in the locker rooms and accommodate the projected growth in the athletic programs. LHS-Phase VI will include renovating and updating the locker rooms in the Gym, Field House, and Multipurpose Building. This project will provide locker rooms for

  • Baseball, Basketball, Cheerleading, Football, Golf, Soccer, Tennis, Track & Cross Country, and Volleyball. Additionally, the Training Room in the Field House and Gym will be expanded. Improvements will also be made to the Sloan Creek Intermediate School Auxiliary Gym for the middle school and high school wrestling programs. The overall construction schedule will start in June 2017 and will conclude in August 2019. The construction schedule is phased as follows:

    (1) build new locker rooms on the north and south side of the visitor south concession building by the tennis courts;

    These two buildings will house the golf/tennis locker rooms and baseball/softball locker rooms.

    Construction will begin in June 2017 with an anticipated completion of Spring Break 2018.

    (2) expand the gym locker rooms to the east toward the east parking lot;

    The addition/renovation to the gym locker rooms will start in June 2017 and will continue in three phases until completed in August 2019.

    (3) expand the south end of the multipurpose building, and

    The multipurpose building will start following the completion of the golf/tennis and baseball/softball buildings (March 2018) and be completed by August 2018.

    (4) renovate the field house.

    The field house renovation will start in September 2018 and will be completed by August 2019.

    On April 10, 2017 Lee Lewis Construction released bid packages for subcontractors. Subcontractor bids were opened on April 26, 2017, at Lee Lewis Construction, Inc. Over 100 subcontractor bids were received for the above referenced scope of work. After evaluation of the bids, Lee Lewis established a guaranteed maximum price for approval. The total budget set for this project was $11,411,282 and was included in the May 2014
