    The Board Dinner will begin on Tuesday, May 8, 2018 at 6:00 PM in the Lovejoy Elementary

    School Leopard Spot. Closed Session, if necessary, will begin at 6:30 PM. The Board will

    return to the Open Meeting at 7:30 PM in the Lovejoy Elementary School Gym for

    Recognitions. Following Recognitions the Board will resume the regular meeting in the

    Lovejoy Administration Building Board Room.

    1. Call to Order

    2. Closed Session, Gov’t. Code 551.071-551.084. The Board May Retire into

    Closed Session in Accordance with the Texas Open Meetings Act.

    A. 551-071 For the purpose of a private consultation with its attorney only when

    it seeks the attorney's advice about pending or contemplated litigation or a

    settlement offer or on a matter in which the duty of the attorney to the Board

    under the Texas Disciplinary Rules of Professional Conduct of the State Bar

    of Texas clearly conflicts with the requirement for open meetings.

    B. 551-072 For the purpose of deliberating the purchase, exchange, lease, or

    value of real property if deliberation in an open meeting would have a

    detrimental effect on the Board's position in negotiations with a third person.

    C. 551-073 For the purpose of deliberating a negotiated contract for a

    prospective gift donation to the District if deliberation in an open meeting

    would have a detrimental effect on the Board's position in negotiations with a

    D. 551-074 For the purpose of deliberating the appointment, employment,

    evaluation, reassignment, duties, discipline, or dismissal of a public officer or

    employee or to hear a complaint or charge against an officer or employee.

    E. 551-076 For the purpose of deliberating the deployment, or specific

    occasions for implementation, of security personnel, devices or security

    audits.

    F. 551-082 For the purpose of deliberating in a case involving discipline of a

    public school child, or in which a complaint or charge is brought against a

    District employee by another employee and the complaint or charge directly

    results in the need for a hearing. However, the Board may not conduct a

    or charge is brought makes a written request for an open hearing.

  • Independent Studies Presentation Executive Summary

    Lovejoy ISD offers independent studies options for students in grades 7-12. These experiences allow students to pursue an interest or passion in an area typically not taught within a traditional course offering or allows a student to extend or deepen their learning based on knowledge gained from a traditional course offering. Independent studies projects require a proposal to be approved and students to provide frequent summaries of their learning throughout the semester. Students share their research with authentic audiences in various professional settings.

    Pam Brooks, Kelly Cowan, and Brice McCasland facilitate Independent Studies classes at Willow Springs Middle School and Lovejoy High School. Mrs. Pam Brooks has selected a student to share information regarding their independent studies this year.

    Emily (Emmy) Straeck- Ocean Conservation

    Emmy Straeck is a sophomore at Lovejoy High School. She has been interested in the ocean since elementary school and is researching marine conservation in her Independent Studies class. In addition to her love of sea creatures, Emmy is also involved in choir, academics, chess club, and reading about her favorite topic: oceanic creatures. She hopes to pursue a career in marine biology in the future and while she is undecided on her university, she plans on majoring in environmental sciences.

    A. TASBO Purchasing Award of Merit This recognition was not presented, as it will be moved to the April Board Meeting.

    B. Sloan Creek Intermediate School

    1. UIL Academics SCIS Principal Ray Winkler recognized the SCIS students receiving UIL Academic Awards.

    C. Willow Spring Middle School

    1. UIL Academics WSMS Principal Kent Messer recognized the WSMS students receiving UIL Academic Awards.

    2. WSMS UIL One Act Play WSMS Theatre Arts Teachers Donella Dispasquale recognized the WSMS students receiving UIL One Act Play Awards.

    D. Lovejoy High School

    1. All State Orchestra LHS Orchestra Director Joey Sloan recognized the LHS students receiving the All State Orchestra Awards.

    2. Scholastic Art and Writing Awards for Visual Arts These recognitions were not presented as they will be moved to the April Board Meeting.

    3. Texas Association of Future Educators No students were present to receive awards.

  • LHS Robotics Coach Brian Lidington presented the LHS students with State Robotics Awards.

    E. Lovejoy High School Athletics LISD Athletic Director Jim Bob Puckett introduced the Swimming and Wrestling Coaches.

    1. Swimming LHS Swimming Coach Matt Franks presented awards to the LHS students competing at the State Swim Meet.

    2. Wrestling LHS Wrestling Coach Mike Eaton presented awards to the LHS students competing at the State Wrestling Meet. The Board recessed at 8:15 PM.

    7. Public Comments The Board reconvened at 8:27 PM. There were no public comments.

    11. Update on 2018-2019 Budget* Chief Financial Officer Shay Adams provided an update on the 2018-2019 budget.

    12. Update on Grants for Bus Purchases and Approve Purchase of School Buses* Assistant Superintendent of Operations Dr. Dennis Womack and Senior Director of Operations David Dillon provided an update on grants for bus purchases. Board Secretary Robbin Wells made a motion to approve the purchase of school buses. Board member Anne Smith seconded the motion. All were in favor. None were opposed.

    13. Approve Date for Budget Workshop Board member Amy Smith made a motion to approve April 18, 2018 as a budget workshop. Board Vice-President Scott Christiansen seconded the motion. All were in favor. None were opposed.

    It is the recommendation of the administration that the Board approve the attached Revision to the Compensation Plan for the 2017-2018 School Year. The only change is reflected on the attached Stipend page and specifically modifies the Integrated Pest Management stipends listed. As a reminder, the district is required to have an Integrated Pest Manager and may only use a licensed pest applicator for treatments.   • Approval of Chapter 41 Agreement Executive Summary

    Lovejoy ISD is classified as a Chapter 41 district (property wealthy). Each year, we are required to send the Texas Education Agency the method that we choose to equalize our wealth in the event that we owe recapture payments. Option 3 is the Purchase of Attendance Credits from the State. These credits are calculated as described below:

    “The cost of recapture for a Chapter 41 district that is exercising Option 3 is based on the cost of an attendance credit. The cost of attendance credits is established by the TEC, §41.093(a), which states that the cost of each credit is an amount equal to the greater of: 1) the amount of the district’s maintenance and operations tax revenue per

    student in weighted average daily attendance for the school year for which the contract is executed; or

    2) the amount of the statewide district average of maintenance and operations tax revenue per student in weighted average daily attendance for the school year preceding the school year for which the contract is executed.”

    The attached Option 3 contract will be submitted to the Texas Education Agency and will satisfy the requirement that LISD has selected the method of equalization for 2018-2019. Please contact Shay Adams, Chief Financial Officer for questions related to this agenda item.

  • Agreement for the Purchase of Attendance Credits

    This agreement is entered into pursuant to the Texas Education Code (TEC), Chapter 41, Subchapters A and D, and rules adopted by the commissioner of education as authorized by the TEC, §41.006. The purpose of this agreement is to enable the district to reduce its wealth per weighted student to a level that is not greater than the equalized wealth level as determined by the commissioner of education in accordance with the TEC, §41.002.

    The school year to which this agreement applies is _____________________ (the “school year”).

    The agreement is for ____________________________________________ School District (“the district”), with a county-district number of __________, to purchase attendance credits from the state for the school year.

    This agreement is subject to the approval of the voters of the district as provided by the TEC, §41.096. The board of trustees of the district agrees to submit to the commissioner of education, on request, a certified copy of the board minutes showing the canvass of the election.

    Initial payments will be based on the commissioner’s estimate of the cost of each credit using the district’s projected maintenance and operations tax revenue and the estimated number of students in weighted average daily attendance for the school year (TEC, §41.093). The district agrees to make the payments in accordance with the schedule specified in the TEC, §41.094.

    The actual cost of each credit will be determined by the commissioner in accordance with the TEC, §41.093, when final data on the district’s maintenance and operations tax revenue and the number of students in weighted average daily attendance for the school year are available. If that amount is less than the amount paid by the district through August 15 of the school year, the difference will be refunded. If that amount is greater than the amount paid, the district shall remit an amount equal to the difference for deposit in the state treasury to be used for the Foundation School Program.

    The cost of purchased attendance credits will be reduced for county appraisal district costs. The reduction will be computed in accordance with the TEC, §41.097. If the reduction exceeds the cost for the school year, the difference will be carried forward and applied to each subsequent year’s cost until the total amount of the reduction has been exhausted.

  • Leadership Development Program

    Executive Summary

    The retention of mid-level administrators, primarily principals and assistant principals, can

    become problematic due to the size of our district. As principals mature in their positions,

    many will aspire to become a central office administrator to further their career. In Lovejoy,

    the number of professional positions in our central office is relatively low for both

    philosophical and fiscal intentions. There is value in developing a flat organization. This

    summer we will begin the LDP program, which will allow principals and/or assistant

    principals to serve a short tour of duty (think internship) in our central administration. Each

    SLC officer will offer one or more specific assignments in their area of varying duration of

    either 5 days, 10 days, or 15 days. The interested administrators may apply for these

    opportunities and complete the work on non-contract days. The applicable administrators

    will receive supplemental pay commensurate with the type of internship opportunity. This

    approach will also have a secondary benefit of providing additional professional support

    to the central administration during the summer months.

  • Lovejoy High School Flooring Change Order Executive Summary

    The original vinyl floor tile in the Lovejoy High School corridors is showing signs of wear, discoloration, adhesive failure, and delamination. These signs are visible in all parts of the original building corridors both upstairs and down with more wear in high traffic areas. The LISD administration is recommending replacing the vinyl flooring in these areas for an estimated cost of $128,000. The project will include the removal of all existing vinyl floor tile and rubber cove base in the corridors; preparing the substrate; and installing new vinyl tile and rubber cove base. The project will be completed in multiple smaller sections to have the least amount of disruption to activities on the campus. In order to complete the work over the 2018 summer break, the LISD administration is requesting the board authorize and approve a change order to the Lovejoy High School Phase VI Guaranteed Maximum Price (GMP) with Lee Lewis Construction for this additional scope of work. The LISD Board approved the Lee Lewis Construction’s GMP for the LHS Phase VI projects at the May 2017 Board meeting for $10,244,401. The LISD Board has the authority to increase a GMP up to 25% by approving a change order to the construction manager’s contract. Due to the scheduling complexity of this additional scope of work, having Lee Lewis Construction coordinate this project will minimize disruption to the campus. Funding for this project was included in the 2014 bond authorization. Although, the Board may authorize and approve this change order for added scope, the District will only pay the actual cost of construction and will retain all savings at project completion. Recommendation:

    Approve a change order to the Lovejoy High School Phase VI guaranteed maximum price with Lee Lewis Construction for the removal and replacement of vinyl floor tile in the amount of $128,000 and authorize the Superintendent to execute an amendment to Lee Lewis Construction’s contract for the same. If approved, the revised GMP will be $10,372,401.
