July 26, 2011 Shri Salman Khurshid Minister of Law and Justice Ministry of Law and Justice 4 th Floor, A-Wing, Shastri Bhawan, New Delhi-110001 Re: Corruption Free India (CFI) – Public Submission Dear Sir, CFI is a citizen movement (not an NGO) that has recently been formed by educated young citizens of India (a growing tribe that resides in different parts of the country and comes from varied educational backgrounds) who passionately want a corruption free India. The single point agenda of the CFI is to “Pass a strong but not perfect Lokpal Bill in the Monsoon Session, 2011” while building consensus on real outcomes that are desired from the Lokpal as an institution. This single point agenda stems from a growing need to have Parliament focus on achieving real outcomes and institutionalising a Lokpal in accordance with this focus. The terrible tragedy in Mumbai on 13/7 claimed 24 lives. Corruption causes many Mumbai like tragedies everyday and CFI believes that the cost of some imperfections in a strong but not perfect Lokpal Bill will be far less than the cost of additional lives claimed by delays due to any red-herrings. We hereby seek the government’s role and in particular, your ministry’s role, in guiding Parliament in the passage of a strong but not perfect Lokpal Bill. To facilitate consensus on real outcomes, the CFI has initiated a non-confrontationist movement to generate simple and implementable ideas that will help the future Lokpal fight corruption and which may even find inclusion in the rules and guidelines that follow passage of the Lokpal Bill. CFI has created a google group: input- [email protected] where anyone can join, view and give their idea-based input. A structure for generating ideas and a format for receiving inputs has only been suggested for the sake of convenience: newer formats and exciting idea-generating structures still lie ahead and are in fact encouraged! We hope that you and key people from your ministry will join to hear what people are saying and communicate your points of view. We hope to reach out to citizens globally with the help of media and the viral power of youth.
