Rationale:Lake Munmorah Public School, along with all public schools of New South Wales, exists to provide a first-class education for all young people.

Our priorities are:• Raising educational standards and levels of educational achievement for all students;• Providing for the care and safety of all students in our care.

When parents enrol their children at our school they enter into a partnership with the school staff.This partnership is based on shared responsibility and mutual respect, aimed at achieving effective learning and good discipline so that the school environment is both productive and harmonious.A significant part of this partnership is to support students to develop a responsibility for their own behaviour.

Expectations of Parents, Teachers and Students

The precise character of the partnership between parents, teachers and students will be unique to each student. There are, however, certain expectations in common to all such partnerships.

Parents:• are responsible for ensuring their children attend school, with all the requirements to

enable full participation in school activities; • share in the responsibility of shaping their children’s understandings and attitudes about

acceptable behaviour; • assume greater responsibility for their children’s behaviour as they travel to and from

school;• support the school curriculum through homework, reading and communication;• are responsible for their children adhering to the school uniform policy.

Teachers:• are responsible for the education and care of students when at school; • have the task of providing the best possible program to meet the needs, capabilities and

aspirations of each student; • are also responsible for appropriately communicating with parents about the educational

progress and behaviour of each student;• and all school staff, are required by law to notify the appropriate authorities in cases

where there are reasonable grounds to suspect that a student under 18 years of age is, or has been, subject to concerns under the Child Protection legislation;

• implement the school’s PD program with a focus on social skills, values and courteous behaviours.

The classroom teacher is usually the first point of reference on matters related to the welfare and discipline of the children in their care.

Students:As children grow, they become more active participants in the partnership between home and school.

When the partnership is based on mutual respect, each partner will support the decisions and responsibilities exercised by the others.

Responsibilities and RightsThe Fair Discipline Code at Lake Munmorah Public School sets out children's responsibilities and rights while at school and outlines the steps that will be taken to safeguard those rights and maintain responsible behaviour.

Teachers and other staff have rights too.

TEACHERS AND STAFF HAVE A RIGHT TO BE SAFE AND HAPPY AT SCHOOLo This means that teachers and other staff will not be subject to any form of

verbal abuse, physical violence or harassment from any member of our school community.

Appendix 2:

CORE RULES

The School Rules reflect the New South Wales Department of Education’s Core Rules for Student Discipline in NSW Government Schools.

All students in NSW government schools are expected to: attend every school day, unless they are legally excused, and be in class on time and prepared to learn; maintain a neat appearance, including adhering to the requirements of the school’s uniform or dress code policy; behave safely, considerately and responsibly, including when travelling to and from school; show respect at all times for teachers, other school staff and helpers, including following class rules, speaking courteously and cooperating with instructions and learning activities; treat one another with respect; care for property belonging to themselves, the school and others.

NOTE: Behaviour that infringes on the safety of others, such as harassment, bullying and illegal or anti-social behaviour of any kind, will not be tolerated.

SCHOOL RULES

Lake Munmorah Public School is a happy and safe place to be when children follow the school rules:

Rule 1: STUDENTS SHOULD BE POLITEo This means students should not use insulting words or phrases, threaten, hit

or otherwise hurt others.o Care should be taken of the belongings of others and the school.

Rule 2: STUDENTS SHOULD OBEY THE TEACHER’S INSTRUCTIONS

While meeting these expectations, students also have the right to expect courtesy, fairness, respect and excellence in teaching.PROCEDURES FOR HANDLING COMPLAINTS

From time to time, parents may wish to complain about a school discipline issue. Any such complaints will be dealt with sensitively, confidentially and effectively by the relevant personnel. The majority of complaints that arise need never take the form of a formal complaint. The principal and teachers are available to discuss and resolve these concerns in informal ways. Where a solution has not been reached and the person wishes to make a formal complaint, the procedures outlined in the document “Complaints Handling Policy and Guidelines”, 22-09-11, are available from the school or through the DEC internet site.

Appendix 3:

Our school is doing these things to encourage effective discipline by:

providing appropriate curriculum based on Board of Studies requirements, to meet the needs of each student;

encouraging the presentation of this curriculum in a way which motivates and encourages the active participation of children in the learning process;

supporting children in achieving success in learning;

providing recognition and reward for positive achievements and behaviour through a system of class and playground Merit awards;

maintaining a small number of easily understood rules which are fair, clear and consistently applied;

providing sanctions and support for students who break the school rules;

regularly monitoring and providing special support for students who do not respond to intervention;

regularly training of staff in student welfare practices and child protection strategies;

consistent and clear systems of communication to and with parents;

suspension and expulsion in line with the DEC policy on suspension and expulsion.

Appendix 4:

Lake Munmorah Public School recognises the need for acknowledgement and positive reinforcement of appropriate behaviour and achievement of students.

WHOLE SCHOOL ‘PENCIL’ AWARD SYSTEM

Positive student behaviour will be recognised through a reward system based on the Program Achieve model. Students throughout the year will receive awards from the classroom teacher for demonstrating a commitment to the five core values of:

Quality Confidence Persistence Organisation Getting Along

Students collect the awards as evidence of a commitment to the school values. As students collect 3 awards of one kind they are awarded a pencil award as recognition of their efforts in that area, e.g. 3 Quality awards they are awarded a Quality pencil. Once a student has collected all five pencils the student is awarded an Achieve Badge to celebrate their outstanding achievements and positive behaviour.The teachers will record the Pencil awards over a yearly grade cycle. As students enter a new year they start again towards mastery of the school beliefs, collect awards and pencils/ other award and work towards the special yearly badge award. The pencil award system is summarised on the following pages:

Appendix 6:

General Expectations of Behaviour

No Bags allowed in Area A. In the morning all bags must be left outside the classroom, students then return to Area A.

Food. Food and drinks are not permitted in Area B, C or D at lunchtimes. Children must remain seated until they have finished eating all of their food.

Walking: Students must walk on concrete areas.

Skateboards and scooters are not permitted on school ground. Bikes

Bikes must enter in the gate nearest the High School and be secured in the racks provided. No bikes are to be ridden within the school grounds. Helmets must be worn if riding to and from school.

Small Balls: Small balls are only permitted in Area A during the morning and in all areas during

both lunch breaks. Large balls:

Large Balls are permitted at both lunch times in Areas C and D only. Hats:

Students must wear their designated school hat otherwise they must play in the permanently shaded area of Area A (COLA), numbers permitting for the duration of the break. Hats must be worn when students are in all Areas and when on the fixed equipment. Kindergarten to Year 4 have to wear the approved broad brimmed hat with the school logo; Years 5 and 6 have to wear either the approved senior red cap or the Kinder to Year 4 approved hat;

Shoes: All students are expected to wear black shoes, fully enclosed and providing sturdy and appropriate support at all times.

Cleanliness: Ensure your area is clean before leaving the duty. All rubbish should be removed.

At the end of Lunch breaks:At the end of lunch breaks students proceed to the designated area where the class teacher will collect the class: - Students are not to move to their classroom until collected.* Kindergarten – Kinder Play area between Blocks B and C;

* Stage 1 & 3R – Line up under shade between Blocks C and D;* 5/6G, 4S, 5/6S, 2J, 1BT, 3B Line up under shade between Library and F Block;* 5/6C, 3/4D, 5/6J Line up under COLA in Area A;* 5/6M, 4/5C Outside own classrooms.

Injuries: If a serious injury occurs in your area of supervision sighted or unsighted, it is imperative that an Accident Report is written out and passed onto the Principal. Ensure that where possible witness statements are also obtained. Photographs should

be taken of the site of the accident and any injuries (if practical). Forms can be located from the staffroom. For minor injuries, students receive a ‘Sick Bay Card’ to take to the front office.

Appendix 7:

PLAYGROUND RULES:

1. Wear my school hat when in the playground – sport, lunch.2. WALK don't RUN on concrete areas.3. PLAY SAFELY - everywhere at ALL times.4. Stay in BOUNDS.5. NEVER play or eat in the toilets.6. See the TEACHER ON DUTY IF I NEED HELP.

STRATEGIES

1. Less Serious Playground OffencesCan be treated with “on the spot” consequences, supervised by the teacher on duty. Consequences – Children found behaving in an inappropriate manner are firstly to be warned. If behaviour continues after the warning an instant consequence is issued to the child/ren. This can be: Sit on a seat in the Duty area for a nominated period of time as determined by that

duty teacher Shadow the teacher for a nominated period of time as determined by that duty teacher

If a student refuses to comply with the Duty Teacher’s instructions or becomes argumentative a REFERRAL TO PLANNING ROOM needs to be issued.

2. Structured play Participants: Students who return from suspension or have anger management or socialisation difficulties and have been identified by the school staff attend Structured Play. Structured Play Models:

Model 1Planning room supervisors may request a student participate in either board games or handball structured play for a length of time as an alternative to detention.

Model 2 (for students returning from suspension or students having ongoing playground issues)

Student is back on Green LevelSupervision: Those attending model 1 or model 2 structured play are supervised by an executive member of staff and/ or Teacher rostered on Structured Play Duty. It will be compulsory for all children returning from a long suspension to attend Structured Play for a period of time.

Priority will be given to those students who are nominated for Structured Play and their selected friends. The remaining available places may be filled by students wishing to participate in these activities. This group will be no larger than 10 students(on referral & 10 self-referrals). More than 10 students will require another executive member to take a second groupAREA A:Morning – COLA + Large Concrete Area + Kinder Restricted Play Area Duty commences at 8:30am. At 8.30am or when a student arrives at school after 8:30am, students take their bag to their classroom and then return immediately to Area A; At 8.30am students are expected to place their school bags at their classroom but immediately return to Area A; Additional teacher enters the playground at 8:45am. This teacher is responsible for supporting the teacher already on duty and monitoring classroom areas. Lunch 1 and 2 small balls only for handball games. Children without hats to play under COLA.

AREA BLunch 1 and 2 – Concrete Area between Library and F block K-6 students; No food or drink; Handball games only to be played on concrete areas; Tricky Truck Track area K-2 students only. Lunch 1 & 2 only; Primary line up at O’Connor House sign to move from Area A eating to Area B, computer, library for play; Infants line up at Organisation pole to move from supervised eating for movement to library and computer area.

AREA CLunch1 and 2 – Top Oval Grass Only 3-6 students only; No food or drink; Passive play only in Fairy garden; No play on pathways to senior toilet block or Area A; No play on enclosed basketball court unless directly supervised by a teacher.

AREA DLunch 1 and 2 – On the grass at the end of Blocks C, D and E K-2 students only; No food or drink.

Fixed Equipment: Area DLunch 1 and 2On grass area at the end of Block C K-2 students only; No food or drink.Other Supervisory Duties: Bus Duty – 3 teachers - 3:00pm until last bus departs. Assemble students under the COLA area in designated bus lines; Escort students to bus; Students are advised if wet weather action applies; Maintain safety and order whilst waiting for buses.Bridge Duty - One teacher - 3:00pm -3:10pm Supervise safe and orderly conduct by pedestrians and cyclists.

Changes to Roster Teachers must notify the Assistant Principal and office staff responsible for the Playground Roster if there are any changes to the duty roster. WET WEATHER/EXTREME WEATHER (refer to Wet Weather Duty Roster)

The Wet Weather Roster will only be applied if it is unavoidable. Teachers will be notified of the wet weather routine by the sounding of two sirens. Refer to the Wet Weather Duty Roster which is updated yearly.

HOT WEATHER

In cases of extreme hot weather Area C will be closed and all children will be required to play in a shaded area.

WET WEATHER ROUTINES

NOTE: When wet weather is called (by AP or Area A teacher), Wet Weather Duty will apply for the remainder of that session/duty.If rain should come during an outdoor period the teacher on duty rings two bells. Teachers are then required to supervise their own class or make arrangements with the teacher next door. Videos and other activities such as board games may be arranged. If during this duty the weather fines up teachers may take the classes that they are supervising into the playground and remain with the students until the end of that session.

Before School: Children are supervised in their classrooms by their teacher.

CLASSROOM RULES

Composed by teacher and children and prominently displayed in the room; Class rules revisited with whole class on a regular basis; Rules must be phrased in positive language; They must support the school's ethos and the Department of Education’s Core Rules.

Example:1. Learn all I can and try my hardest.2. Keep my hands and feet to myself.3. Be in the right place at the right time.4. Show respect for my teachers, fellow students, our school environment and everyone's

property.

CLASSROOM STRATEGIESAll classes K-6 will display the progressive levels of the classroom discipline flow chart. Positive reinforcement - recognition and achievement; Visual Cues are to be used for students on Behaviour Plans, where appropriate Reference to classroom rules and consequences Warning system – 5 stages

1: Green – all students are on green 2: Blue - verbal warning 3: Yellow - formal warning 4: Orange - amber zone; 5: Red - removal to buddy class;

If an interview with parents eventuates, any ongoing forms of written communication with parents must be approved by the grade supervisor – e.g. Communication Book / Behaviour Cards.

NOTE: classroom teachers are ultimately responsible for the general behaviour of their students in class with the support of their supervisor. Only Executive Staff have the ability to place students into the detention room for classroom offences.

AMBER ZONE Isolation within the classroom for the student, providing them with an opportunity for ‘Time In’ and time to contemplate their actions quietly. Restorative questions as part of their Amber Zone Sheet will be completed in consultation with the class teacher. Records of Student’s behaviour to be kept by classroom teachers. Class based consequence to be administered.

If a student’s classroom behaviour continues to be disruptive and disrespectful, after an Amber Zone has been given, the student is sent to the buddy class for a period of time nominated by the class teacher.

Students who are sent to a Buddy Class must complete the class work that is being done in class at the time they are removed. Another Amber Zone Sheet explaining why they had to be removed from class will be completed with the class teacher at the next break.

If a child is removed from class regularly, the classroom teacher will contact parents. This alerts the parents to ongoing issues and provides the parent with an opportunity to resolve the issue with the class teacher. The Grade Supervisor must be informed so support can be provided to the class teacher, if necessary, for example there may be a need to refer the student to the LST.

Planning Room:Planning Room is to be used for serious offences, which can be categorised as:

a. Severe - using unacceptable language to peers, parent helpers, teachers etc;- victimisation of a peer etc;- continued repeated disobedience.

b. Dangerous- physical aggression, throwing dangerous objects.

Planning Room Principles:

1. Children may be placed in the Planning Room only for major offences and only when the offences are such that the teacher is unable to manage the situation on the spot. Offences such as “chasing on the sealed area” and “littering”, for example, should not warrant detention.

2. Planning Room Referrals require the student to sit quietly and discuss the incident with the executive teacher supervising.

3. A Planning Room notification slip is sent home to the parents outlining the reason for the referral and with the expectation that the note be signed by the parent as confirmation of their knowledge of the detention.

4. If the student does not return the note signed by the parent, the student remains in the Planning Room until it is returned. For students receiving an additional 1day referral for not returning a note, parents are contacted by the Planning Room supervisor and a verbal confirmation is tabled.

5. All incident reports are filed by the executive concerning all referrals.

6. School Executive coordinate the Planning Room.

7. Upon being referred to the Planning Room for a third time (in the same school term), the parents will be informed of the situation by a Planning Room supervisor and in a written letter providing parents with details of their child’s misbehaviour and parents are made aware of the steps which will follow if misbehaviour continues.

An interview will be held with the child’s parents to decide future corrective action. In attendance will be the teacher(s) and school executive involved with the child’s classroom and playground behaviour management.

The interview with the parent(s) will: discuss the child’s behaviour and inform them of steps being taken to manage and

discipline the child; discuss future disciplinary steps, including withdrawal of privileges; establish that, in the case of one further referral, the child will not participate in any

special activities organised for students, which are outside of normal school hours or outside of school grounds for the remainder of that school term or longer if deemed necessary. This will also include exclusion from school sporting teams, dances etc;

If a child receives a 3rd referral to the planning room they may not attend any extra curricula activities or events, including but not limited to (dance, sporting teams, and excursions);

If a child receives a 4th referral a “Formal Caution” letter for continued disobedience will be sent to the parent.

A 5th referral may result in a Short Suspension for Continued DisobedienceN.B. 1. This procedure will apply on a term basis. Each child starts a new term with a “clean slate” unless their behaviour has been of a serious or prolonged nature which must then be taken into consideration. Decisions regarding this will be made by the Principal and parents will be notified by the Principal or a member of the executive team.

2. No student should be referred through to the Planning Room for classroom incidences unless it has been discussed with the stage supervisor. The classroom teacher is responsible for the discipline of students in their care. If a classroom teacher is having repeated or serious misbehaviours from a student, the supervising executive must be informed and a decision regarding furthers disciplinary action will be decided together

However, any single case of severe or dangerous misbehaviour may result in instant suspension of a student, regardless of any previous steps.

Attendance at School Functions and EventsAttendance at, and participation in, school functions, extra curricula activities and representative events is entirely dependent on students maintaining an acceptable level of behaviour at all times.To facilitate this, the following procedures will be in place:

All students are on Green at the beginning of each school term. They enjoy all the privileges that are available to students at the time.

Students move to Blue when they are referred to the planning room for a third time.They are able to access privileges outside of school hours that are available to students, but at the discretion of the Principal or nominee.

Students move to Yellow when they receive their 4th referral to the Planning Room and receive a “Formal Caution to Suspend” letter, may not attend any extra curricula activities or events outside of school hours or outside of school grounds, including but not limited to (dance, sporting teams, and excursions) for the period of their Formal Caution. A Formal Caution will be in place for 2 weeks at the conclusion of the 2 weeks the student will return to Blue Level

Students on Amber have been suspended and may not attend any extra curricula activities for the period of the suspension and until the successful completion of the return from suspension procedure.

Suspension and Expulsion

Suspension allows children the time to reflect on their behaviour, to acknowledge and accept responsibility for the behaviour that led to the suspension, and to act positively to change their behaviour in order to meet the school’s expectations in the future.

The procedures apply to the behaviour of students at school, on the way to and from school and while away from the school site on school endorsed activities e.g. excursions and sporting activities.

It is the principal’s responsibility to exercise judgement based on the student’s record, the degree and length of support given to the student, the response of the student and the circumstances of the misbehaviour.

A process of procedural fairness will ensure: the student’s right to know about the allegations and actions, and the right to

respond to them, the student’s right to an unbiased decision.

Suspension may be, ‘In School’, where the child is suspended from class but attends school and spends the time in the Principal’s office. Lunch times are different from whole school, ‘short’ (up to and including 4 school days) or ‘long’ (up to and including 20 school days).

A ‘short’ suspension may be imposed for: Continued disobedience including defiance, disruption to other students, minor

criminal behaviour, use of alcohol or the persistent use of tobacco. Aggressive behaviour including, but not limited to, hostile behaviour directed at

any member of the school community such as verbal abuse or sending abusive electronic messages.

A ‘long’ suspension will be imposed immediately and consistently for: Physical violence; Being in possession of a firearm, prohibited weapon or knife without reasonable

cause;

Use or possession of an illegal substance (not alcohol or tobacco) or supplying a restricted substance;

Persistent misbehaviour; Use of an implement as a weapon or threatening to use a weapon; Serious criminal behaviour relating to the school.

Return from Suspension Procedure:

Following the resolution meeting, students will return to school in a graduated way. They will be on the structured playground procedures and will follow the time line outlined below to regain full privileges for following term:

Week 1 Student is on Amber level. If there are no issues with unacceptable behaviour then student will progress to Yellow.If the student experiences difficulties and the Principal deems they warrant concern then the student will repeat week 1.

Week 2 Student is on Yellow level.If there are no issues with unacceptable behaviour then student will progress to Blue.If the student experience difficulties and the Principal deems they warrant concern then the student will repeat week 2.

Week 3 Student is on Blue level.If there are no issues with unacceptable behaviour then student will progress to Green.If student experiences difficulties and the Principal deems they warrant concern then the student will repeat Week 3.

Week 4 Student is on Green level and all privileges are available to them.

ExpulsionExpulsion is exercised in cases of serious misbehaviour. A student who has been expelled cannot re-enrol at the school without the permission of the School Education Director.

Parents/caregivers of a student who is suspended or expelled will be issued with a copy of the DEC Suspension and Expulsion of School Students document. This is also available for any parent on request.Parents are reminded that if there is a problem with their child that has not been reported to the teacher, that they should contact the school as soon as possible. This should be the class teacher in the first instance. At Lake Munmorah Public School a team approach is adopted to work through issues of concern which aims to produce the best results for all students.

DefinitionBullying can be defined as intentional, repeated behaviour by an individual or group of individuals that causes distress, hurt or undue pressure.Bullying involves the abuse of power in relationships. Bullying can involve all forms of harassment, humiliation, domination and intimidation of others.

Bullying behaviour can be verbal, physical, social or psychological. Lake Munmorah Public School’s policy is based on the (DEC Bullying: Preventing and Responding to Student Bullying in Schools Policy 2011)

Often, children experiencing bullying do not notify the school immediately. If parents become aware of a bullying incident, it is important that the school be notified so the incident can be investigated and the child experiencing bullying be provided with support.
