Gifted & Talented teaching strategies now accessible, implemented, and supported by the W. K. Kellogg Foundation for all PK-4 students over the next 3 years.

Powerful, new enrichment experiences for every child with the Buffalo Philharmonic Orchestra, Albright-Knox Art Gallery, Buffalo History Museum, and other local cultural institutions.

Virtual Advanced Placement (AP) courses phasing-in to all high schools. Fostered an Equal Opportunity Schools (EOS) partnership to boost Advanced Placement and International

Baccalaureate course enrollment across district high schools. BPS AP Course offerings expanded dramatically with the addition of “Learning Live” courses that use

videoconference technology to allow students to participate in real-time classes from remote locations. Credit-recovery centers (5) launched to help over-aged, under-credited students in non-traditional, flexible settings with 24/7 access to online credit recovery coursework.

Mental health clinics in all 56 schools and Adult Education Centers. Distribution of 1:1 computing devices to over 29,000 students in grades 3-12. Increased investment in digital resources, providing both students and staff with access to a rich library of

digital books (myOn), lesson material (NextLesson), instructional software (Lexia, Prodigy) collaborative tools (Office365, Google Docs) and a Learning Management System which serves as our digital classroom environment (Schoology).

Approximately 1000 middle school students are engaged in the Global Scholars Program, working directly with students from around the world to understand and propose solutions to important global issues.

District use of Workplace by Facebook is engaging staff in sharing “Promising” and “Best” Practices on a daily basis at both the school and district level.

Provided over 600 daily communication briefings – “Dr. Cash’s Daily Brief” –to inform the Board and all constituent leaders on specific issues, substantive news items, community engagements, plans and initiatives of the District that advance The Education Bargain as well as advance access, equity, and opportunity for all BPS children.

Over 500 local community engagements and presentations by the Superintendent and Senior Staff to build trust, share emerging results, strengthen the positive narrative, and instill public confidence in the District.

Developed comprehensive four-year financial plan for the district focused on cost savings, cost avoidance, and revenue generation.

Recommended new 5-year Capital Improvement Plan. Provided management oversight for closing out the paperwork and legal issues associated with Buffalo Public

Schools’ $1.4 Billion 11-year district-wide schools renovation project.

Memphis City Schools (MCS)

Finalist for 2012 Council of Great City Schools Richard R. Green National Urban Educator of the Year award.

School Board unanimous choice for superintendent in June 2008.

School Board unanimously voted to extend contract in May 2010, through August 1, 2013, the legal date of the dissolution of Memphis City Schools.

Selected and led a diverse District team to win a $92 Million deep dive grant from the Bill & Melinda Gates Foundation for the MCS reform work known as the Teacher Effectiveness Initiative (TEI).

In just seven months, through contributions & pledges from the Memphis community, MCS raised the $21.4 million community match required over seven years by the $92 Million Bill & Melinda Gates Foundation grant awarded to MCS.

$68.5 Million grant awarded to MCS in the first round of Race to the Top funding from the U.S. Department of Education. Tennessee grant proposal was based, in large part, on the MCS TEI plan.

Memphis City Schools (MCS) - Continued

Many MCS business systems reforms, including $160 M in school construction projects, completed on-time, under budget, and with clean audits.

In 2012 and 2013, facing the most rigorous standards to date in Tennessee, MCS students posted impressive gains in each of the state accountability subjects (i.e., Math in grades 3-8, Reading/Language Arts in grades 3-8, Algebra in high school, and sophomore English), exceeding the state’s Annual Measurable Objectives (AMOs) for the District across the board. The District also had the largest number of Reward Schools in the state (n=20 and 22, respectively) for the second year in a row, was lauded by the state Commissioner of Education for Level 5 (the highest) student growth three years in a row, and thereby, helping Tennessee lead the nation in K-12 academic growth.

The formation of four high school preparatory academies effectively addressed the high school Over-age for Grade fault line. The District significantly increased Advanced Placement course participation, dual high-school and college enrollment, increased the graduation rate three years in a row to an historic high of 72.3%, strengthened family and community partnerships, launched nationally lauded citywide “Exhibitions of Student Work” via ThinkShow! and ArtsFest, established four region-based school health and optometry clinics, and dramatically improved school safety.

Selected for the prestigious Aspen Institute for Urban School Superintendents and as Chair for the People 1st Initiative, a pre-natal to career human capital strategy, one of four comprehensive long range plans for the City of Memphis.

Miami-Dade County Public Schools (M-DCPS)

Recruited to head newly created Office of Accountability and Systemwide Performance for Miami-Dade County Public Schools, the fourth largest district in the nation. Designed and implemented an effective, innovative, leading-edge performance management system as one of five major district-wide strategic reform initiatives, contributing to M-DCPS being a nationally recognized finalist three years in a row for the Broad Prize in Urban Education.

Directed the design and implementation of an innovative District-wide accountability system to monitor, track, and improve performance on all strategic measures. Lead technology team in the design of the District Dashboard consisting of key performance indicators and aligned these metrics with the District strategic goals, objectives, and reform initiatives to drive organizational strategy, outcomes, and results.

Planned, developed, and implemented school, region, and function level performance Scorecards as part of the District’s internal accountability system and incentive pay system for all Managerial Exempt Personnel employees.

Designed and coordinated Quarterly Benchmark Review meetings with the Superintendent and Senior Staff to ensure the achievement of annual performance targets and a district-wide culture of continuous improvement.

Developed a framework for identifying and examining best practices, including organizational culture, in high performing schools and non-school work locations throughout the district and refined into an ongoing process of knowledge capture and knowledge management in large, complex organizations.

Prepared, presented, and disseminated numerous presentations, reports, deliverables, and brand products regarding success stories and best practices in M-DCPS.

Conceptualized and directed research studies to inform practice and facilitate policy formulation, decision-making, and resource allocation at the pre-K – 12 levels; these included well-received and award-winning Information Capsules and Research Briefs published by one of the departments under my leadership.

Initiated M-DCPS participation in national benchmarking studies with high performing districts and organizations to improve process efficiency, customer service, and organizational outcomes.

Designed and wrote an innovative, high impact program for marginalized and under-performing male students in grades 4-9 in the District.

Established and implemented high standards and procedures for quality assessment, data collection, and data analysis to ensure the accuracy and validity of student achievement data that drive decision-making.

Supervised institutional research/management studies and prepared various statistical abstracts and reports for the District, which consolidated district-wide statistical information on the status of education in the M-DCPS.

Served as one of 10 members of the Superintendent’s top executive staff (Leadership Cabinet), and often represented the Superintendent at local and national speaking engagements.

Work had direct impact leading to prestigious state and national achievement awards for the school district; and for M-DCPS being a finalist three years in a row for the Broad Prize for Urban Education.

Martha’s Vineyard Public Schools (MVPS)

School Committee’s unanimous choice for Superintendent; served 10 years; earned excellent evaluations from the All-Island School Committee each year; three out of six schools earned National Blue Ribbon School of Excellence recognition by the U.S. Department of Education during my tenure.

All schools scored in the top 25th percentile in the state in the first four years of MCAS administration, the state's rigorous high-stakes student achievement test; several grade levels scored at the very highest performance levels in the state in Mathematics, Science, and English.

92% student participation rate in student enrichment activities, world travel and exchange programs, music, drama and fine arts, and athletics at the comprehensive and award-winning regional high school.

Excellent financial management & fiscal audit reports annually earned the regional school districts A+ ratings from Standard & Poor's & Moody's Investors Services.

Established & consistently articulated a clear-vision of excellence for all island schools via well-run school committee meetings, cabinet meetings, all staff e-mail correspondence, & monthly newspaper columns to the public.

Developed a strategic long-range plan for the MVPS that involved representative stakeholders, including the Wampanoag Tribe of Aquinnah, the NAACP, and the Portuguese-Brazilian faith based community.

Systematically examined & recommended steps to continue to improve the essential elements of school services for all children, & established a comprehensive e-learning system.

Recruited and hired over three hundred diverse and high quality teachers, principals, counselors, administrators, coaches, and support staff despite an acute affordable housing crisis.

Established a fair and equitable, yet rigorous and demanding, performance-based system of professional evaluation of all personnel, including updated job descriptions and substantive language revision of principals' contracts.

Coordinated all aspects of the school’s successful re-accreditation by NCATE.

Coordinated selected research projects for the Center for Research on the Education of Students Placed At Risk (CRESPAR), a $30M joint federal research grant between Howard University and Johns Hopkins University.

Taught an array of graduate and undergraduate courses. Graduate courses included teachers, principals, and superintendents as student participants.

Supervised student teachers during their pre-practica and practicum public school classroom experiences.

Organized and facilitated student recruitment by establishing systematic means for communicating with and responding to prospective applicants.

Applied and interpreted academic policies and regulations governing instructional programs as these policies impact on the maintenance of academic standards.

Resident manager of the doctoral program interface with the Graduate School of Arts & Sciences.

Produced the course schedule submitted to the Registrar each semester and the summer session based on input from the departments, includes: checking and reporting faculty course load; eliminating conflicts in time, day, room, etc.

Massachusetts College of Liberal Arts (formerly North Adams State College) - Continued

Coordinated and administered nationally (NCATE) and regionally (ICC) accredited programs in early childhood, elementary, and middle school education.

Planned curriculum and initiated policy decisions for the college’s M.Ed. program and two administrative certificate programs – School Principal and Supervisor/Director.

Taught undergraduate and graduate level courses in elementary and middle school curriculum, classroom management, personal growth and responsibility, curriculum theory, evaluation and research, and research in education. Regional and national media have done many stories on Buffalo Public Schools’ and legacy Memphis City Schools’ reform initiatives under my leadership. I have also written editorials, information pieces, and been interviewed or recognized by many national outlets, for the work we were doing in Memphis and for the work we are doing in Buffalo. Some of these pieces that capture the journey to district-level transformation, both the successes and the challenges, are listed below.
