Dear Prospective Intern,

The Mechanicsburg Area Parks & Recreation strives to provide a wide variety of programs in recreation and leisure for individuals of all ages and abilities. The department contributes to the community by developing and maintaining parks and other recreational facilities that beautify and serve the Mechanicsburg Area. The Mechanicsburg area consists of Mechanicsburg Borough, Shiremanstown Borough, and Upper Allen Township. The area spans over 16 square miles and encompasses over 23,000 people. We have 16 parks, in addition to the parks; over 300 programs are offered annually to our community. These programs range from special events to summer camps and a host of activities for all ages and interest.

At the Mechanicsburg Area Parks & Recreation, we offer an internship opportunity that helps expand your knowledge of the recreation field. Interns become a part of the welcoming, and friendly work environment. They will assist in the day to day operations of this department; such as program planning, customer registration, facility management, evaluations, sport leagues, and other duties assigned. The time an Intern spends with his/her internship will be demanding, but a rewarding experience.

Specific projects may be available based on your area of study or interest. In the past, we have partnered with students majoring in recreation, sports administration, communications, marketing, and outdoor adventure/programming. StaffTonya Brown - Director of Parks & Recreation, Tonya was promoted to the director in 1998, after holding the position of assistant director for 9 years. Tonya is responsible for managing both actively and administratively a broad and diversified program of recreation activities, services and facilities to meet the needs and interests of the growing community. She oversees the Trails & Trees Environmental Center, field lease agreements, and the daily operations of the department.

Josh Green - Assistant Director, Josh has been a full-time employee since 2016. His primary responsibilities are to organize the Elementary Basketball Program with over 350 participants, Travel Basketball league with over 30 teams, and Summer Adventure Camp with an average of 140 campers daily.

Sue Canniff - Recreation Specialist, Sue has worked for the department since 1998. She oversees the 300+ recreational activities offered yearly and develops the brochure three times each year. During the summer months, Sue oversees the management of the pool. She also organizes the following special events: Annual Dance, and the Fall Buccaneer Bash.

Jenna Smerling – Child Care Coordinator, Jenna joined the Recreation team in 2018. She oversees the Wildcat Care Before and After School Program that is offered to 4th & 5th graders at Elmwood Academy. She ensures that the program complies with the requirements set forth by the Department of Human Services, assists in planning and implementing daily schedules and activities. This program has 50-60 students that attend daily. All-day childcare is also provided on certain holidays and/or in-service teacher days in which Jenna plans off campus field trips.

Amy Chubb - Administrative Assistant, Amy joined the recreation team in 2010. Her job duties include, but are not limited to, answering phones calls, responding to messages, interaction with customers and clients, registrations, and general clerical duties.  She helps to maintain a steady workflow by assisting and contributing to team efforts of improving recreation from day to day.

Mechanicsburg Recreation CommissionPark Rules and Regulations

The following rules and regulations are hereby established for the management and protection of Soldier and Sailor Memorial Park, Koser Park, and Finkenbinder Park and such other lands under the jurisdiction of the Recreation Commission.

1. The Parks shall be open daily between the times set forth in the following schedule:PARK OPENING TIME CLOSING TIME

Soldier and Sailor Memorial Park* 6:00 a.m. 10:00 p.m.Koser Park 6:00 a.m. 9:00 p.m.Finkenbinder Park 6:00 a.m. 9:00 p.m.

*All traffic prohibited during closed hours.

At the closing time above set forth, all activities in the park, except those authorized by a special permit issued by the Recreation Commission, shall cease and all persons in the park shall leave as soon as possible thereafter. Only authorized personnel shall be permitted in the parks at any time between the closing time and the opening time as above set forth.

2. No person shall possess, transport or consume any alcoholic beverages in the parks.

3. No person shall injure, deface, remove, cut or damage any of the trees, plants, shrubs, turf, playing fields, buildings, structures or fixtures thereon, or any other property of the Borough located within the parks.

4. All animals must be on a leash and shall be attended while within the confines of the Borough parks. Clean-up of the animals' defecation is required.

5. RESERVATIONS FOR BALL FIELDS AND PAVILIONS: Field Permits must be obtained from the Recreation Commission to reserve playing areas for the exclusive use of leagues, teams, or organizations. Pavilion Permits must be obtained from the Recreation Commission to reserve picnic pavilion space for the exclusive use of permitee. Such permit shall indicate the pavilion and times for which the permit is issued. The application for such permit shall be in the name of a person who shall be responsible for seeing that all refuse left by the group be placed in proper containers before leaving the area used. Anyone using the fields and/or picnic pavilions for which a permit is granted to another, shall vacate the field and/or pavilion during the time for which the permit is issued. Pavilion permits must be posted by the group/individual it was issued to.

6. No person shall hold any meeting or gathering, assembled through advertisement or public notice, or any gathering otherwise assembled and composed of twenty-five (25) or more persons within the limits of the parks, without having first made application to the Recreation Commission for permission. Such permission, if issued, shall indicate the spot in the park where such gathering or meeting shall be held, and such gathering shall not be held at any other spot within the park. The application for such permit shall be in the name of a person who shall be responsible for seeing that all refuse left by the group be placed in proper containers before leaving the park.

7. Loud and offensive behavior (not limited to loud music, talking, swearing) or disorderly conduct is not permitted within the confines of the Borough parks.

8. No person shall set up any booth, table, stand or vehicle for the sale of any article or food whatsoever, within the limits of the parks, without the consent of the Recreation Commission, which shall have the authority to refuse such consent in any instance. The police will be notified of any permits or authorization.

9. No person shall dispose of any waste or garbage in the parks except in receptacles designated for the respective purposes. All persons using the parks shall dispose of all waste and garbage left by them in such proper receptacles.

10. No person shall set or maintain any fire in the parks except in stoves and fireplaces maintained for the purpose and located by authority of the Recreation Commission; provided, however, that this restriction shall not prohibit the use of charcoal or gas burners within said parks. Only charcoal can be used for cooking, no wood!

11. No skateboard ramps are permitted in the parks. No skateboard, rollerblade or bicycle jumping permitted in the parks.

12. Bicycles, skateboards, rollerblades, etc. are not permitted on the infield and outfield areas of the park's ballfields, shuffleboard courts, basketball courts and/or tennis courts.

13. Only authorized vehicles shall be permitted within the bounds of Koser, Northside, and Finkenbinder Parks.

14. All trucks shall be prohibited to enter and/or park in any area except Borough, Park, School, or Maintenance Trucks, and/or trucks making deliveries to the pool, football field, or as directed by the Recreation Commission.

15. No person shall operate a motor vehicle at a speed in excess of the posted speed limit within the bounds of Soldier and Sailor Memorial Park.

16. Angle parking shall be prohibited on and along Memorial Park Drive. Wherever a space shall be marked off on any parking lot for the parking of an individual vehicle, every vehicle parked shall be parked within the lines bounding such space unless directed otherwise by a parking attendant.

17. Vehicular parking is prohibited in the area south of Memorial Park Drive and south of and to the left of, the John H. Frederick Field at Memorial Park Stadium entrance area; without the approval of the Mechanicsburg Recreation Commission.

18. No person shall ride a horse, hit golf balls, wash a motor vehicle, shoot a bow and arrow, fly a model airplane, or drive an unlicensed motor vehicle within the bounds of the parks.

19. No throwing of Frisbees, missiles, or other objects on any paved area or over any roadway or walkway of the parks.

20. No person, other than an officer of the law, shall carry any firearms or weapons within the bounds of the parks, nor shall any person engage in hunting within the parks.

21. No person shall injure, deface or destroy any notice, rule or regulation posted at any place within the parks by authority of the Recreation Commission or any other authority of the Borough. Nor shall any person post, at any place within the parks, any notice or placard other that by authority of the Recreation Commission.

FINES & PENALTIESThat any person, firm or corporation violating any of the rules and regulations adopted by the Recreation Commission which have been duly posted as aforesaid, shall, upon conviction thereof before a District Justice, be sentenced to pay a fine not exceeding Three-hundred ($300) dollars and costs of prosecution, and in default thereof shall undergo imprisonment in the Cumberland County Jail at Carlisle, Pennsylvania, for a period not exceeding thirty (30) days.

Upper Allen Township Park Rules and Regulations

The following rules and regulations are hereby adopted for the management and protection of the public parks and playgrounds of Upper Allen Township.As used in this article, the following terms shall have the meanings indicated

As used in this article, the following terms shall have the meanings indicated: BIKE ROUTE- A selected course for bicycle travel which may utilize streets, roads, parks or bikeways.

BIKEWAY- A thoroughfare constructed and designed for bicycle traffic.

BOARD- The Township Park and Recreation Board.

COMMISSIONERS- The Township Board of Commissioners.

MOTOR VEHICLE- All vehicles capable of transporting persons and powered by engines or motors, including trucks, buses, automobiles, off-road vehicles, all-terrain vehicles, motor homes, snowmobiles, motorcycles, motorbikes, minibikes, etc.

PARKS AND PLAYGROUNDS- Includes all lands and waters (including bikeways or walkways), whether owned or leased by the township ,which are designated by the Commissioners to be for recreational use and under the control of the Township Park and Recreation Board or which may properly come under its control.

TOWNSHIP- The Township of Upper Allen, Cumberland County, Pennsylvania.

WALKWAY- A thoroughfare constructed and designed for pedestrian traffic.

Purpose; applicability The parks and playgrounds of the Township are for the benefit and pleasure of the whole public, and the rules and regulations governing their use are established for the express purpose of providing for the general welfare of persons using the parks and the public as a whole. They shall apply to all persons who use the parks and playgrounds.

Motor vehicle regulations These regulations apply to all motor vehicles within the parks except fire, police, emergency or township vehicles on official business:

A. Only those roadways and parking lots especially designed and constructed for vehicular use and traffic shall be used as such.

B. The legal speed limit shall be 15 miles per hour on all roadways.

C. Vehicles weighing over 10,000 pounds shall not be permitted.

D. Washing, repairing or otherwise servicing of motor vehicles is prohibited.

E. Unlicensed motor vehicles shall not be permitted.

F. All state and township laws pertaining to vehicular use shall be valid.

Prohibited acts

No person shall perform the following actions within the parks or playgrounds:

A. Commit disorderly or immoral acts.

B. Remove, relocate, overturn or commit destructive, damaging or disfiguring acts to park, township or other person's property or possessions.

C. Throw stones or missiles.

D. Engage in gambling or soliciting of any kind; provided, however, that small games of chance conducted by an organization duly licensed under the Local Options Small Games of Chance Act shall not be prohibited under this section.

E. Dump or discard litter, rubbish or material of any kind.

F. Appear in any park under the influence of alcohol to the degree that he may endanger himself or herself, other persons or property, or unreasonably annoy persons in his or her vicinity.

G. Camp or sleep overnight on the ground or elsewhere.

Restricted acts No person shall perform the following actions within parks or playgrounds without having previously obtained written consent and approval of the Board of Commissioners or the Township Manager/Assistant Township Manager:

A. Play any loud musical instruments or amplified music or speech except personal radios or players at reasonable volume.

B. Build a fire other than at the places provided there for.

C. Trap removes, injure or unnecessarily destroy any wildlife.

D. Pull, cut, damage or remove any flower, plant, turf, shrub or tree.

E. Fly any engine-powered model airplane.

F. Carry or discharge an air rifle or air pistol, a paintball gun or paintball marker; fireworks (including rockets), a slingshot or a bow and arrow; provided further that no person shall discharge any firearm within parks or playgrounds.

G. Camp or sleep overnight on the ground or elsewhere. (Note: For this subsection, consent and approval can be obtained from either the Board or the Township Manager/Assistant Township Manager.)

H. Hold any public meeting.

I. Post or display any sign, banner or advertisement.

J. Offer any item for sale.

K. Practice or play golf.

L. Small games of chance conducted by an organization duly licensed under the Local Options Small Games of Chance Act.

M. Possess and/or consume alcoholic beverages.

N. Ice skating.

Closing of parks

Any park may be closed during such hours as designated by the Board of Commissioners or the Township Manager/Assistant Township Manager, and all persons found within the parks when the parks are closed shall be subject to the penalties imposed by this article.

Enforcement agency The Township Police shall be recognized as the agency to enforce the foregoing rules and regulations and to maintain general law and order in the parks.

Rules for special use locations A special use location, for instance bike routes and bikeways, may have special rules and regulations as determined by the Board which shall apply to that location only.

Exceptions to rules Exception to the foregoing rules can be made only where and as directed, and to facilitate maintenance and police performance, by the Board.

Applicability of other legislation All other Township ordinances, where applicable to parks and playgrounds, shall be enforced.

Park lands not for private use Park lands are public lands and shall not be put to personal garden, nursery or storage uses.

Animal control

A. It shall be unlawful for any person to permit any domestic or nondomestic animal to run at large in any Township park facility. All such animals must be controlled by a leash being not more than nine feet in length with the exception of Seeing Eye dogs for the visually handicapped.

B. It shall be unlawful for any person to have at any Township park facility any animal that is dangerous or creates a public nuisance or alarm.

C. It shall be unlawful for any animal owner to fail to exercise proper care and control of an animal to prevent such animal from becoming a nuisance. Such to include, but not limited to, any animal which:

(1) Molests persons or vehicles.

(2) Attacks other animals.

(3) Is running at large.

(4) Damages public property.

(5) Barks, whines or howls in an excessive, continuous or untimely fashion.

D. It shall be unlawful for the owner, or person in control thereof, of any animal to fail in the removal of any excrement from such animal while within any Township park facility.

E. It shall be unlawful for any person to disturb, molest, or cause danger to wild animals that inhabit the facility.

Charges for useThe Board may, at its discretion, levy charges on nonresidents or residents, or both, for use of park or playground facilities. Charges shall be determined by the Board and notice given 30 days before the effective date.

Violations and penalties

A. Any person apprehended violating any of the foregoing rules and regulations may be expelled from the park or playground by Township Police and shall be responsible to restore or make restitution to the Township for any damage caused by him or her.

B. Any person or persons violating any of the foregoing rules and regulations shall, upon conviction thereof before any District Justice having jurisdiction, be sentenced to pay a fine of not more than $1,000 and costs of prosecution and to make repair or restitution for any damage to park or Township property and, in default of the payment thereof, be imprisoned in the Cumberland County Jail for a period of not more than 30 days.

64% of US adults are overweight or obese. Of children and adolescents aged 6-19 years, 15% (about 9 million young people) are considered
