Appendix 1 also includes highlighted additional information in bold relating to marketed attractiveness scores (compiled from the Employment Position Statement, Appendix D (document SD3)), expected market segment, status relative to Principal Regeneration Areas and whether there are extant permissions. Further amendments to other categories following the discussion relating to Matter 4 on 15 th November 2013 are also highlighted in bold. These amendments include a review of timescales within which sites are considered capable of delivery, clarification of gross developable site areas and movement of individual sites between categories. The inclusion of information relating to expected market segment and the timescale within which sites are expected to be capable of delivery is intended to inform further consideration of whether the Council’s current supply is in compliance with Policy CS4 clause 4a. 1.4. Appendix 2 applies an initial risk assessment discount to each of the employment sites identified within the 0 - 5 year supply (those listed as being deliverable within 0 - 1, 1-3 and 3 5 years). The discount applied to each site takes account of its status, including type of planning application (if any), site constraints, availability and site size, marketing undertaken and market attractiveness (as appropriate). This Appendix will inform consideration of whether Knowsley has a five year deliverable supply of employment land for the purposes of Policy CS4 clause 4b.

INTRODUCTION

1.1. The Council has prepared this supplementary information following discussions relating to Matter 4 in terms of employment supply on the 15th November 2013.

1.2. In response to the Inspector’s request for a breakdown of employment sites the Council has prepared Appendix 1, which subdivides and colour codes, the total overall supply in terms of:

UDP Allocations;

Expansion Land;

Remodelling Potential;

Green Belt Locations; and,

Other Remaining Sites

This is supplemented by re-provision of the maps previously circulated to inform discussions.

1.3. Appendix 1 also includes highlighted additional information in bold relating to

marketed attractiveness scores (compiled from the Employment Position Statement, Appendix D (document SD3)), expected market segment, status relative to Principal Regeneration Areas and whether there are extant permissions. Further amendments to other categories following the discussion relating to Matter 4 on 15th November 2013 are also highlighted in bold. INITIAL FINDINGS

2.1. Appendix 1 indicates that the Council has a total employment land supply of

238.57 hectares at present, for the Plan period up to 2028, broken down as follows:

2.2. The Council retains the view that the totality of the above sites offer adequate flexibility in terms of range and choice of sites to ensure delivery of the remaining Plan period requirement of 172.5 hectares, assuming the Inspector concludes that the overall requirement of 183.5 hectares is acceptable.

2.3. Appendix 2 indicates an initial risk assessed figure of 61.05 hectares of deliverable supply with 5 years. This value in quantity terms remains in surplus by 10.05 hectares above the requirement in footnote 79 (5 x 10.2 hectares = 51 hectares), which relates to Policy CS4 clause 4b. However the Council is aware that the Inspector may conclude that the existing shortfall of plan period delivery (19.57 hectares) represents needs to be met immediately. In such circumstances, the risk assessed five year supply would comprise a quantitative deficit of 9.52 hectares.

2.4. In terms of the requirements of Policy CS4 clause 4a, the Council is content to

be guided by any initial conclusions the Inspector can offer regarding the issue of an appropriate range and choice of sites, as informed by any relevant information in Appendices 1 and 2 as appropriate.
