1. Introduction 1.0.1 This document has been produced by Knowsley Council as one of a range of
supporting documents for the Examination of the Knowsley Local Plan Core Strategy. This introduction provides further details regarding the Core Strategy, its current stage, and the specific role of this document.
1.1 The Knowsley Local Plan and Core Strategy
1.1.1 The Knowsley Local Plan Core Strategy is being prepared by Knowsley
Council as the part of the statutory development plan for the Borough. Along with other Local Plan documents, the Core Strategy will guide the development of Knowsley up to 2028. The Core Strategy contains a vision and objectives for the development of the Borough, and a range of policies covering matters including housing, employment, retail and town centres, regeneration, the environment, design and infrastructure. It is supported by an extensive range of evidence base and supporting documents.
1.1.2 The Core Strategy has been prepared over a number of years, and has been
subject to several stages of public consultation. In 2013, the Core Strategy was submitted to the Secretary of State. Following this, a Government Planning Inspector was appointed to undertake an Examination in Public into the “soundness” (in accordance with the policies of the National Planning Policy Framework) and legal compliance of the submitted Plan. Examination hearing sessions took place in November 2013 and July 2014.
1.2. Core Strategy Modifications
1.2.1 Following the initial Examination hearing sessions, the Council published an
initial schedule of modifications in December 2013 to improve the soundness of the Plan. In January 2014, the Inspector issued his “Interim Findings” of the Examination process, giving further guidance to the Council regarding the areas of the Plan which should be considered for modification. The Council issued further modifications, which were subject to the Examination hearings in July 2014. Following further Interim Findings from the Inspector, the Council has now issued a schedule of all modifications to the Plan which will be subject to a period of public consultation (see “Knowsley Local Plan Core Strategy: Schedule of Proposed Modifications to the Submission Document – September 2014 – Consultation Version” (Examination Library Reference CS08a)).
1.3. Modifications and the Policies Map
1.3.1 The proposed modifications to the Core Strategy include changes which
would affect the existing adopted Local Plan “Policies Map”. The Policies Map (formerly referred to as a “Proposals Map”) is a constituent part of the adopted Local Plan, and illustrates the effect of the Plan policies on different parts of Knowsley. The National Planning Policy Framework (paragraph 157) sets out that Local Plans should: “[…]indicate broad locations for strategic development on a key diagram and land-use designations on a proposals

map[…]”. National Planning Practice Guidance is clear that where the adoption of a Local Plan would result in changes to a previously adopted Policies Map, the Council should make available materials indicating how the adopted Policies Map would be changed as a result of the new Local Plan1. This means that the schedule of proposed modifications to the Knowsley Core Strategy must be accompanied by materials showing the changes to the adopted Policies Map. Section 2 of this document presents this information.
1.4. The Policies Map in Knowsley 1.4.1 The Knowsley Policies Map was adopted in June 2006 as part of the
Knowsley Replacement Unitary Development Plan. The Map has been used since this date to show spatial effect of the Unitary Development Plan policies, through designations and allocations for different land uses and types of development across the Borough.
1.4.2 The first amendments to the Unitary Development Plan Policies Map were
made when the Merseyside and Halton Joint Waste Local Plan was adopted in 2013. This Local Plan document allocated five sites across Knowsley for waste management uses. The amendments to the Policies Map were set out in site profiles which formed Appendix 2 of the Joint Waste Local Plan. These allocations effectively sit “on top” of the previous designations or allocations of these sites within the Unitary Development Plan Proposals Map (e.g. for employment uses), meaning that relevant policies from the UDP also still apply to these sites.
1.4.3 Further changes to the Policies Map are now proposed within the Local Plan
Core Strategy, through the modifications process explained in sections 1.2 and 1.3 of this document. These changes are focussed on a limited number of matters, and do not represent a wholesale revision of the existing Policies Map. This is because Core Strategies are strategic plans which do not usually contain many detailed site allocations or changes to a Policies Map. Exceptionally, sites can be allocated within Core Strategies, for strategic reasons. In the case of Knowsley’s Core Strategy, the Council considers it appropriate to reflect modifications proposed to the text of the Plan through revisions to the Policies Map.
1.5. Future of the Policies Map 1.5.1 If the Knowsley Local Plan Core Strategy is adopted in accordance with the
modifications currently proposed, the amendments set out in this paper will be incorporated into the adopted Policies Map. This Map will then be operational on adoption of the Core Strategy. Additional extensive changes to the Policies Map are likely to be proposed as part of the preparation of additional Local Plan documents, including the future Knowsley Local Plan: Site Allocations and Development Policies.

2. Proposed Modifications to the Policies Map 2.0.1 This section sets out the proposed modifications to the Policies Map, as
described in Section 1 of this report. The proposed amendments are closely related to the proposed modifications to the policy wording of the Local Plan Core Strategy.
2.1 Locations for which the Policies Map will be affected 2.1.1 The diagram below shows the areas of Knowsley affected by the proposed
modifications to the Policies Map.

2.2. Map extracts illustrating effect of proposed modifications on the Policies Map 2.2.1 The following pages show a series of maps which show how the Policies Map
would change if the Core Strategy is adopted with the proposed modifications for each area affected. The maps are for purely illustrative purposes and do not represent the scaling of the Policies Map which will be to a single scale covering the whole Borough. The Borough-wide diagram in section 2.1 above shows the locations covered by each of the extracts. Each extract is accompanied by a brief description of the proposed amendment to the relevant Core Strategy policies, and parts of the proposed modifications schedule which provide the policy wording to inform the change. The extracts are for the following proposed land allocations proposed in the modifications to the Core Strategy:
