•Encourages cooperative land use planning betweenmilitary and surrounding communities

•Encourages future community growth anddevelopment to be compatible with military operations

•Reduces military impact on adjacent communities

•Uses Air Installation Compatible Use Zone (AICUZ)/Installation Compatible Use Zone (ICUZ) data in community planning

•Office of Economic Adjustment (OEA) providescommunity planning assistance grants for “Joint Land Use Studies”

JLUSPublic Involvement Principles

•Provide an open exchange of information and ideas between the public and participants in the Joint Land Use Study.

•Be proactive in providing complete information, timely public notice, full public access to decision making, and opportunities for early and continuing involvement.

•Involve all landowners who are potentially affected by the Joint Land Use Study and subsequent land development recommendations and decisions by providing an open forum where affected parties feel welcome and encouraged to participate in the study process.

Citizens Advisory Committee

Once data has been collected, a Citizens Advisory Committee (CAC) will be formed to provide an opportunity for interested citizens to have input into the drafting of proposed policy recommendations. 

The CAC will provide an open forum in which citizens may ask questions and review and provide input on the policy recommendations before they are finalized and submitted to the JLUS Policy Committee.  Citizens who sign up for the CAC will receive advance notice of CAC meetings, and will have the opportunity to provide input online at www.sgrdc.com or in person during the CAC meetings.

•Minimize conflict between the installation and nearby property owners.

•Educate the public and elected officials about the installation and its mission.

•Promote an area-wide approach to land use information.

•Review local development / zoning requirements.

Policy CommitteeThe Policy Committee includes the chief elected officials of the local governments in the JLUS study area. The Policy Committee is responsible for the overall direction of the JLUS, preparation and approval of the study design, approval of draft and final written reports, approval of policy recommendations, and monitoring implementation of the adopted policies.

Technical CommitteeThe Technical Committee includes representatives from city and county management and planning staffs, Moody Air Force Base planners, and the RDC. The Technical Committee is responsible for identifying and studying technical issues related to developing policy recommendations to the Policy Committee.
