Native Affairs has exclusive jurisdiction over

Indian, Insular and Alaska Native issues in the

House of Representatives, the Subcommittee on

Indian, Insular and Alaska Native Affairs oversees

matters ranging from natural resources and land

management, ownership, and leasing to Indian

healthcare, tribal criminal justice, development of

reservation economies, enhancement of social

welfare and improvement of energy efficiency and

renewable energy development initiatives on tribal

lands, and matters relating to the offshore territories

Advocacy vs. Lobbying

• Advocacy/education: any attempt to educate and influence policymakers

or legislators in favor of a cause, idea, or public policy

• Lobbying: a specific form of advocacy with the purpose of influencing a

piece of legislation

All lobbying is advocacy, but not all advocacy is lobbying

• Direct lobbying: any attempt to influence legislation through

communication with a member or employee of a legislative body, or with a

government official who may participate in the formulation of legislation

• Grassroots lobbying: any attempt to influence legislation by affecting

the opinion of the general public or mobilizing the public to lobby
