Intercounty Connector Bus Service Plan

Introduction The Intercounty Connector (ICC) is an 18.8 mile toll road that will link I-270/I-370 in Montgomery County to I-95 and US 1 in Prince George’s County. The ICC is composed of four segments or contracts. Contract A, the first segment, is a seven-mile stretch between I-370 and Georgia Avenue (MD 97). Contract A opened in February 2011. The remaining three segments are on schedule to open approximately 12 months later. The ICC will open a considerable market for high speed and high capacity east-west travel where none has existed previously. This road is expected to link some regional markets more efficiently and improve access from Montgomery County to key business destinations such as the BWI Airport Business District. In addition, it will facilitate easy access from eastern Montgomery County, Frederick County, Howard County, Prince George’s County and Anne Arundel County to the I-270 Technology Corridor and the Maryland BRAC facilities at Fort Meade and Bethesda. The Maryland Transit Administration (MTA) has identified the need to prepare a bus transit plan to be implemented with the construction of the ICC. The opening of the ICC brings substantial opportunities for developing high quality express and local bus transit services that link these, and future communities and activity centers, thus expanding mobility by offering travel choices to those who currently rely on or prefer to use public transit. This bus plan will identify specific transit services, routes and parking facilities to be used on the new highway facility. The bus service plan was developed in two phases. Phase I was designed for opening day service in 2011 when the first seven-mile stretch was opened and includes two recommended routes. Phase II is designed for the completion of the ICC in 2012 and includes the addition of three more routes and modification to the Phase I routes.

Phase II - Winter 2012

ICC Bus Route 203 Columbia to Bethesda

Route Description: The purpose of this service is to serve the National Institutes of Health (NIH) and the National Naval Medical Center in Montgomery County. The No. 203 operates Monday through Friday during peak periods only. The service from Columbia to Bethesda starts at the Snowden River Park and Ride and travels to the Columbia Town Center via MD 175. From there it travels southbound on Rt. 29 to the Scaggsville Park and Ride lot and then to the Burtonsville Park and Ride lot. The service continues on Rt. 29 until it reaches the ICC and travels westbound to the new Georgia Avenue Park and Ride lot at MD 97. From the Georgia Avenue lot it travels to the Medical Center Metro Station via Georgia Avenue (MD 97) to Connecticut Avenue (MD 185), west on Jones Bridge Road then north on Rockville Pike (MD 355) Service Characteristics:

ICC Bus Route 204 Monocacy to College Park

Route Description: This service is intended to transport Montgomery and Frederick county residents to their jobs at the Food and Drug Administration (FDA) in White Oak and at the University of Maryland (UMD) in College Park.

The No. 204 would begin at the Monocacy MARC Station in Frederick County and then travel south on MD 355 to the Urbana Park and Ride. It would then continue south along I-270 to the Gaithersburg Park and Ride lot located at I-270 and MD 124 then travel south on I-270 to the ICC to the new Georgia Avenue Park and Ride lot at MD 97. The service then continues on the ICC until it reaches New Hampshire Avenue (MD 650) and travels south on MD 650 until the service reaches White Oak where it makes a stop at the FDA. The No. 204 continues on MD 650 to Adelphi Road and then to Metzerott Road to Paint Branch Drive. It continues on the University of Maryland Campus with a stop at Stadium Drive before it terminates at the College Park Metro/MARC station.

Route 204

ICC Bus Route 205 College Park Metro to Germantown Transit Center

Route Description: This route is intended to transport Prince George’s County residents to jobs in the I-270 High Technology Corridor of Rockville, Gaithersburg and Germantown. Among the employment areas that would be served are Shady Grove Hospital, the Life Sciences Center, Human Genome Sciences, the future Johns Hopkins Research Center, NIST and the US Department of Energy. The route is displayed on the attached map. Route 205 would begin at the College Park Metro/MARC Station on the Metro Green line. From the College Park Station, Route 205 would travel on Paint Branch Parkway to Kenilworth Avenue (MD201), Edmonston Road and Old Baltimore Pike to Muirkirk Road and the Muirkirk MARC Station. From the Muirkirk MARC Station the bus route would follow Muirkirk Road and Virginia Manor Road to reach the eastern end of the ICC. Route 205 would then travel westbound on the ICC until it reached the new Georgia Avenue Park and Ride lot in the southwest quadrant of the ICC/MD 97 interchange. After serving the new park and ride lot, the Route 205 would re-enter the ICC and continue traveling westward until it reached the Shady Grove Metro Station. From the Metro Station, Route 205 would travel to the Shady Grove Adventist Hospital via I-370, I-270, Shady Grove Road and Medical Center Way. From the Hospital stop it would travel a short distance to the Life Sciences Center on Medical Center Drive. The route would continue onto Great Seneca Highway (MD 119) stopping at Key West Avenue to serve Human Genome Sciences. This service would then travel on Same Eig Highway and I-270 to West Diamond Avenue (MD117) to NIST on Bureau Drive. The last leg of the trip to the Germantown Transit Center is via Quince Orchard Road, north on I-270 to Germantown Road turning right onto Crystal Rock Drive, Century Boulevard and Aircraft Drive.
