UVOD Služba Centralni ispitni laboratorij provodi ispitivanja, mjerenja i istraživanja u području zaštite okoliša, zaštite na radu kontrole kvalitete naftnih proizvoda i prirodnog plina, merenja štetnih faktora radne okoline, praćenja tijeka tehnoloških operacija i postupaka, te primjenskih istraživanja.

S CIL provodi istraživanja u području suvremenih analitičkih i drugih tehnika za potrebe istraživanja, proizvodnje i prerade nafte i plina, te skladištenja, transporta i trgovine naftnih derivata. Također provodi razvojno-istraživačke projekte i zadatke u funkciji unapređenja vlastite djelatnosti, a ujedno je i analitička potpora razvojno-istraživačkim projektima unutar INA, d.d.

Kompetentnost stručnog osoblja, laboratorijske opreme i primjenjenih metoda i postupaka mjerenja i ispitivanja potvrđena je i Ovlaštenjima nadležnih tijela državne uprave.

1. Ministarstvo poljoprivrede, šumarstva i vodnog gospodrstva –

Ovlašteni laboratorij za obavljanje poslova uzorkovanja, analize i obradu pokazatelja za otpadne vode. Klasa: UP/Io-034-04/03-01/00031, Ur..br.:525-10/2-15-04-004/005 od 08. studenog 2004.

2. Ministarstvo zaštite okoliša, prostornog uređenja i graditeljstva –

Ovlaštenje za ispitivanje fizikalno-kemijskih svojstava otpada. Klasa: 351-01/05- 012/0123, Ur.br.: 531-08-1-06-3 od 29. kolovoza 2006.

3. Ministarstvo gospodarstva, rada i poduzetništva –

Obavljanje poslova zaštite na radu, ispitivanje fizikalnih i kemijskih čimbenika u radnom okolišu. Klasa: UP/I-116-01/03-03/01, Ur.br.: 526-08-03/2-06-6 od 11. prosinca 2006.

4. Ministarstvo zaštite okoliša, prostornog uređenja i graditeljstva –

Obavljanje stručnih poslova praćenja kakvoće zraka i emisija u zrak. Klasa: UP/I-351- 02/06-08/00067, Ur.br.: 531-08-2-1-AM-06-04 od 12. srpnja 2006.

5. Ministarstvo zaštite okoliša, prostornog uređenja i graditeljstva –

Obavljanje stručnih poslova praćenja stanja okoliša (monitoring). Klasa: UP/I-351-02/06- 08/00068, Ur.br.:531-08-2-1-AM-06-04. od 26. svibnja 2006.

Služba centralni ispitni laboratorij od 2002. godine djeluje u sustavu akreditacije prema normi HRN EN ISO/IEC 17025 kojim se potvrđuje tehnička kompetencija laboratorija na razini provođenja samih analitičkih metoda. Potvrdom o akreditaciji i njenim opsegom Služba centralni ispitni laboratorij svrtava se u sam vrh hrvatskih laboratorija vezano uz stručnost, opremljenost i provođenje najstrožijih međunarodnih zahtjeva u poslovanju analitičkih laboratorija.

Hrvatska akreditacijska agencija –

Potvrda o akreditaciji br. 1020 kojom se potvrđuje osposobljenost prema zahtjevima norme HRN EN ISO/IEC 17025:2005 za:

Ispitivanje odabranih značajki kvalitete tekućih naftnih proizvoda, prirodnog plina, površinskih, podzemnih, tehnoloških voda, otpadnih ulja i eluata otpada.

Stručno osoblje, laboratorijska oprema i primijenjena znanja na razini su suvremenih znanja i dostignuća analitičkih laboratorija naftnih kompanija što je rezultat dugogodišnjeg rada u području razvojno-istraživačke djelatnosti INA, d.d.

Uz kontinuiran rad na ispitivanjima i mjerenjima za potrebe INA, d.d., S CIL vrši ispitivanja i za potrebe vanjskih naručitelja – pravnih osoba u okviru raspoloživih mogućnosti.

Služba Centralni ispitni laboratorij princip rada u laboratoriju zasniva na dva osnovna načina:

• ulaz u laboratorij je određeni tip uzorka a izlaz je Izvještaj o ispitivanju (sample oriented)

• ulaz u laboratorij je analitički problem a izlaz je Izvještaj o ispitivanju sa interpretacijom (problem solving oriented)

S CIL organizacijski je ustrojena u tri Odsjeka čija osnovna djelatnst obuhvaća:

• Ekologija (sample oriented)

Analiza voda (površinskih, otpadnih, bušotinskih, geotermalnih, tehnoloških, zdenaca, piezometara)

Analiza opasnog otpada (za trajno odlaganje, spaljivanje i fizikalno-kemijsku obradu)

Analiza tla (organska onečišćenja)

Mikrobiološka ispitivanja

Toksikološka ispitivanja

Mjerenje štetnih faktora radne okoline

• Kontrola kvalitete naftnih proizvoda (sample oriented)

Kontrola kvalitete proizvoda rafinerijske prerade na tržištu

Kontrola kvalitete proizvoda u skladištima i spremnicima

Analize po reklamacijama sa tržišta

Analize prema zahtjevima kontrolnih kuća

• Primijenjena laboratorijska istraživanja (problem solving oriented)

Instrumentalno-analitička ispitivanja plinovitih, tekućih, mazivih i krutih uzoraka u rasponu od mikroanalitičkih određivanja komponenti do spektrometrijskih i kromatografskih ispitivanja sastava nafte i derivata, plinova, polimera, procesnih fluida, te vode i otapala.

Ispitivanja se provode po normiranim ili interno razvijenim metodama. Pri tom se koriste slijedeće instrumentalne tehnike:

Služba Centralni ispitni laboratorij pruža usluge ispitivanja svim naručiteljima unutar INA, d.d. i u okviru svojih mogućnosti i izvan INA, d.d. Usluge se provode za potrebe:

• pridobivanja nafte i plina • transporta nafte i plina • prerade nafte • transporta naftnih proizvoda • veleprodaje naftnih proizvoda • trgovine naftnih proizvoda na benzinskim postajama • zaštite okoliša • zaštite na radu.

Služba Centralni ispitni laboratorij kontinuirano unapređuje svoju djelatnost:

• uvođenjem novih analitičkih metoda i postupaka • stručnim osposobljavanjem zaposlenika • nabavom najsuvremenije laboratorijske opreme • aktivnom suradnjom sa vodećim i međunarodnim stručnim i znanstvenim institucijama • aktivnim sudjelovanjem u tijelima vezanim uz normizacijsku djelatnost • prilagodbom rada laboratorija najsuvremenijim međunarodnim tredovima laboratorijskog poslovanja • održavanjem i proširenjem akreditacije prema normi HRN EN ISO/IEC 17025 • kontinuiranom prilagodbom zahtjevima naručitelja.

INTRODUCTION Central Analytical Laboratory (CAL) performs tests, measurements, and research in the field of environmental protection, occupational safety, quality control of oil products and natural gas, measurement of harmful factors in the work environment, monitoring the course of process operations and procedures, as well as applicational research. CAL research activities are carried out in the field of contemporary analytical and other techniques for the requirements of oil and gas exploration, production and processing, as well as oil product storage, transportation and retail. CAL also implements research and development projects and tasks for the purpose of upgrading its own activity and simultaneously, as analytical support to the research projects within INA d.d. Competence of the expert, professional personnel, state-of-the-art laboratory equipment, and applied methods and procedures of measuring and testing have been confirmed also by the certificates issued by the State Administrative Authorities.

Since the year 2002, CAL has been functioning within the accreditation system according to the requirements of HRN EN ISO/IEC 17025:2005 Standard confirming the laboratory technical competence on the level of performing the analytical methods themselves. By the Accreditation Certificate and its scope, CAL is ranked on the very top of Croatian laboratories in respect of its expertise/professionalism, equipment, and meeting the strictest international requirements in business activities of analytical laboratories. Designating the accreditation No.1020 confirming the competence according to the requirements of the HRN EN ISO/IEC 17025:2005 Standard for: Testing the quality of the selected characteristics of liquid oil products; natural gas; surface, ground, and process water; waste oils, and waste eluates. Expert/professional personnel, laboratory equipment, and the applied expertise on the level of contemporary knowledge and achievements of oil company analytical laboratories, which is the result of working for many years in the field of INA d.d. research and development activities.

In addition to a continuous work on testing and measuring for the requirements of INA d.d., CAL performs tests also for external clients i.e. legal entities, within the free operating capacities.. Central analytical laboratory bases its laboratory work principle on the two essential methods:

• laboratory input is a certain type of sample and output is the Test Report (sample oriented) • laboratory input is an analytical problem and output is the Test Report with Interpretation (problem solving

oriented). The CAL organisational structure consists of the three Departments comprising the following basic activities:

Hazardous waste analysis (for permanent disposal, incineration, as well as physical and chemical treatment)

analytical determination of components to spectrometric and chromatographic testing of the composition of oil and oil products, gases, polymers, process fluids, as well as water and solvents. Central analytical laboratory provides testing services to all the clients of INA d.d., and, within the scope of its capabilities, also to those outside of INA d.d. Services are performed for the requirements of:
