Dear Colleagues,

I would like to personally welcome each of you to the 8th Meeting of the International Society of Hydrocephalus and Cerebrospinal fluid Disorders, to take place in Cartagena, Colombia from 8 – 10 October 2016.

Cartagena is a fantastic and romantic city on the Caribbean, that guards the secrets of history in its balconies and old buildings, surrounded by narrow cobbled stones, with a pleasant weather all year round. This place was the door from the old continent to South America.

In the last years Cartagena has hosted many important political meetings, medical conferences, music movie festivals, making it an attractive safe place to visit. I can guarantee it will be a unique experience taking into account that this city is a world cultural Heritage.

It was here in Colombia where Normal pressure Hydrocephalus was first described, by Dr. Salomón Hakim. I would like to make an invitation to my colleagues around the world, to join us and share with us all their knowledge in cerebrospinal fluid disorders. We will have the experts in this topic, exposing the latest advances in the diagnosis and treatment of these pathologies. We will also present the results of the most recent investigations in CSF dynamics which are new to everyone.

All of you will have the opportunity to discover the caribbean environment, Cartagena´s fascinating old wall city, which will make of this trip a unique and unforgettable experience, that you will never forget. The only risk is you wanting to stay.

Hope to see you all in Cartagena, and let us host you as Colombians do!

We look forward to seeing you in Cartagena.

Best Regards,

Fernando HakimHydrocephalus 2016 President

“Cartagena de Indias is the undisputed queen of the Caribbean coast, a fairy-tale city of romance, legends and superbly preserved beauty lying within an impressive 13km of centuries-old colonial stone walls. Cartagena’s old town is a Unesco World Heritage site – a maze of cobbled alleys, balconies covered in bougainvillea, and massive churches that cast their shadows across plazas… Cartagena is a place to drop all sightseeing routines. Instead, just stroll through the old town day and night. Soak up the sensual atmosphere, pausing to ward off the brutal heat and humidity in one of the city’s many open-air cafes”.

Cartagena de Indias is a magical city that displays the contrast of its colonial side and its modern urban sprawl sites. Inside the old wall one can find colonial manors with colourful balconies, narrow streets that lead to squares, colonial churches and old monasteries that today function as luxurious boutique hotels. The city also offers beaches and small islands ideal for diving and nautical sports.

Named as an UNESCO World Heritage Site in 1984 - Cartagena de Indias - is the jewel in the crown of the country’s largely untouched Caribbean coastline. It’s not difficult to see why Cartagena de Indias is the most visited town in Colombia, outside the capital, Bogotá. An exuberant city on the northern coast of Colombia, steeped in history, soaked in Caribbean sunshine and with an abundance of cultural activities to soak up when you’ve had enough of sun and sand, Cartagena is the hottest destination on the planet.

A population of almost 956,000 makes Cartagena the fifth-largest city in Colombia but annually 6.5 million visitors fill the place with the joys of the summer holidays. The city’s colonial architecture provides the perfect backdrop to regular cultural festivals, idyllic celebrations and weddings and a laid-back atmosphere to do business.

Different cultures of indigenous peoples have inhabited the area around the privileged Bay of Cartagena since 4,000 BC, but it was the arrival of the Spanish in the 16th century and the pillaging of gold throughout the Americas that really put the city on the map. Named after the southern city of Cartagena, Spain, Cartagena de Indias served a key role in the development of the region during the Spanish conquering of South America.

As a centre for political and economic activity, its sumptuous colonial mansions housed royalty and wealthy viceroys growing rich off the slave trade and trade between Europe and the Indies. The city played an important part in Colombia’s struggle to overthrow Spanish rule with the first cries of independence coming from the Plaza de la Santisima Trinidad in Getsemani.

During the Republican period Cartagena’s importance waned as Bogotá and Medellin grew in stature. By 1984, Cartagena’s colonial walled city and fortress was designated a UNESCO World Heritage Site after important lobbying by Nobel Laureate, Gabriel Garcia Marquez. The move has attracted significant investment in its colonial heritage in the last 25 years with Cartagena’s Historic Centre now some of the most expensive real estate in Latin America.

Colombia, the only risk is wanting to stay…As a recent Colombian tourism campaign says: The risk of coming to Colombia is falling in love with its landscape, its people, its cuisine, its fairs & festivities, its artisans & their colors. The only risk is wanting to stay…

A natural concern, when planning a trip to Colombia, is safety. Back in the 1980s and early 1990s, Colombia’s drug cartel resulted in an extremely high crime rate and heavy danger to locals and tourists alike. Today, that danger is essentially gone, but there are still things one should be aware of.

According to Lonely Planet Cartagena is the safest metropolis in Colombia – around 2000 police officers patrol the old city alone. A tourist is more likely to be irritated by peddlers than become a victim of any crime. Still, one should not show off his/her wealth and stay alert at night in less populated areas such as Getsemaní and particularly La Matuna.

Read the Colombia 2015 Crime and Safety Report: Cartagena issued by the Overseas Security Advisory Council (OSAC) of the Bureau of Diplomatic Security, US Department of State.

Cartagena, a safe place to travelCartagena has become the centre of the most important congresses in Colombia and Latin America. This is thanks to its strategic location in the Colombian Caribbean, its infrastructure for big events and to have been maintained during a long time as the safest city in Colombia, factor that transforms it into the favourite destination for congresses and events. According to the latest International Congress & Convention Association- ICCA statistics report, Cartagena has organised 45 international Congresses only in 2014.

Cartagena has been hosting important Congresses at an international level in the past:• Latin American Economic forum, 2010• Aereo-ALTA Latin American forum of Transport, 2009• Convention Ottawa, Antipersonnel Mines, 2009• Travel Mart América Latina, 2008• IV International Congress of the Spanish Language, 2,007• XVII General Assembly of the World Organization of Tourism OMT, 2007• Central American and Caribbean Games, 2,006• Ibero-American IV Summit of Heads of State, 2,000• XI Summit of Heads of State of not Aligned Countries, 1995• Meeting Group of the Eight, 1994• VIII Conference of the United Nations UNCTAD. 1992• XXIII Assembly of the IDB, 1982

Weather – 365 days with no seasonsThanks to its South American location, Cartagena enjoys a mild, tropical climate 365 days a year without seasons. The average temperature in Cartagena is 28°C - 82°F. This can turn with the wind, however, so one might consider a light jacket, but it’s unlikely he/she will actually need it. The country’s coastal areas are not affected by the hurricane season due to their privileged geographical location.

Zika VirusThe World Health Organization has declared the Zika virus an international public health emergency, prompted by growing concern that it could cause birth defects. As many as four million people could be infected by the end of the year. Officials at the Centers for Disease Control and Prevention have urged pregnant women against travel to about two dozen countries, mostly in the Caribbean and Latin America, where the outbreak is growing.

The infection appears to be linked to the development of unusually small heads and brain damage in newborns. Some pregnant women who have been to these regions should be tested for the infection, the agency said. Here are some answers and advice about the outbreak.

The recommendation for participants is to use insect repellent; wear clothes (preferably light-coloured) covering as much of the body as possible; use physical barriers such as screens, closed doors and windows; and sleep under mosquito nets (in case you happen to staying in rural area or an open space).
