League Administrative Standards

Rules: League must adhere to all current US Lacrosse youth rules (NFHS for HS) and age guidelines.

League Administration: League must have current, written policies for league governance that are publically available and regularly communicated to program administrators, coaches, parents and players.

Safety and Risk Management: League has written policies and plans for safety and risk management that are publicly available and regularly communicated to program coaches, administrators, and parents.

Player Safety and Sportsmanship: League demonstrates a commitment to the safety of its players by publishing and promoting current information related to healthy lacrosse activity. League provides a detailed, written sportsmanship policy to players, parents, coaches, officials and administrators.

Screened, Trained and Certified US Lacrosse Coaches: All head coaches are NCSI background checked, trained, and at least Level 1 certified through the US Lacrosse Coaching Education Program.

Trained/Certified US Lacrosse Officials: Leagues must require that all officials assigned to league games are certified by their Local Board, and hold a current on-field rating prior to any assignment to the programs contests. All contests will have a minimum of two officials assigned to each contest.

Membership: All players, coaches, officials and administrators are current US lacrosse members.

Program Administrator Responsibilities

Fills the role of High School Athletic Director for the team: Monitors home games Monitors player eligibility With coaches, prevents seriously ill or injured players from

participating until cleared by physician Reports incidents to the League Ensures smooth team operation and resolution of team

issues Attends league meetings

NFHS Game Administration Rules Understand the Home Team’s Game Day Responsibilities

Situations Which Must Be Reported to the League: (1) Any incident involving response of law enforcement or emergency medical services (2) Incidents involving damage to property, including buses or other vehicles (3) Physical or verbal altercations, or other unsportsmanlike conduct between players, coaches, spectators or officials (4) Verbal abuse by players, coaches, or spectators directed toward opposing teams, coaches, or officials (5) Public criticism of officials by coaches in news or social media (6) Coach ejection from the game (7) Player ejection from the game All situations which are a violation of the Sportsmanship Rule must be reported to the League. Initial report to the Commissioner as soon as practical, but not later than 24 hours . Follow up with the complete official report within 5 business days.

Safety & Risk Management

• Code of Conduct signed by all players, coaches, and parents

• Have an Emergency Plan (with you at practices/games)

• Safe Sport Environment: All coaches fall under the Virginia Mandatory Report Law

– any suspected abuse must be reported to Child Protective Services

If suspected abuse involves the league in any way (event or personnel), after reporting to CPS, inform Commissioner or HRLax Board of the report

as soon as possible

HRLax has a zero-tolerance policy for abuse Protect the Players

The Law • Mandatory Report applies to Athletic Coaches,

Directors or other persons 18 years of age or older, …volunteering with a private sports organization or team

• Anything suspected must be reported to CPS as soon as possible, but no later than 24 hours after suspicion

Safe Sport Environment (continued) Follow these Best Practices: • Make it clear to parents they are free to approach you with

concerns • Never allow yourself to be alone with a player • Avoid giving rides to players • Don’t call, text, or have 1-on-1 discussions outside of practice Meet with or text team captains as a group Keep 1-on-1 discussions with players in sight of others

• Beware of spending extra time with or attention on one player • Never ask a player to keep a conversation private from their

parents

The program administrator and the team’s coach shall exclude from participation any athlete who has suffered serious illness or injury, until such time as the athlete has been pronounced physically fit to participate by a physician.

Any athlete exhibiting any signs of concussion SHALL be removed from play or practice regardless of whether a bump or fall was observed. Removed from play and player’s parent/guardian contacted Player must have a properly signed HRLax Return-to-Play form before

returning Preseason Baseline Testing is highly recommended.

Local hospitals and sports fitness companies offer baseline testing for small groups at reduced pricing (approx. $10 per player)

Baseline tests can assist physicians in assessing an athletes readiness to return to play

Injuries

Coach – personal liability for Bodily Injury or Property Damage

Not Covered: Personal transportation liability – must rely on personal automobile coverage Box Lacrosse - (Field lacrosse played indoors with no boarding is ok) Sickness, illness, or bodily conditions (heart attack, stroke, asthma attack) Loss resulting from insured being intoxicated or under influence or narcotics Team damages to property (unless 100% coaches and players are members) Messing around with lacrosse ball in non-scheduled events Group liability unless 100% coaches and players are members

Communication • The HRLax League expects clear, calm, and professional communication at all times. This includes all interactions with officials, players and parents at the field, both practice and game. The league also expects professional communications to players, parents, and league officials in written correspondence/emails.

• Remember, you are representing not only your HS team, but the league and the lacrosse community. If we don't treat our position professionally, we should not expect

others to view us as "professionals".

Sideline Management • All Adults on the Player Sideline must be registered

and cleared HRLax Coaches or Administrators 2014 HRLax Coach Credentials must be displayed

• Only the Official Timekeepers, Scorekeepers, and players serving penalties are allowed in the Table Area

• Keep players in their team area – out of Coaches or Table Areas

• If any altercation occurs: Coach responsibility is to freeze their bench, player responsibility is to hold their position.

• Seniors may not play on JV teams • No player may move from the Varsity to the JV roster • JV players may play in a Varsity game up to three times After the third game, the JV player must be assigned

to the Varsity roster for the remainder of the season List JV player in the Varsity scorebook for that game

• No player may play in both a JV & Varsity game in the same day

• Players may play, at a maximum, the number of regular season league games scheduled for one team

League Rules and Procedures

• If a situation warrants, the BHS Commissioner or Operations Manager may request team scan and email the game scorebook page showing roster and penalty sections to the league following a game

• All players on the sidelines, dressed for the game, shall be listed on the game’s roster

• Duplicate numbers on jerseys shall not be permitted on the same team

HRLax Playoffs

• The top eight D1, top three D2, and a wild card team (D1 #9 or D2 #4) shall advance to the HRLax League playoffs

• Seeding shall be determined by end-of-season record Ties will be broken by head-to-head record of

regular season games Three-way ties will be broken by regular season

games between the three teams only: Least goals allowed in regular season games

with the other two teams

31 May – State Club Championships • Boys teams will be selected by their regional chapter to

compete for the Virginia High School Club champion. • Format in revision – will be finalized 21 January

• 2 teams from HRLax • 2 out of area teams • Round-Robin Play

• Eligibility is exclusive to teams representing public high schools or geographic zones similar to a high school attendance zone.

• “Select” teams are not eligible. • All games will be held at one location in the Richmond

area

All-Conference Team • Each HEAD varsity coach is asked to identify up to seven

players from their team to be considered for recognition: 2 attack 2 midfield 2 defensive 1 goalie 1 Specialty (LSM or FOGO)

• Players must of outstanding character, in good academic

standing in their school, and demonstrate good sportsmanship and safe play.

All-Conference Team (continued) • Expect a mandatory Head Coach meeting May 3rd or 4th to

discuss, and vote, for the All-Conference Team • Coaches will be allowed to vote for up to 3 attack players, 3

midfielders, 3 defense, 1 goalie, and 1 Specialty (LSM or FOGO)

• Coaches WILL NOT be allowed to vote for their own players • Naming of players – Based on the votes of coaches the

following players will be selected: 3 players each on 1st team, 2nd team, honorable

mention team for attack, midfield, and defense players 1 player each to 1st team, 2nd team, and honorable mention team for goalies

US Lacrosse All-American/Academic All-Academic Criteria & Selections

• USL establishing Hampton Roads Region for nomination & selection

• Current USL proposal for the Hampton Roads Region (pending approval of USL subcommittee): 3 All American 1 Academic All-American Nomination for the Bob Scott award

• HRLax Player Participation and Assignment Zoning Rule was instrumental in formation of regional selection process Player zoning wavers could disqualify a team ‘s eligibility

VHSL Status Update • Hampton Roads Chapter establishing inroads for VHSL inclusion • Requires coordinated effort with unified voice per district • Potential School Concerns Cost Issues: Coach Stipend, Transportation and Equipment
