You want to respond to change in volume by flexing the resource that you use. This is good agility. We see the ability of organisations to flex resource vary from 20% to 60%. The degree of flexibility you have should link to the variation of work
Productivity Control
You do not want to respond to changes in volume through changes in productivity. This is fragile not agile!Organisations vary in their ability to control productivity. The most controlled have variation of less than 4%.
