1.4 M. Yeadon asked if the minutes of the meeting would be
made public. F. Johnston asked if the presentation would
also be made public. The Committee agreed that both could
be made public online on AIM’s website or on HRM’s
website. AIM and HRM will provide an appropriate online
venue.

- Discussion and update from Councillor Adams.- M. Yeadon provided some suggested candidates via email Dec 13, 17
1.5 D. Perlotto reviewed the intended Committee membership
structure and explained the difficulty that AIM encountered
in attracting members despite using social media, direct
mailing, and newspaper ads. Councillor Adams indicated he
would be able to find a 9th member for the Committee. The
Committee agreed that Councillor Adams could solicit
another community member.

Action Item from CLC Mtg # 1CLC Mtg # 1 Summary Notes Item 1.10:1.10 All the community members claimed that the very few formal odour complaints
registered are likely not reflective of the odours that have been experienced,
particularly at the Irving station. The community members feel that the short-term
and transient nature of people’s exposure - stopping for gas and convenience store
shopping - may be the reason they don’t report any noted odours. Also, the
community members of the Committee believe that the public may not know of the
existence of the Compost Facility and that this might be the source of the odours
they encounter. It was suggested that if people knew of the potential source located
in the vicinity, and if they were somehow instructed on where and how to notify any
noted odours (e.g. dialing 311, etc.), there would be more formal notifications
registered by the public. It was agreed that HRM and AIM would propose
suggestions on how to solicit public feedback regarding odour experienced at the
Irving location and report to the CLC at the next meeting.

1.12 D. Perlotto asked the Committee for their preference on how frequently the Committee should meet in the 2018. It was agreed that there would be quarterly meetings to March 2019. Dates will be proposed by AIM. Operational update summaries will be distributed for reference prior to the scheduled meetings.

1.13 It was asked that monthly operating summary reports be provided electronically to the CLC members. They will include a summary of production numbers, environmental issues if any, and any other specific items that occurred that month. AIM will prepare a sample report for November and distribute to the CLC for comment.

Odour Complaint # 2: Nov. 4, 2017 The complainant indicated odours were noted at the Irving Gas Station at Prospect Road and Evergreen Place. Immediately after being notified of the complaint, the plant was inspected and a person-access door to the curing building was found open. The door was closed, and a review of the door opening policy was reviewed with the entire staff to ensure that proper door management procedures were being followed.

- Curing building roof replacement completed Tuesday Feb 27, 2018- Final roof panel placed Friday Feb 23 and fully secured Monday Feb 26
- Mechanical connections completed Feb 27
- Facility back to normal operations as of Wednesday Feb 28
- One complaint received during this two month period- On February 22, 18 from patron at Irving Station
Curing Building Roof Repair Update (cont)
Screening Building Roof Repair Update- Temporary patch placed continues to ensure building is fully enclosed
- A full width patch will be placed in the short-term- Work is being scheduled with contractors
- Louvres on south face will be replaced
or permanently enclosed
- Two pieces of repair fabric ordered before
decision to replace roof are on hand and ready
for future emergency use on either building
Feb 22, 18 Odour Complaint- Complaint filed by email from a patron at the Irving Station
- Complaint was investigated:- One section of new curing building roof had not yet been placed
- Physical visits to Irving and nearby areas- Nothing out of ordinary noted
- Irving staff did not indicate any unusual conditions
- Report filed with NSE as per operating permit requirements
- Curing building fully enclosed the next day
