1. Who is Gymnastics Western Australia Inc.

Gymnastics Western Australia is the recognised peak organisation for the sport of gymnastics in Western Australia.

Gymnastics WA provides gymnastics pathways from fundamental movement programs to Olympic Games and World Championships. Gymnastics WA is made up of 12,000 members, 43 clubs and eight Gymsports;

Gymnastics has one of the most comprehensive coach and judge education accreditation programs of any sport. Gymnastics WA offers outstanding Gymnastics Australia education modules to assist with the development of Club coaching workforce. The Gymnastics Australia education program is based on the philosophy that coaching is a gradual and continual learning process.

Just as clubs affiliate with Gymnastics WA, Gymnastics WA is a member of Gymnastics Australia (GA) and GA is a member of the International Gymnastics Federation (FIG). Gymnastics WA is a member of the Western Australian Sports Federation, WA Olympic Council and the WA Commonwealth Games Association.

2. GWA Club Development - Club 10

Club 10 is the affiliation scheme and risk management program for gymnastics clubs Australia wide. Club 10 provides resources and services that help Clubs develop strategies to minimise foreseeable risks and involves the 10 focus areas of Club Development. Following an extensive consultation and review process, a revised Club 10 will be launched in January 2015. In response to Club and Association Member feedback, the Club 10 program will continue to provide for strong risk management but will evolve to place stronger emphasis on club development. A key aim is to make all aspects of Club 10 more accessible. The focus of Club 10 will be the meeting of minimum standards and just as importantly, seek to assist clubs in preparing club-specific development plans to underpin participation growth and engagement. Key aspects of the new Club 10 Program will include:

A scalable program for clubs of all sizes

Support of development and compliance

Club individual plans with GWA

A clear and simple brand which will appeal to the general public

Maintaining the high standards of compliance but with a more realistic and user-friendly approach to demonstrating compliance

An opportunity for clubs to excel and be recognised for it

At-call, practical support as well as relevant educational opportunities

An opportunity to network and support/be supported by other clubs

Ability for clubs to specialise

Greater recognition and reward for high performing clubs

Encouragement of ongoing learning and development

3. GWA Club Affiliation

3.1 Club Affiliation

Any Incorporated Club, Business, School or Community Group engaged in any one of the eight Gymsport disciplines can apply to become a member of Gymnastics Western Australia (GWA). To be eligible to apply for club affiliation you are required to;

1. Ensure that your club currently meets and continues to meet the Affiliation Standards outlined in the 2015 Club Affiliation Manual (refer to 3.2).

2. Return the completed Club Affiliation Form. 3. Submit a copy of your Certificate of Incorporation, Constitution, or

Business Certificate as requested in Section 2 of the Club Affiliation Form (If you haven’t previously sent it to GWA).

4. Make payment of the prescribed Affiliation Fees. 5. Submit a copy of your club’s own Public Liability Certificate of Currency if

not purchasing Club Management Liability Insurance through Gymnastics Australia. Insurance must meet, at least, the National Insurance Standards outlined in Section 1 of the Club Affiliation Form.

3.2 Club Affiliation Manual

To assist clubs when completing their affiliation forms, there is a Club Affiliation Manual. This manual provides valuable information relating to Club Affiliation including the Terms and Conditions of Affiliation, explanations and definitions for each Section of the Affiliation Form and contact details.

Please refer to the Club Affiliation Manual on the ‘Gymnastics WA Website/ Club Corner / Affiliation & Registration’ for assistance with completing the Affiliation Form.

3.3 Affiliation Process

1. Forms sent to GWA for consideration. 2. Acknowledgement of your application e-mailed to club on receipt. 3. The form will be assessed and processed. 4. Invoice issued. 5. Payment received. 6. The Affiliation Welcome Pack including the athlete membership cards will be

distributed to club. 7. Clubs General Liability insurance is activated and automatically backdates to

January 1st 2015.

Renewing clubs - payment must be received prior to March 31st to ensure full coverage from Jan 1st

New clubs - insurance is the date of Affiliation 8. The Board must ratify all applications of membership. The Board reserves the

right to refuse an application for Affiliation and if this occurs, written notice will be forwarded to the applicant explaining the process involved for having an Application re-considered.

Note: Technical Members (Coaches & Judges) Coaches and Judges are expected to take responsibly of their technical membership and must register individually and direct with Gymnastics Australia whom handle all Technical Membership payments and forms.

3.4 Upon Affiliation you will receive

Welcome Pack including:

1. Annual Affiliation Certificate. 2. Club 10 Welcome Kit. 3. GWA Calendar of Events. 4. GWA Education Calendar. 5. Membership Cards for distribution – one per member 6. Promotional Material. 7. KinderGym Agreement Clubs will receive one KinderGym Registration pack

per member. These will be forwarded from Gymnastics Australia based on the previous year registrations. For new clubs please contact GWA with potential KinderGym numbers.

3.5 Affiliation Costs

3.5.1. Club Fee

The Club Fee is worked out according to the number of disciplines (for Metropolitan clubs only) and number of members (for Country clubs only) that a club has. Please refer to the 2015 Fee Schedule for Club Fees.

3.5.2. Public Liability Insurance

Public Liability Insurance is available through Gymnastics’ National Risk Protection Program. Public Liability Insurance cover is an affiliation requirement. If you do not take out our $10 million Club Management Liability (CML), then proof of your Public Liability cover meeting the minimum National Standards is required.

3.5.3. APRA Licence Fee

All Gymnastics Clubs across Australia are required to pay an annual fee to the Australasian Performing Right Association Limited (APRA). This organisation owns and/or controls for Australia the exclusive right of public performance in relation to a large number of musical works and associated lyrics (i.e. the public playing of music within clubs and/or at club functions events/events). This special licence arrangement is compulsory for all affiliated clubs and is only available through a National agreement.

3.5.4. PPCA Licence Fee

All Gymnastics Clubs across Australia are required to pay an annual fee to the Photographic Performance Company of Australia Ltd (PPCA). PPCA is a not-for-profit organisation that issues licences for the broadcasting and public performance of copyright protected sound recordings to broadcasters and other commercial organisations, such as sporting event organisers. This special licence arrangement is compulsory for all affiliated clubs and is only available through a National agreement.

3.5.5. Gymnastics Online (GOL) Fee

All Gymnastics Clubs across Australia are required to utilise GOL to manage their members’ registration in accordance with the National Membership Database Policy. GOL does not include an e-mail account and/or a club website service. This can be attained at an additional cost by contacting GA. 4. Regional Gymnastics Associations

In country regions of Western Australia, gymnastics is supported and co-ordinated by voluntary Regional Gymnastic Associations. The Regional Associations can be joined by Country clubs and can gain support and networks in their region. Gymnastics WA are fortunate to have considerable expertise within the Regional Gymnastic Associations in operation in the North West and Southern Region.

These associations take much of the responsibility for delivering gymnastic services to the country. These include; coaching and judging workshops, and regional events.

4.1 North West Regional Gymnastic Association (NWRGA)

The Associations purpose is to represent the interest of the North West gymnastics clubs and to assist these clubs to develop and promote gymnastics by providing support for the participation of all members.

4.2 Southern Regional Gymnastic Association (SRGA)

Mission Statement: Development and support regional gymnastics for all. Vision: To build a strong foundation, promoting alliances within the region through planning and support of club and regional development to foster sustainability.

5. Athlete Membership Registration Procedures

5.1 Gymnastics Online (GOL) and GA Membership Policy

As per the GWA Statement of Purpose and Rules, the National Membership Database Policy and National Affiliation Standards, all affiliated Clubs are required to register all of its athletes with the Association. Clubs are required to enter athlete details to Gymnastics Australia via Gymnastics Online (GOL) on a regular basis (i.e. within 30 days of initial club contact of an athlete joining the club to be covered by insurance). For more information please refer to the GA National Membership Database Policy. Gymnastics Online is an annual subscription based service that allows Clubs to access the National database to register their members. All registration activity occurs directly when entering the athletes’ details on GOL and changes are made directly to the National database.

i) Procedure

Enter renewing gymnasts using the Club Registration Import Feature ensuring current athlete code is entered for the current year or by clicking on renew

Enter unregistered/ new members by clicking on the toolbar on the left of Directory Sign Up or Click New member on the opening screen. For more information see the Gymnastics Online User Guide

Make payment to GWA via quarterly invoice (Flat Fee)

5.2 GA Coding Guide

When entering athlete details on Gymnastics Online, please refer to the GA Coding Guide, which can be found on the ‘Gymnastics Australia Website/ Club Development / Gymnastics Online (GOL)’. If you run a program for children under 5 years or KinderGym, these gymnasts are considered Pre-schoolers (born 1/1/2010 onwards) and should be coded on GOL as KinderGym (GGK0). KinderGym is a separate agreement that recognises those clubs that meet the KinderGym guidelines. Only clubs that meet these guidelines will be promoted as a KinderGym provider on the GWA website.

5.3 GA Athlete Transfer Policy

All athletes transferring from one club to another must do so according to the GA and GWA Athlete Transfer Policy (See 4.4 for Procedure). This requires;

Agreement by both Clubs and/or Institutes involved

Approval by the State Association and/or Gymnastics Australia

A record of all transfers occurring within a calendar year will be maintained by the governing body coordinating the transfer process (e.g.: Gymnastics Australia). The transfer process should take no longer than 30 days to be finalised.

i) GA Athlete Transfer Procedure

When entering an athlete directly into the National database, via the Gymnastics On-line service, a “Transfer Request” action will immediately be flagged when a duplicate entry is made (e.g.: entering an athlete already listed on the National database)

The flagged action will require the club to “request Transfer” by selecting this designated button on the screen

This process automatically sends a transfer application to Gymnastics Australia’s National Office

Refer to the Event Policy, section 1.13 regarding GWA Special Condition on all athlete transfers.

5.4 Athlete Multi-Club Registration Policy

To accommodate participation in multiple Gymsports, the above policy exists. The policy allows training and competing for multiple clubs. To ensure the accuracy of the National database, and competition regulations can be met, this policy has been developed to cater for the occurrence of multiple-club registrations.

i) Athlete Multi-Club Registration Procedure

The administration procedure for multiple-club registrations will require the following steps be undertaken.

The athlete advise the secondary club that they are already a registered athlete

Secondary club to complete a Request for Multi-Club Registration Form and send to Gymnastics Australia

Gymnastics Australia will verify the current status of the athlete’s registration

A new record will be created on the national database for the athlete’s registration at the secondary club, noting the required Gymsport information

A confirmation of multiple-club registration letter will be produced and sent to both clubs as proof of registration

5.5 Flat Fee for Gymnast Registration

The Flat Fee replaces all existing fees for gymnast registrations with the amount calculated as per the 2015 Fee Schedule and based on gymnast numbers from the previous year. The Flat Fee is in addition to Affiliation fees and will separate Athlete and Pre-schooler (under 5 years) gymnast registrations. The flat fee structure allows unlimited Athlete and Pre-Schooler gymnast registrations for the calendar year. This fee is structured to cover GA and GWA membership and also includes athlete personal accident insurance for each registered athlete for the calendar year. To be accountable to GA and associated Insurance companies we must provide accurate records of gymnast registrations.

In the Flat Fee system there is no requirement for additional details however it is necessary to register all gymnasts with the State Association. The actual fee is set at the beginning of the year. The Flat Fee system offers clubs and associations administrative savings. Clubs can grow membership but not have to pay for the increases in membership until the following year. Clubs also have the freedom to determine their own fee structure, eliminating the need to levy each person an ‘Association Fee’ on registration with the club. New clubs will negotiate a flat fee with Gymnastics WA for the first year of operation. Please contact GWA in regards to the first year flat fee. Gymnastics Western Australia Flat Fee scheme is paid in four equal instalments (i.e. 31st March, 31st May, 31st July, 30th September) each year. Invoices will be sent to the club by GWA. It is a requirement that all athletes are registered and all fees are paid by the due date.

5.6 Membership Cards

Each participant member will receive a Membership Card. This card entitles members to free entry to all Gymnastics WA calendar events. Clubs will be issued cards at the beginning of the year (based on the previous year’s registration numbers), and it will be the clubs responsibility to distribute a card to every member. To receive free entry to GWA calendar events the following information must be recorded on the membership card;

Athlete Name

Date of Birth (DOB)

Gymnastics Australia ID number Membership cards are limited and may run out before the end of the year (if membership increases significantly). It is critical that clubs promptly register all gymnasts in order to ensure they receive a membership card. Please contact GWA if your club require more cards.

5.7 KinderGym Packs

Registered KinderGym providers will receive KinderGym Registration packs including Launchpad: KinderGym passports from Gymnastics Australia, one per KinderGym member. The number of passports are based on the number of registered participants in the previous year. Please contact GWA if you require more packs. If you are a new Club you will need to contact GWA to indicate your anticipated KinderGym requirements.

6. Working with Children Checks

In WA, a Suitability Check refers to the Working with Children Checks (WWCC). Please record on your Affiliation Form for each Technical Member if they require a WWCC and if they do, please list their WWCC Number and Expiry date. Certain volunteers over 18 years, paid employees and self-employed persons carrying out “child related work” are required to have a WWCC. Some people will be exempt, for example, volunteers under 18 years and parent volunteers who have children involved in the same club. Clubs should also ensure that other employees or volunteers who are not technical members have completed the WWCC if required. Clubs are encouraged to check the WWCC card numbers on the WWCC website when employing new staff and checking current staff periodically. 7. Updating Club Details

Clubs are reminded to ensure that they update the employer contact details if the club contact person changes. For example if your president is the contact person you will need to ensure details are updated when a new president is elected. Another example is if the clubs mailing address changes you will then need to ensure details are updated.

8. National Affiliation Standards

To be affiliated with Gymnastics Western Australia and Gymnastics Australia. The club must meet the following standards:

1. All classes are conducted by an appropriately Accredited Coach registered with Gymnastics Australia.

2. All of the club’s participants are registered (utilising the correct codes) with your State Association and Gymnastics Australia in accordance with the National Membership Database Policy and the State Membership Policy.

3. The club accepts and complies with your State/ Territory Association and Gymnastics Australia Constitution, Regulations and Policies, including but not limited to:

Member Protection Policy

Privacy Policy

Athlete Transfer Policy

Athlete Multi Club Policy

National Club Name Policy

National Club Membership Database Policy

Anti-doping Policy

Anti-match Fixing Policy

Inclusion Policy 4. The club's General Liability Insurance meets the National Insurance

Standards. 5. Working With Children Checks (Suitability Check) for all staff and volunteers

(paid or unpaid) are conducted in accordance with State Legislation. 6. Safety Rules for participation are on display within all club venues. 7. Fire Drills are conducted at least twice per year. 8. At least one current First Aider is on site and accessible during all classes. 9. A fully equipped, regularly maintained First Aid Kit is on site during all classes. 10. A working telephone is on site and accessible during all classes and includes

emergency contact numbers on display near the handset. 11. All membership forms, including medical information, are stored on site.

Disclosure and storage comply with the Privacy Act 1988 (Cth), and other relevant State requirements where applicable.

12. The Club has an equipment safety checklist and it is utilised in accordance with the Equipment Policy to check all equipment.

13. Coaches and administrators are aware of and utilise correct manual handling techniques in accordance with State Occupational Health and Safety Legislation.

14. The Club holds the appropriate level of WorkCover Insurance and meets all employment obligations.

15. Lesson Plans are completed by all the coaches for all classes. The lesson plans are accessible during the class and then held on file by the club.

16. Quarterly reports on participation numbers are completed and provided to Gymnastics Western Australia.

17. NSW ONLY All clubs have at least one trained Member Protection Information Officer.

18. Documented injury procedures and injury report forms are stored on site and accessible during all classes.

11. Gymsport Technical Committees (TC)

11.1 Composition of the Technical Committee

Each TC shall have, but not be limited to, the following committee positions: o Technical Director o Coaching Co-ordinator o Judging Co-ordinator o Events Co-ordinator o Communications & Promotions Officer

Each TC may also include, but not be limited to, the following committee positions: o Elite Liaison (where applicable) o General Committee Member

The Board has the option of appointing a voting TC Member by Special Resolution of a Board meeting; however; no less than 75 percent of all the voting positions on the TC shall be elected.

The Regional coordinators (NWRGA and the SRGA) are responsible for ensuring a high level of communication between the TC and their respective associations.

The TC’s point of contact with GWA is through the TC Liaison Officer.

The TC Liaison Officer or GWA representative will attend TC meetings as required.

11.2 Key Roles on the Technical Committee

The Roles and Responsibilities of the key positions on the TC are outlined below. For further discipline specific information please refer to the gymsport specific module (Modules 2 – 8)

Technical Director

Responsible for all matters related to the administration and implementation of GWA policy for your discipline

o Attend all scheduled and relevant meetings o Chair monthly meetings and Forum o Submit written reports to TC o Check minutes and agendas for each TC meeting o Sits on the GWA Gymsports Committee o Sits on the selection committee for State Teams o Attend National Advisory Committee Meeting o Attend events pertaining to your discipline (as required) o Ensure that all requirements with respect to the conduct of gymnasts, judging,

coaching and other personnel are observed o Be available to be consulted or liaise between Judging Co-ordinator, Coaching

Co-ordinator, coaches and their gymnasts and other competition officials when called upon

o Represent the TC views and deliver a report of TC activities at Board meetings when required

o Present an Annual Report o Liaise with the National Commission o Have overall responsibility for the production of the following technical

documentation for your discipline: o Technical Regulations o Event Handbook o Event Calendar o Selection Criteria

o Prepare Gymsport Specific Annual Award Nominations

Judging Co-ordinator

Responsible for the development of the sport through the provision of quality education courses and officiating opportunities. Responsible for ensuring a high standard of officiating at all GWA events by providing motivation, encouragement and support for judges.

o Attend all scheduled and relevant meetings o Submit written reports to TC o Attend State Team Training (if applicable) o Sits on the selection committee for State Teams o Form sub-committee to assist with the 4 Year Plan/Budget o Receive all judging nominations for competitions (if applicable) or a member on

the judging sub-committee o Ensure that judging rosters are completed for all competitions o Ensure that a Jury is appointed for all appropriate competitions (if applicable) o Liaise with the Event Coordinator and the Coaching Coordinator as required. o Attend events and arrange Judges Briefings where appropriate o Liaise with the Coaching Coordinator and GWA Office in the development of

appropriate education packages/courses/manuals (state specific o Co-ordinate Judge’s Invitational (if applicable) o Create awareness of the judging accreditation process and identify appropriate

persons and enable them to be trained as judges o Ensure a high standard of course presentation at all education courses and

workshops o Ensure that relevant judging information and amendments to rules are published

in the GWA Bulletin/Website o Liaise with the National Judging Co-ordinator o Represent the State at National judging meetings where applicable

Coaching Co-ordinator

Responsible for providing support necessary to enable gymnasts to develop and compete at State and National events.

o Attend all scheduled and relevant meetings o Submit written reports to TC o Liaise with the office on the education of coaches within their discipline o Liaise with the Judging Coordinator and GWA office in the development of

appropriate education packages/workshops o Attend State Team Training (as required) o Sits on the selection committee for State Teams o Be available at set times for individual coaches to consult with you o Liaise with the Judging Coordinator regarding any concerns as required o Have knowledge of general judging requirements o Liaise with the National Commission o Represent the State at National Coaching meetings o Attend events and hold Coaches Briefings where appropriate o Liaise on a regular basis with clubs who have competitive athletes

Event Co-ordinator

Responsible for ensuring the smooth running of all GWA events. Attendance at competitions is not necessary.

o Liaise with Judging Co-ordinator and Event Officer regarding venue, timetable, Floor Managers work plan and volunteer roster

o Assist with the instruction and mentoring of Floor Managers and Club Volunteer Co-ordinators

o Arrange collection and return of competition box (including appropriate documentation), awards and First Aid Kit from GWA, if required.

o Contact the Event Officer to arrange appropriate set-up for competition. Check that competition area has had recent safety check

o Liaise with Floor Manager and pass on details of all other volunteers o Liaise with Floor Manager to discuss event report o Receive copies of Event Report from GWA Office

o Submit written reports to TC

Communication & Promotions Officer

o Responsible for ensuring that members receive correct information resulting from

meetings o Attend all scheduled and relevant meetings o Take minutes of the monthly meetings o Be responsible for the Chair of TC checking the minutes and agenda o Distribute the minutes via the GWA office (within 2 weeks of the meeting) o A master copy of all minutes should be kept in a file and be available at all TC

meetings o Prepare relevant information from meetings in suitable format for publication in

the Website o Responsible for the promotion of your discipline

Elite Liaison

o Attend all scheduled and relevant meetings o Submit written reports to TC o Liaise between the TC and Clubs with High Performance athletes o Report to the TC all relevant information from HP Clubs and Programs o Visit / meet with clubs who have High Performance programs at least once a year

for consultation and/or advice o Liaise with the National Commission

General Committee Members

o Projects as allocated by the Committee o Assist Event Coordinator with competitions

Club Representatives

o Disseminate relevant information to club committees and members o Liaise between the club and TC o Bring to the attention of the TC issues raised by the club

11.3 Technical Committee Responsibilities

Each TC will be responsible for developing, working to, and reporting back to a Plan for their respective Gymsport. This shall include but not be limited to: o Preparation of an annual calendar and the co-ordination of Events for their Gymsport o Coaching co-ordination o Judging co-ordination o Ensuring a high level of participation is maintained o State teams o Affiliate Club Member assistance where required

Each TC is required to: o Report to the Board as determined by the Association’s Statement of Purpose and

Rules o Make representation to the Board through the TC Chair, Technical Director and/or

Gymsports Manager either by request from the TC or from the Board o Act as the Association's representative on their respective National Advisory

Committees o Present an Annual Report o Review the Technical Regulations for their respective Gymsport o Provide dates for the GWA Education & Events Calendars for the following year o Send a representative to attend the Gymsports & Judging Co-ordinators Meetings (held

four times per year) o Appoint sub-committees to undertake other functions on behalf of the TC o Deal with matters relating to their Gymsport and other matters referred to them by the

Board

o Have no power to incur expenditure on behalf of the Association without prior authority of the Board

11.4 Nomination and Elections for the Technical Committee Positions

Nominations for all elected TC positions shall be called for as per the Association’s Statement of Purpose and Rules.

TC elections for Committee Members shall occur at the Gymsport Annual Forum of that Gymsport discipline in accordance with the Association’s Regulations and Policies

11.5 Technical Committee Annual Forums

Each Gymsport TC shall convene a TC Annual Forum for their respective Gymsport. Notification of the TC Annual Forum for that Gymsport shall be distributed to Affiliate Club Members no less than 30 days prior to the meeting, and shall include elections forms for elected positions. The forum is to:

Explain changes to the Technical Regulations made by the TC and GWA Board through the previous year

Confirm minutes of the previous Gymsports Forum

Elect TC members

Introduce new guidelines and or programs The quorum for a TC Annual Forum shall be five voting delegates.

11.6 Proxies

Proxy votes may only be used by Affiliate Club Members for formal notices of motion and elections, except where the position nomination is called from the floor of the meeting.

All proxies shall be on a standard proxy nomination form and lodged with the Association by 5.00pm on the last working day prior to the meeting to which it refers or not less than 24 hours prior to the meeting to which it refers, whichever is the greater. No delegate to the specified meeting may represent more than three Members by proxy.

11.7 Technical Committee Meeting Requirements

The quorum for each TC Meeting shall be a minimum of fifty percent of members of the TC.

Each Affiliate Club Member with Club Members registered in a particular Gymsport and each voting committee member of the TC shall be entitled to one vote at any meeting of that TC.

Formal notices of motion to alter Technical Regulations of that Gymsport may be put by an Affiliate Club Member of that Gymsport.
