InJuly,Councillorsweretoldweneededtofindbetween$10.3Mtotopupasuperannuationschemeclosedtonewmemberssince1994.

To put this in perspective, it equates to our annual roads budget or double our annual budget for drainage.

ItisamassiveimpostonratepayersandlimitsCouncil’scapacitytofundfutureworksandservices.AcrosstheState,councils, water authorities and libraries are beingaskedtofind$453M.

We are not opposed to council staff receiving their superannuation entitlements.Thatistheirright.Whatweare opposed to is ratepayers having to topuptheschemeeverytimethereisashortfall.

Thebigproblemwiththissuperannuationschemeisthatitisrequiredunderlegislation to be fully funded so any shortfalls have to be covered by local authorities.

But there is a solution.

FederalandStateGovernmentscanchangethestatusoftheschemesoitcan

betransitionedbacktoastate-managedone that is not required to be fully funded.

StateandFederalGovernmentsarenotrequired to fully fund their equivalent schemessowhyarewe?What’sgoodforthe goose is good for the gander, especially ifitmeansthatratepayerswillnolongerhave to be burdened with this ridiculous andcostlyimpost.

$53.6M for capital and major worksCouncilhasapprovedthebudgetfor2012/2013, endorsing plans to invest $53.6Mincapitalandmajorworks.

Thecapitalworksprogramhas$11Mtoimproveroadinfrastructure,includingmajorworksforaround80kmofgravelroads.

Forthefirsttimeever,$2Mwillbespenton re-sheeting gravel roads. This involves addingatleast100mmofrocktotheroadsurfaceandresultsinsmootherandsaferroads in rural areas.

The budget also has a record $5.4M to be spent on drainage works, including significantfundstohelpaddressabacklogofworkresultingfromfloodevents.Some$1.2M will be used on bicycle and walking paths and $1.1M for footpaths.

Councilhaslistenedtocommunityfeedback on its draft budget and will use

$200,000earmarkedforscreensintheHargreaves Mall to instead build a new play space there.

TheCitywillcontinuedeliveringitsbiggestevermajorprojectsprogramwith$6.5MfortheBendigoLibraryrefurbishmentand$6.5MfortheBendigoArtGalleryexpansion.

ServicedeliveryistheCity’scorebusinessso$10.4MwillbespentonAgedandDisabilityServicesand$7.5MonChildrenandFamilyServices.

TheCitycollectsaround28,000tonnesofgarbagefromresidentialpropertieseachyear and these services are expensive to provide. In 2012/2013, we will spend $2.3M on garbage collection and $1.7M on recycling.Ourlandfillcostsare$7.8M.

TheCityalsoinvestsheavilyinourparks

and gardens andthisfinancialyear we plan to spend $8.1M onmaintainingtheseimportantcommunityassets.

Some$2.5Mwillbeusedtoprovidelibrary services at Bendigo, Kangaroo Flat, Eaglehawk and Heathcote, which together boastsome600,000customerseveryyear.

Projectsoutlinedabovewillinpartbefunded by an average rate rise of 5.5 per cent.Thisiscomparabletoothercouncilsand below the 6 per cent forecast in 2011/2012.TheMunicipalChargewillbereduced by a further $32.40 to $64.80 per property.

Temporary library takes shape in former Advertiser buildingTheBendigoLibrarywillopenatatemporarynewhomeinmidSeptember.

TheshiftwillenabletheCity,inpartnershipwiththeVictorianGovernmentandGoldfieldsLibraryCorporation,toundertakeamajorrefurbishmentoftheexistingsite.

Theprojecthasextensivecommunitysupportandwilldelivercontemporaryandexcitingspacesforanenhanceddelivery of library services. It will include creative communityspacesandmeetingrooms,acoffeelounge,exhibition and events spaces and a creative area for children.

Library services will not be available at the existing BendigositeforthreeweeksfromAugust27.FromMonday,September17,serviceswilloperateattheformerBendigoAdvertiserbuildingat96-98PallMall,Bendigo,untilrefurbishmentworksarecompletedinearly2014.

TheGoldfieldsResearchCentreandtheBendigoRegionalArchivesCentrewillalsoberelocatedtoatemporaryhomeandwillbehousedintheformerTeaRose Bakery at 202 Hargreaves Street until the works are completed.

The Bendigo Library’s after hours drop-off will also be located at 202 Hargreaves Street.

Library services will continue as usual at Kangaroo Flat, EaglehawkandCastlemainethroughoutthistime.

Thenew$14.9MEdwardStreetCarParkandofficecomplexisnowopen.

Constructedontimeandonbudget,thecarparkistheCity’slargesteversinglecapitalworksproject.

TheCityhasdeliveredthiscommerciallyviableprojecttorelievepressureonparking in our growing city, provide muchneedednewcommercialspacetocreatenewemploymentopportunitiesand create an active street level frontage along Edward Street.

For the last 10 years or so car parkinghasbeenidentifiedbytradersand residents through the annual CommunitySatisfactionsurveysasamajorareathatneedsimprovementandtheCityisveryproudtohavedeliveredthisimportantprojectwhichwillstimulatecontinueddevelopmentoftheBendigocentral business district.

Itisatrulyfantasticoutcomewhichnotonlyprovidesmuchneedednewcarparking, but also a total of 1,800 square metresofnewgroundlevelcommercialspace,themajorityofwhichhasbeenleased by the State Trustees as their newBendigoregionaloffice.

One hundred people will work at the StateTrusteesnewBendigooffice.Three-quarters of the staff will be new positions recruited locally and the remainingquarterwillbeexistingstafffromtheMelbourneheadofficewhowill relocate to Bendigo.

Theremainingcommercialspacewill be leased as a cafe/bar business operation and further news about this will be announced in the near future.

Weexpectthattheincomegeneratedbyrentingthecommercialspacealong with the parking fees will allow thedevelopmenttobefullypaidoffin about 11 years. When paid off, thecomplexwillprovideasignificantprofitablereturntotheCity.

In addition to the construction of the newcomplex,theCityhasalsocarriedoutsignificantfootpath,lightingandlandscaping works surrounding the complex.

ThecomplexwasdesignedbyPeddleThorpArchitects,constructedbyHTroonandprojectmanagedbyGallagherJeffsonbehalfoftheCity.

Reserved parking spaces are being snapped up at the new Edward StreetCarPark.

One hundred reserved car parking bayscompletewithshadesailshave been provided on the roof top of the new building and people wantingtoreserveapermanentcarpark have two choices.

Theycanpay$125permonthforMonday to Friday business hour accessor$150permonthfor24/7access.

The 24/7 access is ideal for people who live in the city centre or businesses that operate outside ofnormalhoursanddonothaveaccess to a car park. It provides safe and secure access without beingsubjectedtoanyparkingrestrictions.

AnyoneinterestedinapermanentlongtermspaceinthenewcarparkshouldcontacttheCity’sParkingandAnimalControlServiceUniton5434 6000.

Motoristscanenjoy90minutesoffreeparkingeachdayattheEdwardStreetCarPark.

The car park has installed a new Licence PlateRecognition(LPR)systemtomonitorallvehicles that enter the facility.

Ifacustomerleavesbeforethe90minutesareused up but then returns later that day regular parking charges will apply because the LPR

will know that they have already parked in the complexonthatday.

The90minutesfreeparkingisafairandreasonableamountoftimebeforecustomershave to start paying for their parking.

Fees for the car park have been set at $1.40 per houroramaximumof$7.00perday.

TheexpansionofBendigoArtGalleryisamajorpartoftheViewStreetArtsPrecinctMasterPlan.Itwillsolveanumberofspaceissues for exhibition, education and storage facilities that currently exist at the gallery.

Thetotalprojectwillbefundedbya$3.775McontributionfromtheVictorianGovernment,a$3.625Mcontributionfrom

theCityandafurther$1MBendigoArtGallery Board/ Philanthropic contribution.

The works will be undertaken by local constructioncompanyFairbrotherPtyLtdandwillbecompletedbeforetheendof2013.

OverthelastfinancialyearBendigoArtGalleryhasbrokenallattendancefiguresbyattractingarecord 306,219 people through its doors over the 2011/12financialyeartovieweightexhibitions.

These exhibitions have included two international exhibitions - The White Wedding Dress and Grace Kelly: Style Icon.

Thisfigurefarsurpassesthe158,934peoplewhovisitedthegalleryinthe2008/09financialyearwhen the blockbuster Golden age of Couture exhibition was held.

It’sawonderfulresultanditdemonstratestheimportantrolethatBendigoArtGalleryisplayingin attracting visitors to our city and providing cultural opportunities for our residents.

Toputthisnumberinperspective,thepreviousannualrecordfortheArtGallery was 158,943 people and this was largely due to the blockbuster Golden Age of Couture exhibition.

ThebenefitsfromGraceKellyhavebeenenormousandwhileofficialfiguresareyettobereleased,theCityestimatestheexhibitiongenerated$15Mineconomicactivityforourregion.Incomefromtheeventwas $3.3M and it cost $1.9M to stage withtheCityachievingafavourablefinancialresultofaround$1.3M.

Grace Kelly captured the attention ofpeoplefromacrossAustraliaandbeyond and it has helped to put our beautifulcityonthemap.Bendigois now regarded as a cultural

destination and people are already asking what the gallery is going to do next!

Exhibitions like Grace Kelly take anenormousamountofeffortandplanningbyalargenumberofpeoplefromacrossalloftheCity’sdepartments,includingTheCapitalandtheTourismUnits.Specialmentionmustalsogotothemanyvolunteerswhoalsoplayedan integral role throughout the exhibition.

VolunteersplayanimportantrolewithintheCityespeciallyduringmajoreventssuchastherecentGrace Kelly: Style Icon exhibition.

Theexhibitionreliedheavilyonalargeteamofover100willingtourismandgalleryvolunteerswhoworked tirelessly to support the event and helped makeitawonderfulexperienceforvisitorstoourcity.

Every day of the exhibition the volunteers played a pivotal role in assisting hundreds of people at the BendigoTrainStation,theBendigoVisitorCentreandatBendigoArtGallery.

Anextra24volunteerswererecruitedtoassistwithvisitor services over the exhibition period. Volunteers were rostered on each day to undertake a range of activitiessuchaswelcomingpeopletotheVisitorInformationCentreandboardingthemorningV-Line Bendigo bound train at Woodend to provide informationtopassengerstravellingonboardtoBendigo.

TourismvolunteersalsostaffedwelcomepodsattheBendigoArtGalleryinViewStreetandattheBendigoTrainStationtogreetpassengersinthemorningandfarewellthemintheafternoon.Thevolunteersalsospent March at Melbourne’s Federation Square to inspire people to visit our city and Grace Kelly: Style Icon exhibition, whilst the gallery’s volunteers assisted patrons at the exhibition.

We know by the feedback received that visitors truly appreciated the wonderful assistance they received fromourvolunteers.

The volunteers alone assisted over 55,000 visitors to Bendigo during the Grace Kelly: Style Icon exhibition andwecongratulateandthankthemfortheimportantroletheyhaveplayedinhelpingmakeBendigosuchagreat place to visit during our biggest exhibition to date!

Buildingpermitsensurethatprivatesurveyors stick to the guidelines outlinedintheBuildingActandgiveshomeownersthesecuritythatthere-stumpingontheirpropertyisbeingcompletedtoasafeandsatisfactorystandard.

For any type of building works, people needtocontacttheCityoraprivatesurveyortofindoutifabuildingpermitisrequired.TheCitydoesnotissuepermitsforprivatebuildingworkbutcan assist anyone with an enquiry by providinginformationonwheretostartandifapermitisneeded.

TheBuildingCommissionrecentlyreceivedacomplaintregardingthere-stumpingofahouse.Itwasidentifiedthat the contractor did not have a permitforthework.Thisresultedinaction through the courts where the contractorreceivedafineof$8,000whereabuildingpermitwouldhaveonlycostapproximately$400to$500for a private surveyor.

Garbagedisposalisoneofthemostchallenging issues we face as our populationgrowsandtheneedtofindbetterandmoresustainablewaystoreduceourimpactontheenvironmentintensifies.

The average household in Greater Bendigo produces600kilogramsofgarbageayearforkerbsidecollection–muchmorethanotherareassuchasMountAlexanderandMacedon Ranges Shires that produce 450 kilogramsperhousehold.

In2011/2012,theCityspent$16millionor 10 per cent of its annual budget on managinggarbageandrecycling.

EaglehawkhasbeentheCity’sprimarylandfill,butisestimatedtohavelessthanfiveyearsliferemaining.Therearenonew sites currently scheduled for Greater Bendigoandduetolimitedremaininglandfillspace,theCityhasbeentruckingwastetolandfillsoutsidethemunicipalitysinceAugust2008.

Withallthisinmind,theCityofGreaterBendigohascommencedaprojecttodevelop a new Waste and Resource ManagementStrategyforGreaterBendigo.

Theprojectwillestablishavisionandprocess for how waste and resources in the

municipalitymaybeeffectivelymanagedinthefuture.ThestrategywillalsodefinewhatCouncil’sfuturerolewillbe.

Athree-stageprocessisbeingusedtodevelopthenewwastestrategy:

2.Buildingavision:wherewewouldliketobe in the future?

Take a Grape Walk at the Botanic GardensTheCityhasconstructedanew$161,000GrapeWalkArbourattheBendigoBotanicGardens as part of an ongoing effort to restore theheritagegardenstotheirformerglory.

The Grape Walk - a pergola structure that will eventually be covered in a grape vines, has been based on a photograph taken around1910ofasimilarstructureatthegardens.

While the original Grape Walk was constructedoftimber,thenewonehasbeenbuiltusingsteelandwiremeshpanelstoensureitslongevityandtominimisemaintenancecosts.

This facility has an architectural design thatissympathetictotheheritagelistedsurrounds and is being built on parkland borderingBridgeandMcCraeStreetsandhas been designed in keeping with the historicalsignificanceoftheadjacentsite.

Eaglehawk Structure Plan EaglehawkisoneofthegreatassetsoftheCityandtheEaglehawk Structural Plan is about ensuring it continues to be so well into the future.

ThePlannotonlybuildsonthetownship’smanyadvantages,butalso draws on other plans and strategies such as the Eaglehawk Township Strategy.

The broad outlook of the Plan is that Eaglehawk’s future success andprosperitydoesnotrelyonextensivemajorlandusechangesandcostlycapitalprojects.Instead,arangeofmoremodest,butpositivechangesandimprovementsareproposed,togetherwithafewmoresubstantialinitiatives.Thisincludesprogressively‘greening’Eaglehawk’sstreets,completingopenspaceandwalkingandcyclingconnectionsandimprovingtheentrancestothetownship.Moresubstantialchangesareproposedovertimefor the Brassey Square and Eaglehawk Railway Station to create activecommunityandtransporthubs.Opportunitiesforretailandindustrialexpansionarealsoidentified.

Greater Bendigo Transport PlanningTransportimpactsoneveryone.Itistheessentiallinkinourlivesbetweenfamily,friends,employmentandrecreation.Bendigoisplanningforhowpeopleandgoodswillmovearoundthecityinthe future.

Toplanforthefuturethecityisembarkingonanintegratedtransportandlandusestrategy.Thiswillbealong-termplanningdocumentwhichlooksatwherepeoplelive,workandvisit;howfreightmovesaround;andhowweensurethegrowthofthecitystronglyalignswithimprovedtransportconnections.

Someoftheaimswillbetoprovideimprovedoptionsforpeopletoliveclosertothethingstheyneed,toimprovewalkingandcycling,enableeconomicgrowthandcoordinatedfreightmovements,reducetheneedforcardependencyandimprovedintegrationbetween transport agencies.

City of many culturesWe are fortunate in Bendigo to have a rich cultural heritage and an active cultural life.

Withimmigrantsfrommorethan60 countries and over 20 different AboriginalclangroupsandTorres Strait Islanders, Bendigo isacontemporaryreflectionofawelcomingandengagingcommunitythatembracesotherethnicities.

TheCityconvenesalocalsettlementplanningnetworkofapproximately20 agencies that plan and coordinate services for new arrivals to ensure there is no overlap as to what is being offered. These agencies provide services ranging fromEnglish(asasecondlanguage)classes,friendandmentoringprogramstoyoungparentsupportandmulticulturalplaygroups.

In2002,theCitysignedaRefugeeCouncilofAustraliadeclarationtostateitscommitmenttowelcomerefugeesintoourcommunity.Thisdeclaration,whichremainscurrent,signifiesourorganisation’scommitmenttodemonstratingcompassionforrefugeesandtosupporting their cultural and religious diversity.

TheCityisalsoproudofitsrelationship with Indigenous communitiesandhasflowntheAboriginalflagpermanentlyovertheTown Hall since 2005.

Residents resource hubThe Resident’s Resource Hub, which is located in theCityofGreaterBendigoHeathcoteCustomerServiceCentre,isaplaceforthecommunitytocomeandsourceavarietyofcommunityinformationandholdarts-relatedevents.

TheHubplanstoholdarangeofinformationsessions on current issues and host guest speakers on a regular basis. They also want the communitytogetinvolvedindifferenteventssuchasregularnewcomermeetings,storytimesforchildren and art and craft exhibitions.

Recently,thechildren’sartexhibition,‘LensArt’,wasonshowattheHub.StudentsfromHolyRosaryHeathcoteandHeathcotePrimarySchoolwere asked what they wanted to do as an art project.Theycameupwithaninnovativeideathatincorporateddifferentmethodsofphotography.Theirworkwasthenprinted,framedandputonpublic display.

Youngpeoplemakeupapproximately20%ofGreater Bendigo’s current population, with 18,629 residents aged between 12 - 25 years. Given Greater Bendigo’s increasing growth rate it is forecastthatbytheyear2031thenumberofyoungpeople living in Greater Bendigo will increase to 24,457.

Rare bird sighting at Crusoe reservoir & No 7 ParkAnumberofrareandendangeredbirdshave been spotted at Greater Bendigo’s CrusoeReservoirandNo7Parkthisyear.

CityParkRangerMilesGeldardsaidsincethe start of this year Ken and Maureen Dredge,bothmembersoftheFriendsofCrusoeandNo.7Park,havebeentrekkingaround the park, binoculars in hand, compilingalistofbirdsthatarepresentinthe park.

“Sincethestartoftheyearthisdedicatedpairofbirdwatchershavecompiledalistof95birdspecies.Thisisfarmorediversity than what people would expect toseeinmostareasaroundBendigoandisindicativeofgoodlandmanagement,”said Miles.

He said that Ken and Maureen have seen44%ofspeciesarecommon,36%aremoderatelycommonand18%areuncommon.

“ThreeoftheuncommonspeciesarelistedontheDepartmentofSustainabilityandEnvironmentThreatenedVertebrateFaunaList(2007).TheyincludeMuskDuckBiziuralobataandHarhead(alsoknownasWhite-eyedDuck);AythyaAustraliswhicharelistedasvulnerableinVictoria;andtheNankeenNight-Heron(alsoknownasRufusNightHeron)Nycticorax caledonicus which are listed as near-threatened.

“KenandMaureenhavealsosightedfiverobinspeciesintheRobinsonCrusoeGullyatCrusoeReservoir.

“TheirsightingsincludetheRoseRobin

asmallinsectivorousrobinwithdarkgreywings,headandback.Themaleshave a distinctive rose-red breast and are veryacrobaticinflightandloveBoxandIronbark woodlands in winter.

“TheScarletRobin(P.petroicamulticolor)aBoxIronbarkresident,theFlameRobin(P.phoenicea)aseasonalvisitorfromtheDividingRange,theRed-cappedRobin(P.goodenovii)withacalllikeadiallingphone, and the Eastern Yellow Robin (Eopsaltriaaustralis)thatalightsonthesides of trees have also been sighted whichistrulyremarkable,”Milessaid.

Hesaidtheleaflitteronthewoodlandflooristhe‘engineroom’thathelpsdrivetheBoxandIronbarkecosystem.

“Manyinvertebratesthriveinthisleaflitter. For ground feeding insectivorous birds, like robins it is like a kind of free supermarket.Thisareaisalsolongunburnt,meaningthat,togetherwithotherconservationmanagement,anequilibriumis being reached that provides high quality habitat to native woodland birds, such as the robins, and other native fauna.

“KenandMaureenhopeto‘cracktheton’andobservemorethan100speciesbythe end of the year and they way they are goingI’msurethattheywill.

“With210hectaresCrusoeandNo7Parkissimplyahavenfornativewildlife.Weare so fortunate to have this wonderful naturalenvironmentalareasocloseandaccessibleforresidentstoenjoy,”saidMiles.
