Creation/History
The Highway Emergency Response Operators program is a freeway servicepatrol operated in metro Atlanta by the Georgia Department of Transportation (GDOT). Itis a part of the GDOT's Office of Traffic Operations. The program began in Atlanta in 1994as the city prepared for the 1996 Olympics and has since been expanded with GDOT's511 Navigator Intelligent Transportation System program.
The HERO unit's primary purpose is to minimize traffic congestion by clearing wrecked ordisabled vehicles from the travel lanes and providing traffic control at incident scenes forlocal and state law enforcement. As a secondary service, HERO operates as a servicepatrol; assisting stranded motorists who often have a flat tire, out of fuel, or arestranded by a mechanical failure of their vehicle. In addition to their normal patrol dutiesin metro Atlanta, HERO is deployed to assist with traffic control for many different eventsand along Interstates 16, 75, and 95 during hurricane evacuations.

Challenges
Over the past 23 years of the H.E.R.O. Programs development, there’s been many challenges that we’ve had to over come. Many of those challenges fall into one of the following major categories.

One of the first challenges we faced during the Programs development was Funding. The initial Programs design and planning was complete. we had to identify and secure our Funding Source(s) or Sponsors.

Finding qualified Contractors to Build the specialized equipment needed for the Program, while staying within the State Procurement requirements. The biding process can take an excess of a couple of months. The contract is awarded to the lowest bidder that meets the spec. The requisition process is then started and a purchase order is encumbered stating the funds are available for the build. This process from start to finish can take several months before the build even starts. Once the P.O. is accepted by the contractor there is a 12 to 14 week lead time for the contracted builder to receive a complete body and begin the mounting and upfitting. Awarding a single contractors with a large number of units to build, has led to strenuous challenges meeting our expected timelines of receiving a completed truck.

Upon delivery of vehicle our technician’s complete a thorough inspection along with our specification to ensure the equipment meets the spec. They also document any discrepancies with the vehicle, body, lights and various systems.
