Dutrow had exhausted his appeal options at the state level and his legal team failed to seek an injunction at the federal level before his stay expired at midnight Wednesday. The NYSRWB four-page order cited several of Dutrow=s infractions and read in part, ADuring the period of his revocation, respondent Richard E. Dutrow, Jr. shall not directly or indirectly participate in New York pari-mutuel horse racing, he is denied the priviliges and use of the grounds of all racetracks, and he is forbidden to participate in any share of purses or other payment. Every horse is denied the privileges of the grounds and shall not participate in pari-mutuel racing in New York, further that is (a) owned or trained by him, or any individual who serves as his agent or employee, during his revocation; or b) for which he, during his revocation, is involved, directly or indirectly, with its training, including but not limited to any arrangements made to care for, train, enter, race, invoice, collect fees or payments, manage funds, employ or insure workers, provide advice or information, or otherwise assist with any aspect of the training of the horse.@ Longtime Dutrow assistant Michelle Nevin has been named the trainer of record on Teaks North (Northern Afleet), who has been entered in the Sunshine Millions Turf at Gulfstream Saturday. BETFAIR HOLLYWOOD TO HOST FALL MEET Jack Liebau, president of Betfair Hollywood Park, announced yesterday during a meeting of the California Horse Racing Board that, despite recent doubts, the Inglewood oval would indeed conduct a fall meet in 2013. The future of Betfair Hollywood Park has been uncertain since 2009, when the property was approved for commercial and residential development. Betfair Hollywood Park had previously committed to run this year=s spring/summer meet--scheduled for Apr. 24 to July 14--and, at its August meeting last year, the CHRB approved the track=s fall dates, under the agreement that the track commit to racing by Jan. 1. Among the proposals are installing a synthetic surface for the inner track at Aqueduct for the 2013-2014 winter meet, reducing the number of days and number of races run per day during the inner-track season and bolstering security measures related to pre-race security and racing integrity. NYRA Considering New Safety Measures (cont. from p1) In addition, NYRA has established the new position ofEquine Veterinary Medical Director. The new directorwill create a Mortality Review Board, as recommendedin the New York Task Force report on Racehorse Healthand Safety issued last fall. NYRA has also beguntransporting all euthanized horses to the College ofVeterinary Medicine at Cornell for complete necropsies. ANYRA is taking immediate steps to try to preventmore catastrophic injuries from occurring,@ saidSkorton. AWe are establishing a new position, EquineVeterinary Medical Director, to be in charge of thehealth and safety of horses at all NYRA tracks anddirect investigations into these unfortunate events.@ Anthony Bonomo, chair of NYRA=s Equine Health andSafety Committee, added, AAddressing the problem ofbreakdowns at NYRA is our first priority. We will doeverything to protect the jockeys and the horses.@

Betfair Hollywood to Host Fall Meet (cont. from p1) Lou Raffetto, president of the Thoroughbred Ownersof California, applauded Betfair Hollywood Park at themeeting for its decision, but also called for the CHRBand others in the industry to formulate a contingencyplan should Betfair Hollywood Park cease operations.Los Alamitos, a Quarter Horse track in Orange County,and Fairplex Park in LosAngeles County arepotential alternatives, butneither has theinfrastructure to supportthe additional horses andhorse people. AI want to thank JackLiebau and the powers thatbe at Betfair HollywoodPark for deciding to run the fall meet,@ said Raffetto.AQuite honestly, we hope they decide to run beyond2013. We think it=s important at this time for theindustry and the CHRB to specifically focus on 2014.We still need to look ahead, and while there are noformal proposals from Los Alamitos or Fairplex, wecontinue to have ongoing conversations with thoseentities looking forward to the time if, and when,Betfair Hollywood Park ceases to race.@ The Betfair Hollywood Park fall meet is scheduled forNov. 6 to Dec. 22.

NJRC Pushes Development of OTBs: The New Jersey Racing Commission has takenmeasures to develop new off-track betting parlors inthe state, according to a report on Daily Racing Form. Currently, the rights to operate OTBs are dividedamongst the state=s racetracks, which have opened justfour of a possible 15 OTBs. AIt will no longer be a development right for industry,@the Commission=s Executive Director Frank Zanzucckitold DRF. In order to kick start the development of theremaining locations, the racing commission will requirethe tracks to submit plans to open the rest of theirrespective facilities by June 28. If those facilities arenot open and fully licensed by Dec. 31, the rights torun the OTB will be transferred to horsemen=sorganization at the respective track. Should thehorsemen fail to open the OTBs by the end of 2014,the rights will be auctioned to private companies.Monmouth Park, which is currently leased by the NewJersey Thoroughbred Horsemen=s Association, wouldreceive a six-month extension after the Dec. 31deadline.
