1. THE UNIVERSITY

1.1 Introduction

The Indira Gandhi National Open University was established by an Act of Parliament in 1985 to achievethe following objectives:

• democratising higher education by taking it to the doorsteps of the learners

• providing access to high quality education to all those who seek it irrespective of age, region orformal qualifications

• offering need-based academic programmes by giving professional and vocational orientation to thecourses

• promoting and developing distance education in India

• setting and maintaining standards in distance education in the country as an apex body for thepurpose.

1.2 Prominent Features

1.4 The Schools of Studies

With a view to developing interdisciplinary studies, the University operates through Schools of Studies.Each School is headed by a Director who arranges to plan, supervise, develop and organise its academicprogrammes and courses in coordination with the School staff and the different academic, administrativeand service wings ofthe University. 1.5 Academic Programmes

The University offers a wide range of Programmes both short-term and long-term leading to Certi ficates,Diplomas, UndergraduateDegrees, Postgraduate Degrees and Doctoral Degrees which are conventionalas well as innovative. Most ofthese programmes have been developed after an initial survey of thedemand for such Programmes. They are launched with a view to fulfil the learner's needs for:

• certification,

.improven1ent of skills,

• acquisition of professional qualifications,

• continuing education and professional development at work place,

• self-enrichment,

• diversification and updation of knowledge.

1.6 Course Preparation

Learning material is spec tally prepared by teams of experts drawn from different Universities andspecialised from institutions in the area all over the country as well as in-house faculty. This material isscrutinised by the content experts, supervised by the instructors/unit designers and edited by the languageexperts at IGNOU before they are finally sent for printing. Similarly, audio and video cassettes areproduced in consultation with the course writers, in-house faculty and producers. The material ispreviewed and reviewed by the faculty as well as outside media experts and edited/modified, wherevernecessary, before they are finally despatched to the Study Centres and Telecast on Gyan Darshan.

1.7 Credit System

The University follows the 'Credit System' for most of its programmes. Each credit in our system isequivalent to 30 hours of student study comprising allleaming activities (i.e. reading and comprehendingthe print material, listening to audio, watching video, attending counselling sessions, teleconference andwriting assignment responses). Thus, a four credit course involves 120 hours of study. This helps thelearner to know the academic effort one has to put in, to successfully complete a course. Completion 0fan academic programme (Degree, Diploma or Certificate) requires successful completion of both theassignments and the term-end examination of each course in a programme.

1.8 Student Support Services

In order to provide individualized support to its learners, the University has a large number of StudyCentres, Programme Study Centres and Work Centres throughout the country. These are eo-orientedby 36 Regional Centres and Sub-Regional Centres & 18 Recognized Regional Centers as on date. Atthe Study Centres, the learners interact with the Academic Counsellors and other learners; refer to

books in the Library, watch/listen to video/audio cassettes and interact with the coordinators onadministrative and academic matters.

Learner may seek the help of following University functionaries for sorting out the problems indicated:

i) For admission, change of centre, identity card, change of address, fee receipt and bonafidecerti ficates; write to your Regional Centre.

ii) Fornon-receipt of study material and assignments, write directly to Registrar, Material and ProductionDistribution Division, Maidan Garhi - 110068.

iii) For queries to assignments, examination date sheet, result grade cards, rechecking, change ofelective etc. write directly to Registrar, Student Registration and Evaluation, IGNOU, MaidanGarhi - 110068.

iv) For Migration Certificate requisition may be sent to the Regional Director along with the followingdocumentations.

1) Application (can be obtained from the Head Office and Regional Centres).

2) Attested copy ofthe Mark sheet.

3) A fee ofRs. 100/- in the form of demand draft drawn in favour oflGNOU.

Every student will select one of the study centres taking into consideration his place of work or residence.However, each study centre can handle on Iy a limited number of students, and despite our best efforts,it may not always be possible to allot the study centre of his choice. The particulars regarding the StudyCentre to which he is assigned will be communicated to him. The list of Study Centres is providedseparately.

Every Study Centre has a coordinator to coordinate different activities at the center, an AssistantCoordinator and other supporting staff appointed on a part-time basis. There are several AcademicCounsellors in different subjects to provide counselling and guidance to the students in the subjects. Listoftentative Programme Study Centres is given in Appendix -IT (Institutes which are under process to beactivated as the Programme Study Centres).

Programme Study Centres perform the following major functions:

1) Counselling: face to face counselling for the courses will be provided at the Study Centers/Programme Study Centres Generally, there will be 20 theory and 80 practical counselling sessionsfor the entire porgramme at the selected Programme Study Centres. The detailed programme ofthe counselling sessions will be prepared by the coordinator ofthe study centre.

2) Library: for each course a set of suggested books will be available in the Study Center Library.The students can refer these books during the working hours ofthe study centre.

3) Information and Advice: At the Study Centre the students will get relevant information regardingthe courses offered by the university, counselling schedule; examination schedule, etc. You will also

.. get guidance in submitting various forms from time to time.

4) .Interaction with Fellow-Students: Inthe Study Centres the student gets an opportunity to interactwith fellow students.

• Self-instructional printed course material packages.

• Supporting audio-video programmes.

• Face to face interaction with academic counsellors at Programme Study Centers and depending onprogramme requirement at work centres.

_ 5) Telecounselling Facility: Some of the Programme Study Centers are 'equipped with theteleconference reception facilities. You can participate in telecounseIling session at your study centre.

1.9 Instructional System

The University follows multimedia approach in imparting instruction to its learners. It comprises:

• Practicals at designated Institutions.

• Proj ect Work in some programmes.

1.1() Programme Delivery

The methodology of instruction in this University is different from that ofthe conventional Universities.The open university system is more learner-oriented and the learner is an active participant in the anpedagogical (teaching and learning) process. Most ofthe instructions are imparted through distanceeducation methodology rather than face-to-face communication.

The University follows a multimedia approach for instruction. It comprises:

a) Selflnstructional Written Material: The printed study material (written in self-instructionalstyle) for both theory and practical components ofthe programmes is supplied to the learners inbatches of blocks for every course (on an average 1 block per credit). A block which comes in theform of a booklet usually comprises 3 to 5 units.

b) Audio- Visual Material Aids: The learning package contains audio and video cassettes whichhave been produced by the University for clarification and enhancement of understanding ofthecourse material given to the learner. A video programme is normally of25-30 minutes duration.The audio tapes are run and video cassettes are screened at the study centres during specificsessions which are duly notified for the benefit of the learners.

The video programmes are telecast on the National Network of Doordarshan and Gyan Darshan.All Gyan Vani stations are broadcasting curriculam based audio programmes. In addition someselected stations of All India Radio also broadcast the audio programmes. Learners can confirmthe dates for the programme from their study centres. The information is also provided through theNational Newspapers and IGNOU Newsletters sent to the learners periodically.

c) Counselling Sessions: Normally counselling sessions are held as per schedule drawn by theStudy Centres. Theseare mostly held during the non-working hours of the host institutions wherethe study centres are located. If at a particular study centre the number oflearners enrolled for acourse is less than ten, then the normal counselling session will be reduced to 40% ofthe usualnumber which is referred to as intensive counselling.

d) Teleconferences: Live teleconferencing sessions are conducted via satellite through interactiveGyan Darshan Channel as well as simu1casted on 'Edusat' channel from the University studios at

.EMPC, the schedule of which is made available at the study centres. The learner needs to go tothe nearest centre at the scheduled time for taking benefit ofthis facility.

e) Practicals/Project Work: Some Programmes have practical/project components also. Practicals'are held at designated institutions for which schedule is provided by the study centres. Attendanceat practicals is compulsory. Keeping in.tune with the flexibility inherent in the system for choice oftime for study one may skip practicals during a year but for doing it in a subsequent year or in orderto have a repeat exercise with practical, additional fee determined by the University has to be paid.For project work, study centres will provide the necessary guidance but the learner will have tomanage his/her own resources.

1) Gyan Darshan Educational Channel: A collaboration between MHRD, Prasar Bharti, IGNOUand other organisations has resulted in launching DD Gyan Darshan, the Educational Channel ofIndia. In a significant gesture, EMPC has been identified as the coordinating and transmittingcentre. Regular Channel is providing educational Programmes on a variety of subjects for 24hours a day to enhance the learning process. Steps are being taken to relay the Gyan DarshanChannel through different Cable Operators in the Country for wider outreach. GD signals can beconveniently received without any special eq uipment anywhere. Gyan Darshan has now gonecompletely digital and expanded into a bouqc-t of channels namely GD-I, GD-2, GD-3 'Eklavya'and GD-4 'Vyas'. Educational Programmes are contributed by major educational institutions suchas IGNOU, UGC/CEC, NCERT IClET, Directorate of Adult Education, TITsand other educational!development organisations in the country. Gyan Darshan transmissions uplinked from the earthstation ofEMPC-IGNOU, New Delhi can be accessed all over the country throughout the year

-and round the clock without any break. GD-l is also available on DTH platform of 'DD Direct "plus'. These programmes are simulcasted on 'Edusat' national channel in which 2-way video, 2-way audio teleconferencing facility is available.

g) Gyan Vani: IGNOU manages FM Radio network in 40 cities and towns for education anddevelopment. EMPC is the nodal agency for implementing the project. As many as 26 FM Radiostations at Allahabad, Bangalore, Coimbatore, Vishakhapatnam, Mumbai, Lucknow, Bhopal,Kolkata, Chennai, Delhi, Jaipur, Nagpur, Hyderabad, Panaji, Kanpur, Mysore, Guwahati, Shillong,Ahmedabad, Rajkot.Indore, Jabalpur, Raipur, Patna, Varansai and Aurangabad are broadcastingeducational Programmes. The broadcasts in English, Hindi and the regional languages/dialects areconducted by local resource persons. h) Interactive Radio-Counselling: Interactive Radio is a recent concept in distance learning inIndia. In which live counselling is provided on radio by experts in thediscipline. Students can askquestions right from their homes on telephone. These sessions are conducted for an hour onSundays from 189 radio stations in the country. A toll free telephone number 1800 112345 hasbeen provided for this purpose from selected cities.

1.11 Evaluation System

1) Evaluation system for IGNOU courses consists of two components:

a) Continuous evaluation through assignments (Tutor-marked Assignments).

b) The Term-end examinations.

In the final results, assignments carry 30% weightage, while 70% weightage is given for term-endexaminations.

Continuous evaluation through.assignments

Assignments constitute the continuous evaluation. The submission of assignments is compulsory. Themarks that you get in your assignments will be counted in your final result. Assignments of a course call)'30% weightage while 70% weightage is given to the term-end examinations. Therefore, you are advisedto take your assignments seriously.

You have to submit your assignment response sheets to the Coordinator of the Study Centre assignedto you. Submission of assignments is compulsory. You will not be allowed to appear for the term-endexamination for any course if you do not submit the assignments in time for that course. If you appear interm-end examination, without submitting the assignments the result ofterm-end examination would beliable to be cancelled.

The main purpose of assignment is to test your comprehension ofthe learning materials you receivefrom us and also to help you get through the courses. The evaluators/counsellors after correcting theassignments send them back 10 you with their conunents and marks which wi 11help you in your studyand help in improving it. The content provided in the printed course materials should be sufficient foranswering the assignments. Please do not worry about the non-availability of extra reading materials forworking on the assignments. However, if you have easy access to other books, you may make use ofthem. There is one Tutor Marked Assignment (TMA) per course, which is evaluated by the counsellor.Thus, you have to attempt one assignment for each course. You have to complete and submit theassignments at the study centre within the due date specified in the assignments booklet or within onemonth of the date of receipt of assignments, whichever is later. The University/ Co-ordinator of theStudy Centre has the right to reject the assignments submitted after the due date. You are, therefore,advised to submit the assignments before the due date. For your own record, retain a copy of all theassignment responses which you submit to the Coordinator of study centre. If you do not get back yourduly evaluated tutor marked assignments along with a copy of assessment sheet containing commentsof evaluator on your assignment within a month after submission, please try to get it personally fromyour study centre. Try to maintain an account ofthe corrected assignment responses received by youafter evaluation. This will help you to represent your case to the University in case any problem arises.If you do not get pass marks in any assignment, you have to submit it again. To get fresh assignmentsyou should write to Director, MPDD, IGNOU, Maidan Garhi, New Delhi - 110068. You may alsodownload from IGNOU website www.ignou.ac.in. However, once you get the pass grade in anassignment, you cannot re submit it for improvement of grade. Assignments are not subject to re-evaluation except for factual errors, if any, committed by the evaluator. Score COIllI11 un icared by thestudy centre through any mode other than the award list will not be acceptable to the university fortaking your score of assignments on your record. In case you find that the score indicated in the assignmentsheet of your Tutor Marked Assignment has not been correctly reflected or is not entered in your gradecard. you are advised to contact the coordinator of your study centre with a request to forward correctaward list to the SR&E Division at the Headquarters.

Specific Instructions for Tutor Marked Assignments (TMAs)

1) Write your Enrolment Number, Name, Full Address, Signature and Date on the top right handcorner of the first page of your response sheet.

2) Write the Programme Title, Course Code, Course Title, Assignment Code and Name of yourStudy Centre on the left hand corner of the first page of your response sheet. Course Code andAssignment Code may be reproduced from the assignment. The top ofthe first page of your responsesheet should look like this:

3) Use only foolscap size paper for your response and tie all the pages carefully. Avoid using very thinpaper. Allow a 4 cm margin on the left and at least 4 lines in between each answer. This mayfacilitate the evaluator to write useful comments in the margin at appropriate places.

4) Write the responses in your own hand. Do not print or type the answers. Do not copy your answersfrom the UnitslBlocks sent to you by the University. If you copy, you will get zero marks for therespective question.

5) Do not copy from the response sheets of other students. If copying is noticed, the assignments ofsuch students will be rejected.

6) Write each assignment separately. All the assignments should not be written in continuity.

7) Write the question number with each answer.

8) The completed assignment should be sent to the Coordinator ofthe Study Centre allotted to you.Under any circumstances do not send the tutor marked response sheets to the Student Registrationand Evaluation Division at Headquarters for evaluation.

9) After submitting the assignment at the Study Centre get the acknowledgement from the Coordinatoron the prescribed assignment remittance-cum-acknowledgement card.

10) In case you have requested for a change of Study Centre, you should submit your Tutor MarkedAssignments only to the original Study Centre until the change of Study Centre is notified by theUniversity.

Term-end Examinations

As stated earlier, for all IGNOU courses term-end examination is the major component ofthe evaluationsystem and it carries 70% weightage in the final result.

The University conducts Term-end examination twice a year i.e., in June and December. You can takethe examination only after completion of the course. In the first year, you can take the examinations inJune, failing which you can take the same subsequently in December or June. In case you fail to get apass score in the Term-end Examination, you will be eligible to reappear at the next Term-end Examinationfor that course as and when it is held, within the total span ofthe programme.

Please write your correct enrolment number, programme code and name at the back ofthe DemandDraft/IPO drawn in favour oflGNOU, New Delhi for Rs. 100/500/1000 representing late fee andproperly tag with your examination form to avoid its misplacement. The examination fOl111receivedafter due dates without h~tefee.wherever applicable, shall be rejected.

Eligibility for ExamiHation: To be eligible to appear at the Term-end Examination in any course, Youshould

If your name is registered for examinations inthe list sent to the Study Centre, even if you have not received admit card or misplaced it, you can takethe examination by showing your Identity Card (Student Card) to the examination centre superintendent.

Every student must bring identity card for appearing in term end examination along with theadmit card.

Examination Centre: Your Study Centre is normally your examination centre. The University at itsdiscretion may allot you any examination centre other than your study centre. Change of examination

centre is not generally permitted. In exceptional cases change of centre may-be considered. For this.students should apply one month in advance to Registrar, SR&E at IGNOU. Your enrolment number isyour Roll Number for examinations. Be careful in writing it.Any mistake in writing the Ro IJ Num her wi 11result in non declaration of your result.

Declaration of Result: It is your duty to check whether you are registered for that course and whetheryou are eligible to appear. for that examination or not. If you neglect this and take the examinationwithout being eligible for it, your result will be cancelled. Although all efforts are made to declare theresult in time, there will be no binding on the.University to declare the results of the last examinationbefore commencement of next examination. You are therefore, advised to fill up the f0l111withoutnecessarily waiting for the result and get it cancelled at a later date if so required. Study Centre is thecontact point for you. The:University cannot send communication to all the students individually A 11 theimportant communications are sent to the Coordinators of the Study Centres and Regional Directors.The Coordinators would display a copy of such important circular/notification on the notice board ofthe Study Centre for the benefit of all the Students. Re-evaluation of Result: Ifyou are not satisfied with the marks secured, you can apply ill the prescribedform (Form no. 6) to the Registrar (SR&E), TGNOU ,Maidan Garhi, New Delhi - 110068 for re-evaluation 0f term end examination result. For this you will have to pay Rs.300/ - per course by meansof Demand Draft from any nationalised bank drawn in favour ofIGNOU, New Delhi. The School of Law (SOL) was established in 2005 with an objective of imparting legal educationthrough Open and-Distance Learning System. The.schoolaimsto create awareness about legal rightsand responsibilities in the emerging world order. The School strivesto ensure high quality education and.research through innovative, multi -media leaming teaching packages with a focus on learning practicalaspects oflaw, acquiring legal skills and scholarship.

Recognising the importance of legal education and demand for the programmes in Law, lGNOUconstituted a five member Committee in 1994 under the Chairmanship of Prof. N.R. Madhava M enon .an eminent legal educationist. Prof. Menon's Committee suggested developing professional programmesin Law including programmes in paralegal education, court administration, law office management, legalaid administration, occupation based and management oriented legal education for middle and top levelpersonnel in govemment and industry. The UGC Curriculum Development Centre in Law (CDC) setupin 1990 under the leadership of Prof. Upendra Baxi, an eminent jurist also underscored the importanceof Distance Education in Law as inclusive legal education for wider participation in legal profession,judicial appointments and government law of offices.

The cyberspace due to its unique quality of openness economic efficiency and anonymity of membersofthe virtual community reaches the masses much quickly as opposed to earlier technologies there bybreaking the jurisdictional boundaries and creating series of challenges for the legal system.

This programme seeks to address the fast changing needs of knowledge society in the area of cyberlaws. The main Objectives ofthe course are:

Professional Diploma in Legislative Drafting will be offered from July, 2008. This programme wasdeveloped by Commonwealth of Learning (COL), Canada in response to the growing need forexperienced and skilled persons in legislative drafting in Commonwealth Countries. It serves as anintroduction to legislative drafting as well as an upgrade forpracticing professionals. This will be ofinterest to Parliamentarians, legislators, Law Secretaries and Legislative Drafispersons in India.

4. Diploma in Paralegal Education

The programme is aimed to train people for Paralegal services, to develop knowledge and awarenesson how to access legal procedures and providing necessary skills for public legal advocacy. It alsointends to empower social activists with legal skills and to promote constitutional values and rule oflawfor grass root level democracy, The important objective of the programme is to develop a cadre ofbarefoot lawyers in rural areas to strengthen the panchayati raj system and justice at grassroots level.

Methodology

3.6 Evaluation System

1) The evaluation system for PGCPP consists of two components.tc-a) Continuous evaluation through assignments (Tutor Marked Assignments)

b) Term-end examinations

In the final results, assignments earring 30% weightage, while 70% weightage is given for Term-endexaminations.

2) The assignments and Term-end examinations will be scored as a numerical marking scheme.

The following is the scheme of evaluation and awarding divisions:

I Division 60% and above

IIDivision 50% to 59.9%

Pass 40% to 49.9%

Unsuccessful Below 40%

You are required to score at least 40% marks in both continuous evaluation (assignments) as well [IS theTerm-end examination individually for all the course.

3.7 Projects

The fourth course ofPGCPP is a project. You have to get your project proposal approved before youstart your project, The information regarding it is given in a detailed form in the Project hand book. Incase you are unable to find a topic. You can choose a topic given in the handbook and research on it.

Evaluation of Project: The project is of 100 marks. You have to score at least 50% to pass in thispaper.

4. OTHER USEFUL INFORMATION

4.1 Change/Correction of Address

There is a printed card for the change/correction of address. This card is normally sent to you Cl longwith the study material acopyofthe same is given in this Programme Guide as From no. 2. In case thereis any correction or change in your address, you are directed to make use of that printed card addressedto Director, SR&E, IGNOU, Maidan Garhi, New Delhi-I 10068. You are advised not to write letter toany <;-therofficer in the University in this regard. Normally, it takes four to six weeks to effect thechange. Therefore, you are advised to make own arrangements to redirect the mail to the changedaddress during this period.

4.2 Change of Regional Centre

. When you want transfer from one Region to another Region, you have to write to that effect to theRegional Centre from where you seek a transfer marking copies to the Regional Centre where wouldlike to be transferred to and also to Director (SR&E), New Delhi. Further, you have to obtain acertificate from the Coordinator ofthe Study Centre from where you are seeking transfer regarding the'number of assignments submitted. The Regional Director from where you are seeking the number ofassignments submitted. The Regional Director from where you you are seeking the transfer will transferall records to the Regional Centre where you seek transfer under intimation to you and Director (S R&E).The records are normally sent by Registered Post to guard against loss in the postal transit.

4.3 Change of Study Centre

The Candidates are required to opt only such centres which are activated for the programme. As far aspossible the university will allot the study centre opted by the candidate. However, the university maychange the study centre at its convenience without concurrence of the student at any time, For thepurpose of change of Study Centre you have to send request to the Director of your Regional Centre.A copy ofthe same may be sent to Student Registration and Evaluation Division at the headquarters.Counselling facilities for a programme may not be available at all the Centres. As such you are advisedto make sure that counselling facilities are available for the programme you have chosen, at the newCentre opted for. As far as possible the request for change of Study Centre is considered favourably.However, the allotment of new Study Centre is subject to availability of seats for the programme at thenew Centre asked for.

4.4 Non-receipt of Study Material

If you do not receive yo~r study material within a month after admission, fill up Form no. 3 and send itto the address mentioned on it.

4.5 Issue of Grade Card/Mark sheet

A Duplicate Grade Card is issued after a request is made on the prescribed form along with a demanddraft ofRs. 100/- to be paid in favour ofIGNOU & payable at New Delhi. The requisition may be sentto the Registrar (SR&E), IGNOU, New Delhi - 68. The form for the purpose is givfn in this Programme

4.6 Re-admission

If you are not able to complete the programme in a maximum of2 years, University has made a specialprovision for re-admission. You have to fill and submit a suitable form as per instructions.

4.7 Simultaneous Registration

Students ofPGCPP may take simultaneous registration in any other certificate programme 0f IGN OU,however, ifthere is any clash of dates ofteleconferencing or examination schedu le ofthe two programmestaken the University will not be in position to make adjustment.

4.8 Refund of Fees

Fee once paid will not be refunded under any circumstances programme fee may however be refundedif admission is not offered by IGNOU for any reason.

4.9 Disputes on Admission and other University Matters

The place of jurisdiction for filing of a Suit, if necessary, will be only at New Delhi/Delhi.
