The site, formerly the Victorian ‘Marine Gardens’ and later a ferry terminal, has an extensive shingle beach, which has built up behind the harbour arm and provides an exciting location for high-value development. However, the site has a number of constraints including heritage features and its proximity to designated wildlife areas. Perhaps the biggest challenge is the risk of flooding, in particular under extreme storm conditions when waves overtop the harbour. The viability of previous masterplans had always been called into question by the high cost of building the sea defences deemed necessary. BuroHappold Engineering resolved the flood risk issues in consultation with the Environment Agency, through an integrated solution including a new harbour revetment wave wall to reduce the power of the waves, and beach nourishment and dune creation with shingle to provide needed protection whilst retaining the unique character of the beach. The team engaged with many stakeholders including Natural England, the local planning and highway authorities, throughout the project period to agree appropriate design solutions; the masterplan proposals have now received outline planning approval. Our Environmental Statement for the planning application drew upon the work of numerous technical disciplines in a comprehensive Environmental Impact Assessment of the masterplan proposals. It received praise during its legal review for its structure, technical rigour and writing style, and the work has provided the basis for reports submitted with the subsequent marine licence applications.
