PRICE WATCH July 2020 Prices August 31, 2020 KEY MESSAGES In West Africa, market supplies remained sufficient to meet demand, despite normal lean seasonal demand increases. Insecurity-related market disruptions persisted in the Greater Lake Chad basin, the Tibesti region, and the Liptako- Gourma region. Coarse grain prices in the Sahel were near or below average in surplus and self-sufficient areas due to limited trade related to COVID-19 and purchasing power, but above average in deficit areas affected by trade disruptions. Nigerian food prices continued to rise, with annual inflation increasing for an eleventh consecutive month while the NGN remained substantially depreciated (Page 3). In East Africa, staple food price trends varied across the region. COVID-19 related movement restrictions continued to contribute to some atypical supply, demand, and price patterns. Maize prices declined in surplus-producing Uganda and Tanzania with the progression of May-to-August harvests and in a context of weak regional demand. Prices increased seasonally in Ethiopia, Somalia, South Sudan, and Sudan as stocks tightened ahead of October-to-December harvests. Prices declined on urban markets of Kenya following the arrival of international imports. Livestock prices remained elevated due to good animal body conditions (Page 4). In Southern Africa, markets were well supplied with maize as the 2020/21 marketing year progressed in most countries of the region. Prices were stable or varied seasonally in many countries. South Africa continued exporting maize to structurally-deficit countries of the region, notably to Zimbabwe where local production deficits coupled with deteriorating macroeconomic conditions have led to persistently increasing prices. Zambia maintained a ban on formal maize exports but continued exporting via informal channels due to favorable prices in neighboring countries (Page 5). In Central America, maize and bean supplies were average in July, supported by 2019 carryover stocks and imports in 2020. Maize prices were stable while beans prices were stable or decreasing in July to pre-COVID-19 levels. However, bean prices remained above 2019 and five-year average levels. In Haiti, local and imported staple food supplies were at average to below-average levels in July. The Haitian gourde depreciated further against the USD (Page 6). In Central Asia, wheat price trends were stable or decreasing on average in Afghanistan and Pakistan. Wheat export prices decreased in Kazakhstan. In Yemen, the broader conflict and macroeconomic context continued to disrupt overall market functioning and food access with staple food prices remaining above average levels (Page 7). KEY MESSAGES

• In West Africa, market supplies remained sufficient to meet demand, despite normal lean seasonal demand increases. INTERNATIONAL MARKETS

Current situation (July 2020) • International rice prices were stable or decreasing in July for

major exporters as trade activity remained subdued (InterRice). Prices remained on average above pre-COVID-19 levels. Rice prices were above July 2019 and five-year average levels (Figure 2).

• Global maize prices were stable or increasing in July as China purchased significant quantities of grain from the U.S. and South America. Maize prices were below July 2019 and five-year average levels (FAO).

• International wheat prices were stable or falling in July due to reduced trade activity and expectations for a strong recovery for the Australian crop (FAO and USDA). Wheat prices exhibited mixed trends relative to July 2019 and five-year average levels.

• Global soybean prices increased significantly in July due to higher demand from China and tightening supplies for Brazil (AMIS and IGC). Soybean prices were close to July 2019 and five-year average levels.

• International crude oil prices increased moderately in July as volatility reduced to its lowest level since January 2020. Prices remained below July 2019 and five-year average levels (U.S. Energy Information Administration). Global fertilizer prices were stable or increasing on average in July, partly reflecting recent recovery in the global energy markets as economies continue to reopen. Prices remained below July 2019 and five-year average levels (AMIS and WB).

Outlook (August 2020 onward) • Global rice production to increase year on year on expectations for larger crop in China, Southeast Asia and the U.S. Rice

production will continue to outpace consumption levels (Figure 3). Rice prices to remain above average levels in 2020 and increase marginally in 2021 (InterRice and WB).

• Global maize production to fall in MY 2019/20 but recover in MY 2020/21 and exceed consumption for the first time in four years. Maize prices to remain below average levels in 2020 and increase marginally in 2021 (IGC and WB).

• Global wheat production is expected to recover in MY 2019/20 and increase further in MY 2020/21. Wheat prices to remain below average levels in 2020 and increase marginally in 2021 (USDA and WB).

• Global soybean production is projected to increase above record set in 2018/19 while consumption will remain modest. Soybean prices to remain below average levels in 2020 and increase marginally in 2021 (USDA and WB).

• Crude oil inventories to start falling in July 2020 through the end of 2021. High inventory levels and surplus crude oil production capacity to continue to limit upward price pressures in the coming months (U.S. Energy Information Administration). Global fertilizer demand is expected to decline in 2020, while capacity expansion continues, while prices will likely follow energy market trends (AMIS and WB).

Staple food price trends across the countries monitored by FEWS NET will vary considerably in the coming months in response to local and regional market conditions; international market trends will play a more limited role in most countries (Figure 2). Fuel price trends in FEWS NET countries will depend on both international market conditions, the evolution of local exchange rates in relation to the U.S. Dollar, and the design and implementation of local fuel import and price policies.

WEST AFRICA

Current situation (July 2020) • Although sufficient to meet demand, market supplies

were decreasing, as normal, in the current lean season. Supply was average to above average in surplus and self-sufficient areas, but below average in deficit areas, exacerbated by trade flow disruptions. Market functioning and access remained hampered by insecurity and conflict in the Greater Lake Chad basin, the Tibesti region, and the Liptako-Gourma region.

• Seasonal demand increases continued but remained below average, except in deficit and transhumance areas, mainly due to COVID-19 restrictions on trade flows, lower purchasing power, and decreased industrial activities.

• In Nigeria, COVID-19 related market interruptions decreased in July, although reduced market hours and restricted public gatherings remained. At the peak of the lean season, food availability was seasonally low with some cases of unavailable products in FEWS NET-monitored markets (e.g., yam in Dandume, groundnuts and yam in Ibadan, brown cowpea in Saminaka). Demand continued to increase at above-average rates, as stocks significantly depleted. Annual inflation rose to 12.82 percent in July 2020, the highest rate since March 2018 (NBS). In July, the NGN remained substantially depreciated compared to March and the previous five-year average. Given all these factors, commodity prices across the country were significantly above last month, last year, and the average (Figure 4).

• In the Sahel, coarse grain prices were stable or seasonally increasing compared to the previous month. Prices were near or below average in most markets in Mali and Burkina Faso due to limited demand, but above average in areas affected by deficits and flow disruptions like in Niger, Senegal, and the Sahel zones of Chad (Figure 5). In several other non-XOF Coastal countries, local and imported rice prices remained substantially above average. In Cameroon, with ongoing harvests with average production, current prices for most locally produced food staples stabilized or decreased compared to the previous months. Nevertheless, prices remained above average in COVID-19 affected urban areas and in conflict-affected northwest and southwest regions.

• In livestock markets, cattle trade remained lower than normal due to limited exports and/or insecurity/conflict in some pastoral zones. However, trade of small ruminants was higher in July than previous months with the Tabaski holiday. Prices varied across the region, but prices were above average for small ruminants in several markets in July.

Outlook (August 2020 onward) • In the Sahel, market supplies will remain seasonally low until the beginning of the 2020/2021 harvests around

September/October. Internal and external market and trade activities will improve with ongoing COVID-19 relaxations, though current rainy season floods and degraded roads will negatively affect trade. Local staple prices will remain below average in surplus and self-sufficient areas and above average in deficit ones.

• In Nigeria, although flows of food commodities will likely improve following relaxions, including internal travel bans, prices are expected to remain above average due to seasonal reduction in market supply, above average demand, and significant increased transportation costs.

EAST AFRICA

Current situation (July 2020) • Market and price trends varied across East Africa in July

(Figure 6 and Figure 7). Maize prices followed seasonal declining trends in Tanzania, Uganda, and Burundi because of increased supply from recent or ongoing harvests coupled with weak regional demand. Prices increased and stocks tightened seasonally in Sudan, South Sudan, Somalia, and Ethiopia. Livestock prices remained elevated. Regional currencies have depreciated persistently in many countries of the region in recent years, both in terms of the official and parallel exchange rates. These trends put upward pressure on the cost of imported goods and contribute to the overall inflationary context observed in many parts of the region.

• COVID-19 related movement restrictions continue affecting market trends differently across the region. In Uganda, while many businesses have re-opened, activities have not fully resumed. Border screening delays and the availability of internationally imported maize in Kenya has led to slow and reduced regional demand. Maize supplies from international markets have started to arrive in Kenya. Locally produced maize and sorghum prices increased seasonally in Baidoa in surplus-producing southern Somalia. The exchange rate has depreciated due to reduced remittance flows and relatively slower economic activities leading to elevated imported commodity prices in recent months.

• Sudan is facing multiple market shocks this year. Local staple food production was below average, increasing this year’s import gap. The global oil price slump has affected export earning opportunities and contributed to the persistent depreciation of the SDG and increasing the relative cost of imports. Local and imported commodity prices were already at elevated levels increased further in July with the onset of the lean season. The prevailing calm in South Sudan continues to facilitate market activities across much of the country. Prices increased seasonally with the progression of the rainy season in July which lead to deteriorating road conditions. Persistent elevated prices are attributed to high inflation, relatively higher cost of imports, low local supply, and to a lesser extent, COVID-19 related movement restrictions.

Outlook (August 2020 onward) • Staple food prices are expected to remain stable or decline in surplus-producing Uganda and Tanzania. The arrival of the

remaining planned maize imports by the Kenya government are expected to help limit the extent of prices increases there. Staple food prices in Ethiopia, Sudan, and South Sudan will likely remain elevated and increase seasonally. Despite reduced livestock demand in the Middle East due to subdued Hajj activities, livestock demand across pastoral areas of East Africa are expected to remain stable at elevated levels due to favorable rangeland and body conditions and as households continue rebuilding their stocks, thereby reducing market supplies.

• COVID-19 related movement restrictions are expected to continue creating delays in commodity supply chains while simultaneously reducing household food access (including physical market access and effective demand). The global economic downturn attributed to COVID-19 will likely continue limiting foreign exchange reserves gained though export earnings (from fuel, cash crops, and metals) and remittance flows. This will likely lead to further depreciation of local currencies and may contribute to elevated price trends for both imported commodities and their local substitutes.

SOUTHERN AFRICA

Current situation (July 2020) • In Southern Africa, markets were well supplied with maize in

July with the progression of the 2020/21 marketing year. Carryover stocks from the 2019/20 marketing year are expected to be well below average, while upcoming harvests are expected to be average to above average. Month-on-month trends were generally stable or declining with recent harvests (Figure 8 and Figure 9).

• In South Africa, export parity prices were stable in July and were slightly below international reference prices. Despite ongoing COVID-19 movement restrictions, South Africa continued exporting maize grain and products to grain deficit countries. Monthly exports to Zimbabwe have expanded following recent changes to Zimbabwe’s phytosanitary (GMO) requirements (World Grain). Domestic maize supplies in South Africa in 2020/21 are expected to cover domestic consumption needs and exports to regional maize deficit countries.

• Tanzania’s maize supplies were at average to above-average levels, while maize grain prices varied seasonally across surplus and deficit areas. Cross-border movement restrictions have led to delays in exports to neighboring countries in East Africa, while Kenyan imports from international markets has reduced regional import demand. In Zambia prices were above their previous year levels as the currency continued to depreciate. Zambia’s formal maize export ban remains in place while informal exports to DRC and Malawi continue.

• In Zimbabwe, the government reintroduced a legal dual pricing system and introduced a foreign exchange auction to replace the fixed exchange rate. Shortly thereafter, the ZWL depreciated by nearly 50 percent in mid to late June and continued depreciating in July. Maize grain availability remained limited in July and only maize meal was available on some markets. Where available, prices continued increasing atypically and rapidly. Government subsidized maize meal supplies remained limited. In Malawi, maize grain prices stabilized and remained below the recently announced ADMARC purchase prices of MWK 200/kg in many places. In Mozambique, maize grain prices varied seasonally but remained significantly above average, while maize meal and rice prices were more stable and closer to average levels. In DRC, maize meal and cassava flour prices increased rapidly in the first weeks of March in response to panic purchases and stock retention linked to COVID-19 before declining in April and May and stabilizing in June and July. In Madagascar, COVID-19 related movement restrictions have resulted in elevated transportation costs between the country’s major cities resulting in atypically increasing prices.

Outlook (August 2020 onward) • Regional supplies for the 2020/21 marketing year are expected to be average to above average. South Africa is expected

to export average to above average volumes to maize deficit countries. Zambia’s maize grain export ban is expected to remain in place, although government to government exports are likely (especially with the DRC). Maize prices will likely remain stable before seasonally increasing in October onward, but will remain above average.

• COVID-19 related movement restrictions and social distancing measures may affect regional labor markets and informal trade flow due to the more labor-intensive nature of this work. Export earnings are expected to decline across the region, resulting in further depreciation of local currencies and may put upward pressure on import prices. FEWS NET will monitor trade flows, and government price and trade policies as other key determinants of prices during the 2020/21 marketing year.

CENTRAL AMERICA AND THE CARIBBEAN

Current situation (July 2020) • In Central America, markets were supplied with maize and

beans from the 2019 Primera season carryover stocks, the recent Postrera harvest and from regional and international imports. Average level 2020 Primera harvest will begin in August/September and contribute to stabilizing regional supply. Informal imports from Mexico continued to support supplies in Guatemala (Figure 10). In Central America, it is estimated that demand has decreased due to the population's mobility restrictions and loss of employment.

• Wholesale and retail maize prices were stable in July as below-average domestic supplies were augmented with national production and international imports. Wholesale and retail prices were stable compared with the 2019 and five-year average in Guatemala and El Salvador but increased in Nicaragua and Honduras.

• Wholesale and retail red bean prices decreased slightly in El Salvador and Nicaragua in July but increased in Honduras. Black bean wholesale prices were stable compared to the previous month. Regional supply continues to be relatively stable as market functioning improves. Additionally, governments have implemented measures to reduce hoarding and speculative practices by selling beans for a lower fixed price. Wholesale and retail prices were above 2019 and five-year average levels.

• In Haiti, local and imported staple food supplies were at average to below-average levels. Relatively sharper price increases were observed for imported commodities like vegetable oil, wheat flour, beans, sugar, due to depreciation of the Haitian gourde against the U.S. dollar. Imported rice and vegetable oil prices increased by up to 80 percent compared to 2019 and the five-year average (Figure 11).

Outlook (August 2020 onward) • In Central America, maize and bean prices are expected to

continue decreasing seasonally in August/September. However, maize, and black bean prices are expected to remain higher than the 2019 and the five-year average. Imported rice availability will remain adequate and rice prices are expected to be stable or decreasing due to the above-average harvest forecast for the region's leading exporter of the United States. The continued economic reactivation in the following months will allow resuming several other income-generating activities, enabling a slight increase in the households' purchase power and food (maize, bean, and rice) demand, particularly from the non-producer households.

• In Haiti, below average 2020 spring harvest will negatively impact the summer/fall and winter harvests, as farmers use the income and seeds from the ongoing season as inputs for subsequent ones. Despite regular and average rainfall anticipated until October, the harvests from the next seasons are expected to be below-average. The supply of imported staples from the Dominican Republic will remain restricted as the country maintains its ban on formal border crossings into Haiti to contain the COVID-19 pandemic. The price of local staples such as maize and beans will likely increase atypically in the coming months due to the below average 2020 spring harvest.

CENTRAL ASIA

Current situation (July 2020) • Regional wheat availability and price trends varied

across Central Asia in July (Figure 12). As detailed in the Central Asia Regional Wheat Supply and Market Outlook, localized wheat deficits are expected to be filled through intra-regional trade. In Yemen, markets remain severely disrupted by ongoing macroeconomic challenges, health crisis, climate shocks and conflict.

• In Kazakhstan, the main 2020 wheat crop is progressing under normal conditions. Wheat stocks, estimated at 7.1 MMT as of March 1, 2020, were down 14 percent from 2019 due to reduced harvest. Wheat flour exports for MY 2020, has been reduced by 20 percent compared to MY 2019 due to reduced demand from traditional buyers and increased competition from Russia and Ukraine (USDA). Wheat grain prices at the Saryagash Station market were above their 2019 and five-year average levels.

• In Pakistan, MY 2020/21 wheat production is estimated at 24.45 MMT, a 1.3 MMT increase compared to MY 2019/20. Government has procured 6.5 MMT of wheat to build strategic reserves and implemented policies to address COVID-19 pandemic related restrictions (USDA). Wheat price trends were mixed across key reference markets in July and remained significantly above 2019 and five-year average levels.

• In Afghanistan, wheat prices were stable in urban areas and decreasing in rural areas in July as the wheat harvest progressed and COVID-19 restrictions were eased. Overall, wheat prices remained significantly above 2019 and five-year average levels.

• In Yemen, staple food prices have been increasing steadily since March 2020, and remained well above average levels in July (Figure 13). Fuel prices across the country have started to increase well above the pace of the global fuel price recovery. In Sana’a, fuel shortages leading to long queues were observed and this will very likely lead to an increase in the cost of food due the reliance of fuel for power generation and transportation.

Outlook (August 2020 onward) • Border restrictions associated with the ongoing COVID-19 pandemic will continue to limit cross border trade flows and

influence the availability and prices of wheat and other imported staple foods. In Afghanistan, wheat harvest for 2020/21 is expected to be near average (FEWS NET) and domestic gaps will be filled by regional markets mainly Kazakhstan and Ukrainian supplies with average level export volumes. Pakistan is expected to import 600,000 MT of wheat to stabilize the local market and ease pressure on supply during MY 2020/21 (USDA). In Kazakhstan, wheat export quotas that have been in place since March are being lifted slowly. Despite of COVID-19 restrictions, export volume of wheat flour is expected to increase from 2 million metric tons in MY 2019/20 to 2.5 million metric tons in 2020/21 as production is expected to increase by 12 percent year-on-year (USDA).

• In Yemen, food prices are expected to continue increasing through December 2020 due to continued macroeconomic deterioration, including currency depreciation, supply chain delays and higher transport costs. Fuel prices will likely increase at above global fuel price recovery levels in the coming months.

The Famine Early Warning Systems Network (FEWS NET) monitors trends in staple food prices in countries vulnerable to food insecurity. The Price Watch Annex 1 provides prices and

price changes for key markets and staple foods monitored across FEWS NET countries and regions. The prices are final monthly average prices for July 2020. Commodities included in

the Annex are the staples most often consumed by the poor in the indicated market. Additional commodities provided are important commodities consumed in the same areas or fuel

prices that affect food prices. Final monthly average prices are used. The symbols (▲►▼) depict the direction of price changes: the red upward-facing arrow denotes an increase of five

percent or greater. The blue horizontal arrow denotes no change or changes that are smaller than 5 percent, and the green downward-facing arrow denotes price decreases that are five

percent or greater. The three arrows respectively correspond to the percent change in prices this month compared to last month, last year, and the five-year average. The “-“ symbol

indicates that data are not available. The commodities with a reference (W) are wholesale prices. Otherwise, all reported prices are retail.
