Though it affects families regardless of race, socioeconomic status, or heritage, the policy does specifically point out that special care should be taken to ensure that disadvantaged families are receiving any benefits that should result from the implications of this policy. Subpart 3 of part D discusses centers that will most likely affect suburban and urban families, as that is where the centers will be placed. However, part of the criteria to receive government funding is that centers should provide assistance to families in urban and rural areas.

The entire IDEA relates to economic support, childrearing, and family caregiving, but subpart 3 of part D specifically relates most to family caregiving. Because this section of the policy is about providing services to help parents learn how to best help their disabled children be successful in school and be adequately equipped for adulthood, family caregiving as a function of the family is directly affected by this policy.
