� Most prosperous semiconductor industries in the worldhave grown around strong Regional Clusters with a significant public support :

�Asia : strong cluster policy in place since the beginnings of the industry inSingapore, Taiwan, China and Korea, with large dimension of scale andstrong investor incentives

�USA: after a tough competition with Japan and Korea, the semiconductorindustry has re-emerged thanks to several large state-financed clusters(Albany Nanotech, ISDA East Fishkill) and to federal programs from Dept of Defense, Dept of Energy and to support from Top Authorities.

�Europe : many small clusters, specialized ; only a few clusters with critical mass are able to compete at the international level; a Cluster Policy atthe European level is expected from KET initiative from European Commission

Cluster cooperation in Europeseveral dimensions

• Each Cluster is specific , with its own history, organization, strengths and competences

• A Cluster cooperation either within a Country, either within a Continentor at WW level shall be beneficial to both parties if the cooperation is driven by joint projects leveraging the respective strengths of the Partners

• In Europe, this Cluster cooperation has got several dimensions :

- One-to-one cooperation. ( Best example is Grenoble-Dresden case )

- Within European Projects ( Best example is “Silicon Europe” project with 5 clusters )

- At a larger scale, between all clusters, through the European Semiconductor Cluster Forum

European Semiconductor Cluster Forum :first achievements

• Initiated by Grenoble and Dresden Clusters in october 2011, with strong encouragement of SEMI Europe and European Commission.

• Running twice a year at a different cluster location (April : Cork - Ireland within MIDAS Cluster ; October : Grenoble - France )

• After 7 Forums conducted up to now, main benefit has been:

- the recording of the various clusters with contact references, - a mutual cross-knowledge about vision, membership, competences,activities...

( to be extended during the visit of each Cluster at a Forum session of two) - a sharing of information (events, BtoB meetings, project preparation, ...)- the mutual enrichment with the experience of “ Silicon Europe “ project- the set-up of “ Allée des Clusters “ at next SEMICON Europa 2014- the awareness that Clusters should be :

+more visible within the panorama of European Semiconductor Industry, +more advocated in front of European Authorities and Bodies+more organised for providing more benefit to their Members (SME‘s first)

The European Semiconductor Clusters are sharing the following statements :

1. Clusters are the first spokesmen of the SME’s ( >80% of their Members )

2. Clusters are crucial for innovation, very often generated by SME’s

=>Clusters are at the heart of the Smart Specialization of the Regions
