When I got to Pyinsa Village at mile post No.27/2 after passing through snaked Mandalay-LashioRoad, the clock struck eight. Patches of mist was stilloverhanging the village. In order to observe roadconstruction between Pyinsa Village and KabyuVillage, I continued my trip.

The road construction is under way by themisty Shan mountain range. Along the road I sawcompletion of laying gravel in some parts and earthenstate in other parts, with the use of machinery andmanpower. Blessed with favourable conditions, thewhole nation is benefiting from growing variouscrops. The delta region and plains arecultivating monsoon and summer paddy as amajor crop as well as beans and pulses, edibleoil crops and raw industrial crops. Likewise,cultivation of perennial crops such as tea, coffee,avocado and mango is being extended onhighland regions.

Usually, tea can grow well in highlandregions, more than 3000 feet above sea. ChinState, Shan State and Sagaing Region aregrowing tea suitable to their regions. NamhsanTownship in Shan State (North) grows tea on acommercial scale, accounting for 80 percent oftea cultivation acreage of the whole nation.

Chin State has grown about 10,000 acresof tea and is trying to extend its cultivationacreage. A special tea zone has been establishedin Homalin Township, Sagaing Region, and thevillage-tracts along the Chindwin River aregrowing extensively.

Putao District in Kachin State is growingtea, trying to become a district of tea.Departments concerned are cultivating tea incooperation with local farmers by conductingresearch. So, establishment of commercial-scaletea plantations in combination with technologyand capital can contribute to regional economicdevelopment.

Not only can tea be used as green tea butalso it can be used in cosmetics and personalgoods as a raw material. Efforts will have to bemade to produce marketable tea that is good inquality and quantity.

By establishing commercial-scale teaplantations in highland regions, local nationalscan grow quality tea, thereby increasing theirincome and contributing to regionaldevelopment.

BAGHDAD, 17 Sept—An US pilot was killedwhile an US soldier was wounded in an explosionat a military base in Iraq, the US military said onThursday.

The incident took place on Wednesday morningat Joint Base Balad, some 80 km north of Baghdad,a military statement said.

The pilot was killed at the scene of the explosionand the wounded soldier was evacuated to the AirForce hospital in the base, the statement said,adding an investigation into the incident has beenlaunched.

New insights into the moon’s rich geologiccomplexity

NEW YORK, 17 Sept—The moon ismore geologically complex thanpreviously thought, scientists report 17Sept in two papers published in thejournal Science.

Their conclusion is based on datafrom the Diviner Lunar RadiometerExperiment aboard NASA’s LunarReconnaissance Orbiter (LRO), anunmanned mission to comprehensivelymap the entire moon. The spacecraftorbits some 31 miles above the moon’ssurface.

unseen compositional differences in themoon’s crustal highlands and haveconfirmed the presence of materialsurprisingly abundant in silica — acompound containing the chemicalelements silicon and oxygen — in fivedistinct lunar regions. Every mineral,and therefore every rock, absorbs andemits energy with a unique spectralsignature that can be measured to revealits identity. Boeing again lifts 737 production rate

ATLANTA, 17 Sept—Boeing Co (BAN) said onThursday it will boost production of its best-selling 737aircraft to 38 a month in the second quarter of 2013, thethird rate increase for the popular airliner announced thisyear.

The State Peace and Development Councildevotes itself to the State’s seven-step Road Mapit has adopted for democratization as aspired bythe people. Now, the Road Map is in its fifth step:holding election for the formation of hluttaws (par-liaments) in accordance with the State Constitu-tion (2008). As groundwork, the government haspromulgated Union Election Commission Law,Political Parties Registration Law, and ElectionLaw and Rules.

Political parties that have been formed,following the adoption of Political Parties Reg-istration Law have to apply to the Union Elec-tion Commission before the date prescribed inthe law to register for political parties, and oldpolitical parties for continued existence. Politi-cal parties will play a major role in shaping thenation into a democratic one. It is, therefore,obligatory for political parties to put in the fore“Non-disintegration of the Union, Non-disinte-gration of national solidarity, and Perpetuation ofsovereignty”, to remain loyal to the nation, and toexercise the multiparty democracy system.

The Union Election Commission issuedNotification No. 1/2010 dated 18 March 2010,announcing that political parties that wish tostand for election may apply in line with the lawfor registration. Notification No. 18/2010 dated 9April 2010 says that if political parties that cameinto existence under Article 25 of Political Par-ties Registration Law wish to continue to exist mayapply to the commission within the designatedperiod of 60 days.

Article 25 of Political Parties RegistrationLaw says that if a political party that exists ac-cording to Political Parties Registration Law (Or-dinance No. 4/88 of the State Law and OrderRestoration Council) wishes to continue as a po-litical party, it shall apply to the Union ElectionCommission within the period of 60 days afterthe date this law comes into force. After beinggranted permission by the commission, it may goon in accordance with the provisions of this law.It shall be deemed to have been dissolved auto-matically as a political party if it does not apply.

Article 27 of the law says that PoliticalParties Registration Law (Law No. 4/88 of the

State Law and Order Restoration Council) is re-pealed with this law.

As to repeal of a provision with anotherlaw, Article 14 of 1973 Interpretation Law says thatprovided that a statement is someway prescribed inthe repealed law, it shall be as stated.

Article 25 and Article 27 of 2010 PoliticalParties Registration Law are consistent with theprovisions in the exception of Article 14 of 1973Interpretation Law. So, it is required to abide by theprovisions in Article 25. As prescribed in Article 25,old political parties have to apply to the UnionElection Commission before the deadline to con-tinue to exist. However, Notification No. 97/2010dated 14 September 2010 of the Union ElectionCommission says of the 10 parties stated inParaghaph-1, the following five parties have be-come null and void according to the laws as they didnot apply to continue to exist.

Article 12 of the Union ElectionCommission Law says that the commission andrelevant sub-commissions formed under this lawshall take over existing proceedings of theMultiparty Democracy General ElectionCommission and sub-commissions at all levels.

So, Notification No. 1/2010 was issued forold political parties to apply in accordance withArticle 25 of Political Parties Registration Law (2/2010) to continue to exist. Regarding political par-ties that failed to apply to survive within the dueperiod, Article 25 says the Union Election Com-mission shall announce the list of the politicalparties that have been granted permission to regis-ter as political parties, and the list of the politicalparties that have been revoked from the list ofelectoral registration and that have been revoked aspolitical parties. On the ground of that fact theUnion Election Commission issued NotificationNo. 97/2010 dated 14 September 2010, announc-ing, “Of the 10 parties stated in Paragraph-1, thefollowing five parties have become null and voidaccording to the law as they did not apply forcontinued existence as political parties withinthe prescribed days. As those parties no longerhave the right to continued existence as politicalparties, their registrations have been revokedand they have been dissolved.”

Nonetheless, a party that did not applywithin the prescribed period to continue to existis claiming that it has not been null and void;and that the Union Election Commission doesnot have any authority to announce the dissolu-tion of an old political party. Indeed, the partyis turning a blind eye to the provisions of thelaw and is just attempting to mislead the peopleinto misunderstanding the law.

It has come to the knowledge of the peoplethat the party is abetting the people to protest againstthe elections by boycotting the elections. The right tovote and the right not to cast votes in elections if acitizen does not want to are prescribed in Article (b)of Criminal Law 171-A, and in Hluttaws ElectionLaw say that electoral right means the right of aperson to stand, or not to stand as, or to withdrawfrom being as a candidate or to vote or refrain fromvoting at an election. If a person cheats people toprotest against elections, he uses undue influenceto prevent a person exercising the voting right andthe right to stand for election. So, such a personviolates Article 57 of Hluttaw Election Law. Article57 of Hluttaw Election Law says, “Whoever isfound guilty of violence, threat, undue influence,cheating, taking or giving of bribes to prevent aperson from exercising the right of voting and theright to stand for election, shall, on conviction bepunishable with imprisonment for a term not ex-ceeding one year or with fine not exceeding onehundred thousand kyats or with both.” Article 58(d) of Hluttaw Election Law says that whoever isfound guilty of giving speeches at meetings, insti-gation, writing, distributing or using posters orattempting by other means to disturb the voting orsuch acts shall, on conviction be punishable withinimprisonment for a term not exceeding one year orwith fine not exceeding one hundred thousandkyats or with both.

In reality, attempting to disrupt electionsdesigned to introduce multiparty democracy sys-tem to satisfy the aspiration of the people meansshowing disregard for the people’s desire. Doingsuch acts without or with knowledge is associatedwith breach of the provisions of the law. So, thepeople are urged to abide by the law.

Authorities say 171 animals were seized froman Arizona trailer home that had no runningwater or litter boxes. Authorities say a coupleand their two teenage children were living in thehome with the 152 cats and 19 dogs. The PinalCounty Animal Care and Control director saysthere were layers of feces on the floor throughoutthe trailer in the Hidden Valley community justsouth of Maricopa.

With help from the sheriff’s department, theanimals were taken in a horse trailer to an AnimalCare and Control facility.

The owners on Tuesday signed all of theanimals over to the agency.

Authorities say the healthy animals will beput up for adoption.

It’s not immediately clear whether the ownerswill be charged with animal cruelty.

Police in Washington state said they discovered a 3-year-old child in a car beingused by two men accused of attempted burglary.

Rehabilitation therapy included inChina’s medical insurance programmes

BEIJING, 17 Sept—Nine forms of therapy to helpdisabled people will be included in China’s medicalinsurance programs from 1 Jan, 2011, the governmentannounced Friday.

The move is expected to reduce the financial burdenon disabled people requiring rehabilitation therapy, saida statement from the China Disabled Persons’ Federation(CDPF).

According to a circular issued by the ministries ofhealth, human resources and social security, civil affairsand finance as well as the CDPF, the therapies willinclude rehabilitation treatments for paralysed limbsand body, cognitive disability, acute stroke impairmentsas well as language and sport training.
