This is a comprehensive package of data and analysis that contains theprevious year's rankings and percentage of revenue by market.     For the past year, construction rms have been searching

    or signs that the recession, which began over two yearsago, was abating. Those signs continue to be ew and arbetween. So the largest U.S. contractors now are settlinginto a waiting game, scrambling to increase their market

    shares, moving into new markets and taking a good look at howstructure and Heery International. This year, the three companies revenue hasbeen combined under the parent, Bal ourBeatty US.

    Unlike among the large design rms,

    there are ewer mergers and acquisitionsamong the large contractors. However,there are a ew exceptions. In November,Primoris Corp. acquired Baton Rouge-based heavy contractor James Construc-tion Group or $135 million in cash andstock. James, which had been a liated with Warren, Mich.-based Angelo Ia rateConstruction, had $410 million in reve-nue in 2008, according to Primoris.

    Insitu orm Technologies is anothercontractor that has been active. In 2009,it acquired the Bayou Cos., a New Iberia,La.-based contractor specializing in on-shore and o shore oil-and-gas pipe coat-ing and lining, ollowed by its acquisitiono Corrpro Cos., a Houston-based corro-sion protection and pipeline maintenancecontractor. We ound we had a steady but limited growth potential in the mu-nicipal [cured-in-place pipe] market, says

    they do business to make sure that, whenthe market does rebound, they are ready.

    The depth o the downturn can beseen in the survey data supplied by theENR Top 400 Contractors. The Top 400,

    as a group, generated $290.63 billion inrevenue in 2009, down 14.1%, rom$338.38 billion, in 2008. While interna-tional contracting revenue ell only 2.5%,to $55.58 billion, or the group in 2009,domestic contracting revenue was o by 16.5%, to $235.05 billion.

    The allo in revenue was not limitedto a ew large rms. O the 374 contrac-tors on this years Top 400 that also sentin surveys last year, 291 su ered decliningrevenue, while only 80 had revenue in-creases. O last years Top 100, nine con-tractors saw revenue increases, 88 hadlower revenue, and three did not partici-pate in the survey.

    In some cases, the revenue increasesthis year were not organic. For example,in 2009, three Bal our Beatty subsidiaries were ranked on the Top 400: Bal our Be-atty Construction, Bal our Beatty In ra-

    More recently, Anderson Cos. ac-quired Birmingham, Ala.-based BriceBuilding Co. While we do some work inthe health-care market, they have a lot o health-care work, which helps us, says Tom Baird, vice president or gaming andhospitality or Roy Anderson Construc-

    tion. He also notes that Brice has a bigpresence in the New Orleans market, ex-tending Andersons geographic reach.

    Building Bust While most domestic markets su eredthis past year, the general building market was the big loser, o by more than $35billion in 2008 revenue rom U.S.-basedprojects to $129.61 billion in 2009.

    The depth o the general buildingmarket downturn can be seen in the data

    rom Turner Construction. Our marketspeaked in 2007, when we estimated theoverall potential size o the markets weare in at $240 billion. That number has

    allen to $160 billion in 2009 and 2010,says Nick Makes, senior vice president.

    Makes says that, while Turners reve-nue has allen o and its employee countis down 15% rom its peak, the rm con-

    tinues to seek out talented young people.We hired 230 college graduates last year. We do not want to stray rom our policy o keeping the talent pipeline open,

    Makes says. In addition, because many ewer contractors are actively recruitingin a down market, Turner had its pick o top students, he adds.

    For many rms, the boom years pro- vided a substantial cushion going into therecession. We were ortunate that we went into 2008 with a record backlog, so2009 was a record year or us, says Shaun Yancey, senior vice president at PCL. But,he says, looking out rom here, times aregoing to be tougher. Most contractorshad seen their backlogs shrink by 30%, i

    not more, and we are de nitely complet-ing jobs aster than we are able to acquirenew work, adds Baird.

    Most contractors have elt the impacto the recession, particularly those work-ing primarily in the private-sector com-mercial markets. We saw $3 billion inbacklog stop overnight, says Andy Ball,

    CEO o Webcor Builders, where projects were put on hold.

    But Webcor has ound some major wins in the public market, including the

    277,000-sq- t San Francisco Public Util-ities Commission building, the San Fran-cisco General Hospital and phase one o the $4-billion Transbay Transit Center inSan Francisco, which just received ederal

    unding. We have learned not to be soreliant on the private sector, Ball says.

    Diversi cation has helped many majorcontractors. Our civil unit has been grow-ing and has never been better, says Mike McNally, CEO o Skanska USA. But, heconcedes, the building side o Skanska hasbeen o by about 10%. We have a lot o

    work in health care, education and datacenters but were never big in residential,he says. On the retail and commercial side,theres no pulse at all, he says.

    Fluor also has been helped by being innumerous markets. Our diversity in mar-kets and geography has helped keep usbusy, says David Seaton, COO o Fluor

    Corp. He says the rm has worked hardto ensure the skills among its sta aretransportable among markets, keepingeveryone active and productive.

    Time for ReflectionSome contractors reacted early to the re-cession. Everybody saw this coming. Itis the advantage o being a trailing indi-catoro being a ew cars back on thetrain when the crash comes, says BartEberwein, vice president o Ho manCorp. The only thing rms didnt counton is the length and depth o the reces-sion. We are all hunkering down and tak-ing care o our clients, he says.

    Bechtel Group is using the recession

    to examine its business model. We cameinto the recession better o than wehoped, but we intend to come out o therecession better o than we are now, saysBill Dudley, president. We became com-placent in good times, he says, but thecompany now is examining whether newmarkets will bolster its business once the

    market turns around.For the Weitz Co., the recession has

    provided the opportunity to re ocus itsoperations. We have held our own andcontinue to be pro itable, but we havetaken a look at our operations, says KevinKlustner, chie revenue o cer. He saysthe rm always treated its branch o cesas independent operations, but now it ismoving to leverage each o ces strengthsand expertise across company lines to sup-port national clients.

    With the domestic market downturn,many U.S. contractors are going overseas

    or opportunities. We are looking abroad

    at those areas where we can o er some-thing unique and provide value to cus-tomers, says Makes o Turner. He alsosays Turner is taking advantage o joint ventures with closely allied companies tomove abroad. For example, Turners par-ent company, German-based Hochtie ,recently acquired Flatiron Construction, which Turner is joint-venturing withthroughout the Midwest and west. Weare now exploring opportunities withthem in Canada, Makes says. Turner alsois teaming with Canadian AECON, which

    used to be owned by Hochtie , or urtheropportunities in Canada. ValleyCrest is another irm that i s

    moving ar a ield. The irm has estab-lished itsel in the Middle East and re-cently entered into a joint-venture part-nership with Al Ain Wildli e Park andResort in Abu Dhabi. Al Ain is designed

    to be the largest zoological/botanical park in the world, says Tom Donnelly, presi-

    dent o ValleyCrest Landscape Develop-ment. It is planned to be a destinationresort centered on wildli e in the desert,he says.

    Some rms are looking at long-termprospects. In the U.S., you are not goingto build powerplants unless the demandis there, says Jim Bernhard, CEO o TheShaw Group. However, he says Shaw is working on 10 nuclear projects aroundthe world and is optimistic about domes-tic prospects going orward. Utilitiesdont plan or just the next 12 months.

    Right now, they have more con dence inincreasing capacity over the next 30 yearsthan I have seen in a while, he says.

    Some rms did manage to hold theirown because o the markets they serve.One was Herzog Contracting Corp., which has a heavy presence in the Class I

    reight-rail market. The Class I lineshave cut back, but most o their cuts wereon the rolling stock side, rather than online engineering, says Al Landes, presi-dent o Herzog. He notes that Herzogbegan decades ago as a paving contractor.

    But, he says, revenue short alls or localagencies and governments have put astrain on that market. I am glad highwaysare the smallest part o our business.

    Moving Into New Markets Many contractors are moving into newmarkets that were not their primary ocus

    in the past. For example, Turner is mov-ing more aggressively into the ederalmarket. Years ago, we only had three or

    our o our o ces with a lot o ederalproject experience. We now have 15 o -

    ces doing ederal work, says Makes. Hesays Turner now has a major training pro-gram in ederal procurement proceduresand regulations.

    One o the problems with entering newmarkets is the learning curve and client so-phistication. Everybody is chasing govern-ment work because that is where the marketis, says Eberwein. He says that i a rmhasnt worked or agencies like the ederalGeneral Services Administration, the Vet-erans Administration or the U.S. PostalService or done work very similar to whatthe project entails, that rm isnt going tobe short-listed. When you have 25 bidders

    or a VA hospital and 10 have worked on VA hospitals, those 10 are [on] the shortlist.

    Contractors are having a tough timebreaking into some markets. Competi-tion is tough, but we are well-positioned with a long port olio in the health-caremarket, says Robin Savage, COO o Robins & Morton. He says many contrac-tors are trying to jump into that market.But health-care clients still are short-listing based on experience. They are

    more astute and sophisticated than a loto other types o clients, he says.Owners with money are quick to take

    advantage o the competition. Clients arein the drivers seat in this market and are willing to hold your eet to the ire onprices, says Klustner. But, he warns, toomuch emphasis on price could cause prob-lems or owners as many contractors arebidding below cost just to keep their peo-ple working, risking ailure not just o theproject but the company.

    The national recession also is causing

    some interesting competitive challenges.Local clients are under increasing pres-sure to hire local rms to bolster the localeconomy. The emphasis on using localpeople has ueled a lot o our joint ven-tures, says Savage. So Robins & Mortonis joint-venturing with smaller, local rmsto provide size and expertise while ensur-

    will be gradual, making the threat o infa-tion serious but limited.

    It is getting tougher or contractors toprotect themselves against price spikes.Back in 2006, we could negotiate priceescalators in our contracts, says Savage.But we are nding we have a hard timeselling those clauses in this market.

    For Bechtel, price escalation is one o the biggest worries. We are giving xed-price estimates on jobs that wont nish

    or our to six years, says Dudley. He saysBechtel is nancially strong, but it takesevery precaution to mitigate the risks, in-cluding waiting until the project breaksground to x prices and pre-ordering ma-terials and equipment.

    Baird believes that international ac-tors could a ect costs. We are seeing

    pressure on steel prices, not because o demand but rom a perceived weakness o the dollar. He says the high de cits o theU.S. and other governments raise thespecter o infation.

    The current international inancialturmoil also has some contractors wor-ried. Our biggest concern is how the cur-rent sovereign debt crisis will a ect theeconomy and the markets, says Bern-hard. He is concerned a de ault by Greecemay set o a chain reaction in other coun-tries. I just hope it doesnt go the way the

    banking crisis went a couple years ago.Walking the Tightrope The recession is taking its toll on many contractors around the country. Landeso Herzog worries the recession, i it con-tinues or a long period, will cause evengood rms to ail. Ive been in this busi-ness or 39 years and seen that recessionsusually will take out the weak and poorly run competitors. This is the rst time Ihave seen good-sized, well-run companiesgetting into trouble, he says.

    There are a lot o contractors that arestill holding on, but i the recession con-tinues, there will be an acceleration in

    ailures, says Baird. Ball o Webcor hasseen a lot o erce and even righteningcompetition. We have been second orthird in bidding on a lot o projects wherethe winning bid was ar below what we

    considered break-even. Being second inthose cases is not a bad place to be.

    Many contractors are wary o nan-cially suspect contractors and subs. This year and the rst hal o 2011 could be atough time or less-well-managed con-tractors and subs, says Savage o Robins& Morton. He notes that Birmingham, Ala.-based general contractor McCrory Building Co. shut down early this year.That is the only major contractor ailureIve seen so ar, he says. Savage says Rob-ins & Morton has increased its level o scrutiny in prequali ying subcontractorsto make sure they are sound.

    Owners are beginning to take precau-tions. We are seeing a greater percentageo jobs requiring bonding, says Makes o Turner. He says part o this is because the

    government market, which traditionally requires some sort o surety bonds, nowis making up a larger percentage o build-ings work. But there is a growing num-

Banks, hospitals and insur-ance companies, among others, continueto need an electronic in rastructure, so themarket continues to be active, says Eber- wein. This sector is not overbuilt the way the semiconductor ab market got 10 to15 years ago. There is a de nite need ordata centers now.

    One o the biggest jobs in the o ng isa data center: the $1.2-billion, 65-MwNational Security Agency data center, tobe built at Fort Williams, Utah. It is oneo the largest jobs out there, says Makeso Turner, which is joint-venturing withKiewit and Jacobsen Construction as oneo ve teams competing or the job. Skan-ska is leading another team bidding it.That is the big one, says Skanskas Mc-

    ber o private owners that like the security o having a bond, he says.

    Searching for Glimmers of HopeFor most contractors, there is little signthe market will take o any time soon.However, some contractors are startingto get optimistic the market is poised tostart a slow climb up rom the bottom.We are starting to see green shoots grow-ing in places we did not expect, saysKlustner. He says build-to-suit projectsare beginning to come online.

    A ew contractors are bene tting romcorporate build-to-suit projects. Thereare several large corporations developingand building or their own needs, saysDonnelly o ValleyCrest. For example, ValleyCrest is working with Holder Con-

    struction and Flintco Cos. on OklahomaCitys new Devon Energy building, which will be the tallest building in Oklahoma,he says.

    McNally says one answer could be inpublic-private partnerships to invest inin rastructure. The problem is that moststates havent gotten on board yet. Hesays Virginia and Georgia are ahead o thepack in using P3, and that any successesin those states may spur a more wide-spread use o P3.

    For many contractors in the in rastruc-ture market, P3 will become a necessity.

    P3 will be the wave o the uture becauseit has to be, says Yancey o PCL. How-ever, he agrees with McNally that many states are struggling to determine what

    orm P3 will take. In the meantime, PCLhas begun what it calls gap nancing,supplying some equity o its own to makesure projects are ully nanced to proceed.This process is awkward and complexand not something we like to do, butsometimes it is necessary to get the proj-ect o the ground, he says.

    Bechtel is one contractor taking a closelook at U.S. high-speed rail. Dudley notesthat Bechtel is working on major light-railand high-speed-rail projects around the world, including London and Abu Dhabi.It also won the big Dulles metro rail con-nector in Virginia. Dudley says Bechtel would like to parlay that experience in thehigh-speed-rail arena when ull undingbecomes available.

    Pulling the Plug The power market in the U.S. is in fux asregulatory uncertainty and the lack de-mand or new capacity has le t the pow-

    For many contractors, the lack o reg-ulatory guidance is a real problem. It ishard or a utility to decide which way togo on new power generation until they know what the governments carbon pol-icy will be, says Dudley. We are waiting

    or a decision rom Washington on car-bon. Will it be cap-and-trade? Will it bea tax? The industry just wants some cer-

    tainty so we can proceed, says Seaton.Bernhard is uncertain o the prospectso major carbon legislation being passedbe ore elections in November. Even i there is no carbon bill, he believes there will be some restrictions on carbon emis-sions within the next two years. I thereis no legislation, there will probably becarbon-restriction regulations. The [EPA]has shown it believes it can restrict carbonemissions by regulation.

    Seaton sees little uture or coal- redplants in the current political climate.

    However, the Shaw Group is prepared todeal with coal regulation. I regulationsare too tough on coal- red plants, thereare three choices: close them, install newscrubbers or convert them to gas. We doall three, says Bernhard.

    here yet. We think that photovoltaicpower and wind will be a major growthengine, but as a major market it still is twoto three years away, says Seaton. Westill see opportunities in the renewable-energy market, mostly on the large-scalesolar side rather than in wind, says Yancey o PCL.

    Yancey says PCL also is looking at thenuclear market. We think nuclear willbecome more active in the next ve to six years. Yancey says PCL is looking intothe possibility o joint-venturing with themajor nuclear-plant constructors, ratherthan undertaking construction itsel .

    Bernhard is con dent about the nu-clear market over the next ew years. Hesays China is building our nuclear plantsnow, and Saudi Arabia, Kuwait and theUnited Arab Emirates all have announcedplans or nuclear plants. That shows what they think is going to happen to oiland gas prices in the uture, he says Bern-hard notes Shaws partnership with West-inghouse has put the rm in the driversseat or much o the nuclear work in which Westinghouse technology is used.

    In the oil-and-gas sector, the market is winding down in the U.S. We are nishingseveral major re nery projects here in theU.S. over the next year or two, but I dontsee anything new in the U.S. in the near

    uture, says Dudley. He says the recessionhas taken its toll on domestic demand oroil and gas. There are a lot o import ter-minals that are standing empty right nowbecause o a lack o demand, he says.

    The downstream oil market has alleno . We are on the backside o the ethyl-ene swing right now, says Seaton. At-tention has turned to upstream and o -shore work.

    The allo in domestic demand or oilalso has taken its toll on the operations andmaintenance activity in the re nery market.

    We are seeing oil producers put o shut-down/turnaround programs, says Seaton.Once the major oil companies becomemore com ortable with their balance sheets,the market will take o , he says.

    A ter the big drop in oil prices a yearago, the slow rise in prices have allowedupstream work to get restarted around the

    world, which has helped major contrac-tors nd work. The [national oil compa-nies] have not slowed their capital spend-ing much, says Seaton. He says Fluor hasbeen able to nd new work in the MiddleEast, Russia and in parts o A rica.

    Our energy-and-chemicals group ispretty dormant right now, says ShawsBernhard. However, with oil prices onceagain approaching $85/bbl, he believesthe market is poised to grow again. Who would have thought 10 years ago that $85/bbl would be the new norm?

    For major contractors, these are tryingtimes. Now, most are working hard tomanage their way through the recessionand come out stronger on the other side.We have been through major cycles inthe past, and that has helped us to main-

    tain a more stable level o business and work orce through the current down-turn, says Seaton. It wont be our mostpro table year, but we will make a pro t,says Savage o Robins & Morton.
