Elgin Math and Science Academy Request for Proposals for Preconstruction and Construction Phase Services Issued on October 29, 2019 Proposal due on November 20, 2019 Elgin Math and Science Academy (EMSA) plans to build two new classroom “cabins”, reconfigure the school entry/ dropoff, renovate an existing administration building and an renovate an existing gymnasium. EMSA is seeking proposals for Preconstruction and Construction Phase services for the Project to be completed using the Construction Manager at Risk with a Guaranteed Maximum Price delivery method. The selected General Contracting firm’s Preconstruction Phase fee will be fixed based upon the scope of work described in this Request for Proposals. The firm’s construction phase fee, including overhead and profit, insurance, bonding, and general conditions will be based on the attached preliminary design information provided by the Architect. The Guaranteed Maximum Price will be established with an amendment to the contract after all major trades have been bid and pricing has been accepted by EMSA and IFF. BACKGROUND ON THE PROJECT EMSA is a decadelong dream of community members to open a K8 elementary school that brings science and math to life for students in Elgin, Illinois and surrounding communities. EMSA’s mission is for students and teachers to reach their highest potential through active exploratory learning and social responsibility. EMSA opened in August 2018 as a tuitionfree, public charter school with no admission requirements other than U46 school district residency. EMSA opened at its full capacity of 200 students in grades K3 and has maintained a wait list for entry ever since. Each year will add a new grade until it reaches K8 in 2023. EMSA’s campus setting has been dedicated to education for almost 100 years. It is surrounded by Kane County Forest Preserve property which has also been designated an Illinois Nature Preserve. EMSA currently occupies the education building which had 13 classrooms, several administrative offices, a cafeteria/assembly room, and a serving kitchen. Renovations of the Gymnasium and Administration Buildings will provide space for

gym and multipurpose, lunchroom, serving kitchen, temporary classroom, specials, and administration. The Administration Building was designed by renowned Prairie School architect John VanBergen. EMSA leases the property from the City of Elgin. EMSA is planning a $5 million construction budget.    PROJECT DESCRIPTION 1600 N. Dundee Ave  

  This project will consist of a conceptual design phase that will complete the preliminary planning for the Cabins, the renovation of the Admin Building, the renovation of the Gym Building, and the civil/ infrastructure work required on to bring the utilities out to the buildings and to rework the entry drive so it meets EMSA’s drop off and pick up requirements.   

Phase 1 ‐ New Classrooms – Cabins – These new prefabricated cabins are anticipated to be approximately 10,000 – 12,000 sf total depending on the

final program.  The current school building has the capacity to hold grades K‐4 however, for the next school year EMSA will need these additional classrooms to house grade 5 with 6‐8 to be added in subsequent years.  These classrooms will need to be complete by mid‐July of 2020 in order to accommodate the next grade level. 

Phase 2 ‐Civil/ Infrastructure Work – EMSA needs several upgrades to the existing utilities which are outlined on the attached survey.  Additionally, the existing entry and drop off loop is insufficient for the current pick up and drop off needs and will need to be substantially reconfigured in order to efficiently handle the traffic at the beginning and end of the days. 

Phase 3 ‐ Admin Building – This building is approximately 8,000 sf.  It is has been vacant for several years and is currently in fair condition.  This historic building will be the main face for the school, holding the staff offices, visitor check in, and the school library. 

Phase 3 ‐ Gymnasium Building ‐ This building is approximately 18,000 sf.  It is has also been vacant for several years and is currently in fair condition.  The building currently contains a pool that will need to be closed up.  This building will be the activity hub for the school, hosting athletic events, indoor assemblies, lunchroom, kitchen, and some elective classes. 

Proposal should include scope and cost for all project phases.  Architect Conceptual drawings are being prepared by Wheeler Kearns Architects (WKA).  Preliminary masterplan and a survey are included as an attachment to this Request for Proposals.   Project Schedule Please see the attached preliminary schedule.  The schedule will be developed in consultation with the Construction Manager and the Architect.  We would anticipate having all phases complete and the campus fully operational by July 1st, 2021.    GENERAL SCOPE OF SERVICES The general scope of services sought includes, but is not limited to:  1. a. Prepare a construction budget based on preliminary bid documents using quantity take‐offs and input from key subcontractors.  Budgets are to be updated at key submittal dates. 

b. Propose methods for cost reduction and evaluate the budget impact of cost reduction strategies developed by the entire project team. 

c. Provide a construction timeline that reflects the targeted completion date.  d. Review construction documents in collaboration with EMSA, IFF, and project 

architects. Provide constructability review and propose cost‐reduction alternatives. 

e. Provide input to the design team regarding the condition of the existing building construction. 

f. Manage the Bidding and Negotiation of subcontracts including self‐performed work using a competitive, Open Book Process including: 

Review bid documents and prepare Requests for Information to clarify scope 

Distribute, review, and respond to addenda; receive, review and summarize all subcontractor bid data 

Prepare and present a Guaranteed Maximum Price 

Advise Owner on selection of subcontractors to be used  

2. Construction Phase: a. Project management and coordination including management of 

subcontractors, coordination of any Owner direct suppliers and/or contractors. 

b. Provide full‐time, day‐to‐day management of the construction site, accounting, daily reports, verification of field conditions, material delivery and storage, with oversight of safety and security.  

c. Lead weekly progress meetings with Owner and Architect addressing schedule, costs, utility connections, inspections and vendor coordination and prepare minutes; lead pre‐installation meetings with Architect and Subcontractors for key building systems.  

d. Pursue additional cost savings through cost reduction strategies identified during the construction phase as well as subcontractor buy‐outs. 

e. Provide regular assessments of Project progress and updates of construction schedules. 

f. Process and submit Pay Applications including lien waivers from all subcontractors.

g. Coordinate all required reviews and inspections with appropriate review agencies. 

h. Coordinate the work of all owners direct contractors and vendors. i. Assist owner in project start‐up and transition to maintenance phase of 

ownership. j. Secure and pay for all relevant building permits and inspections from the 

City of Elgin.  Correct any deficiencies identified by City inspectors. k. Construction waste is to be handling in compliance with City of Elgin 

standards. l. The work will be performed under the terms of a modified AIA Agreement. 

  PROPOSAL REQUIREMENTS Respondents must address the following key areas in their proposal:  1. Scope of Services: Provide a detailed scope of work based on the project 

description above. Provide an explicit statement of items that are excluded from the list above, if any.  Identify critical items that will impact schedule and budget.  

2. Construction Schedule:  Provide a timeline that will reflect Owner occupancy of the classroom cabins by July 1st, 2020.  Also include a timeline for completing all remaining phases of the work.  Include key milestones including start of demolition, utility coordination, inspections, punch list, Owner training, Substantial Completion, and Close‐Out.  Offer any comments about challenges in achieving that completion date. 

 3. Project Team Description: 

a. Identify key staff members and responsibilities on this project. b. Include committed hours for key personnel, including the Project Executive, 

Project Manager, Project Engineer, and Superintendent.  

4. Qualifications: In addition to a general representation of qualifications, respondents should address the following key areas: 

a. Relevant team project experience related to projects with complicated site and utility work, prefabricated construction, and renovation projects. 

b. Experience with similar school projects.

c. Provide information on safety programs and certifications your team holds. Highlight those particularly relevant to renovation projects.  

d. One‐page resumes of key personnel. e. Three client references for similar projects completed. f. Management approach, organization, staffing, use of technology, and 

means of communication with the project team.  g. Brief description of corporate financial capacity and projects currently 

under construction.  h. Provide evidence of payment and performance bonding capacity. i. Provide a copy of your firm’s general Certificate of Insurance. j. Brief description of any legal actions involving the firm related to 

projects within the last 3 years.  5. Anticipated Contractual Obligations: Respondents are strongly encouraged but 

not required to meet the following participation goals.  Please review and provide an explicit statement as to which goals you intend to meet on this project. 

a. Minority Business Enterprise (MBE)/Women Business Enterprise (WBE) Participation:  MBE/WBEs firms are encouraged to submit. MBE/WBE participation requirements will be based on the aggregate value of the agreement for construction services. 

i. The MBE participation goal for this Project is 30%. ii. The WBE participation goal for this Project is 10%. 

b. Local Business Subcontracting Participation, City Residency and Community Hiring: To ensure that local businesses that provide subcontracting work to General Contractors are provided with the opportunity to benefit from the project, the Construction Manager should provide a local hiring plan. IFF anticipates the local hire target to be 30%, which will be more accurately defined during contract review. The target, definition, and boundaries of local hire may be refined prior to contract commencement; any changes will be made through joint planning between the selected CM and IFF. 

c. Prevailing Wage Rates: Not less than the prevailing rate of wages as determined by the Illinois Department of Labor shall be paid to all laborers, workers and mechanics performing work under this contract. Prevailing wage rates in effect at the time of issuance of Contract Documents will be identified in bid documents.

If you are visiting the school at regular hours, this will be the only building that you can access. However, if you are a parent dropping off or picking up a student, a larger loop will be open at those particular hours that will give you access to a generous pick-up/drop-off area at the north of the campus. This designated area extends all the way to the Neil building to minimize the travel distance for the youngest students.
