1. GENERAL

1.1 Introduction

Historically, asset documents have been maintained by a single MRWA drawing office. Today, this task has been divested to consultants and contractors who may not share a common understanding of the information needs to be maintained, or how legacy drawings are to be updated from design and construction information. For this reason this guideline has been produced to assist in the communication of MRWA requirements. These guidelines are complementary to relevant MRWA and national design standards. In the absence of any instruction to the contrary then the relevant design standard shall take precedence. Sample drawings and documentation are included in Appendices as examples of the required format and level of detail that is required for each asset type.

1.2 Scope

The document provides guidelines for the format and content of MRWA Asset documents (or As Constructed documents) for Traffic Control Infrastructure. The document consists of 11 sections covering:

1.3 Asset Documents General Requirements

Asset documents provide information for ongoing maintenance of the asset and therefore shall only detail the “As Constructed” asset installation. There shall be no construction notes on the asset documents. Asset drawings shall be developed from design (construction) drawings or by updating existing asset drawings as detailed in the guidelines.

1.3.1 MRWA AutoCAD Drawing Standard and Format Asset drawings must conform to the MRWA AutoCAD drawing standard contained in SECTION 1- APPENDIX B.

1.3.2 Asset drawing standard Title Block All Asset drawings shall have the standard MRWA As Constructed drawing Title Block, as shown in the SECTION 2 APPENDIX C. This Title Block shall not be amended in any way and no other title block will be accepted.

1.3.3 Drawing Numbers For new asset drawings an 8 digit drawing number shall be provided by MRWA and shall be present on all drawings. Where an existing asset drawing is being updated the existing drawing number shall be retained.

1.3.4 Drawing References Drawing references to design drawings and survey models relevant to a particular asset shall be provided in the drawing reference section within the drawing Title Block. A list of MRWA standard reference drawings are given in SECTION 1- APPENDIX C.

1.3.5 Drawing Amendment. The first “As Constructed” issue of an asset drawing will not have an amendment number. With each modification to the asset, a later amendment of the asset drawing shall be made and shall have a numeric amendment number, brief description of the change and a date. The latest amendment number will be shown in the amendment column and also next to the drawing number. The revision date must reflect the date that the site was changed not the date when the drawing was updated. Only the most recent five (5) amendments shall be shown on the drawing, with any older amendments removed from the drawing. Where an existing asset drawing or drawing set is to be amended following works affecting the asset it shall be ensured, if required, that the drawings are updated to reflect the standards detailed in this document.

1.3.6 Drawing Sets The Drawing Set for each different type of asset is made up of a number of drawings showing different information relevant to the particular asset. The drawing set for each type of asset generally uses the same format as detailed below, although with some exceptions. A General Arrangement drawing will detail the geographic location of the asset or assets. This will generally include all information required to locate an asset and its associated pits and conduit. Under each asset section of this document a table can be found detailing the specific element to be captured on the General Arrangement drawing for that particular asset. A Single Line Diagram will detail the electrical aspects of an installation, specifically the electrical equipment within the asset cabinet, any connections to external components. The purpose of this diagram is to allow maintenance and modification work to be planned prior to an engineer visiting the site.

A Communications Connectivity Diagram details all of the communications equipment and all of the data connections between devices. This shall include device makes and models, types of cables and connectors and information pertaining to data protocols, IP Addresses etc. Not all assets require all of the drawings detailed above and some assets require other types of drawings. The requirements for each specific type of asset are detailed under the relevant section of this document.

1.3.7 North Arrow All General Arrangement drawings shall have a North arrow. Ideally North shall point to the top of the drawing page. Alternative layouts can be used if this assists in the layout of the drawing. However, the direction of the North arrow shall be the same across all drawings in a drawing set provided for a particular asset.

1.3.8 Single Line Diagram The Single Line Diagram shows all power components within a field cabinet and all appropriate connections between those components. The diagram shall also note the location and source of power supply and the input voltage. All components, connections and cable shall have Australian Standard symbols. All components shall have an ID number assigned to it and displayed next to the symbol. Drawing symbols for devices must comply with Appendix J of AS3000. A cable schedule representing all cables within and connecting to the cabinet shall be displayed. This schedule as a minimum shall provide details such as cable size for all cables and the length for external cables only. An equipment list table representing all equipment in the diagram shall be displayed. This list as a minimum shall provide details such as ID Number, Item Description, Specification/Make and Model number, Component Value and Quantity. The table shall be ordered by ID Number. Any alternative or additional requirements for a specific asset type are detailed under the relevant section of this document. Examples of Single Line Diagrams for each type of asset can be found in the Appendices.

1.3.9 Communications Connectivity Diagram The Connectivity Diagram shows the connection between communications devices within a field cabinet. This includes connections with the interfacing devices and if required the Fibre Optic access network devices. All components/devices shall have an ID number assigned to it. Connections between all devices shall be shown in the Cable Explanation diagram and the Cable Communications Example Diagram on SECTION 6 APPENDIX A and, SECTION 7 APPENDIX A. The outputs of the two devices in the example refer to each other and in turn represent a physical (cable) link between the two devices. The Cable Explanation Diagram shall appear on the Connectivity Diagram.

An equipment list table representing all equipment in the diagram shall be displayed. This list as a minimum shall provide details such as Item Description, Specification/Make and Model number and Quantity. The ITS Presentation Legend provides an example of the symbolic representation of a number of communication devices that are in use. The same symbol and labelling format can be utilised for any type of communications device. The Fibre Optic Breakout Tray (FOBOT) and communications devices have many details that are described in the following sections. Fibre Optic Break Out Tray A FOBOT is a passive device used to terminate the cores of an incoming Fibre Optic Cable. Fibre optic Patch leads can then be used to create a connection between the FOBOT ports and the appropriate communications device. The FOBOT symbol is labelled at the top with an identifying number (F1, F2, etc) and the total number of ports provided on the FOBOT. The cores of an incoming fibre optic cable may be serviced in one of four ways. They may be presented onto a FOBOT port, spliced within the FOBOT housing to another core, or simply stored within the FOBOT housing having not been connected to anything. The fourth situation is where an entire tube (bunch of 12 cores) is spliced within the FOBOT housing onto another entire tube. All of these scenarios can be symbolically represented on the FOBOT symbol. Examples of these can be found in the SECTION 2 APPENDIX D. All ports of the FOBOT and all the cores of the connected fibre optic cables shall be displayed in the symbol. The incoming fibre optic cable is shown entering the FOBOT on the left and the connecting patch leads are shown entering the FOBOT on the right side of the symbol. If the cores and the ports that they connect to do not align numerically the cable core numbers shall be numbered in numerical sequence with the connecting FOBOT port in alignment. If multiple cables are used, the following cable order from top to bottom on the FOBOT shall be applied where applicable, backbone cable (leading away from the Traffic Operations Centre), backbone cable (heading towards the Traffic Operations Centre) followed by any local device cables. All cables will list the cores in the following manner C01, C02, C03 for all its cores. All cables will also have a label indicating the asset number of the other end. The section of the FOBOT symbol connecting the cable cores to ports can only be defined and represented as seen in the list below. All cores must have one of the following symbols placed next to it.

When entire tubes have been spliced with another tube internally within the FOBOT with tubes and cores C01, C02, C03 etc aligned for both cables.

1.3.10 Document Approval and Copies The asset documents shall be signed as Verified and Approved by the responsible Contractor to signify all aspects of the drawing are correct and accurately reflect the installed asset. Unless agreed otherwise the following shall be provided to MRWA:

1 off - full size signed “original” (supplied on paper) for drawings

2 off - A3 paper copies for drawings

1 off - copy of the electronic “dwg” AutoCAD file

2 off - A4 copies for other documents

1 off – copy of the electronic file in the original format.

1.3.11 Drawing Symbols Drawing symbols used to represent Traffic Control Infrastructure assets shall be those shown in SECTION 1 - APPENDIX A. It shall be noted that this drawing is subject to change. However, the latest revision can be obtained from MRWA’s website.

1.3.12 Company Logos, Drawing and Project Reference. It is recognised that companies undertaking drawing work for MRWA may have their own drawing number and project management systems. Such references may provide useful traceability for recovery of legacy information. For this reason company drawing numbers and project references may be placed adjacent to Company logos within the drawing borders. However the position and content must be approved by MRWA and must not dominate the drawing.

1.3.13 Scale and paper size It is desirable that Asset drawings are drawn to scales of 1:1000, 1:500 or 1:250 where scale is relevant, unless otherwise stated. The choice of scale will be dependent on the drawing content. Unless instructed otherwise, the scale used is to be the same as the original design/construction drawing. All asset drawings shall be formatted to a standard A1 paper size, although they may be printed onto different paper sizes for hard copies.

1.3.14 Hand Drawn Drawings When there is a need to amend an existing hand drawn drawing then it shall be redrawn in AutoCAD to the MRWA drawing standards detailed in this document. The original drawing number and amendment history for the previous 5 amendments must be retained in the new AutoCAD drawing.

1.3.15 Naming Strategy for Asset Drawings When there are more than one asset of the same class located within the extents of the asset drawings (i.e. two of switchboards or three of VDS), the drawings and files need to be identified with multi asset references. For example, SB0250A_SB0251A.DWG, or VDS0450A_VDS0455A_VDS0510A.DWG. It is noted that the asset cabinet must be within the drawing extents. For devices sharing the same cabinet, the drawings and files (Schematic, Single Line Diagram, and Communication Connectivity Diagram) need to be identified with multi asset references. For example, VDS0070B_ CAM0110B.DWG. In cases where insufficient space existed for a combined drawing the Single Line Diagram is to be placed on the “B” drawing and the Communication Connectivity Diagram is to be placed on the “C” Drawing. If further drawing space is required for either of these then multi-sheet B or C drawings are to be produced while keeping that of Single Line Diagram and Communication Connectivity Diagram separate. All above do not apply to traffic signals. ·

1.3.16 Other Documents Documents other than drawings will have a footer containing: The file name to the left under the words “MAIN ROADS WESTERN AUSTRALIA “

The title of the document in the centre

The page number and total number of pages in the document above located to the right.

These documents shall also have a clear title.

All pages shall have a reference to the applicable asset number.

2. TRAFFIC CONTROL SIGNALS

2.1 LM Asset Number

The Traffic Control Signal asset number is a five (5) character number prefixed with LM. A Traffic Control Signal asset is the traffic signal controller, all equipment within the controller cabinet, all associated traffic signal equipment and uninterrupted power supply. An “LM” asset reference number identifies each individual Traffic Control Signal asset. This number is shown in the lower right corner of the drawing immediately to the right of the drawing number. The LM asset number must also be shown on all other documents in a suitable location.

2.1.1 New Assets New assets will require new “As Constructed” asset drawings to be produced. MRWA will arrange the new LM asset number and allocate the drawing numbers.

2.1.2 Existing Assets Existing “As Constructed” drawings will be available for all “LM” assets. The asset number and drawing number must not be changed over the lifetime of the asset. If the drawing is being updated to digital format (from hand drawn drawings) a new drawing number may be used, however the asset number will remain the same. The revision number shall be updated for each version of the “As Constructed” drawings along with appropriate comments included in the Amendments table. This allows for future tracking of changes at each asset. The amendments table shall contain no more than the most recent five (5) amendments. If five amendments exist prior to the development of the revised As-Constructed drawings the oldest amendment shall be removed. The amendments shall appear in ascending order (with regards to revision number) from top to bottom. The revision number shall be placed after the drawing number.

2.2 Drawing Layout

2.2.1 Title Block and References Traffic control signal asset drawings will have the standard MRWA title block as seen in SECTION 2 APPENDIX C. The drawing set will generally include an “A”, “B” and “C” drawing. The “A” drawing will contain the electrical installation layout details, the “B” drawing will contain the road marking and signage information whilst the “C” drawing will be a Communications Connectivity Diagram as detailed in Section 1. Examples are shown in SECTION 2 APPENDIX E

2.2.2 AutoCAD File Name The AutoCAD file name format for each drawing will be LM####A.dwg, LM ####B.dwg and LM####C.dwg where #### is the four digit asset reference number. Shall more than one of any type of drawing be required then the file name would be extended to include the sheet number (ie LM####AS1.dwg, LM#### AS2.dwg) were S1 and S2 are sheet 1 and 2 respectively. The revision number does not affect the AutoCAD filename.

2.3 LM “A” Electrical Installation Layout Drawing

2.3.1 General The LM “A” drawing contains details relating to all electrical infrastructure, the site configuration and the Traffic (phase) Movement Diagram. The LM “A” drawing shall be orientated to show all of the traffic signal equipment at the intersection or crossing. Where Advanced Warning Signs are used cut lines can be used to ensure the signs are also shown. The drawing shall be in the scale of 1:125. Where the size of the installation will not permit it to be displayed on an A3 page at this scale then a 1:250 scale can be used. All references to the “Presentation Legend” within section 2.3 refers to the 8320-0400 Traffic Control infrastructure Legend in SECTION 1 APPENDIX A, however “STAR” system is not included. The symbols represented on this legend shall not be altered in any way when used as part of As Constructed Drawings. If a new symbol is required for an item that is not represented on the Presentation Legend, the new symbol must be approved by Main Roads prior to use.

2.3.2 Feature Matrix The following table provides a quick reference to the features that need to be shown on the “A” and “B” asset drawings. All items listed shall appear if they are applicable to a particular installation.

2.3.3 Pedestrian Ramps and Footpaths Pedestrian ramps and gaps in median islands form part of traffic control management. As such they must be shown on relevant asset drawing. However, pedestrian footpaths are subject to changes outside of MRWA control. For this reason it is desirable (but not mandatory) that pedestrian footpaths are not shown on asset drawings.

2.3.4 Traffic Movement Diagram A Traffic Movement Diagram shall be located in the lower left corner of the LM “A” drawing, detailing the phases with which the signals operate. Each phase shall be labelled as A, B, C, etc., according to the programmed operation of the signals. Alternative phases shall be labelled by addition of a number behind the phase number (Alt B1 and Alt B2). A range of standard Traffic Movement Diagrams can be found in SECTION 2 APPENDIX C. All signal and movement labelling are determined on job to job basis.

2.3.5 Disconnected Services Disconnected and obsolete equipment and information is not to be shown on the LM “A” drawing. Where conduits or equipment are installed for future modifications then a suitable note shall be added to the ‘Notes’ section of the drawing and the conduits and/or equipment will be shown on the drawing.

2.3.6 Underground Post to Pit Connection Table Signal post will be wired using either a ring main, pit system or a STAR system. If the installation uses a pit system then the asset drawing must contain an underground pit system table as below.

2.3.7 Traffic Signal Posts and Numbering Traffic signal posts shall be numbered in a clockwise direction starting from the controller. The posts and numbers shall be shown as seen in the Presentation Legend.

2.3.8 Lantern Aspect Size and Types The size, direction, number and type of lantern aspects shall be shown on the LM ‘A’ drawing as defined on the Presentation Legend.

2.3.9 Detection Loops All detection loops for vehicles, bicycles and red light cameras shall be shown. Starting from the northern most loop on the western leg in an anti clockwise direction, the loops (except Red Light Camera loops) shall be allocated a loop number designated by L1 for the first loop, L2 for the second loop etc, until all loops are numbered. This loop information shall match the information stated on the additional site documentation in section 2.5. Counter loops shall follow on from the numbering of the traffic signal control loops, starting from the northern most loop on the western leg in an anti clockwise direction. Red Light Camera Loops will be shown on drawing layout without labelled. The ‘loop feeder cable route’ must also be shown on the drawing, as seen below

2.3.10 Pedestrian Detection Pedestrian push buttons shall be shown and marked with a PB number. Each PB number shall relate to a pair of pedestrian push buttons. Symbols for standard (non audio), audio-tactile pedestrian push buttons and pedestrian push buttons on stubby post shall match those shown on the Presentation Legend. The symbols for the pedestrian push button shall represent the direction that the button is installed. For example if the button is installed on the western side of the post, the symbol shall also be placed on the western side of the post.

2.3.11 Illuminated Flashing No Right Turn Signals If installed, the Illuminated Flashing NO RIGHT TURN signals shall be shown, including those with ‘except buses’ signs. Symbols shall match those shown on the Presentation Legend.

2.3.12 Rail Crossing Rail crossings shall be shown when the crossing is electrically co-ordinated with the traffic signal movements. The equipment to be shown on the “A” asset drawing will include boom gates, loops, conduits and controllers. The traffic movement diagram shall show phases for the operation of the boom gates.

Conduit runs to the rail infrastructure shall be shown on the drawing. Wiring and termination schematics shall be provided on a separate sheet as described in Section 2.6, the Railway Controller Interface Circuit.

2.3.13 Advance Flashing Warning Signals Symbols shall match the one shown on the Presentation Legend, for a two posts sign. The conduit run shows connection to the electrical connection posts. Starting in a clockwise direction from the controller each sign shall be allocated a number designated by S1 for the first sign, S2 for the second sign and continuous until all signs are numbered.

2.3.14 Typical Drawings A typical example of an LM “A” drawing is shown in SECTION 2 APPENDIX A

2.4 LM “B” Road Marking and Signs Drawing

The LM “B” drawing contains details relating to all passive features of the traffic signal installation. The LM “B” drawing shall be orientated to show all of the traffic signal equipment at the intersection or crossing and the approaching roads back to the traffic signal advance warning signs (electronic or static). The drawing shall be in the scale of 1:500. Refer to Feature Matrix in section 2.3.2 for details of feature to be shown on LMB drawing. The following signs need not be shown:

2.4.1 Dimensions & Sign Reference Where there is no distinguishing feature’s that assists location of the sign or marking then dimensions to the nearest 0.5m shall be shown.

2.5 LM “C” Connectivity Drawing

The LM “C” shall contain all relevant information regarding the communications of the traffic signals. Refer to SECTION 2 APPENDIX D for ITS Presentation Legend.

2.5.1 Serial Connection Details The LM “C” Drawing shall detail the Pin-Outs of the serial connector as shown in the example in SECTION 2 APPENDIX E Items ticked as Mandatory will feature on all traffic control signal installations but all items listed shall appear if they are applicable to a particular installation.

2.6 Site Documentation

The provision of the following documentation together with the As Constructed drawings is compulsory;

Cable Chart – detailing (ring main or pit) cable connections.

Conflict Chart – classifying the severity of conflicts for each signal group and detailing in a matrix the conflicts between all signal groups.

Detector Chart – details the detector triggers (loops, pedestrian pushbuttons, rail detectors etc) and assigns demand functions, extension functions and other operational characteristics to these.

Timing Chart – containing BST (basic sequence timing) details.

Phase Sequence Chart – containing details of green display phases and signal group overlaps.

Intergreen and Pedestrian Times Design Chart – details timings for intergreen, all reds and pedestrian phases.

Scats Masterlink/Flexilink Chart – details interface parameters for a SCATS Masterlink mode and characteristics of Isolated and Flexilink operational modes.

Site Inventory Report – containing basic equipment list and quantities and commission date.

3. LIGHTING

3.1 Lighting Asset Reference Numbers

The switchboard number identifies each lighting asset. Historically switchboard numbers have generally been defined by groups of numbers reserved for major highways as follows.

The lighting asset number is a four (4) figure number prefixed with “SB” The SB asset number must also be shown on all other documents in a suitable location.

3.1.1 New Assets New assets will require the generation of an “As Constructed” drawing set. The set shall detail all equipment and street furniture associated with a particular switchboard. Each switchboard shall have its own drawing set. There shall not be any information relating to more than one switchboard in any one drawing set. Asset drawings can be generated using information from the design drawing(s) and therefore may retain the associated design drawing number(s). However, the conversion from design drawing to “As Constructed” drawing will be recorded in the amendment column by the way of a drawing revision. The title block of the drawing shall also to be changed to the appropriate “As Constructed” title block. If more than one drawing is required in one drawing set, each drawing shall be given its own drawing number.

3.1.2 Existing Assets Many existing “As Constructed” drawings contain information relating to more than one particular switchboard. Where more than one switchboard is located within the drawing extents, the drawing and file will be identified with each switchboard asset number. For example, SB0250A_SB0251A_SB0252A.dwg Where the existing drawing set has been created in accordance with this guideline the existing drawings shall be amended to represent the site changes. The drawings shall be up issued with a brief description of the change in the amendment column.

3.1.3 Asset Number and Drawing Title Block Lighting asset drawing sets will have a title block layout that provides a discrete (eg SB####) asset reference number or numbers (as 3.1.2 above) in the lower right corner of the drawing, immediately to the right of the MRWA drawing number. The SB number directly relates to the relevant switchboard number.

3.1.4 AutoCAD File Name The AutoCAD file name format for each drawing will be SB####.dwg (in the event that the asset drawing detail spans more than one drawing, the AutoCAD file name format for each drawing will be SB####CS1.dwg, SB####CS2.dwg where S1 and S2 are sheet 1 and 2, respectively). #### refers to the four digit asset reference number. C refers to the type of drawing within the set.

3.2 “As Constructed” Asset Drawing Set

The “As Constructed” asset drawings will reflect the constructed lighting asset with all construction notes removed. Dotted outlines and symbols (denoting existing equipment/roads) shall be converted to solid symbols and lines. Brief notes reflecting the change shall be entered in the amendments column. The drawing set shall include the following drawings as a minimum:

Where the asset has a switchboard installed in accordance with a MRWA switchboard standard, the detail can be referenced by inserting the relevant drawing number in the “References” column of the title block. Where the switchboard differs from a standard drawing, a Switchboard Details drawing shall be included as part of the asset drawing set.

4. EMERGENCY ROADSIDE TELEPHONES

4.1 Asset Reference Numbers

A Pillar (Asset) reference number is to be used to identify each Emergency Roadside Telephones. Unlike many other electrical asset drawings, Emergency Roadside Telephone As Constructed drawings are based on mapping of a particular road corridor and show:

The location of the telephone

Pillar number

4.2 Drawing Generation and Amendments

4.2.1 New Assets Added to Existing Asset Drawings If an asset is installed in a location that already has the particular road corridor detailed on an existing As Constructed drawing then that drawing must be updated to reflect the new asset location. The existing drawing with its associated drawings number must be maintained throughout the life of the asset and shall not be changed. This will allow changes to the site that occur over time to be easily recorded in the amendments column of the drawing.

Existing As Constructed drawings can also have their road corridors extended to include for the location of a new asset or series of assets where sufficient room exists on the drawing. Where there is not sufficient room on the existing drawing a new drawing must be produced. The drawings listed above were those existing at the time of writing this guideline, however MRWA can advise of any additional drawings that may have been produced thereafter. A typical example of an Emergency Telephone As Constructed Drawing is shown in SECTION 4 APPENDIX A.

4.2.2 New Assets Requiring New As Constructed Drawings If an asset or assets are installed in a location that does not have an existing drawing generated for a particular road corridor then a new drawing shall be created to reflect the new asset/s location. The drawing shall detail as a minimum:

5. CLOSED CIRCUIT TELEVISION MONITORING CAMERAS

5.1 Camera Types and Mounting

Closed Circuit Television (CCTV) Monitoring Cameras are installed on freeways, major arterial roads and signalised intersections. They may be mounted on purpose built columns, combined CCTV/Traffic Signal post or attached to existing structures as appropriate. Camera columns are provided as follows:

Ground Mount – usually range from 6m to 12m.

Bridge Mount – usually 5m (refer drawing 98930-0948).

Traffic Signal Type – usually 6m (refer drawing 9848440).

Existing Structures – mounting appropriate to the camera/structure. Camera type and configuration is dependant upon the specific requirements of the proposed site. Currently most cameras used for traffic monitoring are colour with full pan, tilt and zoom facilities although as technology progresses other types of cameras may be employed. Cameras used for special purposes are provided and configured where appropriate i.e. fixed black and white for video detection. The relationship of camera type and column mounting is generally as follows:

Ground Mount Columns – Pan, Tilt, Zoom (PTZ) cameras with separate camera, camera housing and pan/tilt or dome type with appropriate mounting adapter arm.

Bridge Mount – PTZ cameras with separate camera, camera housing and pan/tilt or dome type with appropriate mounting adaptor arm.

Traffic Signal Type – Usually integrated PTZ dome type with appropriate mounting adaptor arm (non-dome types may be considered where appropriate).

5.2 Camera Asset Number

All cameras shall be identified by a camera asset number, which shall be a four digit number assigned to the camera, preceded by “CAM” (e.g. CAM0001). A CCTV asset is defined as a single CCTV camera and all associated equipment required for its operation.

These asset drawing numbers must be maintained throughout the life of the asset and shall not be changed. This will allow changes to the site that occur over time to be easily recorded in the amendments column of the drawing. It is therefore the asset drawing/s (not the design drawings) that shall be updated if an asset is modified. However, design/construction drawings may be added as a reference drawing within the asset drawing. When modifying an existing asset drawing it shall be ensured that the drawings are updated in accordance with the same requirements as detailed below for “New Assets”.

5.3.2 New Assets New assets will require the generation of an “As Constructed” drawing set. The set shall detail all equipment associated with a particular CCTV installation. New CCTV asset drawings will have a title block layout that provides a discrete “CAM” asset reference number (eg CAM0001) in the lower right corner of the drawing, immediately to the right of the MRWA drawing number. The CAM asset number must also be shown on all other documents in a suitable location.

5.3.3 Drawing Set As Constructed drawing numbers will be provided by Main Roads WA. The drawing set will generally include a General Arrangement and a combined SLD/Communication Connectivity Diagram. Where an installation is too complex to fit the SLD and the Communications Connectivity Diagram onto one drawing then they can be separated.

5.3.4 AutoCAD file name The AutoCAD filename format for the CCTV drawings is listed in the table below where ### represents the CCTV asset number.

6. VARIABLE MESSAGE SIGNS

6.1 Variable Message Sign Components

Variable Message Signs (VMS) are located on major arterial roads into Perth. The signs allow the Traffic Operations Centre to display important information to drivers, such as warnings of road conditions ahead, diversions, events, etc. MRWA have employed a number of different size signs in the Perth metropolitan area. A Variable Message Sign installation consists of;

Message Signs Message signs provide updateable text or possible graphical based traffic information. Typically the signs will comprise high intensity LED clusters to display illuminated messages. The character size of the text component of a message may be adjustable and the message may be made to flash, roll, or scroll.

Sign support structure

Variable Message Signs are typically installed onto a single column support installed at the side of the road with the sign counter levered out over the carriageway or onto a gantry straddling the road. They can also be mounted onto an existing structure such as a bridge.

Field cabinet

Adjacent to the sign and support structure a field cabinet is generally installed to house the power supply apparatus, uninterrupted power supply and batteries and communications equipment.

6.2 VMS Asset Numbers

All Variable Message Sign shall be identified by a VMS asset number which shall be a four digit number assigned to the asset, preceded by “VMS” (e.g. VMS0001). A VMS asset is defined as a sign, the support structure, the cabinet and all of the equipment installed within.

6.2.1 Existing Assets An existing asset may already have been assigned a drawing number, a “VMS” asset number and have existing asset drawings. These asset drawing numbers must be maintained throughout the life of the asset and shall not be changed.

6.3 Drawings Set

The drawing set shall include a General Arrangement Drawing, Communications Connectivity Diagram, and Single Line Diagram. Where another asset, such as a Vehicle Detection Station utilises the same cabinet, power and communications equipment as the VMS sign, the other asset will only require a General Arrangement drawing and the VMS As Constructed SLD and Communications connectivity diagram drawings will be updated to reflect the additional equipment and will reference the VDS General Arrangement Drawing. If a required symbol or line type does not appear on the ITS Presentation Legend then an appropriate symbol or line type (where possible similar to previous styles or according to Australian Standards) must be approved by Main Roads prior to the use on As Constructed Drawings. Main Roads shall update the ITS Presentation Legend to reflect the additional symbol or line type. The ITS Presentation Legend can be found in SECTION 2 APPENDIX D. A complete set of example drawings can be found in SECTION 6 APPENDIX A

7. VEHICLE DETECTION SYSTEMS

7.1 Vehicle Detection System Types and Terms

Main Roads currently has two different types of Vehicle Detection Stations (VDS) installed on the major routes around the road network: inductive loop detector and wireless magnetic sensor systems. The systems involve either a sensor or an inductive loop installed in the road surface connected to a device located on the side of the road, and communications equipment located within a field cabinet adjacent to the detectors. In the future other forms of technology such as video detection may be used.

7.2 VDS Asset Number

All VDS shall be identified by a VDS asset number which shall be a four digit number assigned to the asset, preceded by “VDS” (e.g. VDS0001). A VDS asset is defined as a single monitoring station and all detection attached to it. The asset numbers assigned to VDS are assigned based on a project basis causing some numbering of VDS to not be sequential along a section of road or highway.

7.2.1 Existing Assets An existing asset will already have been assigned a drawing number, a “VDS” asset number and have existing asset drawings. These asset drawings numbers must be maintained throughout the life of the asset and shall not be changed. This will allow changes to the site that occur over time to be easily recorded in the amendments column of the drawing. It is therefore the asset drawing/s (not the design drawings) that shall be updated if an asset is modified. When modifying an existing asset drawing it shall be ensured that the drawings are updated in accordance with the same requirements as detailed in this guideline.

7.2.2 New Assets New assets will require the generation of an “As Constructed” drawing set. The set shall detail all equipment associated with a particular VDS installation. Where the VDS asset utilises another electrical assets infrastructure then the appropriate General Arrangement As Constructed asset drawing(s) for both assets shall also be updated to acknowledge the presence of the other device. For example if the new VDS asset is located within the same field cabinet as an existing CCTV asset, there will only be a new General Arrangement Drawing created for the VDS, with the existing CCTV Single Line Diagram and CCTV Connectivity Diagram current asset drawing, updated to reflect the additional equipment and with reference to the VDS General Arrangement Drawing. The ITS Presentation Legend shall be used for drawings when a symbol or line type is required for a device or component. If a symbol or line type does not appear on the ITS Presentation Legend then an appropriate symbol or line type (where possible similar to previous styles or according to Australian Standards AS1102) must be approved by Main Roads prior to the use on As Constructed Drawings. Main Roads shall update the ITS Presentation Legend to reflect the additional symbol or line type. The ITS Presentation Legend can be found in SECTION 2 APPENDIX D. A complete set of example drawings can be found in SECTION 7 APPENDIX A.

8. VARIABLE SPEED SIGNS

8.1 Variable Speed Signs types and uses

Variable Speed Signs are electronic signs that have the ability to display a variety of different speed limits. Currently they are commonly used around schools to draw attention to the reduced speed limits in force during certain times of the day. They have also been used to reduce speeds in other areas with heavy pedestrian traffic at certain times of the day. In general, an asset contains a group of individual signs. The signs currently used are standalone LED signs that are solar powered. These signs each have their own wireless communications equipment and are therefore not connected in anyway to any other signs.

8.2 Variable Speed Sign Asset Number

All Variable Speed Sign Groups shall be identified by an asset number which shall be a four digit number proceeded by “VSS” (e.g. VSS0001). A VSS asset is defined as a number of Variable Speed Signs and all associated equipment installed as a group. A group may be all the signs on one particular stretch of road or all of the signs associated with a particular school. Each individual sign then has a unique two digit post reference number. Therefore sign 2 at VSS0041 will be numbered 004102. Signs shall be numbered clockwise from the northwest corner of the site.

8.3 Assets

9. NODE CABINETS

9.1 Node Cabinet types and uses

Node cabinets are cabinets installed in various locations to house communications equipment necessary for the operation of the MRWA ITS communications network. These cabinets are installed at strategic locations (often major interchanges along a route) in order to maintain a required signal strength along the route of the network and also to provide an interface point between the communications network “Backbone” and individual ITS devices. These cabinets can also reside within buildings, called SCATS cabins or Traffic Operation Centre (TOC) server room. These cabinets reside within a rack within the server room and perform the same function as if it was on the roadside

9.2 Node Cabinet asset reference number

All Node Cabinets shall be identified by an asset number which shall be a four digit number proceeded by “CAB” (e.g. CAB0001). A CAB asset is defined as a Node Cabinet and all equipment housed within, including communications (active and passive) and power apparatus.

9.3.8 Rack Face Layout The Rack Face Layout drawing is a diagram to show the rack space inside the cabinet and the equipment installed therein. The purpose of this drawing is to record how much space is available inside a cabinet and how much is used. Each item installed within the cabinet is shown as an outline of the face of the piece of equipment with a few identifying features. The most important detail is the width of the equipment and therefore how much space in a standard 19” rack it occupies. A label in an appropriate location identifies each piece of equipment. An example of a Rack face Layout is in SECTION 9 APPENDIX A

10. SPLICE ENCLOSURES (FISTS, FOBOTS AND ENCLOSURES)

10.1 Splice Enclosures types and uses

The splice enclosure, otherwise known as a FIST, is a device which houses connections of two or more Fibre Optic cables together. Splice enclosures are generally rugged plastic and are installed within a cabinet or pit. The splice enclosures generally used by MRWA are able to accommodate six to ten fibre optic cables. Modern FOBOTs have splice enclosures, called splicing trays and are utilised in Fibre connections. Note this is normally with Blown Fibre Optics or within connections made within the Cabins.

10.2 Splice Enclosure asset reference number

All Splice Enclosures shall be identified by an asset number which shall be a four digit number proceeded by “SPL” (e.g. SPL0001). A SPL asset is defined as a single splice enclosure and all equipment contained within.

10.3 Assets

11. FIBRE OPTIC NETWORK

11.1 The Fibre Optic network

The MRWA Fibre Optic Network is a communications network owned and operated by MRWA. The network facilitates communications between the Traffic Operations Centre and numerous ITS devices, including CCTV, Traffic Signal Controllers, Variable Message Signs, Vehicle Detection Stations and so on. The network is made up of conventional Fibre Optics and Blown Fibre Optics (up to 120 cores) aligned along the reserve of major roads (known as the Backbone) and smaller spur cables connecting the ITS devices to the Backbone. The Fibre Optic backbone also includes a 63 or 100mm Power conduit run in parallel to the Fibre Optic Backbone conduit. Communication and Power pits of varying sizes are located along the backbone and adjacent to device cabinets and road crossings to allow for ease of access to the cables and conduits.

11.2 Fibre optic Network cable asset reference numbers

Each individual piece of fibre optic cable that makes up the network is given an asset number. The asset number is a four digit number preceded by “FC” (e.g FC0001). Each individual pit along the Backbone is given an asset number. The asset number is a four digit number e.g 4001. They are traditionally sequenced in multiple of 5s to allow for future expansion as the network grows.

11.3 Assets

11.3.1 Existing Assets Existing asset drawing number may already have been assigned, and an “FGA” asset number may also already exist. These asset drawing numbers must be maintained throughout the life of the network and shall not be changed. This will allow changes to the network that occur over time to be easily recorded in the amendments column of the drawing. It is therefore the asset drawing/s (not the design drawings) that shall be updated if an asset is modified. Additional sheets can be added to the asset drawing set if required to record the network as it expands. When modifying an existing asset drawing, it shall be ensured that the drawings are updated in accordance with the same requirements as that detailed below for “New Assets”.

11.3.2 New Assets New assets will require the generation of an “As Constructed” drawing set. The set shall be made up of as many drawings required to record the entire route of the network. The drawings will not display an asset number in the title block due to the possibility of numerous fibre optic assets being displayed on a single drawing. The fibre optic cable asset numbers will be displayed on the main body of the drawing.

11.3.3 Drawing Set Unlike other MRWA assets there is no individual drawing for each Fibre Optic cable. There is instead a master set of General Arrangement drawings to identify all Fibre Optic, Pit and Pipe, and cabinet locations. The drawing set includes General Arrangement drawing only, the number of which will be determined by the extent of the network on any particular route. There is a Master Key Plan which identifies the set of General Arrangement drawings which make up the communications network. A sample of the Fibre Optic General Arrangement Key Plan is attached in SECTION 11 APPENDIX A. As Constructed drawing numbers will be provided by Main Roads WA.

11.3.4 AutoCAD file name The AutoCAD filename format for the FGA drawings is listed in the table below where #### represents the FGA asset number.

11.3.6 Blown Fibre Microduct configuration diagram Each Blown Fibre closure will have a diagram to record the Microduct configuration within the closure. This will show the connections between the microducts in each piece of Blown Fibre assembly. This diagram will display the colour and size of each microduct. It will also display the pit number that the closure is housed within, and the asset number or pit number at the other end of each assembly entering the closure. An example of the Blown Fibre Microduct configuration drawing is included as SECTION 11 APPENDIX B.

2. TEXT FONTS Only standard AutoCAD text fonts as supplied with AutoCAD or fonts supplied with the 'Ausfont' package are permitted. ISO3098B shall be the standard AutoCAD font used. All text styles to be defined with a '0' text height.

3. HATCH PATTERNS Only standard AutoCAD hatch patterns as supplied with AutoCAD or Autohatch patterns shall be used.

4. LINETYPES Only standard AutoCAD linetypes as supplied with AutoCAD, plus line types developed by Main Roads shall be used. Line types are available on disk, ‘acad.lin’ for AutoCAD linetypes and ‘acadtraf.lin’ for traffic linetypes.

5. STANDARD SHEETS Standard sheets sizes used by Main Roads are: A1, A2 and A3. Standard Main Roads sheets are available on disk, by request, together with numbering and sheet detail standards.

6. DRAWING STANDARDS Drawings to generally conform to AS1100 and be of a standard suitable for microfilming.

7. XREF FILES Reference to external drawing files is not permitted.
