EDUCATION POLICIES

After a year of preparati-on, the new Youth Report in Andorra was presented yesterday, a document that

outlines the results of the Movimi-ento Jove project that has been deve-loped in a participatory way among young people, professionals and co-lleagues linked to the youth with the aim of making visible their ne-eds and concerns. In total, 245 pro-posals have been prepared, which the administration says will be stu-died in detail in order to work on it. One of the most outstanding issues for all the agents has been the pro-blem around the house.

The presentation of the report, a document carried out thanks to the Government of Andorra, the seven communes, the National Youth Fo-rum and the Youth Carnet Associa-tion, was held yesterday in the capi-tal, with the presence of the Minis-ter of Social Affairs, Housing and Youth, Víctor Filloy, the mayor of the Commonwealth of Andorra la Vella and the president of the Car-net Jove Association, Conxita Mar-sol, and the director of Market AAD, Blanca Treig. Marsol introdu-ced the event, explaining that the project had interviews with some 1,400 young people, as well as 61 ex-perts and organizations. He explai-ned that «the answers are detailed by parish and this is important be-cause we can see what is required in each territory. From here, you have to act. « Víctor Filloy continu-

ed to emphasized that the project, which was pending for years, «will be a very useful tool for developing youth policies». The minister men-tioned the National Youth Plan of Andorra (PNJA) that was created in 2007, valuing that «now is a good ti-me to bring it back.» One of the cen-tral ideas that he put on the table

was the desire «to empower young people to participate in the political initiatives that affect them».

PHASES OF THE PROJECT / Treig descri-bed how the evolution of the initi-ative had been: the first phase con-sisted of creating an advisory com-mittee to ensure the technical and operational development of the project; the second phase, the fi-eldwork and, thirdly, collect all the information and create the report.

As an example, some of the pro-posals are as follows: 50.7% of yo-ung people find a regulation of ren-tal housing prices necessary, 45.2% demand more affordable public transport, and 39.2% are asked to promote prevention and care tools to avoid bullying, among other me-asures. H

Forces Elèctriques d’Andorra (FE-DA) has issued this week an infor-mative announcement that they are currently working on the pro-ject to replace the current line of 110 kilovolts (kV) that joins the ETR of Encamp, Ransol and Grau Roig. According to the company, this in-frastructure will allow to triple the current capacity of transport of electrical energy, one of the plan-ned needs to strengthen the elec-tricity grid of the Principality. The Official Bulletin of the Principality has submitted to the public exhi-bition the environmental impact assessment and the rest of the do-cuments that accompany the re-quest of FEDA to carry out the pro-ject from Wednesday.

In this way, the company confirms that it will be possible to assume the growth that is deri-ved from the conversion of the he-ating of diesel to electrical, as well as of the increase of electrical mo-bility, among other procedures. In the framework of the energy trans-ition, the will is to promote decar-bonization and more sustainable mobility. The company reports that the new route has a length of about 17.5 kilometers and will have 71 bo-llards, all of them outside urban areas and on public lands. H

CANDIDACY TO BE A HERITAGE OF HUMANITY

The transnational candi-dacy for Unesco on the ma-terial testimonies of the Co-principat continues to go

through stages. With the participa-tion of Andorra, Spain and France, yesterday the first meeting of the Pi-loting Committee was held, with re-presentatives of the three parties, to begin defining the ways of action. Among these are the monuments protection environments that must be part of the final list.

The meeting served to begin to specify actions. As an initial ele-ment, it is «to set up a committee and a scientific committee that could va-lidate all the steps that have been gi-ven in this first document», as said Sílvia Riva, Minister of Culture and Sports. The scientific committee «will have the objective of studying the first work document, valida-ting the monuments and referrals that will form part of the indicati-ve list», thus «each country will ha-ve to include the monuments reper-

toires», while the drafting commis-sion « You will receive instructions to start spinning on the needle as you specify and give the project the body. « The second copilot meeting will be in May.

Andorra has, initially, eleven mo-numents, but «this number does not have to be this» the definitive one, since there will be different values that will allow it to «establish a ba-lance and coherence of the candida-ture» with the rest of the countries. Riva emphasized that «what is of in-terest is not so much the number, but the monuments that must be

included.» There are eight in the co-untry that still have no protection environment, which must be defi-ned before the summer of 2021, sin-ce the intention is to present the can-didature and that it can be approved in 2023. Initially they are eleven and «if it is validate perfect If this num-ber does not have to be the number, we will hear the reasons that surely will have weight to be like this «. At the moment it has not been defined which should be the perimeter and the government wants to have the contributions of the corresponding communes. H

Objetive 2023. This could summarize the appro-ach of the 2019-20 season of alpine skiing. «This ye-

ar there are neither Olympic Games nor World Cups and that’s why we have set the season in a more pro-gressive and somewhat calmer way. So we can build and prepare teams for the next three seasons, where there are World Cups, Games, and Finals. In this way, athletes will arri-ve with more strength and quality. I fully trust the staff and the good work of skiers to achieve the results that we ask for them «, explained the sports director of the Alpine sec-tion of the Andorran Ski Federati-on (FAE).

Before, I have to face this season. «They are still in the preparation pe-riod. Both the male and female te-ams have returned to do one of Us-huaia 10 days ago, where they have been able to train well although the weather conditions have been dif-ficult, with a lot of snow and rain. It has been a tough stance physica-lly and mentally but the staff has done a good job and the number of days of training was planned. So we are sure that the efforts will bear fruit in this season. Tomorrow [to-day for the reader] all the FAE teams go skiing between Stelvio, Saas-Fee, and Wittenbuth to continue giving

continuity to the preseason. « Any-way, he considered that the riders «are well, the balance of the coaches and the physical trainer is good».

FEMALE TECHNIQUE / Women’s team will start with Mimi Gutiérrez at the Levi World Cup in Finland on November 16 and at Killington. Its goal is to achieve regular goals wit-hin the Top 30 of the World Cup. «I trust fully in it because it has the ne-cessary level and the number. We only ask for a bit more regularly,» said Tissot. As for Cande Moreno, he will finish his training in Cana-da with 12 days of training and will start the season in the European Cup circuit in Norway on December 5 and 6. Your goals are to stabilize your ranking in the Top 30 and get in good shape for the Junior World Cup and to achieve a Top 15 or Top 10 result.

MEN’S TECHNIQUE / Boys will finish the preseason in Norway, where they will march on November 17, and will begin the race in the Europe-an Cup in Funesdalen on Novem-ber 29 and 30 while on December 1, 2 and 3 will compete at Trysil with the giants «In the first place, the go-al is to position yourself well in the Top 30 and score points. first NorAm of descent and overco-ming the 9 and 16 of December. The goal will also be to reduce points to get a better position and have a bet-ter back on the European Cups in January.

THE RETURN OF VERDÚ / Joan Verdú is ready to return to the competition after two complicated seasons mar-ked by injuries. «I put skis for the first time in Saas-Fee for seven days, where we tried the sensations. Then we went to Argentina, and I started to notice very well physically. We have started to work hard and I feel in a good way, I have trained well in different disciplines and I am con-fident and happy about how the re-covery has been. Now we are going to do a week of speed, I think it’s im-portant not to focus only on the gi-ant. « In the face of the competition, he said that «I do not put up with very high expectations because af-ter the injuries it is difficult to set some serious goals but I think it can go well. I will fight to be in the Top 30 of the European Cup and we will see how we evolve. «

Even so, the athlete pointed out that the season is not taken as a transition year: «I’m not in my top shape but I feel well. I want to see how I start at the first European Cup to take a pace of career. From here we will evaluate if we will try any World Cup. It is also important to improve the ranking with the dorsals because when we go to the World Cup with such a high ridge it is complicated. This year I do not ha-ve the chance to continue the World Cup circuit, but this is more open to me than improving the points and having more realistic options in the World Championship to try to fight and not go with the number 80 ». Re-garding the disciplines, he indica-ted that with respect to the World Cup he will focus on giants but he does not want to ignore the speed in the European Cup.

PALLÀS’S FIGHT / The cross of the co-in is for Carmina Pallàs, who con-tinues with knee problems: «Drag an injury to the left knee cartilage and I plan to do a transplant to fix it. After a crusade in December that ended my season and the operati-ons of the past, I will try to make it clean with that. I expect a long re-covery but I hope to return stron-ger and be able to ski better and wit-hout pain. « «Three weeks ago I’m waiting for a donor waiting list and when I find it, I have to do the opera-tion in less than three days because it is a knee and cartilage implant,» he added. «The truth is that I do not know completely how this operati-on will go but the doctor and I are confident and we hope that it go-es well.» H

hope that we will achieve this and, in order to try to improve this goal, on December 12, Áxel [Esteve], Joan [Verdú] and Àlex [Rius] will march to Canada to participate in NorAms in Nakiska, where the main objecti-ve will be to reduce points FIS to ac-hieve a better ranking and have bet-

ter backing in January », Tissot said.Regarding the younger players,

«Xavi and Bartu will stay in Euro-pe to compete in the FIS circuit un-til Christmas». With regard to spe-ed, they will march to Canada on November 25 to finish the prepara-tory season and participate in the
