TECHNIAL PROPSAL
I. Environmental Impact Assessment EIA Study For FIBERGLASS factory, Yanbu LIP area
INTRODUCTION
It must be noted at the outset that the factory already existed since 10 /8 /1398 (1978) in Light Industrial Park, Royal commission, Yanbu and the purpose of the Environmental study is to ensure that this project did not adversely affect the environment and public health as it save natural resources in the area. the study will include full description of the project as well as the description of the surrounding environment, for each of physical, biological, emissions quality and environmental risk assessment.
In general, The aim of this study is to identifies potential or existing environmental contamination liabilities, the best practice to reduce pollution load if exist and insure facility is complying with Royal Commission Environmental Regulations.
The measures related to the environmental impact assessment can be cited as follows:
Environmental Impact Assessment (EIA) will be prepared according to special forms devised by Environmental Protection and control Department (EPCD).
The developer shall be committed in the EIA to establish control and mitigation measures for any environmental impacts which may result when the project starts working.
EIA study will be then submitted to EPCD to review it by a committee formed of specialized experts and give their opinion.
EPCD shall provide the company its opinion within 60 days from the receipt of the study. Otherwise, the evaluation is considered accepted.
EPCD will notify the developer with the assessment results.

According to RCER-2010, volume I Clause 1.1.10, All facilities shall prepare and submit a general operational Environmental Emergency Response Plan (EERP).
