Dream to Reality
Need to:
Be realistic in attempts to identify and differentiate among objectives of IT applications
Think big, start small and scale fast
Develop consistent, well-integrated set of projects and applications
Have complete roadmaps from concept to total institutionalization
Realize that pilots are only one step forward in the long cycle of computerization
Be visionary in linking its policies to the ongoing fundamental changes to the structure of department, economy and of society
Have sufficient and sustained budget support from the government

Dream to Reality• eGovernance is not a panacea that eliminates corruption - However well-
designed eGovernance systems can make a difference
• To be effective, eGovernance efforts should be accompanied by radical reforms in executive, judicial and legislative arms
• Is eGovernance really taking off in India?- there are islands of successes across India :
– A strong IT sector in the country
– The recent World Bank announcement to support India's initiative through a massive $500 mn loan, over the next four year period
–The World Bank is in discussions with the Center for providing $ 5500 mnfinancial assistance for a network to inter-link all States and Union Territories under the National eGovernance Action Plan (NEGAP)
• Needs focus in speedy pilots, speedy replication, evolutionary solutions, leveraging of appropriate and indigeneous technologies
