Amlapura (Bali Post)—The status transfer of the eastern ring road from the

Sukasada Ujung Park to Tulamben tourist resort can di-rectly be taken over by central government with the status as state road. The road is very strategic as an access to development of tourist resort.

It was reported by the Karangasem Regent I Wayan Geredeg before the Coordinating Minister of People’s Welfare, Agung Laksono, and the entourage in Karan-gasem, Friday (Dec 30).

Previously, Deputy Regent of Karangasem, Made Sukerana, told reporters in Karangasem that central government had actually asked the eastern ring road so the status would become a state road. By doing so, the widening, repair, maintenance and bridge construction could be realized more quickly. The success of such ring road access was very important to develop the tourist resort from Ujung up to Tulamben.

The pledge in North Korea’s annual New Year’s message comes as the country enters a new era, with Kim Jong Un installed as su-preme commander of the 1.2 million-strong military and ruling party leader following his father’s Dec. 17 death.

The message didn’t include the North’s routine harsh criticism of the United States and avoided the country’s nuclear ambitions, a suggestion that Pyongyang is willing to continue talks with Washington to win food aid. This year is a crucial one for North Korea as it tries to build a “great, prosperous and powerful nation” befitting the April 2012 centenary of the birth of national founder Kim Il Sung, the new leader’s grandfather.

“Glorify this year 2012 as a year of proud victory, a year when an era of prosperity is unfolding,” said the New Year’s message, carried by the official Korean Central News

Agency. “The whole party, the entire army and all the people should possess a firm conviction that they will become human bulwarks and human shields in defending Kim Jong Un unto death.”

North Korea said it would boost its mili-tary, and boasted that it is “at the epochal point of opening the gates of a thriving coun-try,” with parts of Pyongyang “turned into socialist fairylands.”

Still, the message acknowledged the country’s food crisis, saying “the food problem is a burning issue.” North Korea had been in talks with the United States on food aid, but they stopped because of Kim Jong Il’s death.

The United Nations has said a quarter of North Korea’s 24 million people need outside food aid and that malnutrition is surging, especially among children.

The North’s message said organic farm-ing methods should be used and that farming machinery and materials should be provided, but did not go into specifics for improving food supplies.

The message, a joint editorial appearing in the Rodong Sinmun, Joson Inmingun and Chongnyon Jonwi newspapers, said North Korea must build on foundations laid last year and turn itself “into an economic giant.” It also stressed the need to boost its power and coal industries and promote studies of information technology and bio-engineering.

“This year’s message shows North Korea will focus on its economy and ideological solidarity to establish stability” for Kim Jong Un’s leadership, said Yoo Ho-yeol, a profes-sor at Korea University in South Korea.

ABUJA - President Goodluck Jonathan declared a state of emergency on Saturday in parts of Nigeria plagued by a violent Islamist insurgency, and ordered shut the borders with Cameroon, Chad and Niger in the northeast.

Coming nearly a week after radical sect Boko Haram set off a series of bombs across Nigeria on Christmas Day, including one at a church that killed at least 37 people and wounded 57, Jonathan told state television the measures would aim to restore security in troubled parts of Nigeria’s north.

“The temporary closure of our borders in the affected areas is only an interim measure designed to address the current security chal-lenges and will be resumed as soon as normalcy is restored,” he said.

He added that his chief of defence staff had been instructed to take other “appropriate”

measures, including setting up a special counter-terrorism force.

The blasts have raised fears that Boko Haram, a movement styled on the Taliban and whose name means “Western education is forbidden,” is trying to ignite sectarian strife in Nigeria, Africa’s most populous nation and top oil producer.

Jonathan has been criticised by the opposition and Christian groups for what they said was a slow response to the bombings.

“The crisis has assumed a terrorist dimen-sion,” Jonathan said. “I therefore urge the politi-cal leadership (in northern local governments) to give maximum cooperation to ensure that the situation is brought under control.”

He listed the northern local governments af-fected by the decree, including a part of Niger state near the capital Abuja, the northern half of the conflict-prone city of Jos, and parts of Yobe and Borno in the remote, semi-arid northeast.

Temple CeremonyCalendar Event for January 4 through 26, 2012

EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sail-ings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

MALANG - President Susilo Bambang Yudhoyono is scheduled to inaugurate Abdurachman Saleh airport in Malang district, East Java, in mid January 2012.

Before being inaugurated, the airport, particularly its passenger terminal would have trial operation on Friday (Dec 30), Head of the East Java Provincial Transportation Office Wahid Wahyudi said.

After the airport had been inau-gurated it would hopefully reduce passenger density at Juanda inter-national airport in Surabaya, East Java, he said.

“Now Juanda airport is very crowded due to tight frequency of planes landing at the airport, namely every 1 minute and 20 seconds, with the number of passengers reaching 12 million per year,” he said.

Therefore, he added that during the trial operation which would begin on Friday morning no significant prob-lem would happen so that the airport could be inaugurated on schedule.

“So far, some of the airport`s facili-ties, such as road access and departure terminal have been built, while the construction of arrival terminal and runway to cover a length of 2,250 meters from 1,985 meters previously is still underway,” he said.

East Kalimantan Police Chief Insp Gen Bambang Widaryatmo in a statement to the press here Satur-day identified the three suspects by their initials as YS, ST, dan MSF.

He refused to spell out their names but said the police would soon take them into custody while they were now already under tight surveillance.

YS was an official at the Kutai Kartanegara public works office, ST in charge of the bridge`s technical maintenance and MSF an official of PT Bukaka Teknik Utama who was the manager of the bridge`s maintenance project.

The three would be charged under articles 359 and 360 of the Criminal Code on negligence on the part of someone or a group of people that caused the death of or

injury to another person or group of persons.

“We are also investigating the possibility of corruption having been committed in the case. This investigation is being conducted by a special East Kalimantan police team,” Bambang said.

In their investigation, the police had met many difficulties as al-most all the parties involved in the bridge`s construction and mainte-nance tried to absolve themselves of responsibility or to blame each other.

PT Bukaka, for instance, had insisted that when the bridge col-lapsed on Saturday Nov 26 it had not yet started the maintenance project and was only engaged in preparatory work. Police, however, found witnesses, including some

victims of the bridge collapse, as well as photos showing mainte-nance work was begun on Novem-ber 24, Bambang said.

In their further investigation into the case, the police would work with at least five expert wit-nesses to gain an understanding of the entire process of the bridge`s construction, from the planning to its implementation stages, its bud-geting, the construction materials used, maintenance , work assign-ment system and technical aspects of maintenance work.

The 720-meter-long Kartanegara bridge was built in 1995 and com-missioned in 2001, Known also as Mahakam Bridge II, it connects Tenggarong city with Tenggarong Seberang in Kutai Kartanegara district.

The bridge collapsed within only 30 seconds while maintenance work was being done. Rescue teams later found 24 dead bodies in the river, while 39 people sustained injuries and 12 others have remained miss-ing.

BANDA ACEH - Unidentified gunmen on a motorbike shot dead three telecom workers and wounded seven others in Indonesia’s restive Aceh province, police said Sunday.

They killed the workers from Indonesia’s state-owned telecoms company PT Telkom on New Year’s Eve as they were resting in their rented house in Blang Cot Tunong village in Bireuen district, local po-lice chief Yuri Karsono told AFP.

JAKARTA — Dozens of camera traps installed in an Indonesian na-tional park earlier this year captured images of 35 critically endangered Javan rhinos, including five calves, officials said Thursday.

It’s still possible that more of the animals live in the Ujung Kulon Na-tional Park — the animal’s original habitat — said Bambang Novianto, director of biodiversity conserva-tion at the forestry ministry.

And the presence of young ones was welcomed as a rare piece of good news for the dying species.

The Javan rhino — once the most widespread of Asian rhinoceroses — was nearly wiped out when the Krakatau volcano erupted in 1883, spawning a 120-foot (40-meter) tsu-nami that not only killed tens of thou-sands of people, but inundated the park on Java island’s western tip.

The greatest threat they face today is from poachers, habitat de-struction and fierce competition for

food with other animal species.Experts say there may be only 40

to 60 Javan rhinos left in the wild.The video cameras yielded

160 clips of rhinos in total, said Novianto.

“Scientists studying the images were able to identify at least 35 different rhinos — 22 males and 13 females,” he said.

The presence of at least five calves, despite harsh conditions they are facing, “raised hope for the con-servation of the Javan rhinos,” added Yanto Santosa, a lecturer of biodiver-sity conservation and adviser to the project. It’s not clear, however, if the government will reach its target of increasing the population of Javan rhinos to 70 to 80 by 2015.

Last year, three Javan rhinos were found dead within the 297,881-acre (120,551-hectare) park, and one of them was suspected to be the victim of poachers. The last known Javan rhino in Vietnam was found dead in April, apparently after poachers killed it for its horn.

OVERVIEW:The rich flavor of duck is greatly enhanced by a host

of pungent roots, herbs and seasonings in this dish, which is invariably a great favorite with visitors to Bali. The Balinese have great admiration for the duck and consider it to be a particularly strong animal as it is, like the turtle, the only one able to survive on land as water.

INGREDIENTS:1 whole duck, weigh about 2 kg (4 ½ lb)18 shallots, peeled, cut in half, and sliced6 cloves garlic, peeled, cut in half, & sliced3 stalks lemon grass, finely sliced5 fragrant lime leaves, finely sliced6 candlenuts, chopped5 cm (2 in), ginger, peeled and chopped8 cm (3in) fresh turmeric, peeled, chopped8 cm (3in) kencur root, peeled, chopped1 tsp black peppercorns, crushed5 bird’s-eye chilies, slices1 tsp coriander seeds, crushed2 tsp dried shrimp paste, roasted and coarsely

crushed1½ tbsp salt3 tbsp oilBanana leaves, greaseproof paper or aluminum foil

PREPARATION:Wipe the duck dry and set aside. Combine all

ingredients except banana leafs in a bowl and mix well. Rub the duck outside with this mixture and fill the center of the duck with the remainder.

Close open duck with satay skewer. Wrap in several layers of banana leaves, greaseproof paper or foil and steam for 50 minutes. Transfer duck to a moderate oven and bake at 180o C (350o F) for 30 minutes.

Remove banana leaves, cut duck meat up in small pieces and serve with stuffing. When cooked, the meat should be so tender that it falls off the bones.

PASADENA, California — As planet Earth rang in the new year, a different kind of countdown was hap-pening at the moon. After a 3½-month journey, a NASA spacecraft flew over the moon’s south pole, fired its engine and dropped into orbit Saturday in the first of two back-to-back arrivals over the New Year’s weekend.

Mission control at the NASA Jet Propulsion Laboratory erupted in cheers and applause after receiv-ing confirmation that the probe was healthy and circling the moon. An engineer was seen on closed-circuit television blowing a noisemaker to herald the New Year’s Eve arrival.

“Everything went just as we hoped. The burn was spot-on,” chief scientist Maria Zuber of the Massachusetts Institute of Technology said in a post-mission interview with The Associated Press. The team toasted sparkling

cider, but the celebration was brief. Despite the successful maneuver, the work was not over. Its twin still had to enter lunar orbit on New Year’s Day.

The Grail probes — short for Grav-ity Recovery and Interior Laboratory — have been cruising independently toward their destination since launch-ing in September aboard the same rocket on a mission to measure lunar gravity.

Hours before revelers in Times Square celebrated the New Year, Grail-A approached the moon and fired its engine for about 40 minutes to get captured into orbit. Deep space antennas in the California desert and Madrid tracked every move and fed real-time updates to ground control-lers

Grail is the 110th mission to target the moon since the dawn of the Space Age including the six Apollo moon landings that put 12 astronauts on the surface. Despite the attention the moon has received, scientists don’t know everything about Earth’s near-est neighbor.

Why the moon is ever so slightly lopsided with the far side more moun-tainous than the side that always faces Earth remains a mystery. A theory put forth earlier this year suggested that Earth once had two moons that collided early in the solar system’s history, producing the hummocky region.

Grail is expected to help research-ers better understand why the moon is asymmetrical and how it formed by mapping the uneven lunar gravity field that will indicate what’s below the surface.

A bus driver in southern China who contracted the bird flu virus died Saturday, health authorities said, in the nation’s first reported human case of the deadly disease in 18 months. The man, surnamed Chen, died in Shenzhen -- a boom-town that borders Hong Kong where thousands of chickens have already been culled after three birds

tested positive for the H5N1 avian influenza virus in mid-December.

He developed a fever on Decem-ber 21 and was taken to hospital four days later, and diagnosed with severe pneumonia, said the health department in Shenzhen, a city of more than 10 million people. The 39-year-old then tested positive for the H5N1 virus, the department said, adding he had apparently had no direct contact with poultry in the

month before he was taken ill, nor had he left the city.

The H5N1 virus is fatal in hu-mans in about 60 percent of cases. However, it does not pass eas-ily among humans, and the World Health Organization says it has never identified a “sustained hu-man-to-human spread” of the virus since it re-emerged in 2003.

The health department in Guang-dong province, where Shenzhen is located, announced Saturday that the bus driver died after his lung, heart and liver functions deterio-rated. “So far, 120 people who have had close contact with him have not presented abnormal symptoms,” it said in a statement.

An official at the Shenzhen agriculture and fisheries bureau, surnamed Jiang, told AFP the bus driver had had no contact with birds. “So far, we have not received any reports of any birds being in-fected,” he said.

“It is unclear where the patient got the flu from. We will not make any plans to kill domestic birds un-less we know that was the source, or if there is any sign of birds being infected.” Chinese and Hong Kong authorities have been working close-ly together since December 21 after live poultry supplies were suspended to the glitzy financial hub following the discovery of infected birds.

A spokesman for the Hong Kong health department said in a state-ment authorities would heighten their vigilance “and continue to maintain stringent port health measures in connection with this development”.

A Swedish woman who lost her wedding ring 16 years ago was flabbergasted when she found it again, around a carrot growing in her garden, media reported Saturday. Lena Paahlsson had taken off the white gold ring before a Christmas baking session with her daughters in 1995, but it had disappeared from the kitchen counter where she placed it.

After looking everywhere, and even pulling up floorboards in the search, Paahlsson and her family, who live on a farm in northern Sweden, had given up on seeing the ring again, she told

the Dagens Nyheter daily.That was until October this

year, when she was picking the last carrots in her garden and suddenly found one with her ring glimmering around it.

The family thinks the ring must have fallen into the sink back in 1995 and been mixed with potato peels that were composted or fed to the sheep, since all the soil in the garden comes from composted vegetables and sheep dung. The ring no longer fits Paahlsson, but she told Dagens Nyheter she plans to have it enlarged. “I had given up hope. Now that I have found the ring again ... I want to be able to use it,” she said.

LONDON - Williams co-founder Patrick Head stepped down from the Formula One team’s board on Saturday after 34 years with the former champi-ons. Williams said in a statement that Head, 65, would remain a board director of Williams Hybrid Power, a subsidiary that develops flywheel technology for broader commercial use in buses and trains.

“Patrick and I have been in partner-ship for 34 years. During that time, he has been the leader of the technical team that has won the majority of our race wins and championships,” said team principal Frank Williams. “This is a re-markable legacy and one which will be treasured and definitely not forgotten.

“Patrick is a very straightforward, hard working and truly gifted engineer who comfortably operates at a world class level. I will miss him very much,

as I am sure his colleagues will, and he will always be welcome at Grove.” Head founded the team in 1977 with Frank Williams and, as technical director and head of engineering, helped them win 113 grands prix, nine constructors’ championships and seven drivers’ titles between 1980 and 1997.

The team, who last won a race in 2004, is listed as Williams Grand Prix Holdings after an initial public share offer in Frankfurt in March. Head sold more than half of his shares in Williams earlier in the year, netting more than $50 million.

He told Reuters at last month’s season-ending Brazilian Grand Prix that he was ending his active involvement in the F1 team. Last season was Williams’ worst in the sport, with just five points from 19 races and ninth place in the constructors’ standings.

“I certainly didn’t have an ambition to stop my involvement in Formula One with a season like this last one we’ve had behind us,” he said at Interlagos.

“But when I have a look at what specifically I can do to assist (technical director) Mike Coughlan and (Chief Op-erations Officer) Mark Gillan and (Head of Aerodynamics) Jason Somerville, I came to the conclusion that it isn’t really enough to justify me carrying on doing the same thing.”

Nicky Hayden injured in training accident

Nicky Hayden’s participation in the first MotoGP test of 2012 is in doubt after the American was injured while training in Kentucky. Hayden was riding a bike for the first time since he broke his scaphoid at the Valencia Grand Prix in November when he crashed with another rider and landed on his shoulder.

“I came up behind another rider, and he went to move out of the way. I wasn’t going that fast, but he clipped my front wheel and I went down and landed pretty hard on my left shoulder, and that was it.

“It’s disappointing, but there’s nothing to do about it but heal quickly. Anyway, this doesn’t change my expectations for 2012 which, fortunately, is just around the corner.”
