A number of criminal cases in Bali have become a public concern in recent time. They are ranging from the case of theft, persecution, strongbox burglary, windshield break, snatching, and rob-bery to murder. Such security and order

-tive impact. It will not only affect the Balinese themselves, but will also po-tentially ruin the image of Bali tourism in the international community. What are the measures of police to anticipate the criminal acts in Bali?

Security system applied by police authority has increasingly been so-phisticated like the use of device that can detect suspicious objects. Not only that, the installation of CCTV in some locations has also been conducted. Patrolling around the clock, assigning

embracing the community to maintain the security have also always been per-formed. However, the fact of criminal cases in Bali looks more intense and always happens every day.

On entering the January 2012 until now, many cases have occurred in Bali,

Similar windshield break case also occurred at three locations along Jalan Bypass Ngurah Rai, South Denpasar.

Up to these days, the perpetrators of windshield break have not been arrested. Aside from the case of wind-

shield break, other prominent cases are strongbox burglary. In 2011, many cases of strongbox burglary occurred

private company and in other places. Of all the cases, only one offender could have been arrested by police namely Abdul Warni aka Anik from East Lombok.

Anik claimed to have broken the strongbox of Kadek Rai Mayuni, a resident of Jalan Pengiasan Gang V/4 Sanur, South Denpasar. The strong-box burglary took place on April 4, 2011 with a loss of IDR 530 million. Unfortunately, the development of po-lice stuck up at that point. Therefore, the perpetrators of other strongbox burglary alleged belonging to another group still haunt so far. By all means, they are still being chased by police.

Even, the torture was started at 15:00 p.m. until 2:00 a.m. Local Time. The victim was known to have died at 04:00 a.m. The investigators of Badung Police could reveal the case and named 13 suspects.

The rise of such criminal acts should certainly be responded quickly by police. If necessary, the perpetra-tors were promptly arrested, thrown into prison and then punished pur-suant to the rules and regulations.

It could kindle the intention of perpetrators to take action. Besides, police would also make cooperation with the parking attendants because they were people who could supervise the car of residents in the parking area. Then, regarding the rampant cases of strongbox burglary, police had repeat-edly appealed to the entire community to improve security in their respective region.

One of the most frequent ap-peals delivered was the requirement of security guard maintaining the

Nannies in Beijing and neigh-bouring Tianjin are charging more in 2012, and the beds in the capital’s Maternity Hospital are all booked up until August, according to the official Xinhua news agency.

WASHINGTON - A U.S. aircraft carrier sailed through the Strait of Hormuz and into the Gulf without incident on Sunday, a day after Iran backed away from an earlier threat to take action if an American carrier returned to the strategic waterway.

The carrier USS Abraham Lincoln completed a “regular and routine” passage through the strait, a critical gateway for the region’s oil exports, “as previ-ously scheduled and without in-cident,” said Lieutenant Rebecca Rebarich, a spokeswoman for the U.S. Fifth Fleet.

The Lincoln, accompanied by strike group of warships, was the first U.S. aircraft carrier to enter the Gulf since late December and was on a routine rotation to replace the outgoing USS John C. Stennis.

The departure of the Stennis prompted Iranian army chief Ataollah Salehi to threaten action if the carrier passed back into the Gulf.

“I recommend and emphasize to the American carrier not to return to the Persian Gulf. ... We

are not in the habit of warning more than once,” he said.

The threat led to a round of escalating rhetoric between the two sides that spooked oil markets and raised the specter of a military confrontation between Iran and the United States.

Iran threatened to close the strait, the world’s most impor-tant oil shipping gateway, while the United States warned such a move would require a response by Washington, which routinely patrols international sea lanes to ensure they remain open.

Iran appeared to ease away from its earlier warnings on Saturday, with Revolutionary Guard Corps Deputy Commander Hossein Sa-lami telling the official IRNA news agency that the return of U.S. war-ships to the Gulf was routine and not an increase in its permanent presence in the region.

“U.S. warships and military forces have been in the Persian Gulf and the Middle East region for many years and their decision in relation to the dispatch of a new warship is not a new issue and it should be interpreted as part of their permanent presence,” Salami said.

ZAGREB - Croatia voted on Sun-day to join the European Union next year, shrugging off concerns over the economic turmoil in the bloc and fears that membership will compro-mise its hard-won sovereignty.

Provided all 27 member states ratify its accession, the Adriatic state will enter the EU on July 1, 2013, more than two decades after breaking away from socialist Yugoslavia and fighting a 1991-95 war to secure inde-pendence. It will become the second former Yugoslav republic to join the EU, following Slovenia in 2004.

the referendum, the state electoral commission said with almost all votes counted.

“This is a historic moment, and could be a turning point in our history,” Prime Minister Zoran Milanovic told reporters.

Turnout, however, was low, at 44 percent of eligible voters, well below the resounding votes of many former communist countries that joined in 2004 and 2007.

That figure appeared to reflect widespread uncertainty among Croats over what membership will really mean.

But the result suggested the EU had not completely lost its appeal

in the struggling western Balkans despite the debt crisis that is threat-ening the single currency.

Many Croats hope accession will mark a clear break with the region’s recent past of war and nationalism, and help its weak economy through EU funds and full access to the bloc’s common market.

The slow pace of reform in the rest of the western Balkans, and waning enthusiasm within the EU for further enlargement, mean other countries in Croatia’s neighborhood - such as Serbia, Bosnia and Alba-nia - will wait years before they too can join. EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. JAKARTA - Ten Indonesian crew members who had been stranded in Dalian, Liaoning province, China, will be repatriated to Indonesia on Sunday, a press release of the Indonesian foreign ministry said.

The ten crew members will fly Garuda Indonesia (GA) 891 at 6.30 am Beijing time, and scheduled for arrival in Indonesia at 1.05 pm local time.

The crew had been rescued from their fishing boat “Dayang 16” in Dalian (about half an hour flight from Beijing) to the Indonesian embassy in Beijing, after the embassy convinced the company to allow the ten crew members to be transferred to Beijing.

The Indonesian crew members are Pajar Subhan (Ja-karta), Dionisius Doni (West Kalimantan), Ilham Abdullah (Makassar), Robi (Makassar), Ahmad Bahri (Jakarta), Riky Suseno (Lamongan), Arifin Sakri (Bojonegoro), Akbar (Makassar), Cecep Hasim (Jakarta) dan Patroni (Jakarta). They had been given shelter at the Indonesian embassy in Beijing.

The Indonesian ambassador in Beijing Imron Cotan said the crew had been manhandled since setting foot in Dayang 11 in October 2011. The crew left Jakarta for Da-lian, for employment as crew members at Chinese boats in international waters in the Pacific.

In their 40 days of travel to the Pacific, they said they had been denied proper accommodation in the winter, and consumption was not as their working contract, and receiving psychological and physical pressures. The Indo-nesian crew members protested and asked to be returned to Indonesia.

The company returned them to Dalian, while still holding them hostage. The Indonesian crew had been asked to pay 10,.000 RMB (about 14 million rupiah) per person as repatriation cost, exit permits, agent fees and compensation to the company, as the 10 crew members had signed a sea working contract for two years as from September 2011.

Jakarta has been quick to turn the ratings reviews into cash. This month, soon after the Fitch upgrade, it sold its first 30-year global bonds since 2008, saying the sale had raised $1.75 billion.

The day after the Moody’s up-grade, trade minister Gita Wirjawan had more good news, announcing that foreign direct investment last year had hit a record $20 billion, with Singapore, Japan and the Unit-ed States among top investors.

Wirjawan told reporters the economy had the potential to grow to $9.3 trillion by 2030.

And Britain’s Standard Chartered bank agreed, tipping a similar figure in the same timeframe, representing

a more than tenfold increase from the country’s current output.

The bank also tipped Indonesia to become the world?s sixth-largest economy after China, the US, India, Brazil and Japan in the next 20 years, putting it in front of Germa-ny, Mexico, France and Britain.

It noted that the vast archipelago of 240 million people is already a member of the G20 club of rich countries and major emerging economies. However, the outlook is not entirely bright.

Standard Chartered also said the country was handicapped by infrastructure bottlenecks and cor-ruption. Indonesia came 100th in a list of 183 countries -- with 183 being the worst -- in a Transparency International index last year.

OVERVIEW:Although native to Indonesia, the nutmeg is not often

used in cooking. One exception is the braised meat dish known as Semur, which is generally made with beef. This Balinese version uses ox tongue and partners the inimitable fragrance of nutmeg with sweet soy sauce.

INGREDIENTS:2,5 lt (10 cups) water600 gr (1 ¼ lb) ox tongue, washed well1 cup beef stock4 tbsp sweet soy sauce (kecap manis)2 tbsp thin soy sauce¾ tsp ground black pepper¼ tsp freshly grated nutmeg4 ea salam leaves3 fragrant lime leaves3 tbsp fried shallots3 medium size potatoes, peeled and cutin 2 cm (3/4 in dice)Fried shallots to garnish

PREPARATION:1. Bring water to boil in a heavy stockpot, add beef

spice paste and salam leaves, whole ox tongue and bring back to boil.

2. Reduce heat and simmer for approximately 3 hours or until tongue is cooked and very tender.

3. Plunge ox tongue into ice water and cool for 5 minutes. Peel skin off with a sharp knife.

4. Slice ox tongue in thin even slices and place in saucepan.

5. Fill up with beef stock and add all remaining ingredients. Bring to boil, reduce heat and simmer for 10 minutes.

6. Add potatoes and continue to simmer until potatoes are cooked.

7. Garnish with fried shallots.

BANGKOK — One of the world’s most endangered turtles has been released into a Cambodian river with a satellite trans-mitter attached to its shell to track how it will navigate through commercial fishing grounds and other man-made hazards.

The 75-pound (34-kilogram) southern river terrapin — one of only about 200 adults remaining in the wild — waddled into the Sre Ambel river in southwestern Cambodia this past week to the cheers of local residents and conservationists.

The New York-based Wildlife Conser-vation Society said the female terrapin was given to the group last year instead of being sold to traffickers who have decimated the country’s population of turtles and other species to cater to demand for exotic wild-life in China. The southern river terrapin, once considered the sole property of Cam-bodia’s kings, only survives in the wilds of Malaysia, Indonesia and Cambodia, the group said in a statement. The population in the Sre Ambel river is estimated at less than 10 nesting females.

But it said the terrapins there have an excellent chance of recovery because coastal mangrove forests in the region are among the largest and most pristine in Southeast Asia, spanning some 175 square miles (45,000 hectares).

The first-ever satellite monitoring of the species hopes to determine how the turtle will fare among fisherman as well as in areas threatened by sand mining and conversion of mangrove forests into shrimp farms. A small population of the species was found in 2000 in Sre Ambel after being considered locally extinct for many years.

Following the brutal rule of the Khmer Rouge in the mid-1970s which left the country devastated, poor rural dwellers scoured the forests for wildlife, much of which was sold to traders connected to China, where many wild animals — from turtles to tigers — are believed to possess medicinal and sex-enhancing properties.

The turtle project is being run by the Wildlife Conservation Society in coopera-tion with the Cambodian government and Wildlife Reserves Singapore, a zoological enterprise.

Officials say a Delta 4 rocket carried the WGS 4 satellite from Cape Canaveral Air Force Station at 7:38 p.m. Thursday.

It’s the fourth in a series of military satellites that have been put into place since 2007. The next one is expected to be ready to launch next year.

WGS stands for Wideband Global SATCOM. The satellites are replacing aging Defense Satellite Communications System spacecraft and have 10 times the speed and capacity of the older satel-lites.

WOMEN taking pomegranate seed oil, mar-keted as an alternative remedy for menopausal symptoms, got no more relief from hot flashes than women taking a pill containing sunflower oil as a placebo, according to an Austrian study.

The study, in which women took the pomegranate seed oil -- which is rich in plant compounds called phytoestrogens that mimic estrogen -- twice a day, was the first clinical trial of the remedy and appeared in the journal Menopause. As many as 85 percent of women experience hot flashes -- a sensation of heat, often accompanied by sweating, rapid heart-beat and anxiety -- many times a day before, during or after menopause.

“In postmenopausal women, pomegranate seed oil does not significantly reduce hot flashes within a 12-week observation period, but further studies are needed to investigate the long-term effect,” wrote lead researcher Leo Auerback at the Medical University of Vienna.

His team followed 81 postmenopausal women aged 45 to 60. All the women expe-rienced a minimum of five hot flashes a day, and had gone at least 12 months since their final menstrual period.

Each participant kept a diary of menopause symptoms and took two 30-milligram capsules of pomegranate seed oil or placebo pills daily for 12 weeks. At the start and the end of the study period, the researchers also tested their hormone levels. At the beginning of the study, women in the treat-ment group reported having an average of 11.1 hot flashes a day, and women in the placebo group reported 9.9 hot flashes each day, on average.

After 12 weeks, the women taking pome-

granate seed oil saw a nearly 39 percent reduction on hot flashes, to 6.8 per day, while women in the placebo group saw a drop of nearly 26 percent, to an average of 7.3 a day.

The 13 percent difference between the effects seen in the two groups was too small to credit pomegranate seed oil with any real benefit, the researchers said.

The study found no differences between the participants’ hormone levels before and after the 12-week treatment, although the women on pomegranate seed oil did report a statisti-cally significant improvement in sleep quality and related symptoms.

The researchers added that the marked drop in hot flashes seen in both groups was likely at-tributable to a so-called “placebo effect” -- a trend seen in most studies of treatments for menopausal symptoms that include a placebo control.

“Like most herbal remedies, there is no clear evidence that it is effective at reducing menopause symptoms,” said Silvina Levis, who specializes in geriatrics at the University of Miami Miller School of Medicine in Florida but did not take part in the study.

Previous research has found that soy supplements and red clover extract, which also contain phytoestrogens, are not effective at reducing menopause symptoms such as hot flashes. The current study was funded by German herbal supplement maker PEKANA, which also supplied the supplements.

Currently, only hormone therapy -- medi-cations containing synthetic estrogens -- is approved for the treatment of hot flashes in the United States.

MotoGP commercial chief Carmelo Ezpeleta has openly admitted that he sees the new Claiming Rule Teams regulation - under which lower-budget bikes with an element of production technology are permitted - as the world championship’s future, prompting criticism from Stoner.

But Lorenzo reckons Ezpeleta’s plans are exactly what MotoGP needs. “It’s the only way,” Lorenzo told Gazzetta dello Sport. “Ezpeleta’s decision to lower costs

is right.”Referring to Stoner’s hint that he

could retire if MotoGP bikes were no longer pure prototypes, Lorenzo said: “I won’t [quit]. They will be slower and therefore safer.

“With the 1000cc bikes we’ll ap-proach 350 km/h, that’s too much. 300 km/h would be enough. Spectacle is not a result of speed and technology, but of balance: people want overtaking and on-

track fighting.”Speaking at the Wrooom event earlier

this month, Ezpeleta emphasised his determination to put entertainment and cost-effectiveness ahead of technology in MotoGP’s future.

“The basics of motorsport are the combination of entertainment and tech-nology,” he said. “In times of crisis, if we cut back on something, it must be in technology, not the entertainment, which both television and circuits pay for.

“I’m talking to the manufacturers and I think we will come to a conclusion in May as to how the championship will look from 2013.”

FORMULA 1 supremo Bernie Eccle-stone says there are no doubts in his head that the Bahrain Grand Prix will take place this year - despite ongoing question marks about its future.

With reports of continued political trouble still appearing in the media, there has been speculation that the event could face a repeat of the scenario 12 months ago when it had to be cancelled.

But Ecclestone is adamant that the race, which is scheduled to take place on April 22, will go ahead because he does

not see any issue with events going on in the Gulf state.

“Everyone talks a lot about this part of the world, but Bahrain is the country in the region where there are the fewest problems,” said Ecclestone in an inter-view with the Salzburger Nachrichten newspaper.

Ecclestone also said that he was con-sidering the idea of alternating the Barce-lona and Valencia races in Spain – amid recent comments from the organisers that they want to reduce costs.

“The Spaniards want to discuss it,” he said. “We should not have two races there.” Although dropping one of the Spanish races would reduce the calendar, Ecclestone says there are no shortages of other venues ready to sign up.

“We could conclude deals today with five new promoters. The demand is high,” he explained. “Great interest comes from Mexico. More races cost us and the teams more money, because they probably have to double their staff. But we could find solutions.”
