There are several reasons to think of a thorough renewal of the Publicity system of the acts of the Parliament:

• Official publications are no longer the only channel for official information of the Administration in Spain. For example, law 20/2007, requires the publication of acts of procurement procedures in the "contractor profile" of each website.

• Since January 2010 the government written questions and answers are no longer running on the Official Gazette.

• Since January 1, 2009, the official version of the Official Gazette of Spain is offered on its website.

• In addition, there are ecological and economical reasons as well as others related with the speed of access to information to go to the computer-only version.

Therefore, the Bureau of the Senate has approved a project that beganwith a public competition to select a company engaged in digitalprinting services and will culminate on January 1, 2011 when the new system will entry into service.

The project includes the reorganization of contents. The series change:

Senado (Serie III A) • Proposiciones de Ley iniciadas en el

Congreso (Serie III B) • Tratados y Convenios Internacionales

(serie IV)

New system

I. Iniciativas legislativas: proyectos de ley, proposiciones de ley del Senado, proposiciones de ley del Congreso.

II. Iniciativas de control: interpelaciones, mociones en comisión y pleno, preguntas orales en comisión y pleno, propuestas de nuevas comisiones y aprobación de las mismas, solicitudes de comparecencia, etcétera.

III. Tratados y convenios internacionales

IV. Otros acuerdos: normas interpretativas de la Presidencia, declaraciones institucionales, etcétera.

V. Administración interna: altas y bajas de Senadores, convocatorias de concursos y procedimientos, etcétera

Some advices will not be longer published:

• Those that are repeated several times during the parliamentary process. For example, advices of new date of expiration of the term for the tabling of amendments.

• Things of interest to few people. The advices are replaced by SMS and Intranet messages to the MP’s concerned.

• Most advices related to recruitment processes, but the most important (Start of procedure, final lists of eligible…).

• The parliamentary and other backoffice systems are made with:– Oracle Application Server Release 3 (10.1.3.4.0) – Oracle Database 10g Enterprise Edition Release 10.2.0.4.0 – Oracle Internet Directory 10g 10.1.4 – PL/SQL Release 10.2.0.4.0 – Servlet Engine: 2.4 – JSP Engine: 2.0 – JRE: 1.5.0

• The Internet user interface has been made with JavaScript libraries ExtJs versión 3.3 (http://www.sencha.com)

• The PDFs files are created with iText Java libraries versión 5.0.5 (http://www.itextpdf.com)

• And the publications are signed with ASF suite versión 4.3 by TB-Solutions (http://www.tb-solutions.com)
