derstood, having the right understanding and that understanding is on a rightfoundation is vitally important. The above statement of Charles Colson that,“salvation will not arrive in Air Force One” is a powerful reminder for all of usas we all look expectantly for the upcoming election. Colson, once a specialPolitical Counsel to Richard Nixon (For some of us who do not know him: Colsonwas sent to prison for his Watergate scandal involvement. While in prison he en-countered Jesus Christ and later founded the Prison Fellowship after a trans-formed life) reminded the American people at that time that the post of USpresidency is not by itself capable to save America or to put their trust in the resultof American political result will be a misplaced hope. I believe this is what theFrench philosopher and theologian Jacques Ellul called the “political illusion”—the idea that our problems are primarily political ones with political solutions.

Now that is something for us to learn here in Manipur. Whoever seats in theChief Minister’s post (with all due respect to that post) and whatever parties cometo power (with all best of regards to all parties) – they are not capable to saveManipur and the region.Why is that so? Precisely because the level of Manipur’s sickness is so endemic

and so prolonged, it will take more than a political or economic solutions. It willtake more than a dozen universities or thousand of academicians to save it. Itwill take more than hundreds of unified armed groups to deliver our problems.

It will need more than just a superhero or super party to turn around and trans-form the cycle of all spheres of corruption and cyclical bondage Manipur is in.Ours is deeply intertwined with a spiritual poverty – both the hill and valley people.Superficial manifestations of spirituality are abounding in our midst.Cultural commentators and Christian transformational workers around the world

have this agreement – that there are Seven Cultural Influencers that influencedthe region. These are the 7 Mountains or Mind Molders that captivated thegeneration and plunged the land or nation (region) from all spheres of ruin todestruction. The longer this is happening, the deeper the people and culture isin bondage. And if one has to redeem the people, land and the system, the culturemust be redeemed and transformed.What are these 7 Mountains? They are Arts, Business, Religion, Media, Ed-

ucation, Family and Government (it can be Tribal traditional governance andadministration or Village Authority and/or DistrictCouncil/Municipal Council/MLA/MP/Law en-forcers, bureaucrats and judiciaries). And theyconvincingly proclaimed that the Gospel of JesusChrist can only transformed the culture. Follow-ing the teaching in the Bible can bring about a heart-mind and cultural changes along with a personalrelationship with Jesus. If we look at closely andunderstands transformational stories around theworld, this is the truth – only Jesus Chris can trans-form Manipur. Even my life is a testimony to thistruth about the transformative power of God. Inthe past I was a nuisance to the family and soci-ety, a gang member and a thorn in the State lawenforcers (one of our friends even hit one of theSuperintendent of Police with a catapult shot.Such was our disdain for the law and order andthose who tried to enforced it. We brag about

creating chaos and fear in the society and breaking the law). But after accept-ing Jesus Christ my life was transformed and I love to obey the law and startedrespecting the government and submitting under its authority as the Bible te-achs me (Romans 13:1-5; 1 Peter 2:13) to do it – because my worldview, lifeand action are now guided by the Bible as I accept Jesus Christ as my personalLord, God and Savior.What are the take away from this article? First, to transform and redeem

Manipur it will need more than a political party, Manipur Assembly, Centre Gov-

ernment, united armed groups, united intellectuals,armed forces, employments, development, superfinancial system and economic opportunity. Second,every politically elected government by default is op-portunistic. Only few in history come to the side oftruth, justice and common people’s welfare. Theywill do any means to come to power and stay thereas long as possible, even if they are to sit upon themountain of accumulated injustice, non-performanceand corruption (It is the responsibility of the citizensto required transparency and accountability fromtheir government). Third, in Manipur the public hasbeen taken for a ride by our politicians, bureaucrats,special contractors and few armed group leaders forthree decades or more. It seems we enjoy this jokeand even entertained and amused ourselves almostto death. This abnormality has become almost nor-mal. We must be very clear what is normal fromabnormal. Fourth, our region is drowning. And ifwe all do nothing to save it, all of us will be drownedin the course of history. And fifth, only when wetransformed the culture we will be able to trans-form the government, all other spheres of societyand our generation.Therefore, whomsoever we will vote, after the

election let us all join hearts, hands, minds and allour resources so that we will be able to save andredeem the culture. And in the long run we will beable to transform ourselves and our region. This willbe able to save our land, our loved ones and all ofus. Finally one truth, it is not the government thatultimately transformed but the people. And that canhappened if people are transformed by the GreatTransformer – Jesus Christ – who is full of truth,love and justice! Unless we embrace Him, we willnever truly experience a journey of love, truth andjustice. Let us prepare ourselves to be transforma-tional agents. Saturday (Feb. 18), Vice President Mike Pence saidthat the United States would "hold Russia accountable"for their actions, such as the violence in Ukraine, andwould stick by NATO, the military alliance that Pres-ident Donald Trump had once said was obsolete,according to news reports.

But what power does the VP really have, and whatdoes the vice president do while in office? If you don'tknow, you're not alone.

The vice presidency is "the least understood, mostridiculed and most often ignored constitutional officein the federal government" in the words of the SenateHistorical Office. Confusion about the VP's role re-flects the fact that the office has evolved throughouthistory, and varies greatly depending on the personal-ity and talents of the individuals who fill it.

Vice presidents have two official, constitutionallymandated capacities. First and foremost, they standfirst in the presidential line of succession, ready toascend to the nation's highest office upon the death,resignation or removal of the president. This has oftenbeen more than just an honorary role; fourteen formervice presidents have subsequently become president— more than half of them after a president died.

Secondly, the VP serves as "president of the Senate,but shall have no vote, unless they be evenly divided"according to the U.S. Constitution. In other words, theVP may cast a tiebreaking vote when members of theU.S. Senate are locked in a 50-50 stalemate aboutwhether or not to pass a law. But these Senate dead-locks occur infrequently. On Feb. 7, however, Pencecast the tiebreaking vote to confirm Betsy DeVos asthe Secretary of Education, the first time in history thevice president has cast a tiebreaker to confirm a cab-inet secretary.

So what else does the VP do as "president of theSenate?"

The Constitution doesn't elaborate on the matter, andso the extent to which the vice president presided overSenate sessions has varied greatly from one admin-istration to the next throughout the 19th century.According to the Senate Historical Office, some VPshad great parliamentary skill and presided well, while

others disliked the task, performed it badly, or choseto spend most of their time away from Washington,leaving in charge a "president pro tempore"— usuallythe longest-serving senator in the majority party.

Since the time of the nation's founding, the involve-ment of a member of the executive branch in legisla-tive affairs rankled many. Over time, vice presidents'senatorial duties have diminished.
