About CENELEC
CENELEC is the European Committee for Electrotechnical Standardization and is responsible for standardization in the electrotechnical engineering field
CENELEC creates market access also adopting international standards wherever possible, through its close collaboration with the International Electrotechnical Commission (IEC)
At the beginning of 2017, CENELEC membership encompassed 34 countries and 12 affiliates
More than 300 technical bodies (TC, SC, BTTF) work on the elaboration of normative documents

PV external fire exposure
Since 2014 CENELEC TC82 is developing test methods for the assessment of external fire exposure to roofs in combination with photovoltaic (PV) arrays
In 2013 the UL 1713 was integrated with the Par. 31.2 System Fire Class Rating of module or panel with mounting systems in combination with roof coverings
In 2016 CENELEC issued the CLC/TR 50670 External fire exposure to roofs in combination with photovoltaic (PV) arrays - Test method(s)
There is a need for a new European standard compliant to:CEN/TS 1187, Test methods for external fire exposure to roofsEN 13501-5, Fire classification of construction products and building elements - Part 5: Classification using data from external fire exposure to roofs tests

PV external fire exposure
CLC/TR 50670 provides test methods for the assessment of external fire exposure to roofs in combination with photovoltaic (PV) arrays which characterize potential impacts of PV arrays to an existing fire rating of roofs from an external fire exposure. The performance of roofs without PV to external fire exposure is defined in CEN/TS 1187.
The test methods of CLC/TR 50670 are only applicable to roof added installations. Building integrated PV is not covered by this standard.
The test method refers to PV modules as test specimens without a specific mounting system as well as combinations of PV modules with particular mounting systems on tilted roofs and flat roofs.

Lessons learned from fire tests
• In the tests with the PVC roof, the burning area was limited to the vicinity of the ignition source (no self-propagating fire)
• In tests with the bitumen roof, a fully-developed fire occurred which involved both the roof and the PV module and had to be extinguished for safety reasons. The roof, in combination with a PV module, failed to meet its requirements
• The test results clearly show that the type of roof, especially the roof covering material, significantly affects the fire performance of the PV modules

CONCLUSIONS
• Nowadays international standards IEC/CLC cover both the PV life-cycleand certification for most applications
• CENELEC collects experiences in BAPV, BIPV and risk prevention in order to increase the value of PV by means of standardization
• PV fire prevention is now addressed in laws and rules issued in several Countries and needs a standardization based on specific test procedures
