Above 6GHz

• Long term solution for Europe• CEPT Decision ECC/DEC/(06)04 for UWB operation above 6GHz

was adopted in May 06 http://www.ero.dk/documentation/docs/doc98/official/Word/ECCDEC0604.DOC

• Adoption of EC Decision for UWB above 6GHz expected in Oct 06

• EC issue additional mandate to CEPT to study extension at 8.5 to 9GHz band to allow use of UWB equipment at 6-9GHz

• Final report from CEPT to EC expected March 07

Mitigation Technique – LDC

• CEPT had completed work on technical requirement

• Draft ECC Decision on LDC in the frequency band 3.4 to 4.8GHz has been approved in ECC July 06 meeting for public consultation

UWB devices implementing LDC will be permitted to operate at a level of

-41.3dBm/MHz in the frequency band 3.4 to 4.8GHz with the following requirements

Ton max = 5 msToff mean ≥ 38 ms (averaged over 1 sec)Σ Toff > 950 ms per secondΣ Ton < 5% per second and 0.5% per hour

Mitigation Technique – DAA

• CEPT expect to complete technical requirement in Oct 06• UWB implementing DAA will be permitted to operate at a level of -

41.3dBm/MHz in the frequency band 3.4 to 4.8GHz • The proposed DAA mechanisms composed of:

Introduction of “silent period” - For coexistence between UWB and victim services when avoid

mechanisms is not yet active - For measurements/detection operation

Victim service UL detection for “Avoid” operation activation. “Avoid” operation in order to protect the DL signal.

- further study on power level at the 3.4 – 3.8GHz band (currently –

85dBm/MHz)

Phased Approach

• Time limited opening of the 4.2 to 4.8GHz band for generic UWB operating at -41.3dBm/MHz without mitigation technique

• Balanced view expressed in favour and against phased approach

• No consensus could be reached at July ECC meeting

• Further study on regulatory implications and enforcement aspect

• Report and decision expected in ECC Nov 06 meeting

Summary European Process and Timeline

• CEPT undertake UWB technical studies under EC Mandate and produced ECC Decision

• EC Radio Spectrum Committee (RSC) consider ECC Decision and then issue EC Decision which is MANDATORY to member states
