CORDEL Working Group(CORDEL = Cooperation in Reactor Design Evaluation and Licensing)

Mission: Promote the international standardization of nuclear reactor designs

• Every reactor vendor today offers one or more standard designs (EPR, AP1000, ESBWR, AES2006, APR1400, etc.). These ‘standardized’ designs usually have to be adapted to comply with the national safety standards in each country where they are built.

• Standardized design (and maintaining the standardization during the lifetime of the plants) would enable more cost effective licensing and safety analysis, more efficient sharing of operating experience, as well as more effective safe operation.

• Increased harmonization of the safety standards could facilitate the licensing process without adaptions or changes (except for site specific circumstances) and lead to internationally standardized design.

DESIGN KNOWLEDGE (AND DESIGN CHANGE) MANAGEMENT

How to efficiently manage design knowledge (and design changes) while maintaining the benefits of

standardizationA dedicated Working group (Design Change Management Working Group) has been established within CORDEL i n order to propose an industry wide policy on this issue.

• associating major utilities and nuclear designers/vendors,

• and in connection with other international relevant organizations (WANO, IAEA, NEA…);

• Report on Design Knowledge and Design Change Management in the Operation of Nuclear Fleets issued April 2015;

• This report looks at existing and new mechanisms which might deliver improved benefit from design standardization throughout a nuclear fleet’s lifetime;

• The role of the Design Authority and its responsibilities is being developed. This work is being done in close cooperation with WANO.

• Owner’s groups are part of the knowledge management.

THE IMPORTANCE OF DESIGN KNOWLEDGE AND

DESIGN CHANGE MANAGEMENT

The knowledge of the design and of the design basis if key to a safe operation. This is the responsibility of the Licensee .

The operating lifetime of a plant spans over severa l decades. A plant will be confronted with possible design change during its life, due to experience feedback, new knowledge or requirements, and safety reassessment (or Periodic Safety Reviews).

Design knowledge and design change management are b oth of major importance to retain the benefits of standardization throughout plant operation and through a fleet-wide approach (nb: Standardization means similar in design and specifications, but not necessarily "full identity").

� To ensure continuing safety, changes must be made w ith a full understanding of the design intent, under the responsibility of the Lice nsee for design changes.

THE LICENSEE (UTILITY / OPERATING

ORGANIZATION) ROLE AND RESPONSIBILITY: REFERENCE STANDARDS REGARDING NUCLEAR

SAFETYIAEA SF1 (Safety Fundamental) : The prime responsib ility for safety must rest with the person or organizatio n responsible for facilities and activities that give rise to radiation risks. The licensee retains the prime responsibility for safety throughout the lifetime o f facilities and activities.

Other groups, such as designers, manufacturers and constructors, employers, contractors, also have legal, professional or functional responsibilities with regard to safety.

The licensee is in particular responsible for - Establishing and maintaining the necessary competences;- Providing adequate training and information;- Establishing procedures and arrangements to maintain safety under all conditions;- Verifying the appropriate design and adequate quality of facilities and activities and of their associated equipment;

THE LICENSEE ROLE AND RESPONSIBILITY

REFERENCE STANDARDS REGARDING

NUCLEAR PLANT DESIGNIAEA SSR-2/1 Safety of Nuclear Power plants: Design :Each operating organization "shall establish a form al system for ensuring the continuing safety of the pl ant design throughout the lifetime of the nuclear power plant".

It shall include "a formally designated entity responsible for the safety of the plant design within the operating organization’s management system". � This entity is referred to as "Design Authority " (as per

INSAG-19).

The attributes and responsibilities of the Design Authority have been described more precisely in the WANO Principles for Design Basis Management (2015)

Tasks that are assigned to external organizations for the design of specific parts of the plant shall be taken into account in the arrangements.� These organizations are referred to as “Responsible

Designers ”

CHALLENGES

The "Design Authority" role is to ensure : (i) that the knowledge of the design needed for safe operation, maintenance and modification of the plant is available, and maintained up to date by the operating organization; (ii) that management of design requirements and configuration control are maintained; (iii) that the necessary interfaces with responsible designers and suppliers engaged in design work are established and controlled; (iv) that the necessary engineering expertise and scientific and technical knowledge are maintained within the operating organization; (v) that all design changes to the plant are reviewed, verified, documented and approved.

Design knowledge has to be transferred by the origi nal vendor(s) and the responsible designer(s) to the operating organization - through the safety report and adequate detailed engineering documentation. - however, highly specialized knowledge, codes and methods, “know how”, underlying the

detailed design, may be more challenging to acquire.- Particular attention to be paid to the contractual arrangement, when there is a turnkey contract

for New Build

� Clarity is needed on what level of knowledge of the design should be ret ained by an operator needed for safe operation, maintenance and modification of the plan, how the knowledge of the designer should be maintai ned and usedas element of design change management to ensure the continuing safety of the plant

The role of the original plant vendor is also of ma jor importance.

Often it is the vendor who retains the detailed kno wledge of the designIt needs to be to be involved to a greater extent in keeping and improving the safety of a design during operation.

The vendor can also play a beneficial role in remai ning current with new research findings and developments

Experience feedback collecting, analyzing and shari ng This is the responsibility of the operating organiz ation. This Operating experience may be shared with the vendor or within the Owners Group (according to specific agreements).

For standardized reactor designs, the role of the v endor/designer in the fleet oversight international ly is all the more important: Vendors can play an important role in the exchange of information and operational experience within ‘their’ fleets across the world. They can help maintain design knowledge and play an enhanced role, in interaction with utilities/licensees, in studying and proposing design improvements which might result from this experience feedback.

Whatever the organization, the final decision (modi fication, improvement, experience feedback...) lies within the responsible licensee ( utility), taking into consideration its own local context. This also emphasizes the need for a well-establishe d knowledge management system as knowledge will have to be passed across successive generation of engineers (within operating organizations, and within responsible des igners / vendors)

The Owners Group (OGs), involving utilities and ven dor, is a point of interaction between the utilities that operate similar design and the c orresponding vendor (and with other "responsible designers" for main components). Operating experience can be shared, as well as common technical issues and the way to solve them.

For standardized reactors fleet, some examples of k ey points are [with the objective to maintain the benefits of standardization during plant lifetimes]: - collecting reliability data and PRA techniques for main internal events; - cost/benefit analysis to inform decision about modifications or equivalent means; - design knowledge management, under the responsibility of the owners;- developing a consistent approach for Periodic Safety Reviews (PSRs) to include international

experience feedback.

There is a clear benefit and efficiency for safety and economics in maintaining standardization, including on the standardized chan ges to be made (following safety reviews, technological improvements,…).Any decisions regarding changes by the licensees co uld benefit from benchmark on relevant safety-related factors and on sharing prop osed solutions between the licensees and the vendor within the Owner Group.

The World Nuclear Association CORDEL working group, and particularly its Design Change Management Task Force, promotes a lar ge cooperation between owners of similar designs, and involvement of the o riginal designers for an efficient knowledge management along the lifetime o f the plants.

Design Authorities, and an efficient process for De sign Knowledge and Design Change Management within a standardized fleet are key to s afety and overall performance on a long term.

The role of the vendors (as Responsible Designer) m ust be defined in vendor-utility agreements with initial design information handover and provisions for potential changes during the life of the plant. The benefit of maintaining design standardization should be clearly addressed in these agreements (experience feedback sharing, economics, safety, Safety Reviews...) for design changes decisions.

The Owners Groups would be in a good and privileged position to contribute to global knowledge management.
