STAGE TWO OF THREE-STAGE REVIEW OF OUT-OF -DATE DEFENCE INSTRUCTIONS (GENERAL)

1. Reference A advised that I was conducting a three-stage review of out-of date Defence Instructions (Oeneral) (Dl(O». I requested you to consider a list ofout-of-date DI(O) that were due for review between 1983 and 1999 (stage one of the review) and advise whether they could be cancelled or reviewed.
2. Building on stage one, which will result in the cancellation of 15 out-of-date DI(O), it is now time to commence stage two of the review. This stage captures 3301(0) that were due for review between 2000 and 2004.
3. For the second stage of the review, I request that you review the list ofDI(O) at Enclosure 1 and, for those Dl(O) you sponsor, undertake one of the following activities:
a) advise the Directorate of Administrative Policy (DAP) that the DI(O) is no longer required and should therefore be cancelled; or
b) enter the DI(O) into the fonnal SoDI process by submitting a request for in-principle agreement to DAP; or
c) advise DAP that you are no longer the correct sponsor ofthe DI(O) so that arrangements can be made to transfer it to another Group or Service, if appropriate.
4. As with stage one, DAP will assist you with stage two, initially making contact with your SoOl Network representative to discuss possible arrangements for each ofthe 01(0) on the list. This will assist your SoDI Network representative to identify DI(O) that require cancellation, review, or translation to another document type.
5. For those DI(O) entering the SoD I process for review, could I please ask that requests for in-principle agreement be submitted through the usual process to DAP by 5 November 2012. Ifa request for in-principle agreement is not received by the due date, I will consider cancelling the DI(O) by 4 March 2013, in accordance with my delegation from the Secretary and CDF to do so.
6. As I did for stage one (see Reference B), I will write to you again in late November to advise the results of this activity.

I phoned GPCAPT Robinson at 0755 this morning. He told me that his staff have everything under control and that SQNLDR Jodie Hatch is the person handling this matter.
I followed up with SQNLDR Jodie Hatch by phone at 0805 and she informed me that she had spoken with Wendy Marman on Friday 9/11/2012 and consequently forwarded the background brief and the risk assessment documents to IMAF for clearance and as soon as the clearance is provided she will forward the documents to us for review.

Thank you for submitting the IPA documentation for DI(G) ADMIN 55-1. As you can see from the response from Directorate of Administrative Policy (DAP) provided below this does not meet the criteria for a DI(G) under the revised SoDI system. In the light of that advice we recommend a cancellation of DI(G) as part of Stage Two review. Our area is happy to discuss with you the most relevant form of instruction to cover this policy (Perhaps an Air Command 51?).

DI(G} ADMIN 55-1 - We have received the background brief and risk assessment for this because AF want to review it. The background brief states that AF were responsible for the handling of unusual aerial sightings, however the function ceasedf in 1996. It goes on to say that AF no longer monitors this field but that bases still regularly received calls from members of the public. The policy provides guidance for base personnel about what to do when they receive such calls. The risk assessment came out at LOW. As you would be aware DI(G} are a tier one document and tier one documents are our high risk administrative policy documents, they must contain a compliance paragraph as well. This policy does not need to be a DI(G). My strong recommendation is that you cancel it and replace it with SOPs to the bases. I am unable to accept this as a request for inprinciple agreement and cannot see any reason contained in the background brief that would give us sufficient reason to recommend its review to FASMECC. We will not take any further action on this DI(G} and will await your advice.

Wendy while it was great to receive this advice providing us with an up-date, we still require formal notifications etc. along the lines of what I have described above. When deciding whether DI(G} can be cancelled or not, the subject matter areas need to look at whether the DI(G) is still necessary and whether it should be retained as a DI(G). They should look at whether it would be better suited to another document type, perhaps not even a SoDI document.

&ekground 1. On 28 September 2012, you wrote to Group Heads and Service Chiefs advising that,
building on stage one ofthe out-of-date 01(0) review. you were commencing stage two (FASMECC/OUT/20121253 refers).
Key Issues 2. Group Heads and Service Chiefs were asked to review any 01(0) sponsored by them and
advise whether they would be cancelled or reviewed. Stage two ofthe 01(0) review captured 33 01(0) that were due for review between. 2000 and 2004.
3. The responses have now been received by the Directorate ofAdministrative Policy (OAP). The individual arrangements advised for each ofthe 01(0) have been outlined in Enclosures 1 and 2 to Attachment A: from stage one, two OI(G) are awaiting cancellation following outstanding actions; from stage two, 20 01(0) are proposed ,fof cancellation.;m

1. Reference A advised that I was conducting a three-stage review of out-of date Defence Instructions (Oeneml) (Ol(G». I requested you to consider a list ofout-of-date 01(0) that were due for review between 1983 and 1999 (stage one of the review) and advise whether they could be cancelled or reviewed.
2. Building on stage one, which will result in the cancellation of 15 out-of-dale OI(G), it is now time to commence stage two of the review. This stage captures 3301(0) that were due for review between 2000 and 2004.
3. For the second stage of the review, I request that you review the list of 01(0) at Enclosure I and, for those Ol(O) you sponsor, undertake one of the following activities:
a) advise the Oirectorate of Administrative Policy (DAP) that the OI(G) is no longer required and should therefore be cancelled; or
b) enter the DI(O) into the formal SoOI process by submitting a request for ! \ in-principle agreement to OAP; or c) advise DAP that you are no longer the correct sponsor of the 01(0) so that
arrangements can be made to tmnsfer it to another Group or Service, if appropriate.
4. As with stage one, OAP will assist you with stage two t initially making contact with your SoD1 Network representative to discuss possible arrangements for each ofthe 01(0) on the list This will assist your SoOt Networl<. representative to identifY 01(0) that require cancellation, review, or translation to another document type.
5. For those DI(G) entering the SoDi process for review, could I please ask that requests for in-principle agnrement be submitted through the usual process to DAP by 5 November 20 12. If a request for in-principle agreement is not received by the due date, I wilJ consider cancelling the 01(0) by 4 March 2013, in accordance with my delegation from the Secretary and COF to do so.
6. As I did for stage one (see Reference B), I wiU write to you again in late November to advise the results of this activity.

FASMECC's minute (attached for your reference) requested that Group Heads and Service Chiefs responded if they had concerns with the proposed cancellations. We haven't received a formal response from CAF and so assume that he is happy for us to cancel the AF sponsored DI(G) identified in stage two.

That is correct, but refers to cancellations which occur when a Group or Service identifies a need to cancel a DI(G) and they must conduct consultation across all Groups and Services and seek 1M Notings. This is different as it is being conducted by the Directorate of Administrative Policy, on behalf of FASMECC. It is a being carried out as a result of the three-stage review of out-of-date DI(G) which is being conducted by FASMECC. Its the reverse if you like, in that instead of Groups and Services identifying a need for cancellation, we have approached Groups and Services to come to an agreed way forward for the DI(G) that are part of the review, we recieved advice from the Groups and Services in conjunction with Defence Legal and eventually arrived at a list of DI(G) proposed for cancellations. This is why it was important that Group Heads and Service Chiefs, as the sponsors of the DI(G) on the list have visibility of Dr(G) that are about to be cancelled.
The out-of-date DI(G) review was conducted in an effort to bring the SoDI estate up-to-date, a recommendation from the 2009 audit recommendations.

Further to our earlier conversation, , need to clarify who is to authorise cancellation of SoDI documents. According to the information on the SODI>Resources>Guidance>SoDI clearance and approval matrix http://intranet.defence.gov.auIDRMS/uR5052/R11675287 .pdf endorsement for all cancellations comes from the 1M who must be an SES Band One/One Star Officer.
All previous cancellations that have passed through IM-AF since my employment in this area have been approved/endorsed by Air Commodore Andrew Dowse who is the AFIM.
I am doing up a brief for AFIM.

1. On 13 December 2012, you wrote to Group Heads and Service Chiefs advising that you would be cancelling 20 DI(O) in March 2013. Oroup Heads and Service Chiefs were asked to raise any concerns about the cancellation of the DI(O) listed at Attachment A by 11 February 2013. You also advised that you would write again to commence stage three ofthe review (FASMECCIOUT/2012/285 refers).

1. In May last year, the First Assistant Secretary Ministerial and Executive Coordination and Communication (FASMECC) launched a three-stage review of out-of-date Defence Instructions (General) (DI(G)). This important System of Defence Instructions (SoDI) initiative will result in reduced risk to Defence by ensuring that our high-risk SoDI documents are consistent, accurate, up to date and, where required, legally enforceable.
2. Stage one of the review resulted in the cancellation of 13 DI(G) which were due for review between 1983 and 1999. The Directorate of Administrative Policy has continued to work closely with Groups and Services and, as a result of stage two of this review, agreement has been reached to cancel a further 17 DI(G) that were due for review between 2000 and 2004.
3. Following is the list of DI(G) that have been cancelled as a result of stage two:

This important System of Defence Instructions (SoDI) initiative will result in reduced risk to Defence by ensuring that our high-risk SoDI documents are consistent, accurate, up to date and, where required, legally enforceable.
2. Stage one of the review resulted in the cancellation of 13 DI(G) which were due for review between 1983 and 1999. The Directorate of Administrative Policy has continued to work closely with Groups and Services and, as a result of stage two of this review, agreement has been reached to cancel a further 17 DI(G) that were due for review between 2000 and 2004.
3. Following is the list of DI(G) that have been cancelled as a result of stage two:

4. On 18 March 2013, FASMECC again wrote to Group Heads and Service Chiefs launching stage three of the review, considering 27 DI(G) that were due for review between 2005 and 2007.

Air Force has reviewed the list enclosed at reference A of the RAAF sponsored DI(G)s that FASMECC proposes to cancel in Stage Two of the three-stage review of out-of-date DI(G)s. Four of the five listed DI(G}s are sponsored by Air Force. However, your area agreed in 2011 to take over responsibility for DI(G) OPS 391 as an interim step, to then identify the appropriate ADO sponsor.
In addition to the DI{G)s identified, Air Force is responsible for DI(G} LOG 01-14. which was due for review in 11 Feb 00 (I.e. issued 11 Feb 97), which falls in the Stage Two timeframe.
