4Open Government Data

• The goal is engagement of citizens in all aspects of developing an eSociety. Open Government focuses on the implication of openness to the public sector.

• Open Government emphasizes transparency, participation, and collaboration.

• Georgia has joined the Open Government Partnership (OGP) and submitted an action plan 2012-2013 with the goal of “making their governments more transparent, accountable, innovative and open to citizen participation.”

• Enabling citizens and businesses to become engaged in more and more aspects of the work of the public sector is essential part of the Open Government agenda. This involves raising the awareness of, and trust in government, increasing the take-up of eServices, participating in eService design and delivery, and participating in policy making.

5Open Government Data Portal – Logical Process

Data Generation (Data Source)

•The data is produced by a human or machinery workflow.

Convert (CSV/XML)

•The data is converted or reformatted into the supported data file format. The output data file of CSV or XML format is produced.

Receive & Store

•The result is submitted as a data to the open data portal. The data file is stored in the central data repository. The data is time-stamped.

Validate (Format, Consistency)

•Some very trivial mechanical data validations are executed and the content can be pre-validated to ensure the least formatting validity. The next process is manual validation. Appropriate staff member checks the contents. If red-flagged the data file is sent back to the data provider for re-validation. The process is not finalized unless the data is considered valid.

Publish

•The last stage after data provisioning and validation is data publishing on the open data portal in form of a file. The published data is locked from any modification or alteration. Any modification or alteration is a new version of data and it can only be performed and authorized by the data provider.

• Service catalogue is the list of services integrated into Georgian Government Gateway and is published for open use. Any citizen or business representative can view description of services integrated into data exchange infrastructure together with their technical and organizational requirement which must be fulfilled for use.

• Currently, majority of people do not know which type of information can be obtained from the State. This portal will help many people to improve the process of effective management of their business.
