An artificial lake built by placing a dam in the Madi river in the gorge joining Ward no. 3 and 5 of the Vyas Municipality. Various activities would be hosted in the lake. River bank for certain section of the Madi river would also be stabilised in a phase-wise manner. The river banks would be enhanced by paved footpaths, public art, lighting and street furniture. Sustainable sourcing of construction materials from the river would also be carried out to manage the river and its banks.

Promotion and development of the agricultural land beyond lake as organic farming area which could supply organic crops and vegetables to the project area and visitors. In addition, infrastructure for agriculture as well as processing centres could also be built.

The place could also host development of prime residential properties with artificial beach.

Lonely Planet, a leading travel guide, ranked Nepal as the top value destination for 2017 in its annual “Best in Travel List”. Nepal has seen consistent growth in the number of tourist arrivals in the last three years, with impressive growth rates of about 40%, 25% and 25% in 2016, 2017 and 2018, respectively. In 2018, the country welcomed over 1.1 million tourists. The number of incoming tourists excludes many Indian tourists who travel to Nepal by land. Among the recorded tourists, 70% travel to Nepal for holiday/pleasure. In addition, internal tourism has grown rapidly. In particular, internal tourists originating from major cities like Kathmandu constantly demand new and interesting travel and holiday experiences, thanks in part to the growing disposable income.

PRE-QUALIFYING CRITERIA FOR THIS PROJECT

1) At least five years’ experience of developing and managing projects related to tourism infrastructure in Public Private Partnership (PPP) models.

2) Net worth equivalent to at least USD 15 million at the time of making the application/proposal.

1. The developer/ investor who meet the above pre-qualifying criteria can make the application for this project.

2. Application may be made by a single entity or a group of entities (Consortium or JV) comprising up to three different companies/ parties, including a Lead member, coming together to implement the project.

3. A consortium/JV may fulfil the pre-qualifying criteria in a joint/cumulative manner, except for the number of years of work experience.

4. A fee of NRs 10,000 shall be payable for each application made (with application to one project counting as a single application).

5. The fee must be paid to OIBN (to the OIBN office or a dedicated desk at the Nepal Investment Summit), or by electronic transfer to the following bank account of OIBN:

Production and post-production services includes indoor studio, facilities to lease shooting equipment, state of the art communication and data centre, office space for clients, among others.

Spaces would be leased to build tourism facilities including 5-star hotel, resort, casino, standard hotels, dormitories, and theme park. Other facilities like a central café/bar, souvenir shops, indoor and outdoor theatre will be key elements of this component.

Supporting facilities and further development includes: School of film making, banks, departmental stores, parking spaces, guard house, warehouse and workshop, health centre, helipad, etc.

Currently, nearly 100 mainstream films are made in Nepal, annually. The figure was about 60-70 as of FY 2015/16. Moreover, globally, with the proliferation of companies like Netflix and an increasing demand for new movies/series, there is increasing demand for film studios and spaces globally.

Nepal only has one built movie studio which is not in the best of conditions. Lack of required space and sophisticated studio has meant that domestic film-makers are still dependent on other countries and cities like Mumbai and Chennai for production and post-production. Current movie-makers use naturally occurring scenic destinations but as they do not have purpose-built facilities, they face difficulties. Moreover, in the lack of supply of such a facility, Nepal is missing out on branding its naturally given resources and assets.

Nepal, with its pleasant climate, wide landscape variation even within a small area and warm hospitality, is ideally suited for being developed as a prime destination for entertainment and movie tourism. It provides peaceful and safe choice along with scenic and splendid natural beauty and unique blend of cultures. A total of two hotels of star standard will also be developed. The hotel would offer both high-end luxury as well as standard travel experiences. These hotels would offer a fully integrated and comprehensive experience with opportunity to explore the National Park. The tariff of these hotels will be fixed and will be changed only in consent with the provincial and local government.

Infrastructure for various activities such as golf, yoga, meditation, horse-riding, climbing, herbal treatment, cycling, heli service, sky-diving, among others will be developed. In addition to this, organic food locally produced will be served to the visitors.

One of the components of the project will be a village which reflects the spiritual heritage of the Khaptad area. In addition, a museum could be developed to showcase the life, times, and work of Khaptad Baba as well as history and folklore.

The road up to Jhingrana will be upgraded by the Government. Smart energy through the provision of energy with photovoltaic solar panel systems (solar irradiation of Khaptad area is around 4.21 kWh/m2/day) and hot water consumption be supplied through solar thermal systems.

Existing facilities and services of the National Park will be upgraded and renovated, and the conservation activities will also take place alongside.

PRE-QUALIFYING CRITERIA FOR THIS PROJECT

1) At least five years’ experience of developing and managing projects related to tourism infrastructure in Public Private Partnership (PPP) models.

2) Net worth equivalent to at least USD 50 million at the time of making the application/proposal.

1. The developer/ investor who meet the above pre-qualifying criteria can make the application for this project.

2. Application may be made by a single entity or a group of entities (Consortium or JV) comprising up to three different companies/ parties, including a Lead member, coming together to implement the project.

3. A consortium/JV may fulfil the pre-qualifying criteria in a joint/cumulative manner, except for the number of years of work experience.

4. A fee of NRs 10,000 shall be payable for each application made (with application to one project counting as a single application).

5. The fee must be paid to OIBN (to the OIBN office or a dedicated desk at the Nepal Investment Summit), or by electronic transfer to the following bank account of OIBN:

6. After payment of the fee is made, the OIBN shall assign an engagement manager and may provide additional documents or information relevant to the project (if available).

7. Applications shall be submitted in physical copies to the OIBN or emailed to [email protected].

8. The Government of Nepal (OIBN or relevant government agency at the relevant level of government) shall review the proposal and ask additional information if required.

9. The Government of Nepal has final authority to decide on your application.
