Integrated transport system (ITS) is based around a network of modern buses which reduces pollution, saves money and is cheap for people to use.

Old buildings / Brownfield sites are turned into sports facilities to avoid them being taken over by squatters.

Slums have not been allowed to develop. The cities public housing fund allocates land for the poorest people to build their own houses. This means that the houses are legal and people have addresses so they can find formal work. The houses have access to proper service.

Essential public services such as schools libraries and health centres are located next to transport interchanges. There is an Open University for all residents. Educated citizens mean that it is easier for the city to attract investment.
