Abstract of Railway Minister’s 2010-11 budget speech• “while formulating my proposals, I had two considerations. First, I looked

into the economic viability of the projects, in the conventional way of rate of returns, etc. Most of the projects proposed by me fall in this category. But there was another consideration which I had to weigh while taking a decision and that consideration was social responsibility. Railways, being the lifeline of the Indian economy, has to provide connectivity to most parts of the country. Should commercial viability be the only criterion to judge this need of connectivity? Or, should social responsibility be an important consideration?

• I prefer the latter. Our objective is inclusive growth. Growth for all is not possible, if there is no connectivity. If we cannot include all in the ambit of our growth process, then growth will remain just a statistical expression. We do not want that type of growth.

• We cannot and should not have a myopic view of viability. What is not viable today, if connected, will become viable tomorrow. I believe, Railways cannot ignore this responsibility of making investments for future growth.”

Railways to use alternative fuels to power locomotives

Concerned over increased burden on its coffers due to recent fuel price hike, Indian Railways, largest bulk consumer of diesel in the country, have decided to cut costs by using alternative sources like bio-diesel in a big way for powering their vast fleet of locomotives.

To set up an integrated bio-diesel plant at Chennai with an aim to gradually reduce dependence on high speed diesel which powers its fleet of over 7500 diesel locomotives.

Diesel locomotives cater to 60 per cent of the rail traffic in the country, hauling both passenger and freight trains.

Railways experiment with cost-effective fly ash sleepers

The Research, Design and Standards Organisation (RDSO) of Indian Railways is experimenting with cost-effective sleepers for railway tracks.

At present, railway sleepers are made with cement concrete. Now, the RDSO, in collaboration with IIT-Kanpur and NTPC, is planning to use fly ash in the sleepers, which will not only make them more durable, but also cost effective.

India produces 150 million ton fly ash every year and by 2012, the production is expected to reach 200 million tons.

Mixing 25 to 30 per cent of fly ash gives 20 per cent more durability to the cement structure as the fly ash particles, being smaller in size than the cement particles, settle in the smallest of voids in a cement structure and make the structure more condense.
