    SCHOLARS GUIDE FOR CHINA SCHOLARSHIP COUNCIL GRADUATESTUDENTS AND

    DIRECTORS OF GRADUATE EDUCATION AND STAFFSIOWA STATE UNIVERSITY

    Description of the pror!"#The China Scholarship Council (CSC) and Iowa State University have signed an

    agreement of cooperation to provide a platform for selection andfunding of

    excellent Chinese students to enroll at ISU and pursue doctoraldegrees. If the

    selected Chinese students successfully complete the requirements of the

    designated program and successfully defend their dissertation they will !e

    conferred doctoral degrees !y ISU.

    Se$ection Criteri!#

    Candidates will meet the normal selection criteria for the graduate program at

    ISU set forth !y the individual programs which include !ut are not limited to"

    academic preparation #nglish pro$ciency and % general aptitude. Candidates

    will also satisfy the selection requirements and criteria set out !y CSC.

    App$ic!tion Process#

    (')Candidates should directly apply for admission to ISU in accordance with

    therequirements and procedure set out !y ISU (http"www.iastate.edu).

    Candidates should specify in their application they are applying for the

    CSCISUoint Scholarship *rogram.

    (+)ISU will evaluate the candidates and decide which candidates are

    admissi!leto its programs. ,y -arch ' of each year ISU will provide CSC

    and eachquali$ed candidate with a copy of an oer letter. /er letters will

    (2)Usually the student in colla!oration with proposed ma3or professor or 4/%#

    prepares a research plan that will !e part of the application pac5age to CSC.

    (6)7fter receiving an oer letter from ISU and the 3ointly prepared research

    plan candidates must apply to CSC in accordance with the regulations and

    procedures set out !y CSC (http"www.csc.edu.cn).

    CSC will evaluate the candidates and provide ISU with a $nal list of

    scholarship recipients and inform the successful candidates in early -ay. The

    chosencandidates must then register as an ISU doctoral student. Individual

    programs at ISU are then noti$ed !y the applicants themselves whether they

    /nly a select num!er of Chinese University students in certain $elds are eligi!leto apply. Initially only 28 universities were selected !y CSC and this list has !eenexpanded to 91 with a !roader coverage of the $elds and geographic areas. CSC Scholars receive full tuition scholarships from Iowa StateUniversity. 7ccording to university policies programs that directly fundgraduate students and that are highly selective may !e considered forJexternally funded graduate assistantK status. Such programs are oftenfunded and administered !y governments or international foundations.

    Typically a formal agreement is in place with the funding organiDation thatspeci$es the selection process and funding level for graduate stipends. The

    CSC program has !een reviewed and approved for externally funded graduateassistant status. It is then the responsi!ility of the studentLs college(potentially in colla!oration with the home department andor ma3orprofessor) to provide a scholarship equivalent to residenttuition so that thestudent will !e relieved from tuition !urden.

    The terms and conditions of the CSC tuition scholarship are in part cited a!ovein the App$ic!tion Process/ !n& F%n&in 0o&e$ sections of this document.,rieMy Iowa State University will oer tuition scholarships to CSC candidatesprovided that these students secure a scholarship from CSC in the form ofstipend (living expenses health insurance and other miscellaneousexpenditures) for up to 6@ months and the student ma5es accepta!le progress

    toward the sought degree. /f course if the CSC scholar fails to maintainsatisfactory student status the university reserves the right to terminate thestudent and tuition scholarship.

    Fre+%ent$( !s1e& +%estions#2- hat if the student is conditionally admitted !ut does not get the CSC scholarshipNA. The admitting program could still admit the student !y oering assistantship. Thisof course means the departmentprogram also assumes full responsi!ility of inFstatetuition that will !e assessed. 7lternatively the student is admitted as selfFsupporting.In this case the student is responsi!le for all the expenses including non3resi&ent

    tuition.

    2- hat if the student is admitted to ISU and receives CSC scholarship !ut changeshisher mind to study at another schoolNA-That is unli5ely. The student is given a CSC scholarship !ased on the applicationshe su!mits to CSC with speci$c university and research plan.

    2-hat are the criteria CSC uses to oer scholarshipNA. This is not very clear and it may !e changing yearFtoFyear. In addition to thequali$cations of the student (T/#AG % %*7 ran5 in graduating class etc.) theran5ing of the institution program reputation and ran5 of the proposed ma3orprofessor quality of the research plan statement and the home institution of the

    student will all !e considered.

    2- ho pays for the inFstate tuition of the studentNA. It is up to individual colleges to decide. In engineering and li!eral arts and sciencesthe colleges will pay oneFhalf of the inFstate tuition. The other half will !e paid thedepartment or ma3or professor.

    2- Can the tuition share of the ma3or professor !e paid from a federally fundedpro3ectNA-That depends on the agency and type of funding. Certain agencies do not allowfunding tuition unless the student is paid a stipend for the research from thatparticular pro3ect. In this case the proposed ma3or professor 4/%# and the

    department chair will identify alternate sources.

    2. Can a program or ma3or professor supplement the CSC scholarship stipendNA. Under certain conditions supplemental stipend is allowed. The university guidelineon this topic is included as a supplement to this document.

    5!c1ro%n&The Chinese Scholarship Council program provides funding for *h4 students to pursue*h.4. degrees at ISU as well as other universities. The funding is provided on aselective !asis to students who are expected to complete the requirements for the*h.4. in a reasona!ly short period time. 7s a result it is a CSC expectation thatscholars not !e appointed to graduate assistantships that could delay their progress ordegree completion. Unfortunately it is not unusual for the stipends provided toscholars to !e !elow the minimum expected halfFtime graduate stipend at ISU. Theseguidelines are intended to provide a framewor5 for supplementing scholar stipends viamechanisms that are unli5ely to delay degree completion.

    Potenti!$ S%pp$e"ent!$ F%n&in 0ech!nis"s

    It is appropriate when possi!le to provide supplemental funding to CSC

    scholars as scholarships that are in addition to their full tuition scholarships.

    It is appropriate to appoint CSC scholars as up to Ftime graduate research

    assistants if their &7 appointment responsi!ilities are directly related to theirdissertation research.

    It is not appropriate to appoint CSC scholars as graduate administrativeassistants or graduate teaching assistants.

    It is not appropriate to appoint CSC scholars as hourly employees.

    7ll CSC scholars are categoriDed as externally funded graduate assistants and

    are thus assessed resident tuition and receive full tuition scholarships as *h.4.students regardless of whether or not they are provided supplemental funding.

    7cademic colleges may have policies restricting the types of supplemental

    funding that are allowed for CSC scholars !ut it is expected that such policieswill still ena!le reasona!le supplemental funding to !e provided to CSC scholarswith stipends that are lower that ISU expected minimums.

    ISU has an agreement with the China Scholarship Council (CSC) that providesopportunities to top Chinese graduates to pursue advanced degree at Iowa StateUniversity (ISU). The CSC awardees are provided !y a scholarship !y the Chinesegovernment that includes a stipend (up to 6@ months) international health insuranceround trip plane tic5et and expenses for !oo5 purchases. In addition ISU providestuition scholarship for the awardees as long as they receive CSC scholarship andma5ing adequate progress toward their respective degrees.

    The stipend level is determined !y the CSC for each location presuma!ly depending onthe cost of living for a particular site. 7lthough the stipend provided !y the CSC is

    deemed to !e adequate for living expenses it is often lower than the stipend oered!y the individual departments at ISU.

    In order to prevent hardship that student may experience and to even out thedierences !etween the stipend oered !y ISU and CSC individual departments attheir discretion and depending on the availa!ility of funds may provide supplementalfunding in the form of scholarship in an amount such that total scholarship amount(CSC and ISU) must not to exceed the departmental stipend oered to its graduatestudents. Student must provide formal CSC oer letter spelling out the stipend amountand other !ene$ts. Aunding source for the supplemental scholarship is expected tocome from either the ma3or professor or departmental funds.
